Challenge:HowtoeffectivelyimplementconceptsandsolutionsrelatedtosmartcityinPoznan?

AlthoughPoznanhasthenecessarypotentialtoimplementsmartcitysolutions,thecitylackscomprehensivesystemicsolutionsusingmoderntechnologiessupportingtheimplementationofpublic-servicetasks.

SurveysconfirmthatallPolishcitiesareseparatedinthisrespectfromEuropeanonesbyagreatdistance,whichdirectlytranslatestotheirlowlevelofcompetitivenessonaglobalscale.Thesmarttechnologiesmarketisdevelopingveryfastandwillbeinfluencingthecity’sdevelopmentinaconsiderableway.

Anewperspectiveisthedynamicdevelopmentofthemarketofinformationbasedonthedataset“BigData”,includingtheInternetofThings,requiringareal-timeintegrationofmultiplemulti-layereddistributeddigitaldata.

TheopenpublicinformationstoredbytheCity(anditsorganizationalentities) willhaveanevengreatersignificance.

Thepossibilitytouseinformationfromthepublicsectorisachanceforentrepreneurs– particularlythosewhoactincreativeindustryandwillbeabletocreateinnovativeproductsandservicesonthisbasis.

Challenge:Howtoincrease thequalityofpublicservicesprovidedbytheCity?

• ensuretheaccessibilityofhigh-qualitybasicpublicservices,especiallyeducationandhealthcare,toallresidents

• improveofefficiencyoforganizationalentitiesfunctioning.Particularlyimportantmattersaretheadministrativeproceduresacceleration,improvingadministrativeemployeesqualifications,andincreasingtheextentofsmarttechnologiesexploitationinthecontactswithclients

• increase useofsmarttechnologiessupportingtheimplementationofpublicservicestasksrelatedespeciallytotransport,municipaleconomy,environmentprotectionandinfrastructureaswellfacilitatingonlinecommunicationwiththeresidents.

• tostartaneffectivedialoguebetweenlocalauthoritiesandresidents,itisnecessarytoprovidetransparencyofactivities,openaccesstopublicdata,smartcitymanagement,cooperationwithbusinessandscientificandacademicenvironment,abilitytocompromise,andexploitationofInternetsocialpossibilities.Theseactionswillconsequentlyenablethecreationofaparticipatorycitymanagementsystem,guaranteeingtheresidentsparticipationindecision-makingprocessesalongwithco-responsibilityforimplementeddecisions,andwillfostertheunleashingofcreativityinresolvingcity’sdevelopmentproblems.

Thereisastrong,positiverelationbetweentrustandinternalsenseofmaintainingcontrol– thatis,withthebeliefthatwecaninfluencethewayourlivesaregoing,andthelifesatisfaction.Thesenseofcontrolreallydoesactlikeanagentbetweentrustandlifesatisfaction.ThelevelofratiosoftheParticipationCounterelaboratedbytheInstituteofPublicAffairsshowsthattheresidentsofPoznanandnon-governmentalorganizationscantoagreatextentparticipateintheprocessofpublicparticipation,andthescaleofsocialcommunicationstandsatahighlevel.Thehighactivityleveloftheresidentsandthegrowingroleofnon-governmentalorganizationsandurbanmovementsalreadyinfluencethequalityandlevelofsocialdialogue.Ahighsocialcapitalisabasisforbuildingsolidarityamonglocalcommunityinordertoequalizeopportunities,reducedisparities,andavoidsocialinequalities.Communityandsocialdialoguecanbesupportedbythedevelopmentoflocalmassartistic-culturalandsportsevents,buildingtouristicrouteswithintheresidentialestatesonthebasisofeventsfromPoznan’spastandcreatingauniquearchitecture(Poznan’ssecession,Poznan’smodernism,militaryarchitecture).Asapartofthispriority,theCitywillimplementmechanismsandactionstoincreasethelevelofsmarttechnologiesexploitationinpublicservices,andtoenhance theresidentsengagementinthecitydevelopment.Intheprocessofthisobjectiveimplementationitisnecessarytorememberthatthegoodgovernancedevelopsthebottom-upresourcefulnessofpeople,butdoesnotreplacethemindecidingaboutimportantissues.
