Dear Residents of Bellbrook,

It is once again my favorite time of theyear, a period of renewal and beauty. We are so lucky, here in Bellbrook, to have the change of seasons, although,we all do like to complain about thehard winters. Yet, I always feel itcould be worse; we could live inwestern New York where they had over 190 inches of snow and then flooding.Hopefully this will be a good spring, summer and fall, full of family timesand good weather. The first big eventof our year will be the Sugar MapleFestival, when we all come out of hibernation and see old friends, enjoygood food and wonderfulentertainment, and hope we get threegood days in a row to make the Festivalsuccessful. I feel lucky to live in such a community and I think the members of the Sugar Maple Festival Committee each year are to be complimented and thanked for bringing us together. Please feel free to volunteer to be on the committee, if you have the desire, and be sure to come down to the old village to see all the festivities. It is one of those “get-together” times that make us all feelconnected and like family.

Also, please feel free to attend any of our council meetings, you are always welcome.

Without the assistance of the community and its members, the Center would not have been able to serve so many. This is agreat community, not because of theawards it has received, but that it trulyhas community members and leadersthat believe in supporting all of its members. For that reason Alex O'Ryan,a former Bellbrook High School student

City Manager’s Report By Mark Schlagheck

The City of Bellbrook is once again preparing for a busy construction season. City Council has approved several projects for2010 and work will begin in the near future.

To start, the improvements to the Little Sugarcreek Road/State Route 725 Intersection will be completed. In the comingweeks, the entire project area will be resurfaced and the traffic signal will be activated. For the first few weeks afteractivation, the traffic signal will operate in “flash” mode. Once drivers have become accustomed to the new signal, it willbecome fully operational.

Each year, the City reviews all City streets to determine which ones should be included in the annual street program. Due tobudget constraints, the City must prioritize which streets can be included in the current year. The tentative streets to beresurfaced as part of the 2010 annual street program include Caudell Drive, Gunther Court, Beechwood Drive (from MarciaDrive to approximately 4137 Beechwood), North Linda Drive (from N. Belleview to the school entrance), Possum Run Road(from Clarkston Drive to Locust Bend Drive), South Linda Drive (from State Route 725 to Portage Path), and Woodedge Drive(from South Linda to Beechwood).

Finally, the design specifications for improvements to the City’s water treatment plant are near completion. The schedulecalls for construction to begin this summer. The project is planned to be completed by the end of the year. Hydrant Flushing

Increased water use on our system means pumping more water to meet the higher demand. This can break loose old irondeposits in city water lines and household plumbing causing “rusty” water. Periodic fire hydrant flushing removes excess ironin water lines to limit “rusty” water in the future and we make sure the hydrants work in case of fire.

The fire hydrants located near you will be “flushed” and inspected by the city during the week of June 7th - 11th from 8:30 AM to 3:30 PM. Avoid doing laundry on the above dates Set water softener to “by-pass” If washed clothing appears gray or rusty, the City will provide a special detergent (free of charge) to remove the

discoloration While water may be very “rusty” on the flushing dates above, it is safe and will return to normal after hydrant flushing is

complete If you have any questions, please call the Utilities Office at (937) 848-4638.

Stormwater: How You Can Help Storm Drain Dumping & Stream Pollution: Storm drains are designed to handle stormwater runoff only and do not providetreatment to water or other substances that enter the system. The Bellbrook Service Department manages the storm drainsystem in the city of Bellbrook. Public education and participation in reporting sightings or evidence of suspicious substancesbeing dumped down storm drains or directly into our local creeks is an important part in preventing water pollution. Odors, unnatural colors or dead fish are signs that something harmful has entered the water.

As part of our Illicit Discharge Detection and Elimination (IDDE) program, we ask that citizens who suspect that they have witnessed illegal dumping into a storm drain or water pollution to contact the Bellbrook Service Department at (937) 848-8415 during operating hours on Mondays-Fridays from 7:30 AM - 4:00 PM. After hours, please call (937) 848-8484. If you are not sure whether an illicit discharge has occurred, please report it and we will determine whether action is required to protect thewater supply and/or the environment.

What are Some Examples of Illicit Discharges? Proper disposal of common household chemicals and products is important to prevent pollution of our local waterways. Under no circumstances should any of the following (or other chemicals) be disposedof by pouring or placing in a storm drain or directly into a local waterway:

Here are GOOD reasons to pick up after your pet:

Stormwater carries pet waste and other pollutants directly into storm drains and then into creeks and rivers.

Animal waste adds nitrogen to the water. Excess nitrogen depletes the water's oxygen, whichis necessary for healthy underwater grasses, wildlife and fish.

Roundworms and hookworms deposited by infected animals can live in the soil for a longtime and be transmitted to other animals and humans.

Let's face it - no one likes to step in pet waste and spread it into homes, cars and businesses Scooping on a daily basis and applying lime will help prevent odors. It's easy to clean up by carrying small plastic bags and paper towels in your pocket. The bags

can be secured and thrown away in the garbage. Most of all, your neighbors will appreciate the good manners!

Using too much fertilizer and otherlawn care products can cause waterpollution. The same rain that helps turnyour lawn green also washes excessfertilizers, pesticides, and otherpollutants into the nearest creek, turning the water green, or worse.Much of it makes its way downstreamthrough our creeks to the Little MiamiRiver. To help prevent pollution, haveyour soil tested to determine how muchfertilizer you really need. And use lawncare products as instructed on theproduct labels. Less is always morewhen it comes to water quality.

Stormwater: Pet Peeves

Stormwater: Keep Your Lawn Green and the Water Blue Fertilizer is a pollutant when it is washed off lawns and gardens intostreams, rivers and other bodies ofwater. Fertilizer consists of plantnutrients that help plants grow and reproduce. In the water, these nutrients feed naturally occurring algaeand can lead to massive algae blooms, particularly during the warm summermonths. An algae bloom is an explosionin the algae population that turns thewater green, shutting out sunlight needed by bottom-growing plants and leading to oxygen depletion that killsfish and other aquatic creatures.

This season, try applying no morefertilizer than can actually be used byyour lawn and the plants you are tending. Here are some practical tips which will limit the amount of fertilizeravailable to be washed into stormdrains and streams:

Have your soil tested. Then apply only the kinds and amounts ofnutrients that your grass and plants
