January 11, 2018 Meeting Minutes

I. CALL TO ORDER: Meeting called to order by John White, Jr. at 5:30 p.m. at 2nd Street Community Center, 211 E. Second Street, in the Mazza Room.

ROLL CALL: Present: Chairperson John White, Jr.; Vice Chairperson Jane Yaeger; Alderperson Jason Zaleski; Nick Faber; and Randy Krogman Excused: Ali Luedtke Also Present: Justin Casperson, Parks and Recreation Director; Ben Steinbach, Park Maintenance Supervisor; Steve Burns, Zookeeper and Josh Miller, Director of Development Services

II. APPROVAL OF MINUTES: PR18-01 Motion by Krogman, seconded by Yaeger to approve the December 14th, 2017 Parks, Recreation, and Forestry Committee meeting minutes. Motion Carried.

III. PUBLIC COMMENT: None.

IV. NEW BUSINESS: A. Park Dedication Requirement for Nicolet Lumber Co. – Heritage Drive

Miller presented a memo.

PR18-02 Motion by Faber, seconded by Krogman to recommend the 36 dwelling units x $150 = $5,400. No discussion. Motion carried.

B. Park Dedication Requirement for Nicolet Lumber Co. – Hume Avenue Miller presented a memo.

PR18-03 Motion by Krogman, seconded by Yaeger to recommend the 108 dwelling units x $150 = $16,200. No discussion. Motion carried.

C. CORP Review: Zoo Annual Report Burns presented a report. White asked about the future of the rock pile pasture. Burns replied that the elk are currently utilizing the space and staff is researching options for future use and exhibit. Information only.

D. Forestry Report

Steinbach presented a report. White asked about plantings along trail space. Steinbach replied that those areas will be considered in future planting sites. He also referenced the partnership in 2017 with Marshfield Friends of the Trails and Marshfield Utilities of planting trees along the Wildwood Station trail. Information only.

V. OLD BUSINESS: A. CORP Review & CIP

Casperson presented the Capital Improvement Schedule.

PR18-04 Motion by Krogman, seconded by Yaeger to reinsert the Weber Park Land Acquisition up to $50,000. Motion carried.

PR18-05 Motion by White, seconded by Krogman to reinsert the Wildwood Park South Parking Lot for $75,000. Motion carried.

B. Strategic Plan Casperson presented a memo. Information only.

C. Community Pool Update Casperson said the committee is looking for a chair for fundraising.

VI. REPORTS: A. Zoological Society: None.

B. Recreation

1. Community Center Project – Both the Parks & Recreation Office and Senior Center have moved in to the 2nd Street Community Center. The grand opening was held on Tuesday, December 12th at 10:00 am and was well attended.

2. Winter/Spring Program Brochure – Went out to the public on Friday, December 8th. Heinzen Printing helped us to get this published and printed again.

3. Programs

a. Tennis/Racquetball Center contracts were received and awarded. There are nine contacts for the winter/spring at the courts.

b. Winter tennis lessons will start the week of January 8th. c. Open Gym & Swim at the Sr. High is held on Monday and Wednesday evenings and concluded

for the fall on December 6th. It will resume on January 8th for the winter/spring season. d. Pickleball is being held on Tuesdays from 6-8 p.m. and Thursdays from 1-3 p.m. at OACC. e. Gymnastics concluded on December 12th at the Sr. High. f. Indoor ice rink had open skate dates for early release days and over the holiday break. g. Family Fun was held at OACC on Wednesday, December 13th. The next event will be held on

January 10th. h. The 4th & 5th grade basketball program concluded on December 9th. i. Outdoor ice rinks opened on Friday, December 22nd and had a slow opening with the cold

weather.

