    SPECIAL MEETING

    1. EXECUTIVE SESSION

    At 2:15 p.m. Board Chair Takamura called for an executive session for forty (40) minutes, to review the performance of a public employee. The Board returned to open session at 2:55 p.m.

    REGULAR MEETING

    1. CALL TO ORDER

    The meeting was called to order at 3:00 p.m. by Board Chair Frieda Takamura. A notation of quorum was made, and Trustee Page led the flag salute. Trustee Palmer was absent from the meeting.

    2. ADOPTION OF MINUTES

    Board Chair Takamura asked for corrections and/or additions to the following minutes:

    November 13, 2019 - Regular Meeting

    Trustee Unti introduced a motion to approve the meeting minutes for the regular meeting held on November 13, 2019 as presented. Trustee Page seconded, and the motion carried.

    3. ACTION ITEMS

    A. Public Comments from the Audience There were no comments from the audience.

    B. Faculty Tenure Advancements

    1) Faculty Advancements Second to Third Year

    After giving reasonable consideration to the recommendation of the tenure review committee and all other recommendations, Trustee Entenman moved that Zachary Rubin and Jessica Koshi-Lum be promoted from the second to the third year of candidate status. Trustee Unti seconded, and the motion carried.

    Trustees Unti and Page commented that they continue to be pleased with how the college is embracing the tenure process and the way it is being administered.

    4. COMMUNICATIONS

    A. General Information/Introductions Dr. McCarthy informed the Board that both Jessica Supinski and Mical DeGraaff are departing the college for new ventures. Director Supinski has accepted a position at Amazon, to begin in early January. She has done so much at the college with ASG, students, and publicly notably using her social capital to work with students and bring them to not only local but national recognitions. Director Supinski noted that she is honored, and is pleased to stay behind the scenes and assist where students need it, including budget,

    commencement, etc. The Board members expressed their congratulations to Director Supinski, followed by much appreciation for the work she has done for the college. Student Engagement Special Projects Manager DeGraaff is moving onto Shoreline College. She has dedicated her work on campus to equity and diversity, DEIC, and maintaining the LRCC in an interim roll. We are thankful for their service and wish them both well. Dr. McCarthy noted that this brings opportunity for the campus to welcome new individuals, and hopeful new superstars to our campus. Board members noted that both Director Supinski and Special Projects Manager DeGraaff should be incredibly proud of the work they have done here, and for which we are especially thrilled. There has been a tremendous amount of high expectations and we thank them both personally. It has been a tremendous pleasure watching such wonderful work happen!

    B. Correspondence A thank you card was shared from Mr. Rich Wagner to the Board thanking them for the dedication and naming of the Andee Jorgensen Student Success Center.

    C. Student Leadership Director Supinski noted that the written report was robust this month, including a great turn-out for the Thanksgiving meal, and donations to the food bank. The Black Student Union was approved and started. A Black History program will take place in February, plus a school wide “Ball”, to bring everyone closer together. Dr. McCarthy noted that Student Leadership Program Manager Michelle Iko works well with students, so we expect the students and Michelle to continue that relationship while replacement hiring takes place.

    D. Renton Federation of Teachers RFT President Sheila May-Farley was not present at the meeting. Dr. McCarthy noted that he meets every two weeks with RFT leadership and believes things are going well, based on their meeting this week. He is meeting with Rick Geist, and Sheila May-Farley regarding legislative work.

    E. Written Communication Reports There were no comments or questions about the written reports.

    5. DISCUSSION/REPORTS

    A. CtcLink Update CIO Corigliano shared a presentation regarding the implementation of the ctcLink system, explaining the history, the project and the benefits to the system and students. Questions from Board members were related to the demands on time and resources needed. This is a huge project and will require much coordination. After Spokane and Tacoma went live, we moved to more of a grass roots approach, and a consultant was added. Canvas is not going away but every system we use today will be touched. Training modules are set up by SBCTC for staff training. This will be a lot of work for everyone. Trustee Unti made a reference to the transition that Valley Medical went through in implementing their electronic health records system. Many doctors were resistant, and the younger employees were the mentors. Trustee Page asked about local portals, and CIO Corigliano responded that other colleges can’t see each other’s data. As a system, we will be able to negotiate with vendors better. Dr. McCarthy commented that process change will be a lot of work, which makes people anxious. Adjustments are hard but SBCTC expects this to happen. There will be different roles people will need to fill. Board Chair Takamura stated that change is hard, and appreciates the human touch and phase work.

