Petworth really sparkles at Christmas time and this year is no exception! On Saturday, 2nd December, Petworth welcomes everyone to the town’s annual Christmas Event. From 11am until 8pm, the day will be packed full of festive entertainment for all ages cul-minating in the lighting up of the Christmas tree in Market Square at 6.30pm.

Highlights of the day• Live Nativity featuring Darcy the Donkey and Lantern Procession. Why not make a lantern or crown in the Leconfield Hall during the day or bring your own lantern, angel or shepherd costume? Meet at St Mary’s Church at 5:30pm for 6pm depar-ture down Lombard Street.

As I write this issue on a beautiful Autumn day, I think how lucky we are to live in such a beautiful part of the world. I also feel blessed to be part of a vibrant community full of ‘can-do’ people.

I think this issue reflects that positive attitude. Fittleworth Village Shop is a real-life case study in what wonderful things can happen when people come together with shared enthusiasm and determination. Read all about it on page 8. Petworth Town Council has seized our col-lective democratic opportunity to have greater control over future housing in the parish. The Petworth Neighbourhood Plan has the potential, with your support, to become a real catalyst for positive change, accelerating the pace of im-portant improvements that affect the safety and wellbeing of local people, such as traffic calm-ing and increased leisure facilities for everyone. We’re nearly at referendum stage and your vote counts. Find out more on page 18.

Some of you have asked why you don’t receive a copy of Petworth Pages. After a little investi-gation, the problem seems to apply to residents who have opted out of Royal Mail’s Door to Door Service meaning they receive no ‘unaddressed’ items including free newspapers and maga-zines such as Petworth Pages. Your postman is just doing his or her job! However, we are increasing the number of copies we supply to Petworth Library so, if you need a copy, please pop into the library to get one.

We’re also looking at new ways to refresh the magazine including the possibility of featuring seasonal cover photos taken by local residents. If you have any, please send them in to [email protected] – if we use them, they will be cred-ited to you.

Plenty of Petworth businesses have extended their usual opening hours throughout the Christmas season - Dales Country Interiors, Petworth Bookshop, Petworth Gift & Clothing and Red Card will be open on Sundays. Red Card is offering a complimentary gift-wrapping service on Sundays. Some are even open on Christmas Eve including Petworth Bookshop (8am-4pm), Red Card (8am-4pm), Coco Cafe & Sugar Lounge (10am-4pm) and Thera-py (10am-1pm). On Saturday 16th December from 10am-5.30pm and on Sunday 17th December from 11am-4pm, Therapy will be open, serving fizz and Christmas nibbles and donating 10% of all takings that weekend to Chestnut Tree Children’s Hospice.

The lease for the sports ground is now completed and new arrangements are in place for the continuation of sports for the community. The negotiations for the 20/25-year lease are underway and may be completed early next year, further securing this wonderful facility for everyone to enjoy. Please come forward if you think you could offer or help in any way. The new bus shelter on Station Road is now in place. This arose from a request from residents and although it took a while to happen, we were happy to provide something that had been requested. It’s not always possible to make your requests happen instantly but please ask or comment as it does help us to help you.

I must thank all those who were involved in the Memorial Service for the 75th Anniversary of the Bombing of the Boys School on Michaelmas Day 1942. It was a privilege to be in-volved with the arrangements and I must thank Father Mark and St. Mary’s for a perfectly pitched service, the Canadian

High Commission for sending a Representa-tive, the Minibus Association for their assis-tance, the bugler from the Town Band, Head-teacher John Galvin and Petworth Primary school children for their contribution, and for those who provided, designed and arranged the flowers for the graves with the help of the

school children, and the police, ably assisted by some of your Petworth Town councillors, for the road closures. The congregation was invited back afterwards to the school for a cup of tea and cake, to see the exhibition, and have the op-portunity to meet and talk. The Town Council has pledged to maintain the memorial and boys’ grave and we would wel-come your suggestions and comments on how we should do this. For your information, the actual road-side memorial is going to be re-located and re-dedicated in a special ser-vice. Details will be published here as well as on the PTC website and Parish Magazine.

Most of the Christmas lights are now up and we all look forward to another great Christmas Event and Lights Switch On with more stalls and entertainment for you all to enjoy. I look forward to seeing you all on 2nd December.

We are pleased to welcome Petworth Town Council’s new Clerk Melanie Kite who joined us on 9th October. I must take this opportunity to thank the councillors for stepping up and taking on many of the tasks the Clerk would normally have done, not forgetting Debbie Glover’s administrative support.

