W1-6060 SECTION 14(2) NOTICE AND SECTION 14(1) TEMPORARY TRAFFIC ORDER - PALACE STREET AND CASTLE LANE INTRODUCTION OF TEMPORARY "AT ANY TIME" WAITING AND LOADING RESTRICTIONS (Drawing No. 11677128-044-P-01) Background Information The City Council has become aware that a number of vehicles delivering to businesses at the Cardinal Place development, Victoria Street are waiting in Palace Street rather than using the dedicated off-street servicing facilities within the complex. This practice is not only in breach of Planning Condition 24 for that development, but also restricts vehicle movements and obstructs sightlines along Palace Street, which is a busy road used by commuters, residents, businesses, shoppers, and school children attending Westminster City School (which lies opposite the Palace Street "goods in" entrance to Cardinal Place). The City Commissioner of Transportation has also been advised by the school's Deputy Head Teacher that pupils have been hit by slow-moving vehicles attempting to manoeuvre past delivery vehicles parked outside and opposite the school entrance, in breach of the afore-mentioned planning condition, at school arrival and departure times. These issues of access and visibility are further exacerbated by works at the Kingsgate development located close to the junction of Palace Street and Victoria Street, which is seeing heavy works vehicles regularly accessing and leaving the site. These works are expected to continue until 14th July 2015. The City Council has requested Land Securities' Cardinal Place estate management team to ensure compliance with Planning Condition 24 and to improve the management of vehicles delivering to their development. However, the City Council also considers that because of the likelihood of danger to the public arising from this practice and of the necessity to maintain visibility between road-users it is necessary to introduce "at any time" waiting and loading restrictions in Palace Street between its junction with Victoria Street and Castle Lane (except where existing parking places are situated) and at the junction of Palace Street with Castle ,Lane, and that those restrictions should come into force without delay. ' . In order to allow deliveries to and collections from the school, the City Council has agreed to grant a concession to vehicles displaying a dispensation permit, which will be provided to the school and is only to be used in a "loading zone" (10 metres in length), which will be indicated by two triangular kerb marks on the east side of Palace Street outside the school entrance.