    B. President Dr. McCarthy reported that fall quarter ends tomorrow, noting how quickly it has flown by.

    Collaborative Relationships – This past month, Dr. McCarthy attended an Open House at OneAmerica, and the WA STEM Summit. We are in our second year of Second-Monday potlucks, trying to bring people together on campus and infusing conversations about equity issues. In November, we used this opportunity to prepare for the Aspen application. We also offered an additional opportunity for feedback. There was lots of Aspen work done during the month, and a huge thank you to Director Hedland Hansen for her work to submit the application. At the December potluck we focused on what are our greatest equity challenges and strategies. The work with RFT continues to go well. Dr. McCarthy also attended the South Sound Chamber Legislative Coalition (SSCLC) Breakfast. Representative/Trustee Entenman was on the panel.

    Equity – Another grassroots group has come together (UndocuAlly) to assist undocumented students. A workshop was held November 18. DEIC is revisiting membership, and added a new community partnership action team. A draft revision to the BIRT procedure was just received by cabinet today. We are exploring the development of a Multi-Cultural Center. We are interested, but want to make sure we have the resources to do this well.

    Finance and Growth – Dr. McCarthy noted that Vice President Rodriguez would be reporting soon on the monthly finances. There are no surprises. We are looking for a very extensive report in February - mid-year budget evaluation like we started last year. The fluctuation in the Nursing program has eventually turned positive. The Nursing Commission visit was very good. We are taking on a new cohort in the winter. Dr. McCarthy visited the Nursing offices this afternoon. It was a great vibe and it was nice to see such positive energy. There will be more funding coming in from the legislature (Guided Pathways money and high-demand faculty salaries). The Business Affairs Commission (BAC) has been looking at the allocation of funding. We have been involved in GP for the last 5-years. We should be in good shape to take advantage of these funds. Salary increases are very important, but serving students’ needs is also big. For a school that is lean there are a lot of very important questions to answer.

    Accreditation – Dr. McCarthy informed the Board that we were able to confirm that our NWCCU comprehensive report is not due until winter of 2021. We have the opportunity to submit standard two early for feedback, so we are looking at Fall 2020.

    In addition to Director Hedland Hansen’s work to submit the Aspen application, Dean Wakefield and Dr. McIrvin put together an Aspen STEM award application.

    Representative/Trustee Entenman sponsored a bill for food insecurities (HB 1893); and inquired if RTC had applied for the grant. Dr. McCarthy responded that we did apply and were rejected because we were using processes already established through the Foundation, so as not to create a parallel process. It was not obvious in the application that this was not permissible. Dr. McCarthy noted that he would investigate the application process and get back with her.

    Trustee Page informed that during the ACT Fall LAC meeting there was good opportunity to talk with trustees from other East Side colleges, LakeWA Tech and Bellevue, and he inquired about the collaboration amongst the colleges. Dr. Weber, Dr. Goings, and Dr. McCarthy meet often. We partnered with BC for student housing for Band Instrument Repair Technology (BIRT) and Ford ASSET programs – both bring people in from a distance, and housing is expensive. There are only

    two other BIRT programs in the country. We will also be meeting to see how we could collaborate on ctcLink with LakeWA Tech and discussing further how we could create more collaboration in the form of a coalition. Dr. McCarthy also meets with Dr. Johnson of Green River and Dr. Mosby of Highline in the South Sound regarding similar situations. We get approximately six percent of Renton School District students, and maybe thirty percent go to Bellevue because they want to obtain a transfer degree. We also just received new “Career Launch” funding to the tune of $160K (one of five schools) – we will use this to expand our apprenticeship (CITC), overflow from others. Vice President Gilmore English informed that we just enrolled 50 FTE from CITC. GP funding will be a nice help to us, but we still need the legislature to understand that this only begins to touch the drastic under-funding that has been the history at our college.