The Petworth Neighbourhood Plan is now with the external examiner for its last piece of scrutiny before it goes to pub-lic referendum early next year. I am really pleased with the Neighbourhood plan and we should thank the members of the Steering and Working Groups for their dedication to this very important piece of work. A lot of what we need to tackle to improve the area has come from our work in preparing for the Neighbourhood Plan. It has enabled us to bring forward some important projects we have been working on.

You have probably read about the lorries situation in Pet-worth from the local paper. We have completely analysed

the information collected from the road counter and the de-livery survey carried out by the Petworth Business Associa-tion. It concludes that we hardly need any lorries to service our businesses in the town so we are proposing to have Highways alter the signage to reflect our findings. This is not a quick-fix. Once we have their agreement, we have to obtain a Traffic Regulation Order and we hope our County Councillor will support this very necessary improvement for our community.

The lorry information has also contributed to the Car Park scenario. Our work on the long-awaited skate park at the bottom of Pound Street Car Park meant agreeing with CDC to replace the spaces taken by the skate park with 4 new ones. However, we now see no requirement for the lorry or van loading bays (apart from a smaller provision for loading). With some re-lining, we could gain a new area for possible community use and more parking spots, a good result all round. We will also be working with CDC to provide electric car charging points and mother and toddler bays.

We have prepared a priority and policy document to start implementing the recommendations from the traffic consul-tant to develop the ideas for Market Square - on which we have held 2 public consultations - and further traffic calming measures.

We have come to the end of the cutting season and I have to say Henry and his team have yet again done us proud. The town looks better and better each year and we are looking at extending some of the areas for next year.

The Gardening Club has come up with plans for additional planting of the gateways into the town. We are very lucky to have such talent on hand so a big thank you to the Gar-dening Club and all the volunteers who have worked on the planting. What has become affectionately known to us as ‘Fred’s bank’ along Station Road, as it was Fred and his brother who did the original clearing, was deliberately left this year to kill off all the long established brambles but is now ready and is being planted up for next year.

INTRODUCING FITTLEWORTH VILLAGE SHOPDid you know there are over 30 rural village shops in the Chiches-ter District and that some are award-winning and in the Petworth area? These include Kirdford Village Stores (Best Corner Shop in Britain) and Lodsworth Larder (the first award-winning eco-friend-ly store in the UK).

The latest venture to demonstrate similar enterprising spirit is the Fittleworth Village Shop and Cafe, scheduled to open in the sum-mer of 2018. It will be owned and run ‘by the community for the community’ with all profits generated reinvested in the store and any surplus distributed to community projects.

Councillor Alison Welterveden of Fittleworth Parish Council said, “This is a lovely example of how a small community can come to-gether to create what we hope will be a wonderful and long lasting community asset. Stocking a range of everyday essentials at afford-able prices, alongside a range of local produce and crafts, it should create a unique shopping environment and support local producers and businesses. What is more, we’re creating a much needed so-cial hub for the village and, longer-term, the means to offer valuable outreach services and watch over the more vulnerable and elderly within our community. It really is a small shop with a big vision.”

Fittleworth Village Shop relies on independent financial donations, fundraising and grants. The South Downs National Park Sustain-

able Communities Fund has recently awarded a £10,000 grant to fit out the shop with facilities for vis-iting walkers and cyclists such as bike racks and an information board provid-ing information about local sights.

Summer 2017 saw the launch of a hugely successful share offer in the Fittleworth Village Shop Ltd, the Community Benefit Soci-ety which now actively manages the project. It raised just over £41,000 over a six-week period, far exceeding the original target figure of £25,000. Next on the horizon is a series of fundraising events - a morning Zumbathon on 25th November and a Variety Show on 2nd December – to name but a few.

ARTISTIC PETWORTH

Petworth House is hosting its sixth winter art exhibi-tion opening on 13th January 2018. Running every day until 25th March 2018, “William Blake in Sussex: Visions of Albion”, is the first event of its kind to cele-brate Blake’s relationship with Sussex and brings to-gether many of his greatest works of poetry and paint-ing inspired by his time spent living in Felpham with his wife Catherine from 1800-1803.

The exhibition will include extraordinary works by Blake on loan from the British Museum, National Por-trait Gallery and Tate. These will be combined with three paintings by Blake from the Petworth collection and a further on loan from the National Trust’s Arling-ton Court, Devon.

“William Blake in Sussex: Visions of Albion” under-lines the special significance of the artist to Petworth. Elizabeth Ilive, mistress and then wife of George Wyndham, the 3rd Earl of Egremont, commissioned Blake to paint “The Last Judgment, 1808” and “Satan calling up his legions, c1800-1805”, both of which are usually displayed in the mansion.

