CALL TO BARTZ called the meeting of the License and Permits Committee and Park and Recs 7

ORDER Committee to order at 5:10PM. 8

ROLL CALL License and Permits Committee members present were Pat Haskin, Dale Ernst, Steve 10

Bartz and Jim Graeber. 11

Park and Recreations Committee members present were Jeff Kahle, Mickey Loka, Mike 13

Loka, Tim Albert, Mark Zeimer, Chad Gauerke and Sue Thomspon. 14

15

Also present were Mayor Clarann Stocker, Director of Public Works Mike Tolvstad, and 16

Clerk-Treasurer Amanda L. Bartz. 17

PUBLIC There were no public comments. 19

COMMENTS 20

OLD 1.) Special Events Application and Procedures 22

BUSINESS 23

MICKEY LOKA stated that he had recently filled out the new application for the Division 24

2 Show Ski National Championships and it is exhaustive. He stated that he tried to look 25

at it from both sides. He stated that from the organizers side there are a lot of things 26

that do not apply and from the city side it was all encompassing. MICKEY LOKA stated 27

that it is a good application from the City’s stand point. He also commented that from 28

the organizational standpoint, some areas are confusing. 29

KAHLE asked if MICKEY LOKA’s event had vendors with booths, MICKEY LOKA stated that 31

there will be one local booth, Erv’s Sale and Service. 32

GRAEBER stated that the consensus was that if there was any questions regarding the 34

application that they be directed to the City Clerk. 35

MICKEY LOKA stated that he was happy with the application and the first time was 37

consuming but going forward it will be easier to complete. He stated that he did not 38

think the fees were out of line. 39

License and Permits Committee – HASKIN MOVED to approve the new application and 41

GRAEBER seconded. The VOTE was unanimous. 42

Park and Recreations Committee – MIKE LOKA MOVED to approve the new application 2

and ALBERT seconded. The VOTE was unanimous. 3

2.) Chapter 55 License and Permits of the Municipal Code 5

6

MICKEY LOKA stated that for the Water Ski Champions the Water Ski club charges $100 7

for a vender spot. He stated that if the vendor has to also obtain a permit from the City 8

for $100 it becomes a considerable amount of money that may prohibit them from 9

coming to the event. MICKEY LOKA asked how vendor fees are handled with other 10

events. Discussion followed. 11

HASKIN stated that if we run into this issue with other organizations then we maybe 13

need to take a look at the requirements. 14

License and Permits Committee – GRAEBER MOVED to recommend approval to the 16

Council of the proposed ordinance and HASKIN seconded. The VOTE was unanimous. 17

GAUERKE left the meeting at 5:26PM. 19

3.) Events Coordinator 21

HASKIN stated that the only way this position will work is if part of the job is to raise the 23

funds to cover all of the City’s expenses for events, including their salary. 24

25

TOLVSTAD explained how the Antique Outboard Motor Show was run in 2014 and how 26

the event has grown. 27

ERNST asked if the Chamber has been approached regarding an events coordinator 29

position. HASKIN stated that if the position is with the Chamber, they only serve their 30

members. 31

TOLVSTAD stated that if this position can be funded through the City rather than the 33

Chamber then it will be for the benefit of the entire City and not just the Chamber 34

members. 35

BARTZ questioned if the City’s 50% of the room tax can be used to fund the position. 37

HASKIN stated that those funds are required to be spent on promotions. 38

ALBERT stated that it is very important to the City to have these events. 40

Mayor STOCKER stated if we have an application for an event then the 42

person/organization filing the application should be held responsible for the event. 43

TOLVSTAD stated that this position would be there to help the organizers with the 1

event. 2

HASKIN explained that the City could contract for port-a-potties, garbage service, etc. 4

and then the organizers could use the City’s contract for their event at a cost savings. 5

