SECURITY DEPOSIT : As per General conditions of contract , CSIDC Form No. 1, Clause 7,the Purchaser/DDOs may require the contractor to furnish a security deposit which shall be made after issue of the acceptance of the supply order within the period specified by the purchaser / DDOs. Such security deposit shall not ordinarily exceed 3% . The security shall be in form of Demand Drafts issued by any of the Scheduled Commercial Banks. No other form of security is to be accepted. The security deposit amount is to be refunded after successful completion of the supply.

UPS shall be free from workmanship defects, sharp edges, nicks, scratches,burs, etc. All fasteners shall be fixed properly. The equipment shall be complete with all parts and all parts shall be functional. b. UPS Enclosure's Degree of Protection shall be IP2L1 as per apendix C of IS13947 (part 1)/1993 (reaffirmed 2004). c. By-pass facility shall be provided for maintenance of UPS. d. UPS shall supply output power and charging current at the same time. e. Switching device shall be MOSFET or IGBT and the same shall be confirmed in the offer. f. Switching frequency shall be above 10 KHz and shall be declared in the offer. g. KW rating of the UPS shall be 0.8 times the KVA rating. 2. Input (as applicable) a. 160V-260V, 50 +/-3% Hz single phase AC or b. 300V-450V, 50 +/-3%Hz three phase AC c. Input power factor shall be 0.95 3. Output (as applicable) a. 230V +/-1% (with alternative setting for 220V +/-1%) 50 +/-0.5Hz, single phase. b. 400V +/-1% (with alternative setting for 380V +/-1%) 50 +/-0.5Hz three phase. Voltage regulation from no load to full load shall be within +/-1% in both the cases. UPS shall also have facility for operation in synchronous mode in which output frequency shall be same as that of mains frequency. 4. Total harmonics distortion at output : 2% maximum for UPS up to 5KVA and 3% maximum for UPS above 5 KVA on resistive load ,the total input harmonics are less than or equal to 10%. 5. Efficiency (at rated output KVA Rating, rated Pf ,rated voltage and frequency) a. Overall efficiency (minimum) : 90% at min. input voltage and with full charging current at C-10 rate or higher. 6. UPS power factor at rated load : better than 0.95 lagging at input side . 7. Over load : UPS shall withstand 20% overload for 10 minutes and 50% over load for one minute. 8. Protections : Following protection shall be provided in UPS: a. Over voltage, short circuit, and overload at UPS output terminal. b. Under voltage at battery terminal. c. Over shoot and under shoot shall not be greater than 4% of rated voltage for duration of 40m sec. (maximum).Shall be conducted as part of acceptance tests on one sample each of all ratings offered for inspection.(over shoot is the abrupt increase of out put voltage when the out put load is changed from full-load to noload. Similarly under shoot is the abrupt decrease of out put voltage when the out put load is changed from no-load to full load ). 9. Indicators and meters a. Following indicators shall be provided:- (i) Mains presence. (ii) Battery charging and discharging (iii) Output overload (iv) Low battery voltage. b. Digital meter shall be provided for monitoring the following parameters in UPS(not applicable for rack mounting): (i) Input AC voltage. (ii) Output AC Voltage, current and frequency

UPS shall be supplied with SMF VRLA battery type tested from Govt. lab as per JISC:8702 only.Number of samples for type testing shall be as per IS:7372/1995 with all the amendments up to date. b. Tenderers shall declare battery AH capacity, battery voltage, number of batteries of each rating, make and model of batteries offered with each item of UPS. c. Batteries for UPS shall be duly type tested to JISC 8702 from government lab . d. The UPS shall be complete with Trolley for battery bank,Cables and connectors etc. and the firms shall also connect the batteries with UPS and do commissioning of the same. e. Testing requirement for UPS: a. Type Tests : Following shall constitute type test and at least one sample shall be type tested for each rating with maximum backup time. Type testing shall be conducted at a govt. lab (i) Visual examination. (ii) Verification of output power and frequency. (iii) Verification of voltage regulation. (iv) Verification of efficiency. (v) Verification of total harmonics distortion. (vi) Verification of overshoot, undershoot limits and over voltage protection. (vii) Test for insulation resistance, leakage current high voltage as per IS:616/86 (reaffirmed in 2010. Insulation resistance should not be less than 100 mega ohms. (viii) Verification of VAH as per Rate Contract. (ix)Test for IP-Protection (x) Environmental tests: Following environmental tests shall be carried out on each rating with highest VAH rating. Tests at SL. No. i to iii above shall be repeated during the last half an hour of each environmental condition.Tests at Sl. No. i to vi shall be repeated after completing the environmental tests sequence of the three conditions and recovery period of 1 to 2 hours.There shall be no deterioration in any of these parameters when compared to the test results obtained before environmental tests.

