A few activities is planned to be conducted in conjunction with the anniversary. CILT BRANCH AND CILTM TRAINING PROVIDER IN CHINA On the 22nd January 2015, the representatives of CILTM with University of Kuala Lumpur (MITEC) were in Zhengzhou, China to discuss on the setting up of a CILT branch as well as a CILTM Training Provider. Amongst the decisions which were agreed upon were the establishment of a CILT Branch and the appointment of Henan Institute of Education as a Training Provider for CILTM's Programs. In addition, MITEC was awarded the accreditation from CILTM to conduct professional programs at the university. ACCREDITATION AUDIT VISIT TO MALAYSIAN ACADEMY OF SUPPLY CHAIN & LOGISTICS MANAGEMENT SDN BHD (MASLM) An Academic Recognition Audit was conducted on MASLM with regards to the Training Programme Short Course – Supply Chain & Logistics Management in line with the requirement spelt in the CILTM's Academic Recognition Guidelines. The audit was conducted at MASLM from 15th to 16th January 2015. The auditors from CILT Malaysia were Dr. Mustakim Bin Hj Melan (Chairman of Education & Research Committee), Pn Rozita Husain (Member of Education & Research Committee) and Mrs. Sharifah Salwa Binti Abu Bakar (CILTM Administrator).

ARTICLE FROM ROYAL MALAYSIAN NAVY, COMMANDER ROZAINI BIN ABU HASSAN CMILT, LOGISTICS AND MATERIAL DEPARTMENT ABSTRACT A reason why KDSI conducted the research was to determine either KDSI People consists of officers and all other ranks who are working in the unit agree with the government’s intention to list freshwater fishes in Malaysia Armed Forces (MAF) Ration Scale or otherwise. In general, obviously by having the freshwater fishes in the ration, will give opportunity to kitchen operators so called the Navy Chefs to enhance their capability in preparing dishes for eligible officers and staff who are having meal at a mess or a dining hall including staffs on duty. KDSI was decided to use a survey to obtain inputs from selected respondents that was a total of 43 respondents. The survey was based on four (4) variables consist of a independent variable, a dependent variable, a intervening variable as well as a moderating variable. The detail about those variables will be explaining at The Theoretical Framework Section. The feedbacks gained from the survey will be submitted to the Navy Headquarters for its usage as a guide line to know what the unit’s view with regard to the government intention, and all feedbacks from respective units will be use in an analysis conducted by the Navy Headquarters in order to identify either this initiative will give good return to the Navy or otherwise. 1. Introduction Malaysia Armed Forces (MAF) always emphasizes in developing its assets and human capabilities in order to ensure all personnel can perform their tasks in all dimensions, there are maneuver above and under the sea, flying in the sky and patrolling on the land to protect our nation existence, national’s interests as well as our sovereignty. Food element is a vital element to sustain the human’s capabilities in order to manage and operate all assets and technologies at maximum level at any time when required. Generally, the food element will be associated with MAF personnel morale in which when the organization can provide good foods, simultaneously the morale of the personnel will boost up and at the same time, automatically will motivate the personnel to perform their tasks at the highest level in order to achieve objectives have been set by MAF top management.

Due to this reason, MAF had introduced a ration scale as known as MAF Ration Scale. The scale consists of a list of raw materials so called ration, have been used in producing dishes and entitlements that a Bachelor Dining Hall or an Officer Mess needs to provide for soldiers and officers for a day. The ration has been divided by two (2) types of ration there are a fresh/wet ration as well as a dry/bulk ration. Theoretically, the fresh/wet ration refers to all fresh meats, fishes and vegetables, which we can buy at any fresh market meanwhile the dry/bulk ration consists of a food in cans, bottles as well as all spices and so on. At this moment, there are no freshwater fishes listed in the ration scale. Thus, the kitchen operators never have any experience preparing and cooking the freshwater fishes for the soldiers and officers. A main purpose of the ration scale are to help the kitchen operators who are working at the Bachelor Dining Hall or the Officer Mess, to prepare dishes based on the entitlements stated in the scale for breakfast, lunch, dinner as well as supper. Besides that, it will help the Head of Dining Hall or the Mess Manager to plan menus for every meal-period. The scale also being used as a guide line by a Logistic Officer at Naval Supply Depot (NSD) who is responsible to issue and distribute rations to end users (the Bachelor Dining Hall and the Officer Mess including ships). 2. Background of the Research In May 2012, KD SULTAN ISMAIL (KDSI) had been asked by Navy Headquarters to conduct a research with regard to an intention of our government to list freshwater fishes in MAF Ration Scale. The freshwater fishes which are involved in the initiative are Keli (Clarias Batrachus), Patin (Pangasius Pangasius) and Tilapia (Tilapia Mossambica). Those freshwater fishes will be delivered by a selected supplier. KDSI’s feedbacks will be used by Material Department at Navy Headquarters in conducting an analysis regarding the initiative as a base line in order to determine either the initiative will give good Return-of-Investment (RoI) to the Navy or vice versa. A main reason why our government intends to list the freshwater fishes in the MAF Ration Scale is due to high price in seawater fishes market compared to freshwater fishes. For instance, in August 2011, the price of the seawater fishes increased drastically 30% compare with the price in previous month. The government wants to encourage Malaysian to shift from seawater fishes to freshwater fishes due to the price always increase because of low supply in the market. As a result, the government started put all efforts to promote the freshwater fishes among Malaysian.

