ISSUE

Introduction of the proposed amendments to the Comprehensive Plan for 2018 Docket — First Read

PROJECT DESCRIPTION/ HISTORY

Per the Growth Management Act (Chapter 36.70A RCW), changes to the Sedro-Woolley Comprehensive Plan may be considered no more than once per year. Amendments may be suggested by citizens, staff or elected officials. AN proposed amendments to the Comprehensive Plan must be considered at one time; this list of proposed amendments is termed the "Docket." The City Council determines what items are included on the Docket. No Comprehensive Plan amendment applications from the public in general have been received. This is the appropriate time for Council and Planning Commissioners to propose any desired Comprehensive Plan changes.

The entire Comprehensive Plan was updated in May of 2016 as required by the State. The City is compliant with the Growth Management Act, which means the City is not obligated by the Department of Commerce to make any further amendments to the Comp Plan per GMA until 2023. The city may make changes annually to improve the Comp Plan and make zoning changes as necessary.

No rezoning requests have been received, but staff has noted that an area currently zoned Mixed Commercial has generated several comments and concerns from the local residents. Staff recommends reviewing the zoning of an unaddressed 12.5 acre site on McGarigle Road. It may be in the community's best interest to change the zoning back to Residential 7 — the property's designation before the city made zoning changes in 2016. Staff has also noted that six parcels of land owned by the School District, parcels used for school purposes, are zoned Residential 7 instead of Public. Staff proposes to change the zoning of those parcels to Public.

RECOMMENDED ACTION

No Action — First Read. When staff brings this topic back to Council for a second read, the likely items proposed for the 2018 Docket will include:

1) Possible zoning map amendments after reviewing the zoning of a 12.7 acre lot on McGarigile Road and six parcels owned by the Sedro-Woolley School District.

ISSUE: Who should the Council interview to fill the vacant seat that represents Ward 4?

BACKGROUND: Councilmember Johnson was appointed Mayor of Sedro-Woolley last month. The City Council Governance Manual and RCW 42.12.070 indicates that the City Council fills the vacant position with a qualified person. Whichever candidate you select will serve from the time of appointment until the election is certified, in late November 2019.

Qualifications for appointment include:

1. Registered voter in Sedro-Woolley;

2. Resident of the City for one year prior to appointment; and

3. Resident of Ward 4.

The Council requested letters of interest from interested candidates through January 31, 2018. Letters were received from the following candidates (alphabetical order):

C. Ken Van Liew

D. Krissa Woiwod

Letters of interest and any other information provided by the candidates is attached. As per the governance manual, the council will review and discuss the letters of interest in executive session at 6:00 P.M. on February 7th and on the agenda for the regular 7:00 P.M. meeting will select candidates to interview on February 28th. Selection is by nominations which require seconds and the affirmative vote of at least three councilmembers.

RECOMMENDATION: MOTION to nominate as a candidate for city council to interview on February 28, 2018.

3. The Council meets at least three times per month in evening meetings and members also attend day time meetings of other bodies and committees. What is your capacity to attend these meetings?

5. Identify weaknesses in City policy and procedures that you would like to work on as a member of the Council.

I am deeply committed to the community where I grew up. I was raised on the same farm where my mother grew

up and where my brothers still live. We can protect the unique qualities of Sedro-Woolley, while providing good-

paying jobs, and still offer a beautiful place to live. Affordable housing is essential for job growth and why projects

that address those needs are important.

My family came to the area in 1920 and through hard work enjoyed a comfortable life. My grandparents owned a

shake mill; my uncles owned a logging company. That strong work ethic and sense of entrepreneurship is part of

what drives me to work for a robust local economy.

With our community on the verge of a major breakthrough in manufacturing, Sedro-Woolley could once again be

the major source of jobs in the area. An example is the development at the SWIFT Center, which is vital to

sustainable and controlled growth, and on track to become the 21st century leader in world-changing technology.