(B) Damp Heat : shall be carried out at upper Temperature of 40 degree C,two cycles of (12+12 hours)each in accordance with IS:9000 (part 5/sec.2)1981 (reaffirmed 2004). (C) Cold Test : shall be carried out in accordance with IS:9000 (Part 2/Sec.4)1977 (Reaffirmed 2004) at -10 degree C for 4 hrs. b.(1) Acceptance Tests : Tests listed at Sl. No.i to viii shall be conducted as part of acceptance tests on 10% samples on all the items offered for inspection. (2)Verification of parameters as per GTR on one sample except for environmental tests and battery type testing on one sample each of the rating offered for inspection. (3)Dimension and marking ,Capacity test and High rate discharge test on battery offered.Number of samples shall be as per IS:7372 latest. (4)Temperature-rise test on one rating at rated KVA,rated pf and minimum of input operating voltage range. Quality Assurance Procedure 1) The firm shall furnish schemetic diagram of UPS for each rating as and when they are offered first time for inspection against the rate contract . 2)All the UPS shall be supplied with 1:1 isolation transformer at out put side.Isolation transformer can be internal or external to UPS. Detail of isolation transformer shall be furnished by the firm when the product is offered for first inspection for each rating and the same shall be recorded in the inspection report after due verification by the QA Officer. If the isolation transformer is eternal to the UPS same shall be indicated.The efficiency of UPS shall be measured along with isolation transformer. 3) When the product is offered for first time for inspection the UPS shall be operated at full rated current as per its rated KVA rating , at the rated power factor and at minimum of input voltage range and with full C-10 rate min. charging current, along with isolation transformer, for the temperature rise test and to evaluate its performance at rated current corresponding to KVA rating . After the evaluation of its performance the weight of the transformer shall be taken to compare with the weight furnished by the firm vide the questionnaire attached in the rate contract. After the completion of the temperature rise test, the UPS efficiency and input power factor shall be tested to assess its consistency with regards to temperature and continuous application of the rated KVA load. The temperature rise test shall not be terminated before 8 hours of continuous operation. 4) During each visit at least one rating of the UPS offered for inspection shall be tested for the verification of its capacity rating by conducting temprature rise test on rated KVA load. Selection of rating shall be such that it coveres all ratings on R/C during currency of R/C. This is over and above the requirement of the clause as above when each rating is subjected for temperature rise test when UPS is offered first time. Machine should be subjected to 8 hours continuous operation for capacity verification . 5) Weight of the transformer shall be recorded in the inspection note for the verification by the consignee/user for the purpose of reference. 6) The firm shall have necesssary facilities to test batteries for high rate discharge and for capacity rating tests as per JISC:8702,so that batteries can be verified for HRD & capacity verification test during each inspection. Method for the HRD and capacity rating is as per JIS C 8702.Sampling shall be done as per IS: 7372 7) weight of the batteries, its brand, its voltage rating AH rating and no of batteries fitted with UPS shall be indicated in the inspection note for the verification by the consignee.

