He planted in the heart of every employee pre- sent that success of any organization is the foundation upon which just wages may be paid. There cannot be success without efficiency; there cannot be effrciency without discipline. It was emphasized that lasting success in em- ployee discipline is assured only when there is commit- ment on the part of the employee to abide by the rules not because of fear but because he is truly convinced that good behavior promotes viability of the business and that the viability assures his job security. Gayo also highlighted that an employee must consider his employer a partner i.e. it is a win-win af- fair, a partnership and a mutual covenant. It is an align- ment of thoughts, words and deeds between the em- ployer and employee. It is collaboration not confronta- tion, alignment not conflict and harmony not chaos. On employee discipline, he properly explained the legal dimension, administrative dimension, behav- ioral dimension, and God-centered approach. The staff development was also attended by the General Manager - Mrs. Veronica Cardona, Education and Committee Chair- Dr. Mario Valdez, and BOD Chairman -Dr. Amparo Rimas. The Annual Staff Development Seminar of theBBCCC employees was held at PTA Resort, San Fa-bian, Pangasinan.

Rich and beautiful insights about HumanResource Management, were shared by a multi-talentedperson, Mr. Marquez ttMarktt Ocampo Go.

He planted in the heart of every employee pre-sent that success of any organization is the foundationupon which just wages may be paid. There cannot besuccess without efficiency; there cannot be effrciencywithout discipline.

It was emphasized that lasting success in em-ployee discipline is assured only when there is commit-ment on the part of the employee to abide by the rulesnot because of fear but because he is truly convincedthat good behavior promotes viability of the businessand that the viability assures his job security.

Gayo also highlighted that an employee mustconsider his employer a partner i.e. it is a win-win af-fair, a partnership and a mutual covenant. After fifty (50) fruitful years, the BBCCCcan be said to have arrived. Membership numbersinto the thousands. Services have become manyand varied and have improved tremendously.Sound business initiatives are in place. Financialperformance has been dramatic. All these are im-pressive. They make the leaders and members ofthe Coop feel satisfied and happy to claim thatsuccess has been achieved.'Is this good enough?

Is success equated merely to good materialor financial performance? While these may indi-cate achievement of sorts, success should bemeasured on a higher level- that of SIGNIFI-CANCE. Simply put, success should impact onthe very life or being of the Coop member, raisond'€tre why these services, financial and businessinitiatives are there in the first place. Happily,BBCCC can claim to have moved into this direc-tion.

Thus the BBCCC has gone beyond com-mon parameters of success of business enterprises.It has responded in no small measure to its man-date of social responsibility. Awards and testimo-nies attest to the impact of the Coop on its mem-bers. The BBCCC Foundation, Inc. looks intovarious poverty alleviation concerns such as

scholarships to poor but deserving students, gro-cery coupons to street childreno early education,medical and social outreach activities, not to men-tion development programs fgr officers, staff andthe general membership. All of these have enabledthe BBCCC transform lives of its members so thatthey are not merely recipients of services, givenbetter livelihood opportunitieso end granted finan-cial returns; these' bengfits had transcended thematerial or temporal level but they have pene-tSated the very core of their human value and self-worth.

It is therefore a challenge to all Officers andStaff to relentlessly continue to make the BBCCC aninstrument that elevates and transforms the lives of itsmembers to a level of substance and SIGNIFICANCE.

: God bless us in this endeavor.

Henry'W. Longfellow once said, "Nothing'is too late,urtil a tired heart shall cease to palpitate." Although we arenow on the seventh month of the year, it is not yet too late tocongratulate again the elected board members and officers ofour cooperative for FY 2010 and wish them all the luck as

they do their duties and responsibilities. Our recent generalassembly held at the Gonzaga gym of SLU last March 7 t2010 indicates that majority of our members preferred'statusquo. Congratulations also goes to the general membershipwho voted for them. However, this does not mean that thosewho did not make it to the board are less deserving or lessqualified. The mere fact that they have presented themselvesto the members and openly offered their services is already atestament to their commifinent and dedication for the growthof our cooperative. Based on that, they likewise deserve ourutmost gratitude and congratulations too.

Being a billionaire cooperative as what our coopera-tive has accomplished is not just about the accolades andpraises bestowed upon us. Although it wanns our hearts thatour efforts are paying off and are being recognized. But forus, this also means a deeper commitment and responsibility toour members to continue the works that we are doing. Weowe all these achievements to the general membership whoentrusted this great responsibility of managing this coopera-tive for them. It must also be understood that we cannot dothis alone. Your continued help and patronage of our servicesis what really spells the differ€nce between success aqd fail-ure. Your management team is here to guide and provlde di-rection for our cooperative. We likewise need your inputs andfull support for whatever activities we might come up withfor the benefit of our membership and our cooperative. So wemust stay the course and work hand in hand towards attainingour goals and objectives. l

BBCCC ELECTIONS

In the May 18, 2010 issue of the Philippine Star, NAMFREL issued a firll-page statement on the elec-tions which is capsulized as follows:

The Natiorial Election of 2010 was a celebration of democracy by the Filipino people. Therewere two dramatic improvements in the election namely, quick counting and tabulation of votes, andthe change of behavior of losing candidates who quickly and readily concedes defeat, thereby reduc-ing political tension and contributing to the public acceptance of results.

