    trus :..DJ5..Cr.TQ Communique on the 2011 Education CongressPhnom Penh, March 16 , 20 t 1To: Members of the ESWG (UNICEF, EU, UNESCO, ADB, IICA, SIDA, World Food Programme, USAID, World Bank, NEP, YSO, Humanity, Educam, SeN, Room to Read, and DAC) From the 22" to 24'" of March, 201 I the Ministry of Education, Youths and Sports (MOEYS) will hold itsannual Education Congress which will be attended by over 1,000 district, provincial and national MOEYSofficials and wide range of education stakeholder especially international donors and Education NGOs. Akey stakeholder group. however will not be represented, Cambod ian Teachers. The Education Congress isthe most prominent education event in Cambodia at which the achievements, challenges and prospects forfuture developments in Cambodia Education will be discussed and key decision and feedback given. Itwould therefore, be most beneficial to have teachers officially represented, as this key stakeholder groupscan otTer invaluable contributions to the discussions and success ful implementation of policies including thefollowing areas:

    Education for AJI 2015 Master Plan for Teacher Capacity Building Policy on Curriculum Development for General Education 2010-2014 Policy on Child Friendly School Policy on Basic Education Policies on Equal access Policies on Quality education Policies on 0&0 such as the usc of the AOP at provincial level.

    The Cambodian lndependent Teachers ' Association (eITA), which is the only national representative bodyfor teachers with over 9,450 members (11.4%) is eager to constructively participant at this event and toexpress the views of its members, ordinary class room teachers, on the wide variety of policies that will bediscussed. CtTA also believe that through their involvement they can ensure a greater level of awareness ofamong its members and teachers generally of education policies and developments, thus increasing thesuccessfu l implementation of those policies at school and district level.S ince its establishment in 2000, CITA as clearly demonstrated its commitment to the improving qualityeducation and has recently developed its capacity to participant in education policy and management issueson behalf of teachers. In order to bring ahout real and sustainable improvements in education, we feel thatteachers need to be officially recognized and represented at policy forums such as the Education Congress.This invol vemenl would have three major benefits:

    . .1. Teachers would be active participants in the development of future Education Policies.2. Teacher awareness of new education policies would be increased thus improving implementation. fl.e-.

    3. MO EYS, teachers and other key stakeholders could work together to develop quality educalion inCambodia.

    Under a number of legislative and policy documents MoEYS has already clearly stated its commitment to stakeholder participation, under the Education Law 2007, Article 29 states:

    'The state shall widely open participation of the relevant stakehoLders .... . in theprocess ofdevelopment, draft. monitoring and assessing implementation, the reviewand the amendment ofnational education policies. '

    Article 37 paragraph 4 states:'Educational Personnel have the right to actively andfully participate in developingeducational standards at local and national levels, directly or through fheirrepresentatives.

    Also in the current MOEYS ESP 2009-2013 section 7.2.2 G states:'The overall annual performance vfthe education sector is reviewed through theannual National Education Congress by the MOEYS, provincial representatives,development partners, NGOs and civil society. '

    The above illustrates that MOEYS is aware of and committed to ensuring that teachers and relevant civilsociety stakeholder contribute to developments in education policies and improving the quality of education.CITA warmly welcomes this commitment and sent a letter (dated) to MOEYS requesting pennission toparticipate at the Education Congress, in order to demonstrate its capacity to represent teachers andcontribute to education policies. A decision by MOEYS to allow CITA participate at the National EducationCongress would also send a clear signal to DOE and POE officials that they should encourage participationof teachers' representatives at district and provincial level which would have ensure more effectiveimplementation of policies and improvements in education at local level.

    As we have yet to receive a reply for MOEYS, we have distributed this communique to the memberorganizations of the Education Sector Working Group and Joint Technical Working Group as we feel thatyour support for teacher participation and representation would be a vital determinate on the decision ofMOEYS.We hope that you will actively support our request to have teachers' representative's participant at theEducation Congress in particular and more widely in education policy at both a national and local level. Wewould welcome any declarations in support of our position which should be conveyed to both MoEYS and

    directly.