SPECIAL NOTES TO TENDERERS: 1. As per CVC Circular No.03/01/12 dated 13.1.2012, a) In a tender, either the Indian agent on behalf of the Principal/OEM or Principal/OEM itself can bid but both cannot bid simultaneously for the same item/product in the same tender. b) If an agent submits bid on behalf of the Principal/OEM, the same agent shall not submit a bid on behalf of another Principal/OEM in the same tender for UPS. c) UPS and battery from separate OEMs can be quoted as these are entirely different items. 2.Uniterruptible Power Supply consists of electronic hardware plus battery and hence in this tender UPS with battery is a product/item.Suppliers shall quote for UPS and battery .Otherwise tender will be treated as unresponsive.Tenderers shall indicate rate for UPS without battery against shcdules 1,2 &4. 3a. Firms registered with DGS&D or seeking registration/capacity assessment in the category of:(a) Indian agent of Indian Manufacturer ; the registration and inspection shall be carried out at Indian Manufacturer's works. (b)Battry manufacturer/supplier who supplies battery to UPS supplier shall be registered and only battery from manufacturer/supplier registered with DGS&D /NSIC(based on capacity report from DGS&D)shall be quoted and offered along with UPS. c)UPS manufacturer/supplier need not get registered for battery. 4a. Firms must submit their application to concerned QA Office for fresh or renewal of registration/capacity assessment/special capacity assessment PRIOR to at least 30 days before the scheduled date of tender opening, failing which application may NOT be able to be fully processed.Tenderers will only be responsible for same. b. Tenderers shall be registered with DGS&D or NSIC(based on capacity report of DGS&D) to become eligible to quote against the T/E. 5. Registration for all scheduled items including add on items and in lieu items are required on the date of tender opening ,if not specified otherwise elsewhere. It means all the items/models quoted against all schedules by tenderer have to be registered on the date of tender opening if not specified otherwise elsewhere. 6. The relevant guidelines mentioned in paras 13.20.1, 13.20.5(a), 13.21.6(b) and 13.22.2 of DGS&D Manual will be the basis for registration of items, i.e., spares and accessories , add-on items and in-lieu items , provided the firm are registered for the main equipment , for which the above items are required for functioning of main equipment .No separate agreement , documents like test reports etc. are required for these items if they are being registered for the main equipment for which above items are required for proper functioning. 7.UPS suppliers who are registered for the highest ratings of each of the schedules will be eligible to quote against the corresponding schedules of T/E.They will be considered for award of R/C only on production of registration certificate indicating registration of individual ratings of different schedules of T/E. Testing requirement for UPS: a. Type Tests : Following shall constitute type test and at least one sample shall be type tested for each rating with maximum backup time. Type testing shall be conducted at a govt. lab (i) Visual examination. (ii) Verification of output power and frequency. (iii) Verification of voltage regulation. (iv) Verification of efficiency. (v) Verification of total harmonics distortion. (vi) Verification of overshoot, undershoot limits and over voltage protection. (vii) Test for insulation resistance, leakage current high voltage as per IS:616/86 (reaffirmed in 2010. Insulation resistance should not be less than 100 mega ohms. (viii) Verification of VAH as per Rate Contract. (ix)Test for IP-Protection (x) Environmental tests: Following environmental tests shall be carried out on each rating with highest VAH rating. Tests at SL. No. i to iii above shall be repeated during the last half an hour of each environmental condition.Tests at Sl. No. i to vi shall be repeated after completing the environmental tests sequence of the three conditions and recovery period of 1 to 2 hours.There shall be no deterioration in any of these parameters when compared to the test results obtained before environmental tests.

