Section 1: Policies and ProceduresTEACHER HANDBOOK

DUTY HOURS 8:00 a.m. - 3:00 p.m. Monday -Friday Teachers must be ready to start workday by 8:00 a.m. Instruction begins at

8:15 a.m. All other staff members are to be at their assigned post at their scheduled

time. Whenever an unforeseen emergency arises resulting in being late to work, it

is the responsibility of the staff member to notify, Maria Gomez, as soon as possible so that coverage may be arranged. 619-428-2231

STUDENT ARRIVAL & DISMISSAL Regular Day ScheduleRefer to Appendix B & C for the complete bell schedule and Willow’s Teacher Resource Site.

Walking Club (1st-6th grade): will be from 7:35a.m. -8:10 a.m. at the upper grade playground. Tk & Kinder students must be accompanied by an adult.

Transitional Kinder (TK): 8:15 a.m. – 12:30 p.m. Kindergarten: 8:15 a.m. – 2:15 p.m. 1st- 6th: 8:15 a.m. – 2:45 p.m.

Arrival: All students who eat breakfast will report directly to the cafeteria upon arrival. Supervision of students in the cafeteria begins at 7:30 a.m. Breakfast is served from 7:30 a.m. and continues until 8:10 a.m.Dismissal: The parent or legal guardian is required to come to the office to sign out the child with appropriate I.D. The office will call the teacher so the student can be sent to the office. Parent of kinder students will be sent to the classroom to pick up his/her student. Parent must give you the dismissal slip in order to be released from the classroom. If a parent/guardian comes to the classroom to pick up a student and they do not have a “release form”, please refer them to the main office.

ATTENDANCE & TARDINESS ProceduresRecord of classroom attendance must be signed weekly by each teacher on Friday’s by 3:00 pm and placed in the attendance box in the teachers’ mailboxes.

Attendance is to be taken through SYNERGY; please submit by 8:45 a.m. daily. In case of computer failure, attendance roster needs to be sent to the office by 8:45 a.m.

Any student arriving after 8:15 a.m. is tardy and the teacher will mark it in Synergy.

Any student arriving after 8:45 a.m. should report to the office before going to the classroom to receive their tardy slip. Ms. Erika Aviles, Administrative Clerk I, will input in Synergy.

Note: Students with excessive tardiness will be referred to the School Attendance Review Team and/ or School Attendance Review Board (SART/SARB).

When students are absent, the parents must call the school office at (619) 428-2231 or send a note when their child returns that states the reason for their absence.

OFFICE NORMS The office is open from 7:45 a.m. to 5:00 p.m.The office is a place of business and needs to be treated as such.

Students who are sent to the office must have a note or pass from the teacher.

In order for any student to use the phone, a note must be sent giving permission. The office phone should only be used for emergency purposes.

The office copier is to be used for internal office use only. Staff can use hallway copier.

Do not send students to request copies to be made by the office staff or IMRA.

Please do not send students to the staff lounge.

ORDERS ProceduresPlease refer to Appendix G for all work order forms and Willow’s Teacher Resource Site.

SUPPLY ORDER: Request for classroom supplies need to be submitted the 2nd and 4th

Monday of each month to Mrs. Maria Gomez, Administrative Assistant. Every effort will be done to complete request within three days.

Requests for other materials not included in the warehouse list, need to be submitted to Mr. Bojorquez for approval.

**No refund of purchases will be made without prior approval by administration.COMPUTER WORK ORDER:

Please submit your own technology work orders through district website. Click on WORK ORDERS (username: 020 password: smile).

CLASSROOM WORK ORDER: Submit all classroom work orders to Mr. Bojorquez via email

([email protected]). Classroom work order requests will be submitted to Maintenance and Operations after principal’s review and approval.

injured. Note: In case of a change of address, please inform the

office, as well as the district, of your new address.

CUMS ProceduresPlease check with Ms. Jovana Montes, Administrative Clerk I, to have access to review them.

Cumulative records for students are maintained in the office. Teachers are expected to take the time to look through them to

familiarize with students needs and prior history. Please remember that the CUM cannot be removed from the office.