Forward thinking and positive action are the keys. The Chamber has been one avenue to being a part of what is

new and exciting, but I would like to see plans move forward into action, such as the common library. If elected, I

will work towards creating good jobs and a strong, vital community.

I for one believe our city government has been moving in the right direction at the most recent council meeting I

heard Mark Freiberger speaking on the transportation plans and how they City has worked hard to leverage every

dollar to get the most benefit for its citizens. I support the current mayor and council and look forward to working

with them. I think the biggest issue is still bringing more business to town. When another bank closes because it

is believed that everyone can just drive to Burlington, it's a trend that needs to be reversed. Sedro-Woolley has

the best schools, the brightest young minds working for the largest locally owned company in the county and we

need to have the retail and services needed for families right here in town. People choose to live here—let's see

that there needs are met right here.

I have the depth of experience in serving the community. I graduated from these schools, I raised children here

and through my past 15 years with the Chamber have clearly seen what works and what doesn't. I have a great

working relationship with city and county officials and employees and civic organizations like Rotary, Soroptimists,

the museum, and the majority of businesses in town.

Dear Mayor Johnson and Council Members,

My name is Stacy Penno, and I am interested in serving on the Council for the Ward 4 position.

My family and l have lived in Sedro-Woolley for 21 years. When my husband got out of the Navy

after 11 years of service, we decided to stay here because we loved the small town feel, the

history of the town, and the great people here. We have never felt as at home, as we do here.

We have raised our children here, made great friends here, and plan to retire here.

I have always wanted to serve this wonderful community, and started volunteering at our

museum in 2001.1 have now been on the board for about 6 years. I love learning the history of

this town, and hearing all the stories from the people who come in to visit. I believe keeping our

town history alive is very important.

I was also a Chamber Ammbassador for approximately 5 years, and helped promote our

businesses, welcomed new ones, and helped people looking for businesses and activities to find

the things they needed locally. I am very excited about revitalizing our downtown area, not only

updating the buidings, but also preserving our town's history. Bringing in new businesses, and

finding ways to keep them here and thriving.

Between the Museum and the Chamber, I have volunteered with numerous town events,

including; Woodfest, Blast from the Past, 4th of July events, Founder's Day, and our town's

Christmas celebrations. I was also the chairperson for the museum's Holiday Home Tour for

4 years.

I love being active in our community, and serving any way I can. My husband and I started

attending City Council meetings about 5 years ago, and I feel I would do well serving as a

member of the Council, to do my best for our town, and the people living in it.

Dear Sedro-Woolley City Council,

I am certain you have received a tremendous amount of interest in the vacated council seat for Ward 4

and € wanted to write to lend my support for Stacy Penno to fill the position. My wife and I moved to

Sedro-Woolley thirteen years ago and Stacy was one of the first people we considered a friend in our

new home-town. Stacy has raised her young children to adulthood and has cared for her aging mother

in this neighborhood; this gives her a unique perspective for the needs of a broad range of people.

Over the years I have seen Stacy as an active volunteer in our community, filling various roles at the

Sedro-Woolley Museum and the Sedro-Woolley Chamber of Commerce. Stacy knows this neighborhood

and she will be a great advocate for the surrounding wards and downtown community. Stacy has

Dear City Council,

I am writing this letter of recommendation on behalf of Stacy Penno who has expressed her interest to me in the open Ward 4 Council position. I have known Stacy and her family for over a decade. She has been a dedicated, involved community member and good neighbor the entire time.

Stacy has an impressive record of volunteerism; Chamber of Commerce Ambassador, Sedro-Woolley Museum volunteer and Board Member, and Christmas Home Tour participant, She has been involved in supporting, Woodfest, Blast from the Past, Sedro-Woolley 4th of July Parade and the Christmas parade, to name a few. But the thing that I find most notable is her understanding of Ward 4. She and her husband walk the neighborhood nearly every day; talking with neighbors and gaining insight and information. Often are the times that I had to learn about events from Stacy when one might expect as mayor that I would be the better informed. I think these intimate connections with the ward will prove useful should she be selected to fill this position.