(B) Damp Heat : shall be carried out at upper Temperature of 40 degree C,two cycles of (12+12 hours)each in accordance with IS:9000 (part 5/sec.2)1981 (reaffirmed 2004). (C) Cold Test : shall be carried out in accordance with IS:9000 (Part 2/Sec.4)1977 (Reaffirmed 2004) at -10 degree C for 4 hrs. b.(1) Acceptance Tests : Tests listed at Sl. No.i to viii shall be conducted as part of acceptance tests on 10% samples on all the items offered for inspection. (2)Verification of parameters as per GTR on one sample except for environmental tests and battery type testing on one sample each of the rating offered for inspection. (3)Dimension and marking ,Capacity test and High rate discharge test on battery offered.Number of samples shall be as per IS:7372 latest. (4)Temperature-rise test on one rating at rated KVA,rated pf and minimum of input operating voltage range. Quality Assurance Procedure 1) The firm shall furnish schemetic diagram of UPS for each rating as and when they are offered first time for inspection against the rate contract . 2)All the UPS shall be supplied with 1:1 isolation transformer at out put side.Isolation transformer can be internal or external to UPS. Detail of isolation transformer shall be furnished by the firm when the product is offered for first inspection for each rating and the same shall be recorded in the inspection report after due verification by the QA Officer. If the isolation transformer is eternal to the UPS same shall be indicated.The efficiency of UPS shall be measured along with isolation transformer. 3) When the product is offered for first time for inspection the UPS shall be operated at full rated current as per its rated KVA rating , at the rated power factor and at minimum of input voltage range and with full C-10 rate min. charging current, along with isolation transformer, for the temperature rise test and to evaluate its performance at rated current corresponding to KVA rating . After the evaluation of its performance the weight of the transformer shall be taken to compare with the weight furnished by the firm vide the questionnaire attached in the rate contract. After the completion of the temperature rise test, the UPS efficiency and input power factor shall be tested to assess its consistency with regards to temperature and continuous application of the rated KVA load. The temperature rise test shall not be terminated before 8 hours of continuous operation. 4) During each visit at least one rating of the UPS offered for inspection shall be tested for the verification of its capacity rating by conducting temprature rise test on rated KVA load. Selection of rating shall be such that it coveres all ratings on R/C during currency of R/C. This is over and above the requirement of the clause as above when each rating is subjected for temperature rise test when UPS is offered first time. Machine should be subjected to 8 hours continuous operation for capacity verification . 5) Weight of the transformer shall be recorded in the inspection note for the verification by the consignee/user for the purpose of reference. 6) The firm shall have necesssary facilities to test batteries for high rate discharge and for capacity rating tests as per JISC:8702,so that batteries can be verified for HRD & capacity verification test during each inspection. Method for the HRD and capacity rating is as per JIS C 8702.Sampling shall be done as per IS: 7372 7) weight of the batteries, its brand, its voltage rating AH rating and no of batteries fitted with UPS shall be indicated in the inspection note for the verification by the consignee.

SPECIAL NOTES TO TENDERERS: 1. As per CVC Circular No.03/01/12 dated 13.1.2012, a) In a tender, either the Indian agent on behalf of the Principal/OEM or Principal/OEM itself can bid but both cannot bid simultaneously for the same item/product in the same tender. b) If an agent submits bid on behalf of the Principal/OEM, the same agent shall not submit a bid on behalf of another Principal/OEM in the same tender for UPS. c) UPS and battery from separate OEMs can be quoted as these are entirely different items. 2.Uniterruptible Power Supply consists of electronic hardware plus battery and hence in this tender UPS with battery is a product/item.Suppliers shall quote for UPS and battery .Otherwise tender will be treated as unresponsive.Tenderers shall indicate rate for UPS without battery against shcdules 1,2 &4. 3a. Firms registered with DGS&D or seeking registration/capacity assessment in the category of:(a) Indian agent of Indian Manufacturer ; the registration and inspection shall be carried out at Indian Manufacturer's works. (b)Battry manufacturer/supplier who supplies battery to UPS supplier shall be registered and only battery from manufacturer/supplier registered with DGS&D /NSIC(based on capacity report from DGS&D)shall be quoted and offered along with UPS. c)UPS manufacturer/supplier need not get registered for battery. 4a. Firms must submit their application to concerned QA Office for fresh or renewal of registration/capacity assessment/special capacity assessment PRIOR to at least 30 days before the scheduled date of tender opening, failing which application may NOT be able to be fully processed.Tenderers will only be responsible for same. b. Tenderers shall be registered with DGS&D or NSIC(based on capacity report of DGS&D) to become eligible to quote against the T/E. 5. Registration for all scheduled items including add on items and in lieu items are required on the date of tender opening ,if not specified otherwise elsewhere. It means all the items/models quoted against all schedules by tenderer have to be registered on the date of tender opening if not specified otherwise elsewhere. 