Teachers should work on the folders throughout the year to avoid a rush at the end of the school year.

New students’ records will arrive periodically throughout the year.

AT-RISK STUDENTS Procedures It is imperative that each teacher identifies a student “at risk” early

in September or within 30 days after enrolling in a classroom. Students “at risk” are those who are academically functioning

below grade level or have attendance or social problems affecting their learning.

Please submit list via email of students at risk with a brief description of the problem(s) to Mr. Bojorquez by Monday, September 7, 2017.

TEACHER ABSCENCES Procedures Teachers are responsible to input their absences (prior to 7 am day

of absence) and request a substitute via AESOP (Automated Educational Substitute Operator).

Teachers are responsible to utilize the San Ysidro School District AESOP computer system.

If an unforeseen absence should occur (after 7 am day of absence) it is the responsibility of the teacher to communicate with the school site (Maria Gomex x3798) and district office (ext 3017 Yadira Diaz, Administrative Secretary III).

In case of of an emergencies, the emergency lesson plans will be utilized.

STAFF MEETINGS ProceduresFor meeting schedule check Willow’s Resource Site or the District Calendar.

Staff and/or grade level meetings are scheduled at 1:05 p.m. on scheduled Fridays.

All staff members are expected to attend scheduled meetings, and to arrive promptly (including Instructional

Aides). Please notify administrator if you are not going to attend the

scheduled meeting and specify why you are unable to attend. IEP or parent meetings should not be scheduled during staff

meetings without prior approval from administration.

CLASS COVERAGE ProceduresIf you are late or have an emergency, please contact office, Mr. Bojorquez, or Mrs. Carranza.

Class coverage will only be provided on an emergency basis as defined below:

1. Substitute / Teacher late to work.2. No substitute available (if there is no sub, classes will be subject

to be dispersed).3. Teachers leaving work because of illness or family/ personal

situations (administrator approval). If approved, please make sure to sign out at the office.

4. If coverage is needed during instructional time, please contact the office for an administrator, or credentialed personnel (for emergency cases and only directed by administration), to cover your class.

LESSON PLANS ProceduresPlease submit Substitute Emergency Lesson Packets to Ms. Jovana Montes by Friday, August 31, 2017.

LESSON PLANS:Lesson plans must be accessible to administration and placed on your teacher work station when informal classroom visits are conducted by administration. Lesson plans must be up to date and aligned to grade level instructional goals and design.EMERGENCY LESSON PACKETS:All teachers must have Emergency Lesson Packets (one per each child) on file in the office. The teacher must update the packets, as needed.

CLASSROOM ENVIRONMENT ProceduresUpdate classroom work and lesson targets and objective, as needed.

1. Post daily schedule and class management.2. Post unit matrix posters.3. Daily lesson objectives, learning targets, and essential

quetions must be clearly posted for each subject area being taught.

4. Post a content standard label when displaying samples of student work.

5. Have a designated area in your classroom for a Word Wall and NVL wall.

CLASSROOM UP-KEEP Procedures Turn off your lights and lock your door whenever the room is

not occupied. Never leave an unoccupied room unlocked. Unsupervised students cannot be left in the classroom at any

time. Students cannot be left alone with volunteers at any time.

Please close and lock your windows when you leave at the end of your duty day.

Have students pick up papers and other trash off the floor and place all student chairs on top of desks (daily).

Turn off computers and printers daily at the end of the day. Classrooms and office space need to be neat and organized. DO NOT send students with your classroom keys to your

classroom or to run personal errands.

Non-food Celebrations: Classroom celebrations are a part of the school experience,

yet should be kept to a minimum (one per month with Principal approval).

All non-food classroom celebrations are to be noted in teachers’ lesson plans.

Food Celebrations: Four days have been approved. There is a form located on

4) End of the Year –Friday, June 22, 2018

district website (click on school menu icon on the right margin-then scroll down and click on catering icon) where items can be requested for your classroom celebration.

The cafeteria supervisor must be notified a week in advance if your students will not be eating in the cafeteria.

