________________ MEMORANDUM
DATE: JUNE 20, 2019 TO: PARK AND RECREATION COMMISSION MEMBERS
FROM: DANA WEDELES, PRINCIPAL PLANNER JACK BROWAND, DIVISION CHIEF
SUBJECT: PARK & RECREATION COMMISSION ENDORSEMENT OF CAMERON PARK DEVELOPMENT CONTRIBUTIONS ISSUE: Park & Recreation Commission consideration and endorsement of the staff recommendation to use the $100,000 in developer contribution from Cameron Park Development (DSUP2013-0003). RECOMMENDATION: That the Park & Recreation Commission endorsement the staff recommendation to use the $100,000 in developer contribution from Cameron Park Development (DSUP2013-0003) for the installation of solar trail lighting. BACKGROUND: The City received a $100,000 voluntary contribution resulting from the Cameron Park Development (DSUP2013-0003), as approved on May 17, 2014:
“14. The applicant shall provide a voluntary contribution of $100,000 to be allocated toward infrastructure or programmatic improvements at Armistead Boothe Park, Ben Brenman Park, and Cameron Station Linear Park. The specific project or projects to be funded will be determined through a meeting of neighborhood residents convened by Planning and Zoning and Recreation, Parks and Cultural Activities Staff within 90 days of the receipt of the contribution and the selected projects will be reported to the Planning Commission and the City Council. The contribution shall be provided to the City and deposited into a designated account prior to release of the multifamily final site Plan * (P&Z) (RP&CA)”
The City expects to see an increase of use in the adjacent City parks and the intent of the contribution is to provide funding to support capital project(s) to meet the needs of increased park users. DISCUSSION: On September 13, 2018, the Department of Recreation, Parks & Cultural Activities (RPCA) held a community meeting to discuss Ben Brenman Park maintenance practices and informed the community of a survey to identify priorities for the use of the
Page 2 of 2
Cameron Park Development contribution. On September 15, 2018, RPCA distributed an eNews to the community (Attachment 1) and sent an email to civic association and HOAs adjacent to Armistead L. Booth and Ben Brenman Parks, and to attendees of the September 13, 2018 meeting. Ninety-seven individuals responded to the survey, 52% live in the Landmark/Van Dorn area, and the majority of the remaining respondents live in the West End. The three highest ranking priorities as identified in the survey report (Attachment 2) include:
1. Add trail lights along Backlick Run between the two bridges 2. Lawn improvements in Ben Brenman Park 3. Add natural Play features along Backlick Run
Based on the community feedback, RPCA is recommending installing lights along and existing trail on the south side of Backlick Run. This project is consistent with the 2014 Citywide Park Improvement Plan and is a high priority to improve safety and access to the dog park. RPCA has completed the procurement process for the installation of solar lights to the Ben Brenman Dog Park planned for completion in June 2019. FISCAL IMPACT: $100,000. Installation of ten to twelve pedestrian solar lights. ATTACHMENTS

"naturalize" the current cement canal. create wetlands and proper functioning stream ecosystem
A splash pad in Ben Brenman Park
Add more trees
Add wayfinding along the Cameron Station Linear Park, as well as to the entrances of the parks.
Ben Brenmam Park: Near south end of park, next to small ballfields, fill in low spots with g ravel, where
standing water/mud near road, around circle, near pond. T his is an areas where inadequate drainag e has
continued since the park was opened. Some larg e g ravel would resolve the problem.
Better control the sewerag e coming into the retention pond and continue to control the underbrush along
the banks of the pond which has beautified the entire park so much! lao.
Boothe restroom improvements
Clean up Brenman Pond and restock Koi. Also, prior to pond improvements, consider protecting turtles
living in the pond. Especially before starting new bridg e.
Cleaning the pond of trash, restore g reenery, prune dead branches from larg e trees

On behalf of the Samuel T ucker PT A, T ucker Staff, and parents of hundreds of students at T ucker, we
recommend that this money, in part, be used to do a capital improvement to the playg round g rass area
directly adjacent to the cafeteria door of T ucker. It is a hug e dirt patch rig ht now and will become muddy
this winter. I have previously emailed parks and rec and others with this request and iwth photos of the
area. T hank you for your consideration.
Plant some pine trees in Ben Brenman Park so that it isn't so dreary in the winter time. Frame out the
community g arden area so that planting can start in spring 20 19. Add a pine tree g rove that blocks the
view of the athletic courts and child playg round in the small g rassy pocket area near the bridg e in Ben
Brenman park to use for meditation, yog a and tai-chi classes. Create a small, outdoor stag e with a natural
backg round that has electricity -in the corner of the Ben Brenman park that is adjacent to the volleyball
court and next to the dog run. Use this for small outdoor concerts, lectures and meeting s. Bring in a
Caboose to stand on the concrete next to the dog park and use it to sell ice-cream, dog treats, and water.
