Professional Excellence To: Officer David Fogo From: George G. Basar

Chief of Police Date: February 23, 2009

On Saturday, January 31, 2009 Howell Police Sergeant Scott Mannor and Police Officers David Fogo and Luke Lorenz were dispatched to the 300 block of East Washington Street on a reported apartment fire. Upon arrival, the officers observed heavy smoke coming from the building. The information was immediately relayed to the responding Howell Area Fire Department. The three officers then approached the building on foot to determine if it was occupied and to begin evacuation procedures. Early in the evacuation process the officers discovered three people trapped on the upper balconies on the east side of the building. Upon arrival of the Howell Area Fire Department, rescue efforts for the trapped people immediately commenced. After establishing a ladder, evacuation began. At this time one of the evacuees panicked, and had to be forcibly removed from the balcony. While being taken to safety, the victim became assaultive, causing the firefighter to lose his grip. Officer David Fogo assisted in subduing the individual and transported her to an awaiting ambulance. In the meantime, Sergeant Scott Mannor and Officer Luke Lorenz continued the evacuation process and had to prevent several residents of the building from re-entering their respective apartments in efforts to rescue their pets, and avoiding potential catastrophic consequences. Eventually all of the pets were rescued by Howell Fire Fighters. Individually and collectively, Sergeant Scott Mannor, Police Officer David Fogo and Police Officer Luke Lorenz acted professionally and courageously, earning them the Howell Police Department’s Professional Excellence Award. ______________________________ George G. Professional Excellence Life Saving Award

Date: February 23, 2009 On Friday, January 30, 2009 you were dispatched on a medical run in the 100 Block of Frontenac St. in the City of Howell. Upon arrival you discovered a 23 year old male, lying unconscious on the floor and who was in full cardiac arrest as a result of a heroin overdose. On arrival the subject was found to have no pulse and was not breathing. After making the initial assessment you immediately initiated emergency response procedures and began administering Cardio Pulmonary Resuscitation (CPR). After approximately thirty chest compressions the subject regained pulse and respiration. He was then transported to St. Joseph Mercy Livingston Hospital for further treatment. As a result of your professionalism, quick actions in assessing the situation and relying on your training, you took appropriate actions to render assistance that resulted in the saving of a life. Therefore, you are hereby commended for your display of Professional Excellence and you are further recognized by issuance of the Howell Police Department’s Life Saving Award. _______________________________ George G.
