The Board next discussed the electrical bids for the new Livestock Exhibit Barn. Marty McMillen and Troy Kurz were pres- ent. At the April 4th Board meet- ing, sealed bids were opened for the electrical work at the building. This matter was tabled to allow the Livestock Exhibit Building Committee to review the bids. The following bids were submitted: Interstate Power Services $22,081.00 Schumacher Electric, LLC $55,967.15 The bid from Interstate Power Services included an Alternate #3 bid to supply and install 4 retractable cord reels for an additional amount of $280.00. Troy Kurz reported on the bid review. The Building Committee recommended Interstate Power Services. A motion was made by Sanders, seconded by Olson to award the bid for the electri- cal work at the Livestock Exhibit Barn to Interstate Power Services in the amount of $22,081.00 to include the Alternate #3 bid to supply and install 4 retract- able cord reels in the additional amount of $280.00. The total bid award was $22,361.00. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None. Karen DeBoer, Extension Educator, presented the 2014 and 2015 Annual Reports. Next, Educator DeBoer updated the Board on extension activities. At 9:00 A.M., the meeting was moved to the Cheyenne County District Courtroom to accommodate a larger group. The Board considered the forma- tion of an Ambulance Task Force. Comments were heard. A motion was made by Sanders, seconded by Olson to table the matter until the next meeting of the Board on May 2, 2016. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None. At 9:30 A.M., the meeting was moved back to the Commissioners Meeting Room. Next, the Board considered the appointment of Russ Stickley to the Veterans Committee to fill the unexpired term of Don Connelly. Ronald L. Gusman, Veterans Service Officer, on behalf of the Cheyenne County Veterans Service Committee, submitted a letter recommending the appointment of Mr. Stickley to the Veterans Service Committee to replace Mr. Connelly. A motion was made by Olson, seconded by Sanders to approve the appoint- ment of Russ Stickley to the Veterans Service Committee to fill the unexpired term of Don Connelly. The term will be from April 18, 2016 to June 30, 2018. Roll Call: Aye: Sanders, Johnson, Olson. Nay: None. The next item to be addressed was the approval of an Advisory Board-proposed Contract for the Cheyenne County Guardian ad Litem. Audrey Elliott was present for this discussion. At the April 4, 2016 meeting, the Board accept- ed the bid from Audrey Elliott in the amount of $126,000.00 for a two-year Contract. Today, the Board reviewed the Contract for the position. A motion was made by Olson, seconded by Sanders to approve the two-year Contract with Audrey Elliott for the position of Cheyenne County Guardian ad Litem as presented. The Contract will commence April 18, 2016 and end on April 17, 2018. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None. The Quarterly jail inspection was postponed until 10:30 A.M. Desirae Bruner appeared before the Board and offered information regarding the Sidney to Deadwood Wagon Ride to be held on August 24, 2017. Highway Superintendent Doug Hart presented Resolution 2016- 14 setting the date, time and place for the public hearing to consider approval of the One and Six Year Road Improvement Plan. A motion was made by Sanders, seconded by Olson to adopt Resolution 2016-14 set- ting the date, time and place for the public hearing to consider approval of the One and Six Year Road Improvement Plan on May 2, 2016 at 10:00 A.M., in the Commissioners Meeting Room, Cheyenne County Court House, 1000 10th Avenue, Sidney, Nebraska. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None. A complete copy of the Resolution as adopted is on file at the Office of the County Clerk. Superintendent Hart then updated the Board on road activi- ties. The Board completed the quarterly jail inspection. The Board next discussed the electrical bids for the new Livestock Exhibit Barn. Marty McMillen and Troy Kurz were pres-ent. At the April 4th Board meet-ing, sealed bids were opened for the electrical work at the building. This matter was tabled to allow the Livestock Exhibit Building Committee to review the bids. The following bids were submitted:

Interstate Power Services $22,081.00

Schumacher Electric, LLC $55,967.15

The bid from Interstate Power Services included an Alternate #3 bid to supply and install 4 retractable cord reels for an additional amount of $280.00. Troy Kurz reported on the bid review. The Building Committee

recommended Interstate Power Services. A motion was made by Sanders, seconded by Olson to award the bid for the electri-cal work at the Livestock Exhibit Barn to Interstate Power Services in the amount of $22,081.00 to include the Alternate #3 bid to supply and install 4 retract-able cord reels in the additional amount of $280.00. The total bid award was $22,361.00. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None.

Karen DeBoer, Extension Educator, presented the 2014 and 2015 Annual Reports. Next, Educator DeBoer updated the Board on extension activities.

At 9:00 A.M., the meeting was moved to the Cheyenne County District Courtroom to accommodate a larger group. The Board considered the forma-tion of an Ambulance Task Force. Comments were heard. A motion was made by Sanders, seconded by Olson to table the matter until the next meeting of the Board on May 2, 2016. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None.

At 9:30 A.M., the meeting was moved back to the Commissioners Meeting Room.

Next, the Board considered the appointment of Russ Stickley to the Veterans Committee to fill the unexpired term of Don Connelly. Ronald L. Gusman, Veterans Service Officer, on behalf of the Cheyenne County Veterans Service Committee, submitted a letter recommending the appointment of Mr. Stickley to the Veterans Service Committee to replace Mr. Connelly. A motion was made by Olson, seconded by Sanders to approve the appoint-ment of Russ Stickley to the Veterans Service Committee to fill the unexpired term of Don Connelly. The term will be from April 18, 2016 to June 30, 2018. Roll Call: Aye: Sanders, Johnson, Olson. Nay: None.

The next item to be addressed was the approval of an Advisory Board-proposed Contract for the Cheyenne County Guardian ad Litem. Audrey Elliott was present for this discussion. At the April 4, 2016 meeting, the Board accept-ed the bid from Audrey Elliott in the amount of $126,000.00 for a two-year Contract. Today, the Board reviewed the Contract for the position. A motion was made by Olson, seconded by Sanders to approve the two-year Contract with Audrey Elliott for the position of Cheyenne County Guardian ad Litem as presented. The Contract will commence April 18, 2016 and end on April 17, 2018. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None.

The Quarterly jail inspection was postponed until 10:30 A.M.

Desirae Bruner appeared before the Board and offered information regarding the Sidney to Deadwood Wagon Ride to be held on August 24, 2017.

Highway Superintendent Doug Hart presented Resolution 2016-14 setting the date, time and

place for the public hearing to consider approval of the One and Six Year Road Improvement Plan. A motion was made by Sanders, seconded by Olson to adopt Resolution 2016-14 set-ting the date, time and place for the public hearing to consider approval of the One and Six Year Road Improvement Plan on May 2, 2016 at 10:00 A.M., in the Commissioners Meeting Room, Cheyenne County Court House, 1000 10th Avenue, Sidney, Nebraska. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None. A complete copy of the Resolution as adopted is on file at the Office of the County Clerk.

Superintendent Hart then updated the Board on road activi-ties.

The Board completed the quarterly jail inspection.