    C. Administration/Finance Vice President Rodriguez reported the last two columns in the Monthly Operations Report have been changed and now contain the previous year’s actuals and the variance between the current and previous year. Revenues and expenditures were generally on track through October. There is a variance of in revenues from last year, but that is mainly due to the amount of capital project funds that we had received earlier in the previous fiscal year. Last year was the second year in the biennium, and we had more projects underway. In expenditures there was a variance of $238,098 less from the previous year. That was mainly due to lower goods and services expenditures in the current year. Our net operating surplus at the end of October was $1,927,044. Our cash balance was $5,634,448, only $6,402 less than the previous year, but we did start out the year with $434,806 more cash. Our total cash and investments was $8,816,630, $33,735 more than the previous year. Trustee Page inquired about enrollment versus target this year. Vice President Rodriguez responded that we are down a bit in terms of FTE but up in headcount, equating to a little higher revenue.

    6. BOARD OF TRUSTEES

    A. Joint Board Meeting – RTC/Puget Sound ESD Dr. McCarthy informed the Board that John Welch, ED Puget Sound ESD reached out and wants to have a joint Board meeting. We are still attempting to nail down the goal. The proposal would look at having our regular board meeting in May, ending a little early then joining in a dinner with them and meeting for another hour (like a study session). Dr. McCarthy is exploring the benefit of a joint meeting. A former CTC system employee is now their equity director. Dr. McCarthy works with them on College and Career Readiness, as well as the King County Promise. Their Board is district based (about 9 people). Board members noted there are likely some politics around it, but should engage in the spirit of collaboration, and crush the silos.

    B. Mid-Year Board Retreat Availability was reviewed for scheduling a mid-year Board Retreat. We will double check the ACT Spring conference date, and tentatively scheduled for May 8, for a half-day, preferably in the morning. The alternate date would be April 24.

    C. RTC Liaison Reports

    RTC Advisory Council Executive Director Jackson advised that he believes the next meeting should be in February, 2020.

    RTC Foundation Trustee Page noted that the Celebrity Chef Event is a high-priced event, and is sold-out. We have new members with fresh ideas coming onto the Foundation Board, and hope that will provide some assistance to the Foundation office.

    January 15, 2020 Student Leadership

    RTC Hosts First Annual Winter Career Fair

    The LRCC is organizing the first ever RTC Winter Career Fair on Wednesday, January 29 (1pm in Building C). RTC students and members of our community will be connected to open employment opportunities from more than 70 local employers. Providing multiple career fairs each academic year is a priority for the growing career services that the LRCC offers.

    ASG Budget Committee Establishes Timeline for Preparing 2020-2021 S&A Budgets

    The ASG Budget Committee is forming this month, and is tasked with drafting the ASG Budget to present to the Board of Trustees for approval. The timeline is listed below:

    January ASG Budget Committee reviews current expenditures, Services & Activities Fee revenue.

    February ASG Budget Committee develops first draft

    March ASG Senate reviews first draft, shares with student body in an open forum, and votes on final draft by end of winter quarter 2020

    April Extra time if needed. Staff reviews budget draft with RTC Cabinet Members

    May ASG will present their budget to Board of Trustees for approval

    ASG Supports RTC Emergency Funds for 2020

    Each year, ASG supports the RTC Foundation Emergency Grants program and the Book & Equipment Grant at $6500. ASG is also an annual silver-level sponsor of the RTC Foundation Breakfast at $3000. This year’s support has enabled the RTC Foundation to continue these grant programs during the month of January, providing students continued access until funds raised at the Annual Foundation Breakfast can continue to support these programs.

  • Administration and Finance Report Renton Technical College Board of Trustees January 15, 2020

    BUSINESS OFFICE We are reviewing our FY19 financial statement drafts. The financial audit is scheduled to begin the first week of February. We are preparing for the winter quarter financial aid disbursement to approximately 750 students. We continue to work on FY21 budget development.