C. Parks & Zoo

1. Parks Maintenance Operations

a. Athletics – Marshfield Youth Baseball has agreed to purchase a new batting cage and L-screen netting for the SJ Miller Complex with a value of $3,292.

b. Special Events – Rotary Winter Wonderland event is complete. Volunteers are working on clean up.

c. Park Staff has been working on seasonal maintenance and repairs; snow and ice removal, picnic table and park bench repairs, portable fencing repairs, facility cleaning and painting projects.

2. Forestry

a. Yearly report presented.

3. Fairgrounds

a. No update.

4. Zoo

a. Current Zoo hours are 7:30 a.m. to 2:30 p.m. daily. b. Vet Rounds were held on December 20th. c. Due to extreme cold, there was a death of one of the Red Tail Hawks in late December.

D. Director

1. Wildwood-McMillian Trail – Construction started on September 5th. They began building the south half of

the trail in 2017 and will finish the rest this summer.

2. Wenzel Family Plaza –Construction started on September 10th.

3. Fairground Management Agreement – The City, Fair Commission and Central Wisconsin State Fair Association are in discussions about the City turning over the maintenance and administration of the fairgrounds to the CWSFA. The transition could happen by May 1, 2018.

4. Fairgrounds Campus Master Plan – Our Department is working with Development Services Department and the CWSFA on a Fairgrounds Campus Master Plan.

E. Parks, Recreation & Forestry Committee Discussion was held that the Zoological Society is no longer interested in having a representative sit on the PRF Committee. Zaleski asked for a list of the members. Casperson will ask the Society for the requested information.

Memorandum DATE: February 8, 2018 TO: Parks, Recreation & Forestry Committee FROM: Justin Casperson, Parks and Recreation Director RE: CatTale Walk – Leadership Marshfield Summary: A Leadership Marshfield group wants to install a ‘CatTale Walk’ in Griese Park. A ‘CatTale Walk’ is a book that has been dismembered into pages, laminated or sealed and placed just off a path to promote reading and exercise. Members from Leadership Marshfield will be on-hand to explain their project in depth and seek approval from the Committee. Recommendation: The Parks and Recreation Department staff approves the project as presented to them. Attachment(s): None.

Memorandum DATE: February 8, 2018 TO: Parks, Recreation & Forestry Committee FROM: Justin Casperson, Parks and Recreation Director RE: Parks, Recreation & Forestry Committee Structure Summary: The Parks, Recreation and Forestry Committee is comprised of seven members, with one member being a representative of the zoological society board of directors. The zoological society representative resigned in 2017. The zoological society board of directors is unable to find someone to fill the vacancy. As a result, the Parks, Recreation and Forestry Committee has only six active members. The negative impact of this transition has left the committee short of a quorum for two meetings. It is critical the Committee has seven active members in order to conduct business at meetings. The Department recommends changing the Municipal Code in order to accommodate vacant seat. See below. The Department recommends appointment of Steve Wilhelm for the vacant seat.

Marshfield Municipal Code Chapter 3: Governing Body Article III. Committees Section 3.66 Committees Paragraph 5. Parks, recreation and forestry committee. This committee shall be composed of seven members, one of whom shall be an alderperson, one of whom shall be a member of the zoological society board of directors, and five six others who shall be citizen members. The members shall serve three-year terms, with two members being appointed each year, except that the alderperson member shall serve a term of one year at a time. The parks and recreation director shall serve as an ex officio member, and the director shall also serve as secretary to the committee. The committee shall be responsible for formulating policies and general regulations for all city parks, including Wildwood Zoo, 2nd Street Community Center, Oak Avenue Community Center fairgrounds (subject to the jurisdiction of the fair commission), pedestrian/bicycle trails and other city facilities as provided further in chapter 21 of this Code.

