Cingular Consistency Check (C3) Tool - Overview
• The tool runs a parameter consistency check on the RNC configuration against the RND CIQ (radio configuration data) and a parameter list (National Parameter Baseline which contains Ericsson recommended and Cingular required parameter settings)
• The tool is also capable to perform SC planning analysis, missing neighbor analysis and truncations of the monitored list analysis
• The tool does not provide any support for consistency check on RBS configutarion, for this reason all the RBS parameters in the RND CIQ are not checked

Cnsistency check against CIQ options
• Neighbour Analysis is based on RND-CIQ data and includes:
• Repeated SC analysis in the monitored set (w max AS size 3 or 4) (SC collision detection)
• Monitored Set Truncation analysis for all the active set combination (w max AS size 3 or 4)
• Detailed SC collision analysis w info for each possible AS combination (w max AS size 3 or 4)

The Option Area contains three different type of consistency check:1. Neighbor Analysis2. CIQ Check3. Parameter Check
• CIQ Check is based on the comparison between RND-CIQ & Network configuration (KgetAll file) and includes:
• Check neighbours (utran/gsm or both)
• Consistency Check on all the parameters included in the RND-CIQ
• Check external GSM cells definition
• Parameter Check is based on the comparison between National Parameter baseline & Network configuration (KgetAll file) and includes:
• Check against Cingular Baseline
• Check against Ericsson default values (upon availability on this info)
• Check against Ericsson recommended values (upon availability on this info)
• Check against recommended when available otherwise uses default (Mixed)

• Each Start button will generate a different xls file with multiple worksheet with the results of the check.
• The status window allows the user to know the current operation the tool is performing
Cingular Consistency Check (C3) Tool File Type Requirement
• RNC dump: Moshell dump using kget all command
• CIQ file: RND CIQ file (latest version R6A4)
• Parameter List: any excel files with the parameter information on the second worksheet (any name) having the following exact column names:
•“MoC Name”: name of the MO class
•“Parameter Name”: name of the parameter
•“Default Value”: default value (using the MoM convention)
•“Recommended Value”: recommended value (using the MoM convention
•“Node Id”: (optional) indicates the type of node (RNC, RXI, RBS etc…) if missing assumes that all the parameters are RNC

• It is a market RF team lead responsability to run the Radio Parameter consistency check.
• It is a market RF team lead responsability to maintain the RND CIQ database and ensure its accuracy.
• It is a national Configuration Management team responsability to maintain the radio parameter list (national baseline), which is based on Ericsson recommended parameter settings and on Cingular requirements.

It shows how many times(hits) (of the total combination of AS) this cells have been in the neighbour set with other cells having the same SC
Level1, 2 and 3 refer to the AS size. So for example the first row says that the cell DXU4010X has been seen 11 times colliding with DXU4153Y when only one cell was in the AS. The level is then a measure of the severity of the collisions (the lower the
level the higher the severity). Level 1 collision means a cell has neighbors defined with the same SC !!!!!

It shows for each AS combination which cells have the same SC in the neighbour list