MIKE LOKA and MICKEY LOKA left the meeting at 5:54PM. 7

HASKIN suggested giving the new application time to work. ALBERT stated that this 9

position needs to aid the organizers so that the events run better and to help bring 10

more events to the city. KAHLE stated that a hidden benefit of this position would be to 11

relieve TOLVSTAD and BARTZ of some the task associated with events. 12

Wendy Wagner stated that she does not understand what the City is trying to do with 14

the position. TOLVSTAD stated that it could be a very good thing to have one person 15

that organizers can go to for assistance in their events. 16

ALBERT stated that we need to sit down and talk with the Chamber regarding the 18

creation of this position. 19

Mayor STOCKER stated that a week ago she received an email from the state regarding 21

room tax. She stated that she has been informed that there may be changes on how the 22

room tax funds are spent. 23

BARTZ suggested having a meeting with the Chamber Board of Directors regarding the 25

room tax and the position. HASKIN stated that they may have knowledge of how other 26

communities work. 27

ADJOURN KAHLE MOVED to adjourn the meeting of the License and Permits Committee and Park 29

and Recreations Committee and ALBERT seconded. The VOTE was unanimous. The 30

meeting was adjourned at 6:17PM. 31

CALL TO BARTZ called the meeting of the License and Permits Committee to order at 6:06PM. 6

ROLL CALL Members present were Pat Haskin, Dale Ernst, Steve Bartz and Jim Graeber. Also 9

present were Mayor Clarann Stocker, Director of Public Works Mike Tolvstad, Chief of 10

Police Al Elvins, Clerk-Treasurer Amanda L. Bartz and Office Assistant Brenda Crass. 11

COMMENTS 14

MINUTES HASKIN MOVED to approve the minutes from the May 5, 2015 meeting and ERNST 16

seconded. The VOTE was unanimous. 17

LICENSES 1.) Liquor Licenses 19

20

HASKIN asked if the “hours of operation” was defined in the Municipal Code. She stated 21

that she was informed that Krabby Karen’s is open for a few hours and then closed back 22

up and questioned if this was considered open of business. 23

24

Karen Kosidowski-Bergen, owner of Krabby Karen’s, stated that there are some days 25

that she is only open for 2-4 hours and there are other days she is open for 10 to 12 26

hours. She stated that during the week she is open between 5:00PM or 6:00PM until 27

11:00PM. She stated that she is open most weekends during the summer and it is a 28

seasonal business. 29

Mayor STOCKER stated she observed in March and April a tarp flapping in the wind that 31

looks unsightly. Kosidowski-Bergen stated that it has been cleaned up. 32

HASKIN asked if the Committee could have a spreadsheet of the hours of operation for 34

the days that she was open. Kosidowski-Bergen stated she could not recreate the hours 35

for the Committee, as she does not keep track of them on paper. 36

BARTZ stated that he went past the business twice on the 5th of May at different 38

intervals and noticed that the business was closed both times. Kosidowski-Bergen 39

stated that she was probably open in the afternoon. BARTZ stated he drove by both 40

times during normal business hours. 41

Gerald Dvorak, Veterans of Foreign Wars (VFW) Commander, stated it is hard to have 1

any type of business if you don’t have regular posted hours. He also stated that the City 2

has an establishment that is holding a license that could be used by someone else. 3

Kosidowski-Bergen stated that once the kitchen is completed and fully functional she 5

will be able to decrease her hours at her job as a nurse and be at the business more. She 6

stated at this point she feels that she is meeting the minimum requirements of hours of 7

operation. 8

BARTZ stated by the current ordinance, she is listing 150 days and we cannot dispute 10

those days. GRAEBER stated the Committee cannot confirm nor deny if her business is 11

open the 150 days per year. He stated the only thing we could do is stop and look in the 12

windows or have the Police Chief drive past every day. 13

BARTZ agreed with the VFW and stated that consistency is key to having a successful 15

business. He stated that not a lot of people in the room believe Kosidowski-Bergen is 16

fulfilling the operation requirements. 17

Kosidowski-Bergen stated that Krabby Karen’s is in a startup phase and that she is not 19

trying to sit on a license. 20

GRAEBER MOVED to approve the licenses as published and ERNST seconded. The VOTE 22

was unanimous. 23

2.) Tobacco Licenses 25

HASKIN MOVED to accept the tobacco licenses as presented and GRAEBER seconded. 27