However, certain concerns and recommendations were advanced in the spirit of constuctiveobservation and prospective improvement of the system: long lines, certified voters lis! election vio-lence and vote-buying, no ballot secrecy, where are the UV lamps?, completion of counting, do notdeshoy CF cards or delete data, random manual audits must be completed at the soonest possibletime, the ARMM continues to present challenges to the electoral process, public report on the per-formance of the SMARTMATIC, and COMELEC to render a report on the expenses incurred in im-plementing the AES.

While elections are part and parcel of our nation's political life, elections also play a vital role inCoop life. Elections are conducted every year by Cooperatives for the democratic selection of certain coopofficers.

At BBCCC, manual elections (who knows, soon aulomated elections) are held annually during theAnnual General Assembly and are generally peaceful , orderly, fair and honest. Mud-slinging, vote buying,violence and other dirty tactics are alien to coop politics. No complaints of fraud and inegularities werre everrecorded in BBCCC election history. Unlike national election (especially in pre-poll automation era) electionprotests are so very rare. Only one case of electoral protest and re-count can be recalled and this happenedsix or seven years ago.

Comparing may not be in order here. However, we cannot help but engage in wishful thinking. If,and this is very hypothetical, national elections were conducted the coop way, then we can shout to thewhole world that indeed there is no place like the Philippines.

The Philippine Federation oCredit Cooperatives (PFCCO) recentlyheld its 50tr Annual General Assembly andEducational Forum at the Baguio CountryClub last April 28-30, 2010. This year'stheme was "Outsmarting the Impacts of theGlobal Financial Crisis". This annual na-tional event was organized by PFCCO to-gether with the North Western LuzonLeague of Cooperatives (NORWESLU).

PFCCO is a tertiary cooperativecomposed of eight secondary cooperativescalled leagues coming from the differentregions of the country. All these leagueswere represented in the event, six werefrom Luzon and one each from the Visayasand Mindanao. The total number of regis-tered participants reached 390 individualsrepresenting the l0l primary cooperativesthat officially came to the event.

The Baguio-Benguet Commu-nity Credit Cooperative (BBCCC) being anactive member cooperative of NORWESLUalong with BGHMC-EMPC and BAMACOofficers and staff were also present duringthe annual gathering. RepresentingBBCCC in this assembly were the follow-ing: Chairperson Amparo Rimas, Dir. OscarAdversalo, Dir. Mario Yaldez, Dir. ArmroAsuncion, Dir. Isabelina Ronquillo, Dir.Aurora Ambanloc, Atty. The morning of day one was de-voted to a motorcade around Baguio Citywith a special focus in promoting the partylist Ating Koop. The afternoon was the startof the event proper with a holy mass led byFr. Mar DJ Arenas, National President ofAting Koop party list. Baguio City MayorReinaldo Bautista and CDA ChairpersonLecira Juarez also graced the event and gavetheir welcome and words of encouragementto all the participants. NORWESLUManager, Dr. Rimas and PFCCO Chairper-son Atty. Proculo Sarmen delivered the wel-come address. As BBCCC's contributionsin the annual gathering, Mr. Belda, led

the cooperative prayer while Nor-reslu Chair Dir. Adversalo led in recitinghe cooperative pledge. Later in the after-loon, Ms. Ocampo delivered her lecture onhe topic "The Credit Union Response to theilobal Financial Crisis". Her talk is part olhe educational forum of the assembly. Mr.A,ndaya was given the task to be the educa-:ional forum's anchorman where he ex-rcrtly gave his reflections and recommen-lations for every topic that were presented.

This annual event was a successwith everyone involved in the cooperativernovement learned about ways to cope withthe global financial crisis and how som€

credit cooperatives even in this tight eco-

nomic condition managed to stay very com.petitive and profitable. The event served ar

an inspiration for the whole cooperativrmovement to be vigilant and steadfast

and forwarded the message that for everlchallenge there is always a conespondin6solution. In the words of Fr. Arenas, 'Neversurrender!"

The venue of the next general assemblyptill being finalized as of this writing.

BBCCC Foundation Organizes2010 PoIl Automation

Seminar/Torum

In preparation for the much an-ticipated first-ever automated elestionsin the countrS/, The Baguio-BenguetCommunity Credit CooperativeFoundation (BBCCCF) in coopera-tion with The Proteus Center for Re-search, Planning and Development(Proteus Ctr.) organtzed a seminar/forum about the poll automation lastFeb. 18, 2010 at the City Travel Ho-tel. The theme of the event, "GettingReady for Election Day: A Compre-hensive Approach to Poll Automa-tion 2010- is BBCCCF's small con-tribution in the voter's educationcampaign for the May 2010 auto-mated election.