This initiative, actually as a first step took by the government to promote freshwater fishes among Malaysian in which if the initiative achieves its objective, the government believes the soldiers can be an agent in their inner circle to help in promoting the freshwater fish’s consumption among their relatives. Furthermore, this initiative will create an opportunity to the freshwater fish farm operators to obtain good income for their family.

3. Objectives of the Research Generally, not all Malaysians like to eat freshwater fishes due to stigmas attached to the freshwater fishes, there are the strong fishy smell as well as earthy smell that can make someone lost his or her appetite. So that, by conducting this research, KDSI Logistic Department will understand KDSI people’s view in general about this matter. Objectives of this research are: a. To determine KDSI people’s inclination either they agree or otherwise with regard to the government’s intention to list the freshwater fishes in MAF Ration Scale. b. To know in depth reasons why some of KDSI people agreed with the intention and vice versa. c. From all findings we can conclude either the freshwater fishes should be in the scale or otherwise. 4. Theoretical Framework A theoretical framework is the foundation in which the entire research project is based on. Before produce the framework, we need to identify variable which are involved in the framework. In this case, the variables have been engaged in the framework as follows: a. MAF Scale Ration can be classified as the independent variable due to the element can be stand alone. b. The personnel’s morale as well as capability enhancement can be classified as the dependent variable in which the element needs to have other element to support its existence. In this case, the scale ration is an element that had been associated with this element in order to make the connection works. c. Food Variety is an element that can be classified as the intervening variable in which this element is a bridge to connect those two elements stated at the above paragraphs.

d. New Materials (The Freshwater Fishes) can be stated as the moderating variable in which this element will support the intervening variable in order to ensure the connection between the independent variable and the dependent variable can be established. When the connection among the variables worked, it can achieve an objective has been set by the Navy that is to fulfill personnel’s requirement and expectation. Based on the above explanation, the theoretical framework can be produced for this research as shown as follows: Moderating Variable Variable Objective Figure 1: The Theoretical Framework From the above theoretical framework, what we can conclude that MAF Scale Ration (The Independent Variable) is a very important element in order to boost up personnel’s morale (The Dependent Variable) as well as to enhance the Navy Chef’s capability (The Dependent Variable) in preparing the different meals (Food Variety as known as The Intervening Variable) based on menus in certain quantities stated in the scale for staff on duty as well as bachelors. By having the food variety, the MAF in general already achieved its objectives in fulfilling its personnel’s requirements and expectations in this case to provide a quality food for officers and soldiers. In order to make the scale be more comprehensive as well as will cover all aspect of nutrients that needed by MAF personnel to carry out their tasks, the government take a chance to introduce freshwater fishes in the scale. Based on study conducted by a group of researcher from University Sains Malaysis (International Food Research Journal, 2012) stated that catfish and eel had higher DHA/EPA ratio than marine fishes in which for catfish is 8.9: 1.0 and for eel is 4.6: 1.0.

Thus, the intention of the government to introduce the freshwater fishes can be classified as An Moderating Variable in which can be defined as the variable that have strong contingent effect on the independent variable-dependent variable relationship. By having the freshwater fishes in the scale, it will give opportunity to the Navy Chef to be more creative-and-innovative in order to produce more food variety that will be served to staff on duty and bachelors at a dining hall or an officer mess. 5. Hypothesis Development Based on the theoretical framework at Figure 3.1, we can develop hypotheses by using If – Then Statements and Directional and Nondirectional hypothesis. The hypotheses have been produce through those methods as follows: a. Hypothesis 1. If the ration scale can allocate more food raw materials then the Navy Chef’s capability will enhance at required standard. This hypothesis can be stated as by having a lot of food raw materials, it will give an opportunity to the Navy Chefs to enhance their capability at certain level that will drive them to be more creative-and-innovative in improvising the raw materials in order to produce best dishes at least at par with the 5-star hotel standard or higher than that. b. Hypothesis 2. If the ration scale can provide more meals (food variety), then morale of the personnel will increase at required level. This hypothesis can be defined that once the Navy Chef competent to provide a variety of meals to soldiers and officers, it will accelerate the personnel’s morale to be at the required level simultaneously will encourage the personnel to increase their productivity at the highest level in order to achieve their goals in performing their duties. c. Hypothesis 3. If the freshwater fishes listed in the ration scale, then the numbers of staff having meal at the dining hall as well as the mess will increase at drastically that the previous numbers. This hypothesis stated that by listing the freshwater fish in the scale, it will encourage people especially soldiers and officers who are die-hard fan to the freshwater fish dishes, to come and having meal at the dining hall and the mess due to food variety can be served by the Navy Chef. 6. Research Methodology In this research, the researcher had been the survey method in order to gain inputs from selective respondents. The numbers of respondent involved in this survey are 43

respondents in which the number was represented 10% of overall of personnel who are working in this unit. The respondents were divided by two (2) groups namely End User Group and Kitchen Operator Group. The detail about the respondents based on percentage as shown in the graph below:

Figure 2: The Percentage of the Respondent Groups In general, the end user group represents people who are having meals at a mess as well as a dining hall and staff who are on duty in which they are compulsory to take meals at a designated area. On the other hand, the Navy Chef group is representing staff those are involved in preparing dishes. However, in this research, the researcher was decided to use a disproportionate sampling in order to collect inputs at all level that can be considered more consistent than a proportionate sampling. However, only 8 respondents (23.5%) confessed able to eat the freshwater fishes. Details about the finding are shown in the below graph:

(2) 39 respondents (90.7%) agreed the government’s intention to list the freshwater fishes in the MAF Ration Scale. On the other hand, 23 respondents (53.4%) agreed the freshwater fishes should be served twice (2) for one meal period (that is 28 days).

(2) 5 respondents (60%) stated the limitation of menus for the freshwater fishes if we compared to seawater fishes. (3) 7 respondents (80%) agreed preparing a dish of freshwater fish more difficult than preparing a dish of the seawater fish. (4) All respondents (100%) agreed the intention of the government to list the freshwater fish in the MAF Ration Scale. 8. Conclusion Based on the above results gathered through the survey had been made by the researcher in order to determine KDSI people acceptance to the intention of the government to list the freshwater fishes in the MAF Ration Scale, we can conclude as follows: a. From the angle of micro perspective, KDSI people in general agreed with the intention of our government to list the freshwater fish in the MAF Ration Scale and was suggested its (freshwater fish) frequent is two times in one meal period (28 days). The vital finding was all the Navy Chef agreed with the government intention because they believe by implementing this initiative, it will encourage the Navy Chefs to enhance their capability in preparing as well as improvising food raw materials have been listing in the ration scale in order to produce best meals to officers and soldiers those are eligible to have their meal at a mess and a dining hall. Besides that, KDSI people believe by having a variety of foods once the freshwater fish approved to be listed in the ration scale, it will increase numbers of personnel to turn up at the dining hall and the mess. b. Meanwhile, from the angle of macro perspective, the MAF will support the intention of our government to implement the initiative due to help the freshwater fish farming operators to market their products and furthermore will increase their income. Besides that, by accepting the intention, it will extend a market size for the freshwater fish and will help our government to promote freshwater fishes among Malaysian. ARTICLE FROM CILT MEMBER DR DAZMIN DAUD CMILT – THE ESSENCE OF INVENTORY MANAGEMENT FOR LOGISTICS STUDENTS

Inventory management is one of the salient components in logistics management. Irregardless you are undergraduate or postgraduate students in logistics programme, learning inventory is a must. In layman term, inventory is the amount of materials or products kept in storage while inventory management is the process of ensuring that a firm has adequate inventories of all parts and supplies needed. Two issues will be highlighted in this article: firstly warehousing costs and secondly placing an order. The main objectives in inventory management are to minimize the total warehousing costs. These warehousing costs are categorized into ‘ordering costs’ and ‘carrying costs’. The sum of ordering and carrying costs are the total costs of inventory. The equation is shown as Total Inventory Costs = Ordering Costs + Carrying Costs. Ordering costs are all costs associated with preparing a purchase order. These include the cost of preparing a purchase invoice, telephone, salaries of purchasing clerks, and stationery. Meanwhile, carrying costs relate to storing its inventory over a period of time. It includes taxes, insurance, the physical cost of storage, and opportunity cost. In logistics operation, the components of ordering and carrying costs must be comprehensively understood by logisticians. Failure to understand these costs could jeopardize the flow of goods within the supply chain management (Barrat, 2004) and thus affects the supply chain management revenues (Ramdas & Spekman, 2000).

In relation to placing an order, stock not ordered soon enough will result in stock - out in the warehouse and a potential loss in customer service (Arnold, Chapman & Clive, 2008). However, stock ordered too soon will create extra inventories to be carried. To get the orders at the right time, there are two basic systems to deal with the independent demand items: order point system and periodic review system. Order point system set a level of inventory position to watch over stock out. Once the reorder level is reached, orders to suppliers are immediately made and the remaining level of stocks is used to fulfill the consumption of the items while waiting for the supplies of goods to arrive. The warehouse manager needs to justify the normality of the demand of the stock and find out the mean and the standard deviation of the demand from the historical data in using the model. As for the periodic review system, the quantity of an item is determined at specific fixed time interval before an order is placed. It is adopted in business entity where there are many small issues from inventory and posting transactions to inventory records are expensive. Typically supermarkets operations fall into this category. In summary, the learning outcomes derived from acquiring knowledge in the inventory management will increase the awareness of logistics students aware in inventory management. In the classroom, students will learn theoretically the knowledge about inventory management and its relationship towards warehouse operation. When they work in the future, they can apply the knowledge at the workplace and thus make them understand more better in making a correlation between inventory and warehouse operations.