Recommendation: To approve the changes to Municipal Code as refected and recommend the appointment of Steve Wilhelm for the vacant seat to Mayor Meyer. Attachment(s): Ordinance No. 1375

ORDINANCE NO. 1375

An Ordinance amending Section 3-66(5) of the Marshfield Municipal Code relating to the appointment of members to the Parks, Recreation and Forestry Committee. SECTION 1. Section 3-66 (5) of the Marshfield Municipal Code shall be amended to read as follows:

5. Parks, Recreation and Forestry Committee. This committee shall be composed of seven

members, one of whom shall be an alderperson, and six others who shall be citizen members. The members shall serve three-year terms, with two members being appointed each year, except that the alderperson member shall serve a term of one year at a time. The parks and recreation director shall serve as an ex officio member, and the director shall also serve as secretary to the committee. The committee shall be responsible for formulating policies and general regulations for all city parks, including Wildwood Zoo, 2nd Street Community Center, Oak Avenue Community Center, pedestrian/bicycle trails and other city facilities as provided further in chapter 21 of this Code.

SECTION 2. Savings Clause. If any provision of this Ordinance shall be less restrictive than applicable state statute or in conflict with such statutes, as they exist at passage hereof or as they may hereafter be amended, then, in such case, the state statute shall supersede the provision hereof to the extent applicable. SECTION 3. Severability. If any provision of this Ordinance is found to be unconstitutional or otherwise contrary to law, then such provision shall be deemed void and severed from the Ordinance and the remainder of this Ordinance shall continue in full force and effect. SECTION 4. This ordinance shall take effect and be in force from and after the day after its passage and publication as provided the law. Memorandum DATE: February 8, 2018 TO: Parks, Recreation & Forestry Committee FROM: Justin Casperson, Parks and Recreation Director RE: 2nd Street Community Center Policies & Fees Summary: It has come to our attention that the Billiards Room and Exercise Room hours have created a conflict. Users of the rooms typically arrive before 8:00 a.m. and occasionally stay past 5:00.p.m. This causes a conflict because Parks and Recreation Department employees are trying to coordinate opening and closing procedures, while at the same time trying to attend to the users. The Department is recommending the hours to be changed from 8:00 a.m. - 5:00 p.m. to 8:30 a.m. - 4:30 p.m. The time change will satisfy the vast majority of users while allowing employees the ability to attend to both needs. Recommendation: To approve the changing of Billiards Room and Exercise Room hours from 8:00 a.m. - 5:00 p.m. to 8:30 a.m. - 4:30 p.m. Attachment(s): 2nd Street Community Center Policies and Procedures

City of Marshfield 2nd Street Community Center

Policies and Procedures A. Building Usage

The 2nd Street Community Center is designed and developed with the community in mind. The building is an exciting addition to the community, giving visitors the opportunity to gather, meet, socialize, learn and embark on their journey. It is open to everyone and stands to serve the public. The Center will be a separate building from the Library and governed by its own policies and procedures that will be developed by the Parks and Recreation Department staff and approved by the Parks, Recreation and Forestry Committee and Common Council. The Library and Community Center will share certain resources to keep costs down, but governance will be separate.

1. Building – The Building is open to the public Monday through Friday from 8:00am to 5:00pm, in conjunction with the Parks and Recreation office hours. The building is available in the evenings, weekends and holidays for scheduled activities, meetings and events. There are no membership fees to visit the building for general use, however, there may be a fee to use a room or participate in an activity at the Community Center. Users do not have to be 18 years of age to visit the Community Center, however certain rooms or activities require adult permission or an adult chaperone.

2. Exercise Room – The exercise room is open to the public during core building hours (Monday – Friday, 8:00am 8:30am to 5:00pm 4:30pm). Users must be 18 years of age or older to use the equipment. Both residents and non-residents have access. There is no fee to use the room or equipment. All users must read and sign a waiver.

3. Billiards Room – The billiards room is open to the public during core building hours (Monday – Friday, 8:00am 8:30am to 5:00pm 4:30pm). Users must be 18 years of age or older to use the equipment. Both residents and non-residents have access. There is no fee to use the room or equipment. Scheduled activities have precedence over drop-in users.

