A free training course for families and friends of Virginia Beach

residents at risk of an opioid overdose, or individuals interested in

becoming lay rescuers, is scheduled for Tuesday, Jan. 24, 2017,

from 5:30 to 7 p.m. at the Virginia Beach Department of

Emergency Medical Services office.

Presented by the Departments of Human Services, Police, Public Health and EMS,

“REVIVE!” trains individuals to recognize and respond to an opioid overdose emergency with

the administration of Naloxone, a prescription medication. “REVIVE!” is Virginia’s Opioid

Overdose and Naloxone Education program and includes a free kit with supplies. Space is

limited and registration is required. Contact: (757) 385-0800 to register.

Search dogs are one of the most visible and important

resources for search and rescue teams. The highly

trained canines are often instrumental in locating

survivors of both natural and man-made disasters.

This week, the Virginia Beach Fire and EMS

Training Center hosted a K9 Disaster Workshop. It

is one of the few locations in the U.S. that can offer

this kind of training experience. The handlers and

their dogs came from 17 states to train for a variety of

scenarios, including rappelling from a fourth story

window, finding “live-victims” as well as remains

beneath huge piles of debris.

Finding someone trapped beneath a collapsed

structure is dangerous work for both handlers and

their dogs. But what happens when the dog is injured

or needs to be rescued? Training also focused on

tactical veterinary care using mostly training

dummies. To help with realism, some of the “victims”

were played by live dogs to teach canine handlers

how to treat and rescue their canines in the event of

an accident involving the dog during a search and

rescue operation.

Deputy Chief Patrick Gallagher presented the Virginia

Beach Police Department’s Narcan Program at the Law

Enforcement Opioid Summit in Roanoke on Nov. 30.

Narcan (Naloxone) is an antidote specifically intended to

overcome the effects of an opioid and heroin overdose. As of

March 2016, the VBPD became the first police department

in Virginia to have all patrol officers carry the medication

while on duty. To date, VBPD officers have deployed the Narcan antidote 39 times. The program

is both well-developed and well-organized, which is especially important given that it involves a

number of city and state departments. Along with the VBPD, other primary stakeholders in this

program are the departments of Public Health, Human Services and EMS. The presentation at

the Law Enforcement Opioid Summit was well-received and many credited the VBPD with

setting the example for other agencies to replicate.

VFW Post 392 has selected retired Virginia Beach Fire

Department Captain Ray Irizarry as a Veterans of Foreign Wars

(VFW) National Firefighter of the Year recipient for 2015/2016.

Selected as the 2015 Virginia Beach Firefighter of the Year, Capt.

Irizarry is the embodiment of “service above self.” Since beginning

his VBFD career in 1988, Capt. Irizarry worked many busy stations

where his impeccable work ethic, love for the job, and sense of

humor left powerful and lasting impacts on everyone he has worked

with.

His commitment to public service was not limited to his duties as a

Virginia Beach Fire Captain. Ray is also a Search Manager and

Canine Coordinator for Virginia Task Force 2 (VA-TF2), our FEMA

Urban Search and Rescue Team. Since joining VA-TF2, he has been deployed to assist with

search and rescue efforts in the aftermath of Hurricanes Ike and Gustav in 2008, the earthquake

that devastated Haiti in 2010, Hurricane Sandy in 2012, and most recently to South Carolina for

the flooding of Hurricane Joaquin last year. Ray currently serves as the Fire Training

Officer/Volunteer Recruitment Coordinator for the County of Currituck, Fire-EMS. He will

receive his award at VFW Post 392’s Dec. 6 meeting.

