Overall, a summary or total of the evaluation indicator ratings reflect that the charter school has received the following: Meets the Standard Partially Meets the Standard Does not Meet the Standard Based on the evidence provided by the charter school and verified by the Sponsor, the overall recommendation is to: Approve the renewal of the charter Not approve the renewal of the charter Below is a detailed report for each of the evaluation indicators based on evidence provided by the charter school. Strengths:
The School has received State Accountability school grades of an “A” in four out of four of the most
recent reporting years [2013-14 Grade “A”, 2014-15 Grade of “A”, 2015-16 Grade of “A”, 2016-17 Grade
of “A”, 2017-18 (not reported) ]. Note: 2014-15 was the baseline year. Additionally, during the past 18
years, the charter school has received 15 “A” ratings, which is more than any other charter school in
Pasco County. Please see Exhibit 1 Progress toward meeting Academic Goals and Objectives (Last 5
years in term of Charter, 2013-2018).

The charter school was designated by the Commissioner of Education on July 26, 2011 as being a “high-
performing charter school” (F.S. 1002.331) and has maintained this status up to this renewal year (2017-
18).
Based on the charter school’s 2016-17 School Grade Accountability school grade and past academic
performance, the charter school was 1 of 12 schools in Pasco County Schools receiving designation by
the Florida Department of Education (FDOE) as being one of the “Schools of Excellence”, F.S. 1002.631,
under the category of combination schools.

The charter school was awarded accreditation by North Central Association Commission of Accreditation
and School Improvement (NCA CASI), the Northwest Accreditation Commission (NWAC) and the
Southern Association of Colleges and Schools Commission on Accreditation and School Improvement
(SACS CASI) and AdvancED network on July 29, 2016 which covers 2016-2021. The charter school
received higher than network average (315.38 charter school, 278.34 network average) on the SACS’s
National Accreditation Review Index of Education Quality including all categories: (Teaching and
Learning Capacity (319.05 charter school, 268.94 network average), Leadership Capacity (322.73
charter school, 292.64 network average), and Resource Utilization (292.86 charter school, 283.23
network average).
Overall, the charter school has exceeded the District average in percent proficiency for Mathematics,
English Language Arts, and Science over the term and has exceeded the percent proficient
(Mathematics, ELA, Science) compared with surrounding non-charter public schools. Please see Exhibit
2.
Academic learning gains (2015-16 and 2016-17) show an increase in the percent proficient in English
Language Arts (58%, 65%), but show a decrease in mathematics (69%, 54%). Please see Exhibit 2.

public schools on the west side of Pasco County as compared with eleven comparable student
populations for four accountability years (2013-14, 2014-15, 2015-16, 2016-17).
With respect to proficiency rates, the charter school has met or exceeded the district’s rates of progress
for the students of comparable student populations in English Language Arts, Mathematics (exception of
one school), Science, and Social Studies for grades K-8 in eleven comparable student populations in the
school district.
With respect to Learning Gains and Learning Gains of the Lowest 25%, the charter school has met or

Recommendations: The current charter contract does not include specific measurable goals, but a
document was provided in the renewal packet for the school’s stated objectives and outcomes (2018-
2022). The completed renewal packet does include Student Achievement goals for the next Five Years
with annual goals for ELA (SAT), ELA(FSA), Mathematics (FSA), Social Studies (EOC) , and High School
statewide accountability assessments.
It is recommended that a requirement for submitting annual goals and objectives to the governing
board and Sponsor be part of any renewal charter contract. The attainment of these stated goals would
also be reviewed annual by the governing board.
The SACSCASI (AdvancED) Accreditation report and findings (Conclusion, pg. 26) state that the charter
school “should use the improvement priorities to communicate school grades, challenges, and successes
to all stakeholders and the larger community. In addition, the school should involve all stakeholders in
decision making including, but not limited to, school improvement planning, mission and vision
statements, and the accreditation process.” The “Improvement Priorities”, pg. 26, state that the
institution must address Improvement Priorities, which are to “disseminate comprehensive information
about student learning, school performance, and the achievement of school improvement goals to
stakeholders and the larger community.”