4. Senior Citizens Club – The Senior Citizens club has access to secure storage space at no cost. The amount and type is determined by available space and their needs. The Senior Citizens Club has exclusive use of rooms during approved scheduled activities. Approval is at the discretion of the Parks and Recreation Department. Rooms may be used for other activities when not scheduled by the Senior Citizens Club.

B. Relationships 1. Connector – The connector doors are programmed on automatic locks. The Library is

responsible for the overall cleaning, maintaining and use of the connector.

2. Snow removal – The City’s Street Division is responsible for the removal of snow in the parking lots, while the Library is responsible for the removal of snow on the sidewalks around the buildings and on Maple, 2nd and Cedar Streets. The Parks and Recreation is responsible for snow removal on the Veterans Trail.

3. Mowing & Landscape Maintenance – Mowing and landscape bed maintenance are the

responsibility of the Library. The grass near the Veterans trail is under the Parks and Recreation mowing contract.

Policies and Procedures

4. Cleaning & Maintenance – Cleaning services are contracted out through the Parks and Recreation Department, and building maintenance is performed through the City’s Facilities Management Services.

C. Fees

Rooms can be rented from 9:00am to 9:00pm, Monday through Friday with a 2-hour minimum. Rooms can be rented from 9:00am to 3:00pm or 4:00pm to 10:00pm on Saturday or Sundays with a 6-hour minimum. See 2nd Street Community Center Rental Fees for up-to-date rates.

1. City – City of Marshfield municipal departments, boards, committees and related services

(i.e. Parks & Recreation, Library, Administration, Development Services, Streets, Utilities, Public Works, Police, Fire, etc…) are not charged a fee for city-related functions. There is a fee for any 3rd party use (i.e. workshops, clinics, seminars, conferences, etc…). Charging of the fee is at the discretion of the Parks and Recreation Department.

2. Civic – Nonprofit civic groups (i.e. Kiwanis, Rotary, Girl Scouts, Boy Scouts, Lions, etc…) are not assessed a fee for meetings and club activities, but their use is limited to Monday through Thursday only. Any use on a Friday, Saturday or Sunday requires a fee to be paid in full at the regular rate. If the group charges for admission during a Monday through Thursday time period, the group is required to pay a fee to be paid in full at the regular rate. Charging of a rental fee is at the discretion of the Parks and Recreation Department.

3. Private – Private, social or business-related activities (weddings, family reunions, job fairs,

workshops, birthday parties, seminars, fundraisers, etc…) require a fee to be paid in full at the regular rate.

4. Nonprofits – Nonprofits & other government organizations (ADRC, Wood County, Schools,

YMCA, United Way, CVB, MACCI, VFW, etc…) are required to pay a reduced fee to be paid in full for use Monday through Thursday only. Any use on a Friday, Saturday or Sunday requires a fee at the regular rate to be paid in full. If the group charges for admission, the group is required to pay a fee at the regular rate to be paid in full. Charging of a rental fee is at the discretion of the Parks and Recreation Department.

Memorandum DATE: February 8, 2018 TO: Parks, Recreation & Forestry Committee FROM: Justin Casperson, Parks and Recreation Director RE: Parks and Recreation Strategic Plan Summary: At the January meeting, I distributed the Parks and Recreation Department’s strategic plan. At our February meeting, I hope to discuss the plan more in-depth and walk away with a solid foundation for the future. A strategic plan is critically important to our Department because it provides a sense of direction and outlines measurable goals. This plan will be useful in guiding our day-to-day decisions and also for evaluating progress and changing approaches when moving forward. The purpose of a strategic plan is to set overall goals for the Department and to develop a plan to achieve them. The Comprehensive Outdoor Recreation Plan (CORP) and Capital Improvement Program (CIP) are very useful tools and provide measureable objectives. Our strategic plan aligned with the COPR and CIP will provide an ideal road map for our future. Recommendation: None at this time. Attachment(s): Parks and Recreation Department Strategic Plan