6. The relevant guidelines mentioned in paras 13.20.1, 13.20.5(a), 13.21.6(b) and 13.22.2 of DGS&D Manual will be the basis for registration of items, i.e., spares and accessories , add-on items and in-lieu items , provided the firm are registered for the main equipment , for which the above items are required for functioning of main equipment .No separate agreement , documents like test reports etc. are required for these items if they are being registered for the main equipment for which above items are required for proper functioning. 7.UPS suppliers who are registered for the highest ratings of each of the schedules will be eligible to quote against the corresponding schedules of T/E.They will be considered for award of R/C only on production of registration certificate indicating registration of individual ratings of different schedules of T/E. Testing requirement for UPS: a. Type Tests : Following shall constitute type test and at least one sample shall be type tested for each rating with maximum backup time. Type testing shall be conducted at a govt. lab (i) Visual examination. (ii) Verification of output power and frequency. (iii) Verification of voltage regulation. (iv) Verification of efficiency. (v) Verification of total harmonics distortion. (vi) Verification of overshoot, undershoot limits and over voltage protection. (vii) Test for insulation resistance, leakage current high voltage as per IS:616/86 (reaffirmed in 2010. Insulation resistance should not be less than 100 mega ohms. (viii) Verification of VAH as per Rate Contract. (ix)Test for IP-Protection (x) Environmental tests: Following environmental tests shall be carried out on each rating with highest VAH rating. Tests at SL. No. i to iii above shall be repeated during the last half an hour of each environmental condition.Tests at Sl. No. i to vi shall be repeated after completing the environmental tests sequence of the three conditions and recovery period of 1 to 2 hours.There shall be no deterioration in any of these parameters when compared to the test results obtained before environmental tests.

(B) Damp Heat : shall be carried out at upper Temperature of 40 degree C,two cycles of (12+12 hours)each in accordance with IS:9000 (part 5/sec.2)1981 (reaffirmed 2004). (C) Cold Test : shall be carried out in accordance with IS:9000 (Part 2/Sec.4)1977 (Reaffirmed 2004) at -10 degree C for 4 hrs. b.(1) Acceptance Tests : Tests listed at Sl. No.i to viii shall be conducted as part of acceptance tests on 10% samples on all the items offered for inspection. (2)Verification of parameters as per GTR on one sample except for environmental tests and battery type testing on one sample each of the rating offered for inspection. (3)Dimension and marking ,Capacity test and High rate discharge test on battery offered.Number of samples shall be as per IS:7372 latest. (4)Temperature-rise test on one rating at rated KVA,rated pf and minimum of input operating voltage range. Quality Assurance Procedure 1) The firm shall furnish schemetic diagram of UPS for each rating as and when they are offered first time for inspection against the rate contract . 2)All the UPS shall be supplied with 1:1 isolation transformer at out put side.Isolation transformer can be internal or external to UPS. Detail of isolation transformer shall be furnished by the firm when the product is offered for first inspection for each rating and the same shall be recorded in the inspection report after due verification by the QA Officer. If the isolation transformer is eternal to the UPS same shall be indicated.The efficiency of UPS shall be measured along with isolation transformer. 3) When the product is offered for first time for inspection the UPS shall be operated at full rated current as per its rated KVA rating , at the rated power factor and at minimum of input voltage range and with full C-10 rate min. charging current, along with isolation transformer, for the temperature rise test and to evaluate its performance at rated current corresponding to KVA rating . After the evaluation of its performance the weight of the transformer shall be taken to compare with the weight furnished by the firm vide the questionnaire attached in the rate contract. After the completion of the temperature rise test, the UPS efficiency and input power factor shall be tested to assess its consistency with regards to temperature and continuous application of the rated KVA load. The temperature rise test shall not be terminated before 8 hours of continuous operation. 4) During each visit at least one rating of the UPS offered for inspection shall be tested for the verification of its capacity rating by conducting temprature rise test on rated KVA load. Selection of rating shall be such that it coveres all ratings on R/C during currency of R/C. This is over and above the requirement of the clause as above when each rating is subjected for temperature rise test when UPS is offered first time. Machine should be subjected to 8 hours continuous operation for capacity verification . 5) Weight of the transformer shall be recorded in the inspection note for the verification by the consignee/user for the purpose of reference. 6) The firm shall have necesssary facilities to test batteries for high rate discharge and for capacity rating tests as per JISC:8702,so that batteries can be verified for HRD & capacity verification test during each inspection. Method for the HRD and capacity rating is as per JIS C 8702.Sampling shall be done as per IS: 7372 7) weight of the batteries, its brand, its voltage rating AH rating and no of batteries fitted with UPS shall be indicated in the inspection note for the verification by the consignee.


