Application

To consider the status report on the Security Watch Services statistics for the period of November

2012 to February 2013 and make recommendations to Council based on the information provided.

Background

Security Watch Services Statistics for the City of Bayswater are presented to the Advisory

Committee on a quarterly basis. Statistics are summarised from the official incident reports and

presented as a graphical representation with any relevant information that explains variation to the

expected outcomes.

Staff register Action Requests against categories that were developed when the City of Bayswater

Security Watch Services were introduced. Graffiti has been added to the report as it reflects the

number of graffiti incidents reported by security officers.

Comment

City of Bayswater Security Watch dealt with:

708 security related action requests throughout November 2012;

715 security related action requests throughout December 2012;

804 security related action requests throughout January 2013; and

710 security related action requests throughout February 2013.

For the current financial year to date the City of Bayswater Security Watch Service has dealt with

a total of 5,682 Action Requests, an increase of 48 for same period last year. Of these Action

Requests, 3,507 were as a result of Criminal Damage (Graffiti) reports to Technical Services.

The increase in action requests over the January 2013 period reflect responses by Security

Officers to parking issues, an increase in patrol requests by residents over the holiday period and

an increase in graffiti reports.

There has also been a continued focus on disorderly conduct in and around The RISE, and the

Maylands business precinct. In a joint operation with the Bayswater Police, the people camping

in the area were issued with move on notices, and infringements issued for street drinking.

The operation resulted following a meeting between the City of Bayswater and the WA Police

Western Metropolitan District Superintendent and a subsequent meeting with police at the City of

Bayswater in January 2013.

Reason for Change

The Security Watch Advisory Committee changed the officer's recommendation as they were of

the opinion that the a letter of appreciation should be sent to WA Police, Commissioner Karl

O'Callaghan, for the continued efforts of Bayswater Police in dealing with local issues, in

Maylands including anti social behaviour and cleaning up of material and rubbish.

Security Watch Action Requests

City of Bayswater Security Watch dealt with:

708 security related action requests throughout November 2012;

715 security related action requests throughout December 2012;

804 security related action requests throughout January 2013; and

710 security related action requests throughout February 2013.

For the current financial year to date the City of Bayswater Security Watch Service has dealt with

a total of 5,682 Action Requests, an increase of 48 for the same period last year. Of these Action

Requests 3,507 were as a result of Criminal Damage (Graffiti) reports to Technical Services.

Criminal Damage (Graffiti)

Criminal Damage (Graffiti) is removed by the City of Bayswater from property within its

boundaries. 241 Action Requests were received for graffiti throughout February 2013, which is

8% lower than the five (5) year average for the month of February. The average reduction in

graffiti is 35% for the current financial year.

7.3.3.2 Police Crime Statistics

Application

To receive the Verbal Police Crime Statistics reports for the period November to January 2013.

Background

Crime statistics for the City of Bayswater are presented to the Advisory Committee on a quarterly

basis. In addition, an Officer in Charge of the Morley and Bayswater Police Stations will provide

a verbal report on crime trends within the West Metropolitan Police Districts.

Comment

The Officers in Charge from the Morley and Bayswater Police Stations will provide a verbal

report at the meeting.

7.3.3.3 Quarterly Graffiti Status Report - October to December 2012

Application

To receive the in-house Graffiti Program report for the quarter October to December 2012.

Background

Council at its Ordinary Meeting of 26 August 2003 resolved that the Director of Technical

Services be authorised to undertake the City's graffiti removal program utilising in-house

resources. The in-house Graffiti Program commenced at the beginning of October 2004 and a

report is presented to the Security Watch Advisory Committee detailing the reporting and removal

of graffiti.

The Graffiti Program Status report includes details on the following:

(i) monthly graffiti removal;

(ii) quarterly trends in graffiti vandalism targets; and

(iii) current graffiti issues.

Comment

During the quarter, October to December 2012, 878 works requests for graffiti removal were

actioned.

The table below represents the works requests for graffiti removal that the City has actioned.

The City of Bayswater infrastructure (40.5%) and public utilities (23.8%) have dominated the

targets for graffiti vandals this quarter, followed by residential properties (21.1%) and commercial

properties (14.6%) next worst hit with no public utilities inaccessible.

During this quarter, the City of Bayswater staff cleaned graffiti off 209 public utility

infrastructures which was a decrease (26 events) on the previous quarter. The breakdown was as

Policy Implications

Council's Policy EG-P09 Graffiti Vandalism provides the direction for Council's campaign against

the graffiti vandals. It includes many strategies to contain the graffiti vandals' activities from

education programmes to cleaning crews to providing cash rewards for information which leads to

a successful prosecution.

Financial Implications

The cost of graffiti removal service in the past five years and including 2012/2013 to date is as

follows:

7.3.3.4 Halliday Park Risk Assessment Update

Location: Halliday Park

Application

To provide the Council with an update in relation to the effectiveness of the Safety and Security

Risk Assessment conducted at Halliday Park in 2011.

Background

On 9 May 2011 a risk assessment was carried out at Halliday Park in response to significant

reports of anti-social and illegal activity in the areas in and around Halliday Park in Bayswater.

The Security Watch Advisory Committee carried out the risk assessment and identified various

treatment options to be considered in the area.

Comment

Since the risk assessment was carried out there have been a number of treatment options

implemented in the area including providing easy access to police and security officers, improving

sight lines, use of lighting and empowering the community to take responsibility for its own

safety.

The Crime and Safety Risk Management report (Attachment 1) provides a summary of the current

level of risk in the area following the implementation of the controls.

The risk management process will continue in the area and will be reviewed on an ongoing basis.
