I. Introduction and Purpose This study and subsequent report was undertaken to evaluate the Hartford school system’s future educational facilities needs in light of recent enrollment trends, development of magnet schools and other relevant factors. The recommendations and conclusions contained in this report are intended to guide policy decisions regarding school construction and renovation projects, as well as programmatic adjustments, for the Hartford school system over the next decade. Drawing on a wide variety of information sources, this report is intended to provide an overview of the components of the Hartford educational system, examine issues that particularly impact the City of Hartford schools such as new school construction and renovation and the Sheff v. O’Neill mandates. The report also synthesizes information regarding school enrollment capacities and projected enrollments into a comprehensive analysis of the near-term future of the Hartford school system, provides analysis of this information and identifies areas of particular concern that are recommended for more intense study and evaluation. Contacts and Coordinating Parties A number of departments and individuals assisted in the collection and provision of data, explanation of educational facilities, programs and components, and analysis of current conditions and future needs of the school system in support of this study and report. Dr. Roger O’Brien, Director of Planning Services for the City, served as the chief coordinator on behalf of the City of Hartford. In addition to facilitating meetings between the consultants and city and regional staff, Dr. O’Brien provided up to date information on city policies impacting the school system and educational facilities, insights into specific educational programs and assistance in planning the outline and content of this report. Mr. Lee Erdmann, Chief Operating Officer for the City of Hartford, was also instrumental in providing direction and feedback for the development of goals and policies in this report, as well as information on particular school system components such as the provision of early childhood educational services. Dr. Al Hinds, Chief of Building Operations for the Hartford Public Schools Building and Grounds Department, assisted in providing physical plant information for each school in the Hartford system, detailed construction plans and timelines for schools under construction or scheduled for renovation and additional information on the grade structure and capacities of existing and proposed schools. Dr. Hinds also provided school renovation information for the period of time between the completion of the Hartford Public Schools Facilities Study in May 2000 and the present time. Mr. Charles Crocini, Director of Capital Projects for the City of Hartford, provided detailed information on the school construction timeline and development process, as well as construction schedules for the planned renovations in the Hartford school system. Ms. Gloria DeJesus and Ms. Regina Blake of the Office of Assessment, Evaluation and Research at the Hartford Public Schools provided information on the methodology of student enrollment projections for the Hartford school system, including how issues such as new residential development and the creation of magnet schools are factored into the projection process. This information was critical in assessing

how student capacities at each of Hartford’s schools will be impacted into the near-term future. Dr. Bruce Douglas and Ms. Colleen Palmer of the Capitol Region Education Council (CREC) provided extensive background information on existing magnet schools and the Open Choice programs which they operate, as well as the projected future role of magnet schools and school choice within the regional education system. CREC’s operations, although not within the confines of the Hartford school system, have an important impact on the enrollments within and evolution of the Hartford Public Schools, particularly in relation to the Sheff v. O’Neill court case. Study Timeline and Process Work commenced in early summer 2005 with a focus on analyzing demographic trends and development patterns within the City of Hartford. Initial data on school enrollments and capacities were examined and analyzed on an introductory basis. The various educational facilities and program options available within the greater Hartford region were identified. The proposed capital budget for the school system, including projected cost, construction period and projected final student capacity, was reviewed. Maps were compiled identifying the location of educational facilities in the City of Hartford at the elementary, middle and high school levels, including magnet schools. Also identified through the use of maps were the age of educational facilities, year of most recent renovation, student capacities, existing student enrollments, and proposed capacity after planned renovations. Between mid-August and mid-September, meetings were held with the Capitol Region Education Council (CREC) and Dr. Al Hinds of the Building and Grounds Department. Information gathered from these meetings included more detailed data on school facilities and planned capacities, construction timelines and appropriations for individual schools, and the role of magnet schools within the overall education system. A meeting was also held with members of the Assessment, Evaluation and Research Department to identify the crucial components of the student enrollment projection process. In October, the information collected from earlier meetings was reviewed and a draft outline for the final report was prepared. The outline was reviewed with Dr. O’Brien and other pertinent staff members and suggested changes were made. The outline was finalized in early November. Upon completion of the outline, work on the draft report began with additional research on magnet schools, charter schools, school choice and other private educational choices. Background information on the Sheff v. O’Neill court case was collected, including obtaining documents from the City of Hartford’s Corporation Counsel Office. Additional outside sources of information were located and used, such as the State of Connecticut’s Department of Education website, Trinity College’s Educational Studies Program and “Cities, Suburbs and Schools” research project websites, the Archdiocese of Hartford’s Office of Catholic Schools website, and a variety of news and information sources regarding Hartford. Information on school enrollments, school capacities, and planned construction activities were converted to tabular format for ease of comparison and analysis. Data from the Hartford Public Schools Facilities Study (or the “2040 Plan”) was condensed and analyzed. In mid to late November, the text of the draft report was drafted

and analysis of the information gathered was completed. The body of text herein represents a final report. 2040 Plan The Hartford Public Schools Facilities Study, a lso known as the “2040 Plan”, was completed in May 2000 by Jeter, Cook & Jepson Architects, Inc. The plan was undertaken to provide the City of Hartford with a comprehensive overview of the existing school facilities and to create detailed plans for future school construction and renovation activities. Each existing school was analyzed and evaluated in terms of numerous criteria, including condition of the physical structure, existing square footage, student capacity, date of construction and/or renovation, program issues, specific space needs and site development issues. Detailed recommended renovation plans and project budgets were completed for each school, as well as specifications for converting the school system from a K-5/6-8/9-12 school format to a PK-8/9-12 format. Finally, the report provided recommendations for which schools should be renovated and a timeline for when renovation should begin on each. This document serves as the foundation for Hartford’s current school system capital improvements planning policy. As such, the 2040 Plan also serves as the starting point for this report and its recommendations and timeline will be evaluated in terms of actual school construction activity that has already occurred. Recommended future construction activities will be examined in light of recent school enrollment projections and the impact of magnet schools, school choice programs and other pertinent changes to the educational landscape of the Hartford region.

II. Description of Educational System Components Traditional Public Schools At present, the City of Hartford has 30 traditional public schools. This number includes 22 elementary schools, three middle schools, three high schools and the two branches of the Hartford Transitional Learning Academy (HTLA). There is a wide variety of grade configurations represented, and the school system is currently in the process of reconfiguring from an elementary school/middle school/high school format to one of PreK-8 and 9-12 schools. In doing so, the three middle schools in Hartford (Quirk, Bellizzi and Fox) are planned for conversion to elementary school facilities. At present, there are no plans to construct any additional traditional public schools in the City of Hartford. Table 1 on the following page lists these thirty schools. Maps #1 through #3 that follow Table 1 illustrate the locations of the elementary middle and high schools in Hartford in relation to neighborhood boundaries prepared by the City of Hartford.

Interdistrict Magnet Schools – Hartford There are twelve magnet schools that are operated by the City of Hartford; in other words, they have been established by the Hartford Board of Education, but are open to students from throughout the region. There is also the possibility of other schools, such as Dwight Elementary School and Kennelly Elementary School, eventually converting to magnet schools as well. The target enrollment for Hartford students in these schools is 70%, with the other 30% coming from other school districts. Table 2 below identifies the twelve existing magnet schools.

Source: Hartford Public Schools. Interdistrict Magnet Schools – CREC The Capitol Region Education Council (CREC) currently manages eight magnet schools within the greater Hartford region. Of these eight schools, three are located within the City of Hartford. All eight schools are open to Hartford students. Map #4 identifies the locations of both the City of Hartford magnet schools and those operated by CREC.