Strengths:
Over the term of the charter, the school’s educational program and design was aligned with the mission
and guiding principles of the charter school.
The charter school provided a Mission Statement and Education Plan and Curriculum Framework as
part of the renewal packet.
The mission of the charter school is “To prepare learners of Pasco County, Pre-K through 12th grade, for
high school, college, and for the work force by delivering a world-class education through the arts in a
collaborative environment fueled by a passion for learning.”

The vision of the charter school is “To create an educational family, which develops character driven,
culturally literate, life-long learners, who bring value to their community.”
The charter school outlined the school’s educational program and design aligned to the mission and
guiding principles of the school and is updated with current curriculum resources.
The Educational Program Design includes a Science, Technology, Engineering, Arts, and Mathematics
(STEAM) philosophy, Digital Tools, Creative and Performing Arts, Core Knowledge Sequence, Character
Education, and is aligned to the Florida Standards.
The charter school’s Curriculum and Instructional Design includes Core Academic Curriculum, English
Language Arts (Shurley English, 6+1 Traits for Writing, Writer’s workshop), Mathematics (The Standards
for Mathematical Practice, Eureka Math), Science (Core Knowledge Sequence, Delta Science Kits,
project-based learning, McGraw Hill Science), Social Studies (Core Knowledge Sequence), Reading
(6+4+ii+iii), Physical Education and Health, Music, Art, Technology, World Language (Spanish), and
Career and Education Planning. The charter school provides differentiated instruction and includes a
Multi-Tiered System of Support (MTSS) process.
During the site visit conducted on December 12, 2017 for the Elementary campus using the Classroom
Walkthrough Checklist, the following were noted: 1.) Collaborative, cooperative, and constructive
groupings of students 2.) Students highly engaged 3.) Use of teacher accountable talk 4.) use of
research based curriculum 5.) significant classroom management with positive behavioral support and
reinforcement 6.) a culture of respect and educationally constructive student-teacher relationships 7.)
moderate to higher order thinking 8.) increased cognitive complexities 9.) independent and guided
practice 10.) engaging lessons 11.) Flexible and fluid groupings 12.) use of collaborative technology.
During the site visit conducted on December 12, 2017 for the Secondary campus using the Classroom
Walkthrough Checklist, the following were noted: 1.) Collaborative, cooperative, and constructive
groupings with student encouraging each other 2.) Students highly engaged 3.) modeling and use of
manipulatives 4.) use of research based curriculum 5.) students collaboratively producing a product 6.) a
culture of respect and educationally constructive student-teacher relationships 7.) moderate to higher

lessons 11.) checks for understanding 12.) use of collaborative technology 13.) Reciprocal teaching.
As compared with other middle and high schools in Pasco County, the charter school has the highest
passing percentage (percent by total students) for students enrolled in Industry Certification/ Career
Technical Education (CTE) programs over the past three school years (2014-15, 2015-16, 2016-17).
Dayspring has five guiding principles: “Content, Creativity, Collaboration, Customization, and Character.”

Supportive evidence requested:
The strength and stability of the school’s governing board, along with a discussion of board
turnover during the term of its charter (including reasons for that turnover), should also be
detailed.
If the charter school contracts with an Education Service Provider, please discuss the governing
board’s record of providing appropriate oversight, detailing specifically the steps taken to
monitor the performance of the management organization. Did the board use a formal review
process and what were the essential metrics? Please include copies of the final reviews
Identify and discuss specific board actions and systems that successfully supported the school in
its efforts to improve student achievement. These may include financial, educational, or legal
challenges that school has faced.
The discussion of effective governance should also include a review of the charter school’s
conflict of interest policies and the school’s record in carrying out those policies. In this regard,
the school should discuss and disclose key transactions (if any) involving conflicts of interest that
occurred during the current charter.
In particular, a school must identify those transactions that presented actual conflicts (or the
appearance thereof) and specify the policies and procedures used to mitigate those conflicts. In
answering this question, the school may wish to review the conflicts of interest statements that
the members of the school’s board filed as part of the record.
The school should also discuss how the governing board evaluates its own effectiveness, and the
governance training and development opportunities the board has pursued over the course of
the charter period.
Provide evidence that the governing board has responded effectively to complaints (both
internal and external).
Strengths:
The charter school’s governing board consists of seven board members with a wide range of
experiences. Board members serve for a term of four years and are term-limited off the board. All
governing board members are residents of Pasco County.
The charter school has a consistent board with rare turnovers.