The VOTE was unanimous. 28

3.) Operator Licenses 30

BARTZ MOVED to approve the operator licenses as presented and to postpone 32

Kitsemble and Tiech. ERNST seconded. The VOTE was unanimous. 33

4.) Picnic Licenses 35

There were no picnic licenses to approve. 37

PREMISE 1.) Mary’s Hangout 39

REVISIONS 40

GRAEBER MOVED to approve the premise revisions as requested and HASKIN seconded. 41

The Committee reviewed the budget versus actual for the “Celebrations” accounts for 3

2015 as of May 31, 2015. 4

2.) Division 2 Show Ski National Championships – Kwahamot Water Ski Club – July 30 – 6

August 2, 2015 7

HASKIN MOVED to approve the Division 2 Show Ski National Championships special 9

event application for July 30, 2015 – August 2, 2015 as presented. GRAEBER seconded. 10

The VOTE was unanimous. 11

3.) Tomahawk Fall Ride at SARA Park – Muscular Dystrophy Association (MDA) – 13

September 17-19, 2015 14

GRAEBER MOVED to postpone the application until the schedule of events is received. 16

ERNST seconded. The VOTE was unanimous. 17

Clerk BARTZ stated that she had received a call from MDA and that they had reported 19

that they would be taking over the Thunder Parade. Meinheit stated that the Thunder 20

Parade was included in the Tomahawk/Merrill Tavern League application. 21

4.) Tomahawk Fall Ride Street Dance – Tomahawk/Merrill Tavern League – September 23

18-19, 2015 24

BARTZ asked where the first aid booth would be set up at, Mike Meinheit stated that 26

the vendor booth would also be the first aid booth. 27

The Committee looked at the proposed detour change. Chief ELVINS asked that 29

Highway 86 be open by midnight. Meinheit stated that they have looked at closing the 30

west end of Wisconsin Avenue first so that Highway 86 can be opened as soon as 31

possible. 32

Chief ELVINS asked if contact had been made with Nicolet in regards to additional 34

security, Meinheit confirmed that they had contacted Nicolet. 35

Wendy Wagner asked if the band is going to be moved to the east and traffic detoured 37

to Railway Street, if the American Legion and George Dalbec from Pellet Stove Junction 38

had been contacted. 39

Meinheit stated the American Legion is aware and in favor of the change. He stated 41

that they had requested barricades on the sidewalk so people do not wonder off the 42

sidewalk onto the street. HASKIN asked if the Pellet Stove Junction is aware of the 43

change because he has vendors set up in his parking lot. GRAEBER suggested laying 44

over the Street Dance and detour until after the Pellet Stove Junction is contacted. Greg 1

Dieter stated that the Pellet Stove Junction has never fell within the permitted area, but 2

he will talk to the Pellet Stove Junction regarding the detour. 3

GRAEBER MOVED to approve the special events as published with waiving open 5

intoxicants on September 18, 2015 from 5:00PM to Midnight and September 19, 2015 6

from Noon until 11:30PM. ERNST seconded. The VOTE was unanimous. 7

NEW 1.) Report of “Safety” Committees – Creation of Health and Safety Committee 9

BUSINESS 10

CLERK BARTZ stated this was brought to her attention by council members and 11

members of the public. She stated that she was asked to research what other 12

communities have for public safety committees. 13

GRAEBER stated right now the Police Department and Fire Department do not have to 15

report to a governing body. CHIEF ELVINS stated he does the annual report as stated 16

within the legislative authority. 17

HASKIN stated that citizens do not have anywhere to bring their complaints. BARTZ 19

stated that this item can be brought at a separate meeting of the Committee. 20

Clerk BARTZ will report back on legislative action regarding the room tax. 24

NEXT The License and Permits Committee will meet on July 7, 2015 at 6:00PM at City 26

MEETING Hall in the Council Chambers. 27
