Publicofficialswhosupporttheseinitiativesfrequentlycitestatisticstoshowthattheindustrialsectorisanimportantsourceofmiddleincomejobs,particularly forworkerswithoutcollegedegrees.However,thesedatapointsaretypicallyshown
at
an
aggregate
level,
looking
at
the
average
earnings
of
all
industrial
workers
regardlessofsectorortraining,orattheshareofindustrialjobsacrossallsectorsfilledbynoncollegegraduates.2 ThisapproachfailstocapturethevariationsamongthesubsectorsthatmakeupNewYorkCitysdiverseindustrialeconomy.
Inthisanalysis,producedattherequestofCouncilMemberBradLander,weusedatafromtheAmericanCommunitySurvey(ACS)tocompareearningsby
educationalattainment
across
industries,
both
within
and
outside
the
industrial
sector,andbreakouttheshareofjobsbyindustrythatarefilledbynoncollegegraduates.

KeyFindings
Industrialfirmsaremorelikelythanbusinessesoutsidetheindustrialsectortoemployworkerswithoutcollegedegrees.
Measuredbroadly,
industrial
workers
in
New
York
City
earn
higher
wagesthanworkerswithsimilarlevelsofeducationalattainmentinnonindustrialsectors.However,thisdifferenceisprimarilyattributabletotheconstructionindustry. Excludingconstruction,theremainingindustrialsubsectorsoffer
wagesthat
are
comparable
to
nonindustrial
sectors.
Thereisatradeoffbetweenhourlywagesandaccessibility. Manyoftheindustrialsubsectorsthatemployalargenumberof
workerswithoutcollegedegrees,likefoodmanufacturingorwarehousing,paywagesthatarecomparabletononindustrialsectorslike
retail
or
food
service.

dataset
is
asample
of
ACS
responses
gathered
over
athree
year
period.
Thesamplerepresentsapproximately4percentofthetotalcensusuniverse.Informationoneducationalattainment,wages,andemploymentstatusisselfreportedbyACSrespondents.
OursampleoftheNewYorkCityworkforceincludesresidentsofNewYork,NewJersey,Connecticut,andPennsylvaniawhoreportthattheyareemployedinNewYorkCity.
Wagedataarenormalizedtoaverageearningsperhourtoallowforcomparisonsacrossindustriesandtocontrolforparttimework,seasonalwork,andpartialyearunemployment.Hourlywageratesarecalculatedusingvariablesforwagesearnedinthepast12months,thetypicalnumberofhoursworkedperweek,andthe
numberof
weeks
worked
in
the
past
12
months.
Wages
are
adjusted
to
2013
dollarsusingtheConsumerPriceIndexforAllUrbanConsumers.
ACSindustrycodesarerecodedtocorrespondwiththreedigitindustrysubsectorsintheNorthAmericanIndustryClassificationSystem.

Limitations ofSurvey
Data
TheAmericanCommunitySurveyisoneoftherichestpubliclyavailablesourcesof
data
on
individual
American
workers.
However,
it
is
important
to
note
that
it
is
subjecttoerrorsandlimitationscommonlyfoundinsurveydata:
Individualandhouseholdresponsesareweightedsothatfindingsare
representativeofthetotalpopulation,butitispossiblethatsomegroupsare
overorunderrepresentedinthefinalanalysis.
Similarly,the
use
of
sampling
also
introduces
alevel
of
imprecision
to
any
analysisthatusessurveydata.Themarginoferrorinsuchsurveysincreasesas
unitsofanalysisgrowsmaller.
Surveyrespondentsselfreportdataaboutthemselvesandtheirhousehold
members,whichisnotverifiedforaccuracy.
Adjustmentstoorcomputationbasedonindividualresponses,suchasnormalizingforhoursworked,addtotheimprecisionoftheestimate.

ThelistofthetopoccupationswithineachsubsectoristakenfromtheNewYorkStateDepartmentofLaborsStaffingPatternsdataset,whichisanestimateofthestatewidedistributionofoccupationsacrossall industriesinNewYorkState.ThestaffingpatternsdataisderivedfromtheDepartmentofLaborsOccupationalEmploymentStatistics
(OES)
survey,
which
collects
workforce
data
from
businesses
in
a
four
year
rolling
sample. MedianhourlywagesbyoccupationaredrawnfromthemostrecentOES,which
includesoccupationalwagedataforNewYorkCityworkersacrossallindustries.(Forexample,themedianhourlywageofanofficeclerkinadurablegoodswholesaleristhesameasanofficeclerkintrucktransportation.)Wagesarepresentedin2013dollars,thoughdatawascollectedfrom2009through2012.ToallowforcomparisonstoACSdata,
we
converted
annual
wages
to
hourly
wages
by
dividing
by
