TheCommunityTheCityofLovington is located insoutheastNewMexico near the Texas border and is about 100miles from the Lubbock and Midland/Odessametropolitan areas. As of the most recentestimate,thecityhadapopulationof15,886,withLea County at 70,291. Over the past decade thecityhasgrownbyover16%andcurrent forecastsexpect the trend tocontinue forat least thenext10years.

ThecitysitswithinanareaknownasthePermianBasin. This area is characterized by an expansiveand thick deposit of rocks famous for its largedeposits of oil, natural gas, and other minerals.Major improvements in hydraulic fracturingsystemshave led to a boom in this sector,whichhas propelled the local economy. While thankfulfor these resources, the area has diversified intonuclear, renewable resourcesandutilitiesaswell.Local officials continue to partner in efforts tofurtherdiversifytheeconomy.Withover300daysofsunshineperyearandwarmannual temperatures, Lovington residents areactive year round. The city has 5 parks, includingan 82 acre park with a walking trail, skateboardand BMX park, playgrounds, aquatic center andstocked fishing lake. To the west there aremanyday trip opportunities for hiking, skiing, boatingandfishingatBrantleyLakeStatePark,BottomlessLakes State Park, and in the Lincoln NationalForest. The LovingtonMunicipal School District maintains a total of 8schoolswithanenrollmentofover3,000students.A $35 million bond passed in 2013 forimprovements across the District to expand andimprove classrooms, student safety, and athleticfacilities.TheDistrict iswellknownfor itsathleticprograms, particularly football, which hasproduced 18 championships and NFL great BrianUrlacher.AdvancededucationisavailableinHobbsthrough New Mexico Junior College and theUniversityoftheSouthwest.Lovington residents have access to first-ratehealthcare. The community is served by theNor-Lea Hospital District, which is an award-winningorganization that provides a full range ofhealthcare services to residents of Lovington andthesurroundingareas.LocalfacilitiesincludeNor-Lea General Hospital, Lovington StudentHealthcareCenterandtheNor-LeaSpecialtyClinic.The Nor-Lea Hospital District has grownexponentially inrecentyears, intermsoffacilitiesand specialty services, due to its outstandingreputation for quality care. Many of thesespecialty services are unavailable in cities

comparableinsizetoLovington.

TheCityTheCityofLovingtonwas incorporatedasatownin1908andhasapproximately15,886residents.Itoperatesunder theCommission-Manager formofgovernmentwiththeCityManagerservingastheheadof theexecutivebranchof citygovernment.Five commission members are elected tostaggered terms, with the mayor selected by avoteofthecommission.City Manager James Williams was appointed in2012. He has been with the city since 1993 andhas a reputation as a strong, progressive leaderthathasfosteredacultureofprofessionalgrowth,employeesafetyandwellness.Withatotalbudgetof$17.6million,Mr.Williams leadsa staffof138full-time employees that provide a fullcomplementofmunicipalservices.

ThePositionThisvacancywascreatedbecausetheformerCityClerk,CarolAnnHogue,isretiringafter29½yearsofCityemployment,5ofwhichshespentasCityClerk. Reporting to the City Manager, the CityClerk’sresponsibilitiesinclude:

• Attendance and participation in meetings of

the City Commission, various City boards andcommissions, and the personnel board andactsassecretaryforthesemeetings.

• Responsible for the collection, filing,maintenance,digitalconversion,anddispositionof all records, minutes, Ordinances, andResolutionsfortheCityofLovington.

• Responsible for Inspection of Public RecordsRequests.

• Responsible for compliance with the NewMexicoOpenMeetingsAct.

• ResponsibleforthecoordinationofbenefitsforCityemployeesandenrollmentofemployeesinbenefitprograms.

• Attendsvariousmeetingsasarepresentativeofthecity.

• AssiststheCityManagerinanyareaassigned.• Actsassolefiduciaryfortheemployeespension

plan.• Assists with the preparation of the annual

budget.• Responsible for the training of staff and the

coordination of activities in the variousdepartments.

• Conducts city elections and is responsible foroverallsuccess.

• Coordinatesselectionofcemeterylots,workingwithcaretaker.Responsibleforallrecordkeepingofcemeterydeeds,etcandcollectionoffeesforsame.

• Otherdutiesasassigned.

TheIdealCandidateTheCityofLovingtonisseekingadynamicandoutgoingindividualwhoispassionateaboutpublicservice.WearealsoseekinganindividualwhoisdedicatedtocontinuousimprovementandtakingtheCityClerksofficetothenextlevelofservicebasedoncustomerdemands.Thesuccessful

candidatewillbehighlyprofessionalandpossessexcellentoralandwrittencommunicationskills.Thesuccessfulcandidatewillalsopossessexceptionalorganizationalskills.ItisessentialthatthenewCityClerkhavetheabilitytorespondtoandresolvedifficultandsensitivecitizeninquiriesandcomplaints.TheCityClerkmustbecustomerserviceorientedandenjoyworkinginadiversemulticulturalenvironment.Inaddition,theCityClerkshallbecomfortableexercisingindependentjudgmentandhaveacollaborativemanagementstylewiththeabilitytomotivateandengageCitypersonnel.Experience&EducationPost secondary course work in a related field ispreferred. Bilingual skills in English and Spanishlanguage is preferred. Five years direct workexperience is required. Management andadministrative experience is strongly preferred.Must be able to work odd hours or overtime onoccasion, including nights, weekends, andholidays.
