The level of lighting at this field is insufficient for the level of play as well as the lack of adequate lighting creates a dangerous atmosphere for players. There are over 100 games on this field annually with 36 of them high quality college players. CURRENT CIRCUMSTANCE: LED lighting is the best replacement option for the field with 70 foot candles infield and 50 foot candles outfield. Quotes were solicited for the project with one received from Musco Lighting in the amount of $294,615. Border States was also contacted for a quote to provide materials and quotes from contractors for installation will be solicited. Border States is also looking into the option of not replacing any of the light poles. Musco Lighting's quote includes replacing the two B poles, which are the poles at 1st and 3rct base. The lights on the A pole, the pole next to the grand stand on the 1st base side, has a dead shmi in the fixture. Staff is holding off on the repair until fu1iher direction is given on the proposed lighting project. RECOMMENDATION: Seek direction from Council on the project. 2. Line drawn through each "A" pole location must be behind home plate to ensure lighting the portion of the ball the batter sees as it crosses home plate.

3. Consideration should be given to locating "B" poles between 1 /3 and 2/3 distance of the foul-line. This positioning towards the outfield foul pole allows the ball to be lit in a more constant perpendicular illuminance as it travels from the infield to the outfield.

4. Recommend field size is 330 ft I 375 ft I 400 ft I 375 ft I 330 ft. 5. For new facilities or upgrades, it is recommended to consult a lighting professional for optimal pole placement.

INTRODUCTION/REQUEST: Funding sources for the Tenaplane drainage pond project.

HISTORY: In 2008, as pait of the Landmai·k Business Park project, the subject stormwater pond was constructed along with stmm sewer inlets and outlets. The discharge for this pond ultimately is a 15 inch storm sewer located in the south ditch of TH No. 12 and discharges to Branch 3 of Ditch 23A. Typically storm sewer ponds provide a minimum of 100 year rain event flood protection. In the case of land locked ponds (ponds with no surface outlet) the design standard is to provide flood protection for back to back 100 year rain events. The subject pond is a land locked basin with no surface flow outlet. In order to provide the 100 year back to back events, an additional outlet for the pond will be required.

CURRENT CIRCUMSTANCE: Neighboring homes have experienced flood waters which have been very close to lowest floor elevations. Standard design guidelines indicate that at least one foot of freeboard, that is the vertical distance between the critical opening elevation and the peak water surface elevation, is recommended for protection during back to back 100 year event.

RECOMMENDATION: Staff seeks Council direction for funding sources for the design of a secondary pond outlet.

FUNDING ALTERNATES: • 50/50 split Koosman/City • Special Improvement District with benefitting property owners paying share • $20,000 Koosman, Remainder City • 100% City

PROPOSED ACTION Mayor, City Administrator and Finance Director to meet on establishing the Budget Calendar.

AGENDA ITEM: City Hall Project

INTRODUCTION/REQUEST: The City has budgeted for and the City Administrator and building committee have been working with Engan Associates on the design and construction of a new city hall.

HISTORY: The City in the 2018 budget has funded for the construction of a new city hall.

CURRENT CIRCUMSTANCE: The Council has met jointly with the Willmar Municipal Utilities Board and made the decision not to do a combined building and each organization will build their separate administration building. The architect and building committee have identified numerous site locations for the city hall. The Council needs to select 2-4 sites for the new building.

RECOMMENDATIONS: The Council will hold a special meeting with Engan Associates to present the site selections. The public will pick their recommended site for the new City Hall on