Note: Only store bought food items may be served at approved classroom celebrations and must follow the San Ysidro School District Wellness Policy Guidelines.

CLASSROOM INTERRUPTIONS Procedures1. Intercoms and/or public address systems shall be used sparingly.2. The delivery of routine messages should be limited to designate

times during the day.3. Visitations should be arranged in advance through the school office

and administration approval obtain.4. School maintenance, which would cause excessive noise, should be

scheduled before or after school hours. (Legal Reference: Education Code 32212 Classroom Interruptions).

INCIDENT REPORTS ProceduresRefer to Appendix H and I for the Incident Report and school -wide Behavioral Management Plan Willow’s Teacher Resource Site.

Directions to log contact in Synergy is on Willow’s Teacher Site, click on SYNERGY.

Incident reports should be the last resort to your classroom management system.

Teachers must contact and keep parents informed of student’s behavior.

Log your parent communication in Synergy. In a case of a severe infraction or recurring behavior, a

detailed incident report must be submitted to the office.

TEACHER HANDBOOK

SAFETY AND SECURITY Procedures In order to ensure a safe campus, all gates will remain closed during

school hours. All parents are required to enter the school campus through the main gate.

Please make sure gates close behind upon entering the school. This includes the kinder/first grade gate and any gates leading into the school from the teacher parking lot.

Students must be given a hall pass. A child should not be given the keys to return to the classroom for

forgotten materials or to go to the parking lot to pick up something from a teacher’s car.

Always stay with your students during an assembly, while in the computer lab or on any other occasion.

Bathroom logs should be kept in the classroom. If you are going to keep a child after school you need to have had

previously notify the parent of that child. You must make transportation arrangements for those students riding the bus. For professional reasons, no student should be kept after school during a staff meeting.

Do not park on the red zones. This includes teacher parking lot. Each visitor will have to sign-in and will be given a “Visitor’s Pass”. Each employee is responsible for questioning any person on

campus who is not a school employee. Please report any suspicious person(s) or item(s) to the office and

they will contact admin and security guard. Classroom doors should be locked at all times.

ACCIDENTS Procedures If you should become injured on the job it is your responsibility to report it to

an administrator, immediately. If an administrator is not available, please report your injury to the school secretary.

When you report an injury, you are required to fill out the proper paper work, immediately. Report forms may be obtained from the school secretary.

Staff members should not attempt to lift or move any heavy items. Please avoid standing on chairs and counters. Call the office if you need assistance.

If a staff member suffers loss of personal property or property damage on the school grounds, a police report needs to be made. In addition a District Claim Form must be filled out. This is extremely important if you are requesting reimbursement from the District.

STUDENT ACCIDENT : An accident form is required if: 1. A staff member witnesses the accident, 2. Accident occurs in their classroom and/or 3. Accident occurs during their supervision time. The Health Clerk has this form.

BEHAVIOR MATRIX ProceduresRefer to Appendix I for Behavior Matrix and Willow’s Teacher Resource Site.

Willow students are expected to follow our three school-wide rules:

1) Be Respectful 2) Be Responsible 3) Be Safe

Students will implement these rules in all common areas.

RECCESS Procedures All teachers will be required to do recess duty during the first and last week of

school. Recess duty schedule will be created during first week of school. A schedule of

recess duty will indicate the weekly recess teacher team on duty. Before you send your students out, make sure that someone is on duty. If no one has reported for recess duty, stay with the students on the playground

and send a student to the office to notify the lack of supervision. Do not send your students outside prior to their assigned recess time. While on duty, teachers are responsible for all students. Make sure you are walking around and monitoring your assigned area. The use of cell phones is not allowed while on duty. Make sure you pick your students up on time.