42/60 Rate Contract No. CSIDC/MKD/PS- IX /87/386/13-14/UPSS/NE&DSPL/5009 Dated: 12-06-.2014 8) Firm shall furnish copy of the invoices and details of the serial no. of the batteries at the time of inspection for the corelation and records purpose of the QA Office. 9)Battery supplier/manufacturer who supplies battery to UPS supplier shall be registered with DGS&D/NSIC(based on capacity report from DGS&D).Only registered battery shall be supplied against the R/C. SPECIAL NOTES TO TENDERERS: 1. As per CVC Circular No.03/01/12 dated 13.1.2012, a) In a tender, either the Indian agent on behalf of the Principal/OEM or Principal/OEM itself can bid but both cannot bid simultaneously for the same item/product in the same tender. b) If an agent submits bid on behalf of the Principal/OEM, the same agent shall not submit a bid on behalf of another Principal/OEM in the same tender for UPS. c) UPS and battery from separate OEMs can be quoted as these are entirely different items. 2.Uniterruptible Power Supply consists of electronic hardware plus battery and hence in this tender UPS with battery is a product/item.Suppliers shall quote for UPS and battery .Otherwise tender will be treated as unresponsive.Tenderers shall indicate rate for UPS without battery against shcdules 1,2 &4. 3a. Firms registered with DGS&D or seeking registration/capacity assessment in the category of:(a) Indian agent of Indian Manufacturer ; the registration and inspection shall be carried out at Indian Manufacturer's works. (b)Battry manufacturer/supplier who supplies battery to UPS supplier shall be registered and only battery from manufacturer/supplier registered with DGS&D /NSIC(based on capacity report from DGS&D)shall be quoted and offered along with UPS. c)UPS manufacturer/supplier need not get registered for battery. 4a. Firms must submit their application to concerned QA Office for fresh or renewal of registration/capacity assessment/special capacity assessment PRIOR to at least 30 days before the scheduled date of tender opening, failing which application may NOT be able to be fully processed.Tenderers will only be responsible for same. b. Tenderers shall be registered with DGS&D or NSIC(based on capacity report of DGS&D) to become eligible to quote against the T/E. 5. Registration for all scheduled items including add on items and in lieu items are required on the date of tender opening ,if not specified otherwise elsewhere. It means all the items/models quoted against all schedules by tenderer have to be registered on the date of tender opening if not specified otherwise elsewhere. 6. The relevant guidelines mentioned in paras 13.20.1, 13.20.5(a), 13.21.6(b) and 13.22.2 of DGS&D Manual will be the basis for registration of items, i.e., spares and accessories , add-on items and in-lieu items , provided the firm are registered for the main equipment , for which the above items are required for functioning of main equipment .No separate agreement , documents like test reports etc. are required for these items if they are being registered for the main equipment for which above items are required for proper functioning. 7.UPS suppliers who are registered for the highest ratings of each of the schedules will be eligible to quote against the corresponding schedules of T/E.They will be considered for award of R/C only on production of registration certificate indicating registration of individual ratings of different schedules of T/E. Switching frequency shall be above 10 KHz and shall be declared in the offer. g. KW rating of the UPS shall be 0.8 times the KVA rating. 2. Batteries for UPS shall be duly type tested to JISC 8702 from government lab . d. The UPS shall be complete with Trolley for battery bank,Cables and connectors etc. and the firms shall also connect the batteries with UPS and do commissioning of the same. e. Testing requirement for UPS: a. Type Tests : Following shall constitute type test and at least one sample shall be type tested for each rating with maximum backup time. Type testing shall be conducted at a govt. lab (i) Visual examination. (ii) Verification of output power and frequency. (iii) Verification of voltage regulation. (iv) Verification of efficiency. (v) Verification of total harmonics distortion. (vi) Verification of overshoot, undershoot limits and over voltage protection. (vii) Test for insulation resistance, leakage current high voltage as per IS:616/86 (reaffirmed in 2010. Insulation resistance should not be less than 100 mega ohms. (viii) Verification of VAH as per Rate Contract. (ix)Test for IP-Protection (x) Environmental tests: Following environmental tests shall be carried out on each rating with highest VAH rating. Tests at SL. No. i to iii above shall be repeated during the last half an hour of each environmental condition.Tests at Sl. No. i to vi shall be repeated after completing the environmental tests sequence of the three conditions and recovery period of 1 to 2 hours.There shall be no deterioration in any of these parameters when compared to the test results obtained before environmental tests.



