Suggestions

Increase communication between Fire, EMS, Police, Hospital and Social Services to get the correct agency involved

Focus on the positive when deal with patient – I am going to help you in a different way, take care of you here and avoid the lengthy ER visit

Change the mindset of EMS providers – teach them to educate the patient and refer to the proper agency, not just transport to hospital
