TO: Mayor Hark and Members of the City Council FROM: Karen Burditt, Director of Finance DATE: August 4, 2020 SUBJECT: CARES ACT for front-line workers On May 5, 2020 Marion County received $3,347,138 from the Missouri State Treasurer for distribution of CARES Act funds. The City has already submitted and were approved for $13,086.58 in reimbursement of COVID-19 related expenses. We will continue to track additional expenses and will submit for reimbursement later. The CARES Act also allows for reimbursement of front-line workers pay with benefits beginning March 1, 2020. I calculated the total gross pay with benefits beginning with April 1 and the total was almost $1,200,000. This total is allowed per the CARES Act guidelines and we could submit for reimbursement this total plus the pay from March. We are very early in this pandemic and we do not know what the future may be and the impact on our County. City Manager Lisa Peck and I have discussed this and feel that a scaled back request would be a more appropriate request this time, as the County currently has a total of $800,000 allotted for all public entities and non-profit organizations countywide. I have calculated an adjusted Regular Wage, totaling $649,226. We suggest applying for 50% of this amount. These wages are only for front-line police and firefighters that worked in the field. We removed all office personal, administration, training officers, detectives, and active duty. We did not include any benefits for special pay such as uniform pay, holiday payout, all overtime or out-of-rank pay. I then deducted out of the regular wages all vacation, sick, personal, and workmen’s compensation pay. The $324,613 request is only front-line active working hours. I ask for the council’s approval to request Marion County CARES Act funding in the amount of $324,613. Karen Burditt

TO: Mayor Hark and Members of the City Council FROM: Karen Burditt, Director of Finance DATE: July 7, 2020 SUBJECT: Capitalization Policy I am presenting a Capitalization Policy to clarify what items will be capitalized and depreciated. It has been the City’s practice in the past to capitalize any asset over $1,000 with a useful life past the current year (non-consumables). Wade Stables had suggested to me in the past that the City should increase this limit to at least $2,500. I also spoke to our new auditors at Williams Keepers, the new auditing firm, and they also agreed that we should set the limit at $2,500. I have also check with other cities similar in size to Hannibal. At this time, we are updating our asset list for depreciation and moving to a system managed by the City. I was unable to find that the City had a specific policy on capitalization and felt this would be a good time to implement the attached policy and increase the limit from $1,000 to $2,500. Since our fiscal year 2020 depreciation has not been calculated and recorded, I would like to use this amount of $2,500. I recommend and ask the Council to approve the following Resolution to approve the Capitalization Policy as presented Thank You Karen cc: Lisa Peck, City Manager

approval to declare the following items as surplus property.
The items are:
• Desks (2-3); and
• Old copier/printer.
The HCVB recommends approval of the items listed above declared as surplus property.

Re: Memo for 1200 Clark Street
Date: July 24, 2020
The City of Hannibal has petitioned for annexation of 1200 Clark Street into Hannibal. The City is requesting B-Multiple Family Zoning, which is consistent with the adjacent zoning in the area.
The City purchased this property from the Marion County Trustee thru a tax sale and we simply need to bring the property into the City limits.
All public notices were published in the paper and all letters were mailed out to residents that live within 185 feet within a timely manner so that all residents were notified of the annexations and their public hearings. Department Heads within the City were notified of the annexation and there were no objections. Mark Bross, the City’s acting Engineer had no objections to this annexation.
Planning and Zoning held a Public Hearing on Thursday, July 16, 2020. There were no objections from any audience members that were present on the annexation. A positive recommendation was given from the Planning and Zoning Commission to move forward with the annexation to Council.

The Descendants of the Robinson Family and Those Buried in the Robinson Cemetery have petitioned for annexation of property located East of 1200 Clark Street, better known as Robinson Cemetery into Hannibal. The Descendants of the Robinson Family and Those Buried in the Robinson Cemetery are requesting District RD-Rural Zoning, which is consistent with the Article XIV, Section 31-639 (6) of the Code of Ordinances. The Robinson Cemetery borders City limits. If annexed into the City limits, the group that is currently maintaining the cemetery will still maintain it, the City will only be a presence for items such as police and fire response in the event of an emergency. Re: Acceptance of Donated Property

Gina Coffey, the property owner of 201 Summit wishes to donate her property to the City.
Ms. Coffey has not lived in the home for several years as it is becoming an unsafe structure for occupancy. She does not have the funds for a renovation of the property and has approached the City to see if she can sign it over with our new property acquisition project. The City would accept the property provided Ms. Coffey signed a settlement agreement release and a general warrant deed giving the property over to the City.
The property owner is in agreement and has signed all the necessary paperwork.

Joseph Richardson has several properties wishes to donate to the City.
All of Mr. Richardson’s properties are vacant lots that had a property on them at one time or another that have been demolished either by blight or by fire. Mr. Richardson has approached the City to see if he can sign over all his properties with our new property acquisition project. The City would accept the properties provided Mr. Richardson signed a settlement agreement release and a general warrant deed giving the property over to the City on each property.
The properties in questioned are as follows…
1808 Spruce 1233 Market 2004 Settles 317 South Griffith 315 South Griffith 309 South Griffith 2011 West Gordon
All of Mr. Richardson’s properties are close to property already owned by the City. These properties fit with the goal of future development opportunities through infill development on combined lots.
The property owner is in agreement and has signed all the necessary paperwork.