Call it the Cameron Station Caboose. Have it a be a veteran run business that partners with T he Dog T ag
Bakering in Georg etown.
Put a military-style obstacle course on the south side of Backlick run
Reg ularly clean litter from the Ben Brennan turtle pond
Repaving sidewalks & roadways within Ben Brenman Park to correct for tripping hazards & standing

3 Would like to see these parks reg ularly maintained, i.e . mowing and trash removal
5 T he unmowed areas in Ben Brenman park make it unusable for most of the summer. It
leaves it crawling with ticks and kids do not g et a chance to use the open space
6 Hate the "meadow." Looks sloppy, takes away a field to play in, probably filled with ticks.
8 Ben Brenman needs more frequent mowing and reg ular litter removal.
9 Brennan park unmowed area is a menace where children cannot play, dog s cannot be
walked and is an unsafe eyesore that must be abated.
10 Can anything be done with the area next to Duke street? It just seems to be an
overg rown field? How about adding more of a shelter to the bathrooms at Ben Brenman,
in bad weather there isn't many places to g o for cover. How about g etting Capital Area
bike racks for the park and other areas in Alexandria? Can the pond be cleaned up,
seems like there is a lot of trash.
2. Do you have additional comments about these parks?
11 I have three priorities - that the funding g o towards (1) sig nificant invasives removal
work; (2) the planting of a g ood number of native trees - mostly canopy/shade trees but
some under story/flowering trees as well; and (3) the restoration planting of native
shrubs and Herbaceous plants. Of course Park Planning didn't list any of those thing s...
only hardscape. Ever since Laura Durham left Park Planning , the only thing that matters is
hardscape.
13 It would be nice if the pond and the area around it could be cleaned reg ularly - perhaps
as a Boy Scout/Girl Scout, 4H, etc. project.
14 Need to clean up the water and keep the plant g rowth down around the ponds. It looks
nice since all the work was done, but the trash needs to be cleared from the water. T he
larg er pond would be perfect for radio controlled boats. I'm surprised no R/C boat clubs
have requested use.
16 focus on persistent maintenance of the open spaces so people can actually use them
throug hout the year.
19 As a 4 year Cameron Station resident, I've watched the Brenman Park maintenance
decline across the past several years. It is unfathomable that the g rass is mowed on such
an infrequent, random schedule (weather issues notwithstanding ) in even the "lawn"
areas of the park. T he new "manag ed meadow" is beyond words. T he Cameron Station
HOA already pays to maintain the landscaping on the City streets in our neig hborhood,
as well as Linear Park. T he City needs to improve its maintenance & mowing of Brenman
Park.
20 Remove invasive porcelainberry and other invasive species so native veg etation can
thrive.
21 T he ponds need to be kept clear of debris - plastic bottles, bag s, etc. it looks like the city
dump some days.
22 Clean up edg e of pond in Ben Brenman Park- g et rid of debris in ponds. Provide some
natural habitat for ducks / g eese since all the veg etation was cut down around ponds.
Expand playg round in Ben Brenman Park
23 T he trash is the lake at Ben Brenman Park must be addressed - now and g oing forward.
It's an embarrassment! Lawn care at the park is also in g reat need of attention. We can't
come to the park because the g rass is so hig h that it creates an unsafe/unsanitary
condition for our little ones.
25 the Ben Brenman "meadow" is an outrag e. Looks horrible and is now renders unusual for
kids and pets. We live rig ht across the street and used to spend lots of time there
running around with our kids. Now we cant even set foot there. If we need a "meadow"
do it across the footbridg e
ResponseID Response
26 the "meadow" in Brenman Park is an eyesore and there is one across the street next to
the library. the lig hts on the bridg e leading into the park on Duke st haven't worked in 2
years. When will they be repaired.
28 T rash cans are often overflowing and trash blowing in nearby areas. T rash is also found
in Brenman retention pond that should be cleaned more often.
30 Winterize restrooms at Armistead Boothe
32 I love Boothe Park. It receives so much community use yet is always well kept. T hank
you.
37 Love them both. We use the playg round all the time.
38 Clean up the overg rown plant g rowth, just making the parks cleaner in that sense would
provide g reat improvements.
41 A Splash park would be g reat at Ben Brenman. T here are not many in Alexandria
44 T rails should be better connected. T he trail on the south side of Cameron Run should be
paved.
45 It would be g reat to have these improvements made with creativity rather than cookie
cutter fixes. Can artists and /or public art be included?
46 Let's havebeautification of perennial flowers and seasonal flowers around the parks Ask
civic g roups to adopt areas in the park. Place recycling bins around the parks.
48 Boothe Park g ets a lot of use and th pavilion could use some work. T he lawn by the
larg er playg round structure is awful. T he g rove where the old playg round used to be
was to be overhauled, g reat VEA benches and some water fountains the last time some
work was done and that never happened.