Invited to speak was COME-LEC-CAR Regional Director Atty.Julius Torres who discussed the vari-ous laws and jurisprudence govern-ing the automated polls with a spe-cial focus on how these legal provi-sions will affect the electoral environ-ment. The participants were given thetrue picture of the legal framework andprocess of the automated elections. Healso demonstrated the proper use of thePrecinct Count Optical Scanner (PCOS)machine and how the voters can use thisduring election day

After 18 years as active and ingood standing members, BBCCC isstill our economic partner. I do actu-ally look forward to the annual sched-ule of our general assembly:as I expectto receive another l3th month bonus.Our efforts are especially for our threechildren - Rhodofer Rusell, ZhenafeLou and Andre Nicole who are all as-sociate members of the Cooperative. Ialso inspired my father, mother, sis-ters, aunts, and in-laws to becomemembers.

Even as we transferred to LaTrinidad in 2000, as there 'are other

existing cooperatives around, the fam-

ily remained loyal to the Cooperative

The Lubas Housing projectfor the first and second quarter wasa continuing task for improvementand development. On the road con-creting, it is already ninety five per-cent (95%) completed, and the fivepercent remaining is the construc-tion of curbs and gutters and con-creting of t'wo (2) alleys at Block 5

and Block 2. The pipe water distri-bution system is ninety eight per-cent (98%) completed and the twopercent is the installation of fittingsof t'wo fire hydrants and severalblue bulbs. Hopefully, the watersystem will be completed withinthe third quarter.

It was on February 22,zUAwhen the one hundred fotty five(145) lot titles and eight (8) secon-dary roads and one main titles wasturned over to the Cooperative bythe Register of Deeds, Capitol, LaTrinidad, Benguet.

Because of the twoyear contract to develop the siteended June 3, 2010, the Board or-ganized the Task Force Develop-ment (TFD) to plan, monitor andassess the progress of developmentof the Housing project. Directors tocompose the Task Force Develop-ment are Oscar R. Adversalo,Arturo G. Asuncion, Mario S. Val-dez and Aurora M. Ambanloc as

the Housing Officer. The TaskForce Development held meetingsat the site to monitor closely theon-going project. :"'

Plan and a Certification of Compli-ance are already released by the'LaTrinidad Municipal. Planning andZoningOffice.

I became a member of BBCCCsince January of 1992, a year after beingabsorbed at Saint Louis University. I gotmarried around the last quarter of thesame year to Lou Alfrbd Y. Dolendo, apersonal recruit to the coop since 1994.

Like any other families, wehave to work things out together throughthick and thin. As couples, we strovehard to earn a decent living for the grow-ing family. The Cooperative has beenour constant companion in various busi-ness endeavors. We venfured in differentbusinesses like selling of different good-ies in sari-sari store, selling P.E. T-shirtsand RTWs from Manila, delivering ofsacks of rice, managing a jitney trans-portation, ffid engaging in direct selling.We also tried to maintain a food stall inGeneral Luna. But what remained stableis the LADY R taxi business since lggTand the cooperative has been our con-stant financial partner , as I often say,'our " maintenance" pal. Now, there arefwo units running.

The cooperative is also our c(

running mate" when the family is in fi-nancial need due to sickness or emer-gency cases. with a new teacher, Ms. Felina Lubi-syo.

A parent orientation was heldon June 19, 2010 at which parentswere informed of the school policiesand program of activities for the schoolyear 2010 -201l. Atty. Renato Fernan-dez, Foundation CEO, and Dr. AmparoRimas, School Principal handled theorientation along with the teachers.

On the other hand, the new andcurrent Foundation Scholars had theirfirst meeting on June 17 , 2010 whichwas also attended by their parents.

The Scholarship Committeecomposed of Dr. Mario Valdez,Dr.Amparo Rimas, Dr. Juliet Sannad,Baguio Dep Ed Division Supervisorfor Values and Mr. Pete Tubal,Benguet Division Supervisor forAlternative Learning, assisted by each

other in advising the students to taketheir studies seriously by attendingclasses regularly, doing their schoolassignments daily, to behave, and toavoid drugs, smoking, drinking andbad company.

The parents were likewiseexhorted to provide a caring watchover their children and to monitortheir activities especially their get-ting home on time after class.

This Machiavellian preceptwhich has ruthless and heartless twangmay have a good point after all. Thisshould not apply only in governanceand positioning in different groups ofpeople. We could use the precept indealing with our everyday lives like forexample in managing our finances. Thisafter all could be considered as a man-agement tool.

We should not be overwhelmedby the problem but rather DIVIDE andRULE over it. It is not uncommon formembers to take out several loans onseveral occasions. When one of theloans lapses in default, there would be astrain in settling the others so that like astack of dominoes the rest fall and be-come past due. The member is thusfaced with a past due amount beyond itsmeans.

The tendency is to look formeans to settle the total. We have ad-vised often for the members not to lookat the total but rather solve his problemone account at a time starting from thesmallest. This would give him a senseof direction and accomplishment so thatwithout realizing it, the problems aresolved.

The past due account started as

small individual loans. They should bethus resolved and attacked individqally.DIVIDE and RULE. We should not beenslaved by our finances or lack of it.