RAINY DAY PROCEDURES ProceduresIn the Morning:It is recommended that all classrooms are opened at 8:05 a.m. Please notify the office once you are ready to receive students. Students will report to the cafeteria upon arrival. In the morning, the Principal, Assistant-Principal, Psychologist and all specialists (RSP, Aides and Teacher Assistant, and other non-classroom teachers) will be on duty to direct students to their classroom.For Recess:Each teacher, when appropriate, may take their students to a short restroom break. If a teacher needs to use the restroom please contact office for coverage.For Lunch:Students and teachers lunch periods are 30 minutes. Teachers are to walk students to the cafeteria at the schedule lunch period. Please promptly pick up your students in the cafeteria at the end of your scheduled lunch time.**Students are dismissed at the regular time, but teachers are allowed to leave fifteen minutes early.

MANDATED REPORTER ProceduresRefer to Appendix K for Child Abuse Form and Willow’s Teacher Resource Site.

It is the legal responsibility of all employees as mandated reporters to report child abuse or the suspected abuse of any student.

Please be advised that the child abuse can take many forms, i.e. physical, emotional, neglect etc.

No employee shall judge the suspected condition nor should they conduct their own investigation.

All cases must be reported to Child Protective Services at 858-560-2191 and/or a report must be faxed with them.

You must fill out the form and fax it to CPS FAX: 858-467-0412. Do NOT place the CPS report or copies of the report in the CUM file.

PROHIBITED ITEMS ProceduresRefer to Appendix L for Student Item Form and Willow’s Teacher Resource Site.

The school is an educational institution whose primary purpose is to provide each student with the skills necessary to develop their maximum potential. Any item that detracts from this goal does not belong at school.

Staff members will confiscate the prohibited item(s) listed below and fill out the STUDENT ITEM FORM. Item will be returned by admin, teacher or office staff, depending on the circumstance.

RED EMERGENCY BACKPACK Procedures Every classroom will be assigned one Red Emergency

Backpack. The contents of these backpacks are to be used ONLY in case

of an emergency. If a student requires any First Aid item, please send them to

the Health Clerk (with pass) or use the classroom first aid kit.

EMERGENCY PROCEDURES ProceduresPlease review evacuation map on Appendix M and Willow’s Teacher Resource Site.

State law requires schools conduct a

Each teacher is responsible for the safety and orderly conduct of students during emergency or emergency drills that are held for students and teachers. All teachers must discuss procedures for earthquakes, fire drills, and lockdowns.

Earthquake drills: Teachers must discuss and practice "duck and cover" procedures with students. Proper procedures for earthquake evacuation should to be posted by the door.

fire drill and an emergency drill once a month.

Tentative Schedule in on Appendix N and Willow’s Teacher Resource Site.

Fire drills: Teachers should discuss behavior to, from, and during the fire drill. Students should also know what to do during recess and lunch should there be a fire drill. Each teacher needs to post the fire drill route by the door. During a fire drill, the number of students under your care at the time must be noted and only one student must be sent to the school secretary to give the teacher’s name and the number of students at the time of the drill.

Lockdown: It will begin with a P.A. announcement. During a lockdown, lock the door, turn off lights, have students huddle near a corner of the room where they are not visible, and maintain quiet and calm. Do not call the office. If you are outside during a lockdown go to the nearest classroom/building with your students. Wait until you hear the P.A. announcement that states lockdown is lifted.

EVACUATION Procedures Get your Red Emergency Pack and bring it with you. Lock doors and turn off lights. Follow the Evacuation Map (refer to map section). Each class, once outside in the area indicated on map, will send a runner to an

assigned office staff member with their current student count. Please make sure student states Teachers Name and number of students. Bell (long ring) is rung to signal the return to classroom. Students will exit the classroom quietly and walk in a single line to designated

area.

Section 2: Guidelines and PoliciesAttendance Guidelines

1. Students are required by law to attend school daily.

2. Definition of absences: EXCUSED: illness with a doctor’s note, bereavement, and/or doctor/dentist appointment UNEXCUSED: note with an unacceptable reason (ex. slept in) or UNVERIFIED: no note or phone call from home (TRUANT)

3. Notes or phone calls reporting absences must be directed to the office within 48 hours, not to teachers.

4. Three or more unexcused or unverified absences will require an attendance contract (#1). A total of 3 or more tardiness will also require attendance contract #1 to be issued (only attendance contract #1 can be issue for tardiness).-by Teacher with copy to office.