City of Marshfield Parks, Recreation and Cemetery Department

Strategic Plan

Parks and Recreation Department Mission: To provide quality recreation opportunities for the citizens of Marshfield that are both accessible and affordable and to plan, promote, acquire, develop, and maintain parks and recreation facilities to enhance the City of Marshfield and meet the recreational needs of the community. GOALS: 1. Evaluate the Department’s organizational structure, assess staffing needs and develop an attrition

replacement plan. 2. Expand recreational programming to meet the needs and interests of residents, while providing healthy,

wholesome opportunities. 3. Evaluate and determine the condition and use of facilities to ensure they best fit the needs for users,

operations and compliance with ADA standards. 4. Provide a zoo for education, recreation and science that is committed to providing a captivating guest

experience. 5. Coordinate the partnership and collaboration efforts between City-owned facilities and community

stakeholders. 6. Provide the best management practices to assure the parks’ urban forest is maintained in good health,

minimize the risk of injury and damage and maximize the park trees’ environmental and aesthetic benefits. 7. Coordinate the management and operation of the City-owned Hillside Cemetery. 1. Goal: Evaluate the Department’s organizational structure, assess staffing needs and develop an attrition

replacement plan. Objectives:

A. Investigate and develop a succession action plan for cemetery employee transition. B. Research the need and viability of a new full-time office/operations person to help with the

cemetery administration, 2nd Street Community Center management, special events coordination and facility rentals.

C. Determine the feasibility and need for an additional park laborer for the increase in park and zoo maintenance operations.

D. Encourage continuing education opportunities for employees. E. Examine parks employees’ job descriptions, certification needs, classification and the higher

degree of specialization.

2. Goal: Expand recreational programming to meet the needs and interests of residents, while providing healthy, wholesome opportunities.

Objectives: A. Examine the need, utilization and distribution of seasonal recreation guides. B. Offer more local youth athletic programs and leagues. C. Increase offerings and participation in health-based recreation programs. D. Identify outside partner agencies in offering additional classes to the community. E. Research and implement the latest trends in recreation programming.

A. Provide professional and responsible care of animals and exhibits. B. Connect people to nature and the environment through educational experiences. C. Develop strategic partnership opportunities that will further the zoo’s goals and objectives. D. Become active stewards of the environment by actively conserving resources and minimizing

our ecological footprint. E. Continue to foster and strengthen the relationship with the Zoological Society and community

stakeholders.

5. Goal: Coordinate the partnership and collaboration efforts between City-owned facilities and community stakeholders.

Objectives: A. Explore partnership opportunities with the Central Wisconsin State Fair. B. Research and design a School District facility cooperative use agreement. C. Establish a facility and equipment use policy for community groups and city departments. D. Continue to communicate with residents, community stakeholders and special interest groups

on the development of parks and facilities. E. Maintain a positive relationship with Rotary Winter Wonderland and ensure their use does not

impose on animals, operations or visitors.

6. Goal: Provide the best management practices to assure the parks’ urban forest is maintained in good health, minimize the risk of injury and damage and maximize the park trees’ environmental and aesthetic benefits.

Objectives: A. Implement the parks’ Emerald Ash Borer Response Plan. B. Develop a community-supported park tree replacement program. C. Increase public awareness about the value and benefits of park trees. D. Update and maintain an effective park tree inventory system. E. Continue to increase park tree species diversity and plantings.

7. Goal: Coordinate the management and operation of the City-owned Hillside Cemetery.

Objectives: A. Evaluate the need and assist with the determination of the Vaughn-Hansen Chapel. B. Develop a succession action plan for cemetery employee transition. C. Determine the lifespan and future use of the existing maintenance building. D. Develop a systematic road repair plan. E. Improve cemetery signage and media outlets.

Zoo Report:

The fox activity tends to be from 9am-11am. Munsey is doing well. Boda is 720pounds and Munsey is

615 pounds. 2 new elk were added to the herd along with new fencing around the trees in a pasture.
