“With the demand for increased protection of parks and natural
open space in urban areas, many have questioned the benefits
and costs these areas bring to the community and local
government. Some view natural open space as underutilized,
while others value it as a component of the quality of life in a
neighborhood. More recently, natural open space benefits for
stormwater management, habitat protection, recreation,
groundwater capture, water and air quality improvements, and