    FOOD SERVICES The Culinary Arts Holiday Buffet was successful on Dec. 6th in the Cafeteria. The Band Instrument Repair program students played holiday music that day for a great festive setting. The Culinary Arts students served over 250 meals to our students, staff and guests.

    The Catering department was extremely busy for the holiday season with an emphasis on corporate holiday parties. Catering sales in December was 112K, which was a 20K increase from December 2018 sales.

    Plans for offering a “takeout” Culinaire Room starting in January is ongoing. The opportunity to have students increase sales with pick-up lunch menu items is the goal. The “takeout” concept is beingdiscussed on adding additional items in the CAFÉ and other areas.

    The kitchens were thoroughly cleaned during the holiday break by custodial and food service staff. All hood systems were recertified and cleaned.

    FACILITIES & CAPITAL Previous Biennium Minor Capital Repair Projects – All projects for the previous biennium have been completed as of this date. Projects include:

    Building J Roof Replacement – Installation of a new metal standing-seam roof. Completed in December 2018. Repairs from the winter’s storm and punch list items completed last month. Update: Project completed and all warranties received. Project closed out.

    South Campus Fire Alarm Upgrades – Training has been received and are awaiting record drawings and other close-out documents.

    Current Capital Unexpected Repair Funded (URF) Projects:

    Campus Exterior Lighting Upgrade – The college is pursuing replacement of wireless lighting controls for exterior lights that were installed several years ago but proved to be unreliable and erratic. The manufacturer has pledged to supply upgraded equipment at no charge and the college will have these installed to improve the performance of the wireless system. Installation to be funded under the state RMI Capital budget allocation. Parts have gone into production. Update: Final shipment of parts have arrived, pre-installation meeting with an electrical contractor has occurred, and we are awaiting a cost proposal from the contractor to install the parts, expected upon their return in the new year.

    Stucco Repairs at Buildings H and J – Completed.

    Reflection Area – Completed and in use in the Library area of the Technology Resource Center.

    Building Signage – Signage design completed. Working on installation.

  • Minor Capital Program Projects for Current Biennium (2019-2021) – Projects have been selected by the college and application to the state for funding has been submitted for the following projects to be constructed this biennium: • Building A – T.I.G. welding room expansion (Summer 2019) – Land Use application has been

    granted. Update: Permit issued. • Multi-Cultural Center in building H (Summer 2020) – Pending research • Building H 102, 103, 104 assembly rooms upgrades (Summer 2020). Update: PWR issued

    with SBCTC to initiate project. Initial walk through with architect done. • Campus irrigation system repairs (Summer 2020)

    Minor Capital Repair Projects for Current Biennium (2019-2021): • Campus Center food service utility wall replacement (Summer 2019) – Currently in

    construction with completion scheduled for September 20th. Update: Completed. Owner training received.

    • Welding exhaust system replacement (Summer 2020) – Combined with TIG Welding Room Expansion project.

    • Fire alarm upgrades campus wide (phase 2 – Summer 2020) • Repair hollow metal doors and window frames, campus (Summer 2020)

    Minor Capital Repair Projects for Subsequent Biennium (2021-2023): The Facilities Condition Survey was completed with the SBCTC chief architect. A list of candidate repair projects was compiled for submission and consideration for funding through the state capital funding process. Projects include a new Roof for the Annex, Stucco repairs to various campus buildings, and replacement of failed windows in C building.

    Maintenance/Grounds/Custodial Projects: • Heat exchanger replacement (Building A) – The heat exchanger has been replaced. • Annex 125 room modification (Demo Riser) – The removal of riser, drywall repair and finish

    painting have been completed. Great Floor are scheduled to patch carpet on January 6, 2020.

    • Building C (Rooms 105 – 107)- Flood damage/wall repair - all walls have been repaired and repainted.

    • Directional Signal Sandwich boards – We have received signs from Marketing and have installed them on the sandwich boards. They are ready for the first day of class.