Andrew Loukes, Exhibitions Manager said, “William Blake in Sussex is not only a subject of great local interest but also of national cultural significance, not least because the famous lines that were later adopt-ed for the song “Jerusalem” were written in the coun-ty. It’s very exciting to be mounting the first exhibition to re-unite many of Blake’s Sussex-related works, es-pecially at Petworth – the only great English country house to hold major paintings by the artist.”

Early booking is recommended with entry into the ex-hibition permissible by pre-booked, timed tickets only.

The worldwide association known as N A D F A S , National Association of Decorative and Fine Arts So-ciety, has changed its name to The Arts Society. With groups mainly in the UK, but also in Spain and as far away as New Zealand and Australia, it is believed the simpler name will be more memorable and much easier to understand. The local branch of the society, West Sussex DFAS, will be known as The Arts Soci-ety - West Sussex.

The Arts Society - West Sussex is a very friendly group holding monthly talks at the Fittleworth Village Hall on a variety of subjects, from Grayson Perry to Jane Austen, and organising Special Interest Days, Visits and Holidays. The society has an exciting cal-endar of events planned for 2018. This includes talks on Sicilian Renaissance and how Art and Design helped the cause of the Suffragettes.

To honour the society’s charitable status and to sup-port the local community, there is also a very ac-tive ‘Young Arts’ section. It works closely with the Petworth Festival to promote young artists and po-ets. At this summer’s Petworth Festival, a PopUp Art Exhibition was organised in the United Reformed Church, involving 15 local primary schools. One ex-hibit featuring three huge models of birds was seen on Springwatch Unsprung on the BBC in June. This Autumn’s Petworth Literary Festival offered another opportunity to involve local schools in a poetry work-shop, sponsored by Young Arts at The Arts Society - West Sussex.

The Society has an active Heritage Volunteer Group who in the past have carried out conservation work at Petworth House and other historic houses and muse-ums in the county.

The Leconfield Singers are hosting two Christmas Concerts this year featuring traditional and con-temporary carols on Saturday, 9th December at St Mary’s Church, Petworth.

This will be followed at 7pm by an evening concert with English Philharmonia Brass featuring Chris Wil-liams’ ‘Stabat Mater Speciosa’, a Christmas Cantata brimming with well-known carols (adults £15, chil-dren under 18 £7.50). Plan update

Neighbourhood Plans were introduced by the Government to democratise the planning process and Petworth Town Council, elected by the community, has made the most of this opportunity. It has written Petworth’s with the help of a dedicated Steering Group and a rigorous public consul-tation process.

After four years of preparation and the tireless commitment and endless hours of work by more than 30 volunteers, Pet-worth Town Council delivered the final draft of the Petworth Neighbourhood Plan to South Downs National Park Author-ity (SDNPA) in August. Since that time, SDNPA has carried out its own public consultation process and the document is now in the hands of an independent legal advisor. On suc-cessful completion of this examination, the Plan will reach its final stage at a public referendum early next year.

Why is our Neighbourhood Plan so important?The ability of communities to prepare and establish Neigh-bourhood Plans was initiated through the Localism Act 2011. Neighbourhood planning is just one part of the Gov-ernment’s vision to provide local communities with the op-portunity to engage and have a prominent say in what goes on in the local area. So you could say our Neighbourhood Plan is a real-life example of democracy in action.

In Petworth, we must take a minimum of 150 houses and the whole Neighbourhood Planning process has given Pet-worth residents and all those who work or study here, for the first time ever, the opportunity to decide where new houses should go. It’s not just about houses but it also helps shape the future of our lovely town and surroundings.

As Douglas Cooper, Chairman of the Petworth Neighbour-hood Plan Steering Group says “Our efforts over the past four years have been dedicated towards securing a con-sensus for a planning framework for the next fifteen years to meet the needs of residents and businesses whilst con-serving the very special qualities of the town and its place in the National Park.”

What have we done to reach this stage?Working closing with external Planning Consultants and the SDNPA to ensure that due process is followed and that the Plan complies with both Central Government planning poli-cies and SDNPA’s Local Plan, the Petworth Neighbourhood Plan Steering Group has:• Carefully considered 32 potential sites for housing and tested them against consistent, rigorous and objective as-sessment criteria. As a result of this work, three final op-tions were presented to the public in June 2016.• Consulted with those living and working in Petworth over

a period of three years:1. May 2015: Three drop-in sessions at Hampers Green Community Centre, Leconfield Hall and Herbert Shiner School to ascertain the ‘hopes and fears’ for Petworth;2. Open Day to present three potential options for housing location and development in June 2016;3. Open Day in March 2017 summarising the results of the Housing Options consultation and presenting the Draft Plan policies.