(A) Dry Heat Test : shall be carried out in accordance with IS:9000 (part 3/sec.5)1977 (reaffirmed 2004) at 55 degree C for 16 hrs. (B) Damp Heat : shall be carried out at upper Temperature of 40 degree C,two cycles of (12+12 hours)each in accordance with IS:9000 (part 5/sec.2)1981 (reaffirmed 2004). (C) Cold Test : shall be carried out in accordance with IS:9000 (Part 2/Sec.4)1977 (Reaffirmed 2004) at -10 degree C for 4 hrs. b.(1) Acceptance Tests : Tests listed at Sl. No.i to viii shall be conducted as part of acceptance tests on 10% samples on all the items offered for inspection. (2)Verification of parameters as per GTR on one sample except for environmental tests and battery type testing on one sample each of the rating offered for inspection. (3)Dimension and marking ,Capacity test and High rate discharge test on battery offered.Number of samples shall be as per IS:7372 latest. (4)Temperature-rise test on one rating at rated KVA,rated pf and minimum of input operating voltage range. Quality Assurance Procedure 1) The firm shall furnish schemetic diagram of UPS for each rating as and when they are offered first time for inspection against the rate contract . 2)All the UPS shall be supplied with 1:1 isolation transformer at out put side.Isolation transformer can be internal or external to UPS. Detail of isolation transformer shall be furnished by the firm when the product is offered for first inspection for each rating and the same shall be recorded in the inspection report after due verification by the QA Officer. If the isolation transformer is eternal to the UPS same shall be indicated.The efficiency of UPS shall be measured along with isolation transformer. 3) When the product is offered for first time for inspection the UPS shall be operated at full rated current as per its rated KVA rating , at the rated power factor and at minimum of input voltage range and with full C-10 rate min. charging current, along with isolation transformer, for the temperature rise test and to evaluate its performance at rated current corresponding to KVA rating . After the evaluation of its performance the weight of the transformer shall be taken to compare with the weight furnished by the firm vide the questionnaire attached in the rate contract. After the completion of the temperature rise test, the UPS efficiency and input power factor shall be tested to assess its consistency with regards to temperature and continuous application of the rated KVA load. The temperature rise test shall not be terminated before 8 hours of continuous operation. 4) During each visit at least one rating of the UPS offered for inspection shall be tested for the verification of its capacity rating by conducting temprature rise test on rated KVA load. Selection of rating shall be such that it coveres all ratings on R/C during currency of R/C. This is over and above the requirement of the clause as above when each rating is subjected for temperature rise test when UPS is offered first time. Machine should be subjected to 8 hours continuous operation for capacity verification . 5) Weight of the transformer shall be recorded in the inspection note for the verification by the consignee/user for the purpose of reference. 6) The firm shall have necesssary facilities to test batteries for high rate discharge and for capacity rating tests as per JISC:8702,so that batteries can be verified for HRD & capacity verification test during each inspection. Method for the HRD and capacity rating is as per JIS C 8702.Sampling shall be done as per IS: 7372 7) weight of the batteries, its brand, its voltage rating AH rating and no of batteries fitted with UPS shall be indicated in the inspection note for the verification by the consignee.