    • Tree Removal – We’ve had to removal a couple of small trees on campus to improve visibility (northeast corner of Building H and southeast corner of Building J).

    • Building H room 203 modification – Removed two cabinets, repaired, patched and painted wall, and installed new LCD projector.

    Maintenance/Grounds/Custodial staffing report – Maintenance, grounds, and custodial has one new hire and one open position.

    MARKETING AND OUTREACH In addition to ongoing campaigns to promote winter quarter registration, targeted campaigns were created to promote Computer Network Technology and the Foundation’s Butcher + Beast Bash.

    SOCIAL MEDIA HIGHLIGHTS • Social media engagement spiked in the past month, with total impressions up 188

    percent over the previous period and total engagement up 50 percent due to highly shareable stories.

    • Facebook Top Facebook posts: Gordon gift: 1.4 K; Last day of quarter photo: 1.2K Top 9 stories: 1.1 K; BIRT alum: 1 K

    NEWS AND WEB As part of our ongoing effort to tell stories of student success and raise the profile of the college, stories posted on the RTC website and shared include:

    New dean revitalizes Registered Nurse program

    Extraordinary bequest will benefit RTC students

    NYC chef Angie Mar will serve as 2020 Celebrity Chef

    PUBLICATIONS Communications and Marketing created new directional signage and maps in collaboration with Facilities to help ease first-day navigation for students. New banners are also in the works for the I-Building.

    NEWS AND PUBLIC RELATIONS RTC was featured in several top-tier publication stories related to the Gordon gift, including the Washington Post and the Guardian. It is believed the reason RTC was highlighted was because our announcement provided specifics about how the college will use the funds.

  • INSTITUTIONAL RESEARCH The office of Institutional Research (IR) has continued its efforts in December to increase effectiveness and efficiency throughout the College by supporting programs, units, cabinet, and councils for their data informed decision making for RTC Mission fulfillment.

    • IR supported the Guided Pathways team for preparing for the College Spark Report. College Spark required the team to provide the number of credential seeking students that placed into pre-college and college-level math offerings for the report.

    • IR prepared a data template to support the College for the 2021 Aspen Prize for Community College Excellence application. The template required information on gateway course success, credit accumulation by part-time and full-time students, and employment outcomes. Additionally, IR supported the office of Enrollment Services to provide the National Student Clearinghouse complete historic data for the Aspen Prize evaluation.

    • IR built a report for Director of Disability Services to help the office track registrations between quarters for the students who need disability services.

    The Office of College Technology Services continues to provide secure, reliable, integrated and cost-effective technology solutions as we maintain and update our technology across campus. We are continually introducing new technologies and are creating standards and policies that are necessary to our success. We continue to build stronger relationships with all divisions and programs and are ensuring that each program and/or department is taking advantage of all of the services that we provide.

    Focus over the winter break was focused on administrative hardware procurement and updating some computer labs. The accessibility advisory committee and technology council meetings started again with a focus on revisiting the accessibility plan and developing a 3-5 year technology plan for RTC.

    EDUCATIONAL SUPPORT SERVICES

    Nearly all of our student Veterans who are eligible for benefits were certified coming into winter quarter. This certification is important to have in place, as it impacts the monthly benefits they receive.

    ENROLLMENT SERVICES We are thrilled to welcome our new Director of Enrollment Services/Registrar, Morenika Jacobs. Morenika began January 2, joining us most recently from Bates Technical College, where she served as their registrar. Morenika brings a wealth of valuable experience including service at Seattle Central College and Bellevue College, respectively.

    FINANCIAL AID

    This month, Financial Aid staff will participate in Train the Trainer sessions as part of the SBCTC’s effort to increase FAFSA/WASFA completion. They will then turnaround and train additional campus staff and partners in the community on helping students complete their FAFSA/WASFA. The office has also expanded its hours of operations beginning winter quarter. They will monitor student traffic using Accutrack software to continue adjustments to service. The Financial Aid staff, along with Business Office staff, deserve huge kudos. Both offices worked diligently to get students packaged and funds disbursed for winter quarter. In fact, they were so successful in their efforts more than 200 additional students were packaged for the first disbursement, compared to winter quarter last year.