When it comes to community pride you just need to look at the Penno home to know they care about our town. Whether it is Independence Day or the holiday season, their house and yard is always one of the nicest decorated in the city. I believe she will make thoughtful decisions that will preserve the character of our city while promoting responsible growth.

This is not an exclusive endorsement as I do not know how many applicants you may receive or who they may be but I hope you will give Stacy your full consideration in light of the facts above. She will do a good job and put her full effort into representing and supporting Ward 4 and the city as a whole.

It is with extreme interest that I am writing this letter to be considered for the vacant positions of City Counsel ward 4.

I have lived in Sedro-Woolley for over 30 years, the past 25 years in the same house in ward 4. I've served for the past 7 plus years with the Sedro-Woolley School District as District Director on the Sedro-Woolley School Board, re-elected twice for the position. I've recently had to resign from the school board due to taking a position with the school district after 29 years serving Skagit County as a Juvenile Probation Counselor with The Office of Juvenile Court.

I have been and continue to be extremely committed to this community and am committed to seeing it rise to its full potential. My desire for the Sedro —Woolley is to enhance economic growth in a way that will continue to keep those attributes that make this small town the best place to raise a family and live in Skagit County.

Dear Mayor Johnson,

It is with great enthusiasm that I submit my letter of interest to be considered for the vacant City Council position in Ward 4. I grew up in Sedro-Woolley, graduating with honors from the class of '95. Both my mother and grandmother graduated from Sedro Woolley High School, and I'm proud to say that I'm raising a fourth generation to follow in our footsteps! After graduating I moved to Bellingham to attend Western, and continued to make my home in Bellingham for the better part of 15 years. While there I helped establish a local theater company, writing and producing dozens of plays for the community, hosted many fundraising events, began the Bellingham chapter of Sunday Assembly (a non-religious community gathering) and worked for Cascade Radio Group as a copywriter. After marrying and starting a family it became clear that we wanted to find an affordable home closer to my parents and when the opportunity arose to purchase our house on Talcott Street we jumped at the chance! We've been here now for almost three years and I've loved noticing all of the positive changes in our town; from the new businesses downtown, to updated features at local parks for the kids, to all of the construction happening around the area and to the increase in family friendly community activities. I feel like we are truly on a precipice of even more new growth, and I want to invest my time and energy into cultivating and promoting the things that make our town great. I have a unique perspective to offer the City Council: having grown up here, leaving and then returning to raise my family- I'm able to bridge the gap between established residents and the next generation of folks looking to make Sedro-Woolley their home. Safe parks, family friendly events, thriving accessible businesses, affordable homes and welcoming neighborhoods are the things that have made and will continue to make our town a wonderful place to visit, and to call home. I want to ensure that we can grow as a town, while keeping our small town charm intact. I hope that by serving on the City Council I can help do just that- preserve the history of Sedro-Woolley while encouraging successful growth. Official gatherings and sports facilities—Recycling.

In communities where these is an established curbside service and where recycling service is available to businesses, a recycling program must be provided at every official gathering and at ever sports facility by the vendors who sell beverages in single-use aluminum, glass, or plastic bottles or cans. A recycling program includes provision of receptacles or reverse vending ma-chines, and provisions to transport and recycle the collected materials. Facility managers or event coordinators may choose to work with vendors to coordinate the recycling program. The recy-cling receptacles or reverse vending machines must be clearly marked, and must be provided for the aluminum, glass, or plastic bottles or cans that contain the beverages sold by the vendor. (1.5)"Sports facility" means an outdoor recreational sports facility, including but not limited to athletic fields and ball parks, at which beverages are sold by a vendor or vendors in single-use aluminum, glass, or plastic bottles or cans.