All three consultation periods involved a six-week period during which the public could send in their comments or take part in a written or online questionnaire.• Raised awareness of the importance of Neighbourhood Planning and encouraged participation in the public con-sultations via PR, extensive coverage in Petworth Pages, leaflets around town and in letterboxes, banners, promotion at Petworth Farmers Markets and, in the last two years, a dedicated Facebook page.• Consulted with the following statutory bodies:- BT- CDC- Coast 2 Capital- Ebernoe Parish Council- Fittleworth Parish Council- Gardens Trust- Homes & Communities Agency- Highways England- Historic England- Kirdford Parish Council- Marine Management Organisation- West Sussex Minerals & Waste Authority- National Grid South East- Natural England- Network Rail- Singleton Parish Council- Southern Gas Works- South East Water- SSE- Sussex Wildlife Trust- SDNPA- Tillington parish Council- West Sussex County Council

In this issue, we throw the spotlight on two new additions to Pet-worth Town Council. Welcome Councillor Jennifer Thorpe and new Town Clerk Melanie Kite!

Jennifer ThorpeJennie has lived in Petworth for the last 13 years with husband Chris and has three-and-a-half year old twin boys, Thomas and Benedict. Up until very recently, Jennie worked for Her Majesty’s Prison & Probation Service in Surrey, East Sussex and West Sus-

sex where she forged a remarkable career in what she recalls was an “extremely emotionally demanding” environment. Despite hav-ing to deal with some very harrowing situations, Jennie success-fully served in a variety of roles including 5 years as a Probation Service Officer and 12 years as a Victim Liaison Officer. After 18 years, Jennie felt it was time for a change and she now works at Rugs of Petworth as PA and Company Secretary managing the office 3 days a week.

As a new town councillor, Jennie is keen to help improve and de-velop the facilities of Petworth for local residents and make them accessible to everyone. She is particularly committed to develop-ing and promoting the town’s youth, sports and recreational facili-ties and has spent the past year working with a group of volunteers reviving Petworth Park Cricket Club in the role of Junior Cricket Co-ordinator. All the hard work has paid off and the Club now has 30 junior members aged 5-11 years old as well as the support of some excellent coaches from the Sussex Cricket Foundation.

In her spare time (this lady is an amazing ball of energy!), Jennie has numerous hobbies. She enjoys photography and walking (es-pecially in Petworth Park), reading (she is a member of Petworth

Book Club), gardening, eating out and movies (not the multiplex cinema experience but the altogether more intimate surroundings of Petworth Film House at The Leconfied Hall). She also serves on the committee of Kaleidoscope Pre-School Nursery.

Jennie - In her own words...

The best things about living in Petworth – “Its amazing location within the South Downs with the awe-inspiring Petworth Park right on our doorstep, the place, the people, it is a beautiful and safe place to raise our children, and the town is small enough to feel like a proper community but large enough to have some life in it!”

On Petworth Film House – “Being able to have a cinema ex-perience you can walk to and have a glass of wine while you’re watching a good film is just perfect!”

What inspires you? “Courage, tenacity and my family!”

MELANIE KITEMelanie is Petworth Town Council’s new Town Clerk. She joins us from Bramshott and Liphook Parish Council (BLPC) where she was Deputy Clerk in a busy team of 10 people. Before training to be a qualified Town Clerk, Melanie spent over 30 years living and working in Asia and Japan as a stockbroker and investment man-ager. She then moved back to the UK and a completely different career path as the Practice Manager of a Veterinary Practice in Haslemere.

Her role at BLPC involved serving a large number of parishioners and ensuring the effective management and administration of a significant number of public spaces and substantial facilities, ex-perience she hopes will benefit Petworth enormously. Melanie believes her standing as a qualified clerk will give Petworth Town Council the opportunity to take on and control more services - good news for the Council, residents and businesses alike. In particular, she is interested in helping the young and teenagers, the elderly and those in vulnerable positions who find it difficult to engage in the community. She wants to see Petworth continue to be a welcoming, safe, vibrant and hugely attractive place to live and visit.

In her spare time, Melanie loves taking very long walks with her dogs in the countryside. She also plays bridge and does Pilates.

Melanie - In her own words... The best things about Petworth – “I feel very ‘at home’ and com-fortable in Petworth. It has a very friendly atmosphere and all the shopkeepers are welcoming.”

What inspires you? “I am inspired by nature, the beautiful coun-tryside around us especially in West Sussex and how this has such a positive impact on our wellbeing. I am always heartened by community spirit; the small quiet gesture of an unknown person helping someone else. These motivate me to work for the com-munity.”

Family – previously married, she now lives with her two beloved dogs: Molly, a Spaniel and Charlie, a Border Collie.