8) Firm shall furnish copy of the invoices and details of the serial no. of the batteries at the time of inspection for the corelation and records purpose of the QA Office. 9)Battery supplier/manufacturer who supplies battery to UPS supplier shall be registered with DGS&D/NSIC(based on capacity report from DGS&D).Only registered battery shall be supplied against the R/C. SPECIAL NOTES TO TENDERERS: 1. As per CVC Circular No.03/01/12 dated 13.1.2012, a) In a tender, either the Indian agent on behalf of the Principal/OEM or Principal/OEM itself can bid but both cannot bid simultaneously for the same item/product in the same tender. b) If an agent submits bid on behalf of the Principal/OEM, the same agent shall not submit a bid on behalf of another Principal/OEM in the same tender for UPS. c) UPS and battery from separate OEMs can be quoted as these are entirely different items. 2.Uniterruptible Power Supply consists of electronic hardware plus battery and hence in this tender UPS with battery is a product/item.Suppliers shall quote for UPS and battery .Otherwise tender will be treated as unresponsive.Tenderers shall indicate rate for UPS without battery against shcdules 1,2 &4. 3a. Firms registered with DGS&D or seeking registration/capacity assessment in the category of:(a) Indian agent of Indian Manufacturer ; the registration and inspection shall be carried out at Indian Manufacturer's works. (b)Battry manufacturer/supplier who supplies battery to UPS supplier shall be registered and only battery from manufacturer/supplier registered with DGS&D /NSIC(based on capacity report from DGS&D)shall be quoted and offered along with UPS. c)UPS manufacturer/supplier need not get registered for battery. 4a. Firms must submit their application to concerned QA Office for fresh or renewal of registration/capacity assessment/special capacity assessment PRIOR to at least 30 days before the scheduled date of tender opening, failing which application may NOT be able to be fully processed.Tenderers will only be responsible for same. b. Tenderers shall be registered with DGS&D or NSIC(based on capacity report of DGS&D) to become eligible to quote against the T/E. 5. Registration for all scheduled items including add on items and in lieu items are required on the date of tender opening ,if not specified otherwise elsewhere. It means all the items/models quoted against all schedules by tenderer have to be registered on the date of tender opening if not specified otherwise elsewhere. 6. The relevant guidelines mentioned in paras 13.20.1, 13.20.5(a), 13.21.6(b) and 13.22.2 of DGS&D Manual will be the basis for registration of items, i.e., spares and accessories , add-on items and in-lieu items , provided the firm are registered for the main equipment , for which the above items are required for functioning of main equipment .No separate agreement , documents like test reports etc. are required for these items if they are being registered for the main equipment for which above items are required for proper functioning. 7.UPS suppliers who are registered for the highest ratings of each of the schedules will be eligible to quote against the corresponding schedules of T/E.They will be considered for award of R/C only on production of registration certificate indicating registration of individual ratings of different schedules of T/E. NOTE TO PURCHASER:- Battery VAH & other details as per questionnaire offered by the firms must be specified in the resultant R/C. ELIGIBLITY CRITERIA The following essential facilities shall be available with the manufacturer:-



1.Dust free environment for assembly of PCBs 2.Component lead forming machine/fixture 3.Temperature controlled wave soldering machine with auto fluxing facility. 4.Dry heat test chamber to burn in PCBs before its use to avoid infant mortality. 5.Functional testing facility for PCBs 6.Electrostatic dischage protection in line with IS:10087/81 work procedure. 7.Power analyser to measeure voltage,current,frequency,power factor,power,harmonic distortion(separate instrument will also be acceptable.) 8.Multi channel temperature recorder 9.Storage oscilloscope etc. Eligibility Criteria 1 Essential in-house manufacturing and testing facilities as per the