49 Moving trash bins in Brenman to outer perimeter does not make sense and will lead to
increase in trash by picnic tables and benches. Boothe also needs better trash
manag ement with reg ard to picnic shelter area and accountability for those who use
shelters on weekends and for events. Bathrooms in Boothe need to be all season
50 Pond needs to be cleaned, more consistently maintained. T he hedg es that were
recently pulled/cut also created a natural barrier from the water and habitat for animals.
T he city is turning part of the park into a manag ed meadow, but ripping out habitat
elsewhere.
51 Just updating the playg round equipment and adding shaded areas, because it g ets very
hot during summer
ResponseID Response
55 T he most recent clearing of the underbrush along the shore of the pond has g reatly
improved the security and beauty of the pond and entire park. I have used the park
since 20 0 1 when first moving to Cameron Station and have never seen the pond so
beautiful!
56 n/a
57 More trees
58 No
59 T he maintenance of the shrubbery along the pond in Ben Brenman part and along the
flyover from Duke Street W has been sorely lacking . While I understand the concept of
meadow and natural g rowth, the pond area was terribly overg rown. T he flowers that
used to be along the pond are g one, strang led by vines and other unrestrained plant
g rowth. Consistent maintenance is critical in my opinion for the pond area. Also, the
crepe myrtles along the flyover haven't been trimmed in years. What were beautiful
small trees are now unsig htly shrubs! When I moved into Cameron Station 11 years ag o,
I thoug ht the park was exquisite - not so at all now. I am hopeful that cutting the
veg etation along the ponds is a first step into maintaining the area's beauty.
60 meadow is a lovely idea but need to vastly improve communication on the benefits and
plans; help mitig ate local community concerns about bug s, rodents, etc.; multiple
approaches and modes are needed
63 Please ensure with all the improvements that we have sufficient and evenly dispersed
trash cans
66 I think they are g reat to have as part of my backyard and I'm always pleased to see how
much people use them.
67 You hear them enoug h from me elsewhere :)
68 Boothe park always has SO MUCH T RASH LIT T ERED ALL OVER IT during the weekends.
trash collection needs be upped, our children are playing in filth
69 All baseball and softball fields should have lig hts if possible.
72 T hey are a g reat resource for the city and we visit this site often, especially the baseball
fields. Dug outs for Brenman Softball field would also tremendously with the little kids.
74 Lawn cutting is declining and the meadow conservation project needs to be terminated
as safety and health threat for insects, vermin and aesthetics
75 see above.
ResponseID Response
76 T he Brenman meadow is fantastic and must be retained. It serves as critical habitat for
wildlife; an educational window into the natural world for children, which larg ely is
missing from our urbanized environment; and a place for all to escape momentarily from
concrete and our daily worries.
77 T hey are wonderful. I use both reg ularly with my two kids and dog .
78 I believe the Natural Resources plan to improve the meadow area will help g reatly with
birds and pollinators in the area. Keep up the g reat work!
82 T he g rass does not g row next to T ucker Elementary, no matter the effort. T urf g rass
needs to be laid so it is not a dust bowl.
83 Lake at Ben Brenman needs trash picked up more frequently. T he removal of the brush
looks wonderful!
85 T he "meadow" area in Ben Brenman is unsig htly. Please please please mow!!! I also
would appreciate more efficient mowing of the g rass in both parks...Boothe and Ben
Brenman.
87 older kids playg round! community g ardens by dog park screen on the g reen (movies!)
food trucks...
88 Ben Brenman Park needs the g rass mowed more often. It looks forg otten. T he trees and
bushes around the pond need to remain so that birds have a natural habitat. Please
install more trash cans and sig ns to dispose of litter, especially in the picnic areas and the
ball field nearSumervelle St. T here is debris after ball g ames because there isn't a trash
can there.
89 Why did you put the awful boulders up along the road? Dang erous and they kill the
g rass
90 g et rid of the ug ly stretch of chain link fence with barbed wire on Duke street that
borders the new meadow. it clearly serves no purpose since it ends in the middle of
nowhere. also, do a better job at maintaining the crepe myrtles along the Duke street off
ramp next to the library that leads into BB park.
91 build in g reater natural stormwater manag ement. Use the parking areas as models of
impervious parking techniques. remove the dam under the pedestrian bridg e so fish
and wildlife can move upstream.
92 Please cut the g rass
95 Reiterate the restocking of Brenman Pond with koi and protection considerations of
turtles and other wildlife before construction of new bridg e.

96 My wife, son and I live in the Wakefield-T arleton neig hborhood, just next to the Ben
Brenman Park. We are frequent users (a few times a week) of the park. We fully support
establishing the meadow conservation area in the north end of the park near Duke
Street!