Roadway improvement on the east- and westbound lanes of Ferrell

Parkway, from the Salem Canal overpass to the Parkway Place Market Shopping Center,

began Sunday, Nov. 28. Weather permitting, crews will operate nightly from 7 p.m. to 5

a.m., and any work needed during the weekday hours will be from 9 a.m. to 3 p.m. Any

weekend work will be between the hours of 7 a.m. and 5 p.m. Work is expected to be

The City of Norfolk will reduce travel lanes in both directions of Northampton

Boulevard starting today, Dec. 2, to perform water and sewer utility work. Work

will take place on the weekends only from 7 p.m. Friday to 5 a.m. Monday

through Jan. 9, 2017. Eastbound and westbound travel lanes will be reduced

between I-64 and Burton Station Road and Wesleyan Drive at Northampton Boulevard. Drivers

can also expect left turn lane reductions on Wesleyan Drive. Off-duty police will assist as needed

with traffic at intersections during peak hours. Work will pause between Dec. 23 and Jan. 2,

I would like to thank you, the Hampton Roads Transportation Planning Organization board, and HRTPO staff for your interest and commitment to the development and completion of the Hampton Roads Crossing Study Supplemental Environmental Impact Statement (HRCS SEIS). Your board's recent endorsement of Alternative A as a preferred alternative from the HRCS SEIS provides important input for the Commonwealth Transportation Board (CTB) to consider before scheduled action on the study this December.

Your identification of Alternative A -modified" also should be commended. In doing so. you have shown your constituents, the region, and the Commonwealth that you are committed to implementing other important transportation improvements in Hampton Roads.

Following the CTB action in December, VDOT will work with the Federal Highway Administration (FHWA) to complete a Final SETS that will document the preferred alternative, update appropriate analyses, and respond to substantive public comments received on the Draft SEIS. VDOT anticipates that the Final SEIS will be published in the Spring or early Summer of 2017.

During this time, VDOT will also coordinate with the HRTPO staff to ensure that the preferred alternative is properly documented in your 2040 Long Range Transportation Plan (LRTP). Once the alternative is properly documented in the LRTP and Final SEIS. VDOT can request a Record of Decision from FHWA to complete the NEPA process and allow for more detailed design and procurement activities to advance. VDOT anticipates being able to request the ROD from FHWA in the summer of 2017 following publication of the Final SEIS.

Dear Mr. Hansen:

I'm writing to follow up on the letter dated November 9, 2016 from Secretary Layne to Mayor Sessoms regarding the discontinuation of work on the Virginia Beach Light Rail Extension. The letter references the 2010 Transportation Partnership Opportunity Fund (TPOF) grant agreement between the City of Virginia Beach and the Virginia Department of Transportation, in which the Commonwealth provided the City with $20 million to purchase right-of-way and reserved utility easement from Norfolk Southern for a future extension of the Norfolk Tide light rail system. I am also attaching a copy of the 2009 letter from former Secretary of Transportation Pierce Homer, and signed by the City of Virginia Beach Mayor William Sessoms, which acknowledges that "should the City or Hampton Roads Transit fail to diligently pursue the project, the Commonwealth of Virginia will reserve the right to seek repayment of the TPOF grant funds."

As noted in Secretary Layne's letter, we respect the decision of the Virginia Beach voters not to expend any further local funding on the light rail extension. We are willing to work with the City to explore other potential options for high-capacity transit utilizing the former Norfolk Southern corridor, such as bus rapid transit. Secretary Layne has instructed me to work with you and your staff between now and April 2017 to determine if such a project would provide similar benefits to the City of Virginia Beach as the proposed light rail extension. If an alternative project is deemed viable in the near future, we would consider a request from the City to review and amend the terms of the TPOF grant agreement to reflect a different transit mode.

In order to determine the viability of the alternative, we propose to review the benefits of the Virginia Beach light rail extension using the SmartScale evaluation measures. If the City wishes to propose a bus-based mass transit alternative that utilizes the former Norfolk Southern

Corridor, we will evaluate that alternative using the same SmartScale measures. Should the

benefits of such an alternative be similar or better to the light rail extension, and the City

demonstrates its willingness to move forward in the near term with a bus-based alternative, the

Commonwealth would consider a request by the City to amend the terms of the TPOF grant agreement.

If the City is not interested in pursuing a bus-based alternative that utilizes the Norfolk Southern corridor, please advise us as soon as possible so that we can proceed with implementing the

repayment provisions of the TPOF grant agreement. Please understand that offering the City the

opportunity to consider alternative transit modes for this corridor does not waive any right or

remedies available to the Commonwealth through the $20 million TPOF grant agreement.
