Dear Community,
While Irvin Nathan, Attorney General of the District of Columbia, sued Councilmember Harry Thomas, Jr.
for allegedly stealing city funds (300,000.00) earmarked for youth-baseball programs, Mr. Nathan turned
the blind eye to contract steering at the Office of the Attorney General (GAG) Child Support Services
Division (CSSD).
Benidia Rice, OAG Director of Child Support Services, gave a sole source contract (totaling 5 Million) toher long time friend, Donald Ulrich of RSIEnterprises. RSI Enterprises, Inc. is located at 3838 N Central
Ave, Ste 1700, Phoenix, AZ 85012. The officers include' Christian Ulrich, Donald Ulrich, 'Sharon Ulrich and
Theresa Smith. Coincidently, Donald Ulrich, Benidia Rice, Christian Ulrich and Sharon Ulrich all attended
Arizona State University. During Ms. Rice's employment with the state of Arizona's Child Support Office,
Ms. Rice and Mr. Donald Ulrich were both appointed to Arizona state government positions and boards.
Ms. Rice had a contract with RSI Enterprises Inc. when she served as the Director of the Department of
Economic Security, Division of Child Support Enforcement for Arizona. Ms. Rice has contracted several
Offices of the Attorney General, Child Support Enforcement Division, job functions to various
contractors. She has a long history of contracting out. It only leads one to think, "What is her payoff"?
Nevertheless the District of Columbia's Office of the Attorney General's Child Support Services Division is
in complete chaos. Case processing is at the lowest point since 1982. Ms. Rice has created a mass
confusion in processing cases and she regularly receives complaints for her arrogance and incompetency
as a Director. Also, establishment cases are being returned from the Legal Services Section of CSSDand
DC Superior Court on a daily basis.
The seamless process for contempt motions and paternity/support establishment cases that once
moved effortless through the legal system has halted. Motion for contempts, which summons the non
custodian parent to court, has ceased. Requests for contempt motions are returned to the case worker
for unexplained reasons. Establishment cases are passed back and forth like ping-pong balls. Workers
have been ordered to tamper with legal court documents. Recently, a section chief faced court action
and possible disbarment. She was detailed to another section in OAG because she failed to properly
review cases. TheJ~~£j~J8.yJ~Aqp1;.nt has questioned the decrease in the total caseload of once150,000 to now 50,000 since Ms. Rice's 8 year tenure. Child Support Federal funds are spread though
out the Office of the Attorney General, violating the policy of the federally funded programs. In other
words, the Attorney General, Irvin Nathan, is misappropriating child support federal funds through
filtering non-child support related employment opportunities throughout OAG and for other non-child
support related use.
This chaotic atmosphere is purposely created to justify contracting out various job functions.
Management's primary goal is to get paid. It's unfortunate that the children and the parents are ponds
in their game of contract kick- backs. Management wants to add to their small six figure salaries at the
child's expense. To add insult to injury the top salary managers of the child support program are as

follows: Benidia Rice 149,913.00, Joseph Allen 136,763.00, Cory Chandler 122,720.00, Walter Howell
110,000.00, Curtis Staley, 100,158.00 and Tonya Jones-Bosier 101,920.00. In addition, OAG's top
official's salaries are as follows: Irvin Nathan 185,000.00, Eugene Adams 158,999.00, Nadine Wilburn
155,653.00 and Tarifah Coaxum 147,580.00.
The top officials are being paid exorbitant salaries (combined salaries totaling 1,337,547.00) while the
custodial Parents, non-custodial parents, and most importantly, the children are given inadequate
services. You cannot blame the child support workers, since management hinders their ability to
produce. Please! Please! Demand Mayor Gray, City Council, Congress woman Eleanor Holmes-Norton
and the Federal Child Support Office to take action today.