    CAMPUS SECURITY

    This month staff are updating emergency procedures posters around campus to an accessible version. In addition, the Renton Police Department will present on “Run, Hide, Fight” on January 16, at 2:00pm in Blencoe Auditorium for staff and faculty who are available to attend.

    STUDENT SUCCESS SERVICES

    The Outreach and Entry team played an important role in organizing and setting up “Ask Me!” table locations strategically placed around campus for the first two days of the quarter. This is the first time doing this with the aim of helping students navigate to their classroom and buildings. Our intention is to do this every quarter in effort to warmly welcome and support students, and reduce anxiety about where to go. Over 45 staff and faculty signed up for shifts. This month, Student Success Services is welcoming two new faculty counselors to fill the role of behavioral health counseling. They will perform both academic advising and mental health counseling to our student population. We are moving forward with a partnership with United Way of King County to become a ‘Benefits Hub’. This, coupled with increased capacity in behavioral health supports, is an exciting development towards deepening our capacity to support student success.

  • RTC Foundation Report Renton Technical College Board of Trustees January 15, 2020

    DEVELOPMENT The PACCAR Foundation awarded the RTC Foundation $50,000.00 to support the purchase of special training equipment for the mechatronics program. This equipment also supports expanded training for Running Start students who are enrolled in the dual credit mechatronics program. This is the RTC Foundation’s largest gift from PACCAR and the first one since 2011. The last large gift was $25,000 in 2003 as part of the capital campaign for the Technology Resource Center.

    Eva Gordon Bequest – The RTC Foundation was one of 17 colleges in the greater-Puget Sound area who received an equal portion of Mrs. Gordon’s $10 million bequest. The first installment of $550,000.00 was received in November and an all-college media announcement was made in mid-December. National and local media coverage included RTC quotes about how we plan to support students:

    The Foundation Board created a memorial endowment to honor Eva Gordon’s extraordinary philanthropy and vision to support student needs. Final guidelines on how the endowment funds will be disbursed (about $21,000 annually) for student needs will be finalized at the January Board meeting.

    United Way of King County renewed their grant of $22,000 to support RTC High School 21 students with emergency assistance.

    2020 WINTER EMERGENCY AND BOOK & EQUIPMENT GRANTS During fall quarter the Foundation provided 127 emergency grants to students in need. This equals the total number of grants for all of FY18-19 and excludes the funds we provide for the High School 21 program which is funded by United Way of King County.

    With our funds depleted, ASG stepped up with a gift of $7,500 to fill the need until the Foundation can raise additional funds through the Student Success Breakfast and payroll giving. Thank you ASG!

    EVENTS Celebrity Chef Dinner and Butcher + Beast Bash Tuesday, January 28 – Preparation and production continues full-throttle for the event! The 425 Magazine is our media sponsor and is running digital and print ads, and Mona Lee Lock will also serve as the emcee. Advanced Sommelier Christopher Chan is doing the wine pairing and serving as our auctioneer. Dinner tickets are close to sold out, but tickets for the Bash reception are still available. Tickets include a copy of Chef Mar’s bestselling cookbook.

    Katherine Hedland Hansen, Executive Director of College Relations & Marketing, will provide an overview of the department’s goals, successes, and challenges. Topics include the Integrated Strategic Communications & Marketing Plan; marketing initiatives and philosophy; lead generation outcomes and assessment; communications and public relations goals; and website/email/social media marketing and related analytics. The presentation will include examples of advertising, content, publications, and other creative elements.

    B. Early Childhood Education and Legal Assistant Programs Presentation

    Dean Doug Medbury will provide an overview of our recently updated Early Childhood Education and Legal Assistant programs. The Washington State Department of Child, Youth and Family changed the state certification requirements for employment and our program has been updated to offer all of the levels of state certification to meet those requirements.

    Dr. McCarthy along with RFT President Sheila May-Farley and RFT Legislative Representative Rick Geist will share collaborative efforts from RTC and RFT for this year’s legislative session.