5. Six or more unexcused absences will require attendance contract to be issue (#2). -by Teacher with copy to office.

6. For additional unexcused absences after contract #2 or excessive absences or tardiness, teacher must request a Pre-SARB hearing to administration. For students exhibiting excessive absences a request for a SARB (Student Attendance Review Board) meeting will be requested to the district. A record of absences are kept by:

Recommendation by School Staff:Doctor/Dentist appointment or any other appointments should be made after the end of the school day.

Tardy Guidelines1. Students are required by law to arrive at school no later than 8:15 a.m. Students arriving after 8:15 a.m

will be considered tardy.2. Any student arriving after 8:15 a.m. is tardy and the teacher will mark it in Synergy. Any student arriving

after 8:30 a.m. should report to the office before going to the classroom to receive their tardy slip. Ms. Erika Aviles, Administrative Clerk I, will input in Synergy.

3. Four or more absences or tardiness beyond 30 minutes will be reported to the SART/SARB team. SART/SARB team reviews excessive tardiness and unexcused absences for prosecution.

DRESS CODE POLICY

To ensure a safe campus and a positive learning environment, Willow Elementary requires the following:

BACKPACKS -The dress code also applies to backpacks, notebooks, and book covers.

BELTS -Belts with initials or gang symbols (as identified by the Police Department) are not permitted. Belt buckles must be permanently attached to the belt and of moderate size. Web belts are not permitted. Belts must be looped through pants without hanging down from under shirt or top.

HAIR/NAILS -Hair that is colored a distracting, unnatural color, such as pink, green, purple, etc., is not allowed. Hairstyle may not be disruptive to the learning environment. Long acrylic nails are not permitted.

HATS/SUNGLASSES -Hats, caps, visors, beanies, bandanas and sunglasses shall not be worn. Only for fieldtrips, if appropriate.

JEWELRY/CHAINS -Wallet chains, large bead chains, safety pin chains, paper clip chains, dog collar type chains, or other types of chains that are considered safety issues will not be allowed. Spiked clothing or jewelry is not permitted. Pierced jewelry must not create a safety issue, i.e., no hoops, safety pins, large dangly body rings, tongue, lips or nose piercing.

PANTS/SHORTS -Pants must not sag and must stay at the waist without the aid of a belt. Pants must be hemmed. Pants with slits or frayed and ragged hems are not acceptable.

SHOES -must be worn at all times. Flip-flops or shoes with open toes or heels are not allowed.

SHORTS/SKIRTS/ DRESSES/SKORTS -All clothing must be of modest length (within four fingers from knee).

SHIRTS/BLOUSES. All tops must have sleeves and collars. Necklines must be no lower than four fingers from the collarbone. Only white garments underneath uniform shirt and all shirts must be buttoned modestly.

CLOTHING -must conceal all undergarments (boys and girls). No bare torsos or shoulders. NO baggy or form fitting clothing allowed. Sweatshirts, sweaters, jackets, or coats cannot be worn to cover up inappropriate clothing. No denim may be worn.

VALUABLE ITEMS – The school cannot be responsible for missing clothing, jewelry or any valuable items.

Any item which distracts from the learning environment or may present a danger to students or staff.The school staff has the discretion to determine whether clothing or articles are appropriate or not. The dress code is also subject to change as needed.

Guidelines for Film, Video, and Broadcasting Program Request Forms

1. All film, video/broadcasting programs, viewed by students, shall be written into the weekly lesson plans.

2. All films; video/broadcasting programs shall be previewed /screened, by the teacher, for inappropriate language/modeling, violence, nudity, and sex before requesting the principal’s approval.

3. Film ratings: Films rated PG13 or R is not permitted. Those films rated PG, must have a parent permission form signed prior to viewing the film.

4. The principal shall approve/disapprove all films, video/broadcasting programs. Request forms need to be turned in at least a week before it will be viewed and written in lesson plans.

5. All requests must be directly related to specific objectives of the lesson currently being taught.
