Bushfires and other disasters

• Cost of Feb 2009 Victorian Bushfires 2009 -$4.4 Billion, 173 lives - source “The Age”, 1 August 2010

• Powerlines caused the worst of these fires –source VBRC

• Root cause of many of these power-line failures was poor design, poorly executed maintenance and monitoring – source Terry Krieg

• Conservative and $ driven utilities• Simple, proven technology available

Grid Trends - Substations

• Improved high voltage plant design and methods

• Ultra high voltage (1200kV in India)• Smart Grids and even smarter substations• Higher use of IEC 61850 Station & Process

(compatible with OLCM technologies)

24

Page 25: CIGRÉ & Condition · PDF fileCIGRÉ & Condition Monitoring Terry Krieg ... Generation, Transmission, ... Obtaining value from on -line monitoring

Grid Trends - Substations

• Increasing stakeholder and customer awareness and influence in design

• More awareness of severe weather conditions – (climate change?)

25

Page 26: CIGRÉ & Condition · PDF fileCIGRÉ & Condition Monitoring Terry Krieg ... Generation, Transmission, ... Obtaining value from on -line monitoring

Grid Trends - Substations

• The use of robotics in substations• More risk management – coupled with

awareness of Asset Management – PAS 55 and ISO 55000.– On-line technologies continue to develop

26

Page 27: CIGRÉ & Condition · PDF fileCIGRÉ & Condition Monitoring Terry Krieg ... Generation, Transmission, ... Obtaining value from on -line monitoring

Grid Trends – Lines

• Improvements in plant technology• Developments in monitoring have been

slower (particularly Distribution systems)• Bushfire investigations highlighted the

importance of inspection and monitoring• Utilities are good at reactionary responses to

faults – more efficient but largely unchanged• Technologies are available to pre-empt issues.

27

Page 28: CIGRÉ & Condition · PDF fileCIGRÉ & Condition Monitoring Terry Krieg ... Generation, Transmission, ... Obtaining value from on -line monitoring

On-Line Monitoring

• Can be used for Lines and Substations• Can reduce the risk of unplanned failures• Detecting problems before they become faults• Provides information on condition when

maintenance frequencies reduced• Now a mature technology• There are still non-believers!• February 2009 Bushfires, April 2013…

28

Page 29: CIGRÉ & Condition · PDF fileCIGRÉ & Condition Monitoring Terry Krieg ... Generation, Transmission, ... Obtaining value from on -line monitoring

Obtaining the Benefits

• Aim for highest risk reduction but be realistic!• Use field proven technologies• Deal with knowledgeable “partners” / suppliers• Embed the monitoring into a risk based, asset

management approach• Invest in training for your people• Consider your IT systems – non-vendor specific• Forget the research projects!

29

Page 30: CIGRÉ & Condition · PDF fileCIGRÉ & Condition Monitoring Terry Krieg ... Generation, Transmission, ... Obtaining value from on -line monitoring

Taking hold of the future?

• Have a long term strategy– Have a reason for collecting data– Information for asset decision making.

• Monitoring system features or sensors– Look for quality sensors, trend-able and accurate

• IT systems– Web interface for easy access– Make the technology available to those needing

• KISS

30

Page 31: CIGRÉ & Condition · PDF fileCIGRÉ & Condition Monitoring Terry Krieg ... Generation, Transmission, ... Obtaining value from on -line monitoring

The Future Grid

• Primary plant enclosed, “maintenance free”.• Digital substations• Unmanned, automated, robotic patrols• Condition sensors supplied with primary plant • Sensors on lines providing information to

crews prior to failure• Expert analysis systems deployed• Mobile device interfaces

31

Page 32: CIGRÉ & Condition · PDF fileCIGRÉ & Condition Monitoring Terry Krieg ... Generation, Transmission, ... Obtaining value from on -line monitoring

Conclusions• On line monitoring has come a long way• We need to learn to trust and use it!• New technologies are available and evolving• For condition: focus on simplicity and making

decision-making easier • Turn data to information to knowledge• Use the work of CIGRE and IEEE so we don’t

need to reinvent the wheel