The charter school maintains high standards in regards to conflict of interest concerns.
The board “evaluates its own effectiveness through School grading and financial audits.”
The charter school has procedures for conflict resolution, which includes a designated parent liaison.
The charter school’s governing board has effectively and efficiently complied with conflict resolutions as
required by established policies and procedures to comply with all federal and state guidelines.
The governing board has current Bylaws and Articles of Incorporation as well as Governing Board
Policies and Procedures.

Please provide a clear, concise narrative statement that includes sufficient evidence that the
school has competently and effectively managed its finances. The statement should address any
negative findings from independent audits and/or budget deficits in a fiscal year, and explain
how the school responded to either. Future major expenditures should be included, as well as
the academic benefit(s) of said expenditures.

Dayspring is one of 11 schools out of 654 in Florida, which does not receive capital funds from its local
district. Dayspring met with the district in September 2017. At which time, the district discussed
potential resolutions for capital. Since that time, the district has not responded to multiple requests to
continue the dialogue on capital outlay. The Pasco School District is treating the students of Dayspring
inequitably. The district has not provided any capital resources in 18 years nor has expressed plans to
provide any resources in capital funds. This inequity commits injury to the students of Dayspring
Academy. Dayspring has an open request to meet with Pasco’s Superintendent to resolve this iniquity
since July 2017. As of March 2018, the Superintendent has not responded to inquiries and requests for
updates on this matter.

Chart 1 outlines the funds allocated from the state and from Pasco School District.
3.b. Is the school’s enrollment stable and near or at capacity?

The school’s response should include a concise statement about the history of student
enrollment during the term of current charter. Document demand and student turnover, with a
clear explanation of the reasons for turnover. Specific attention and detail should be included
regarding ESE and minority population numbers.
Strengths:
The charter school has increased student enrollment each of the past five years of the charter and is at
the high percentage range (i.e. 90% or higher) based on the enrollment capacity designated in the
charter contract or amendments.
The charter school receives a high number of enrollment applications and consistently maintains an
extensive waiting list.

Provide evidence that the professional staff is highly qualified and have performed capably,
including specific information regarding professional development and ongoing staff training,
and the plan to address teacher retention and professional development in the upcoming
renewal charter period.
Suggested sources of evidence: Evaluations, surveys, formal complaints, teacher turnover rates,
qualifications of teachers and staff, administrative leadership changes, examples of staff issues
and how they were addressed.
Strengths:
The charter school employs certified teachers/instructors with a relatively small number of teachers
considered to be out of field [ex: English for Speakers of Other Languages (ESOL) Endorsement].
The 2016-17 Staff Survey Summary shows that 28 out of the 38 questions rated either “Agree” or
“Strongly Agree” with a few areas (#12,14,19,20,23,24,28,29,35,37) that may require further discussions
or considerations. See Exhibit 4A.
The 2017-18 Staff Survey Summary shows that 34 out of the 37 questions rated either “Agree” or
“Strongly Agree” with a few areas (#19,33,35) that may require further discussions or considerations.

3.d. During the term of the charter, has there been a high level of parent and community
involvement?

Supportive evidence requested:
To demonstrate student and parent satisfaction with the school, please provide a history of the
school’s enrollment during the term of its charter, and comprehensively address demand and
persistence patterns. Specifically, the applicant should provide data on a year-to-year basis of
the number of students who stayed in the school and those who left over the past five years.
Also include the number of students on a waiting list for enrollment in the school.
Provide parent and student survey results or other verifiable data that attest to parent
satisfaction with the school’s program. The school should demonstrate that the surveys were
administered and analyzed using generally accepted evaluation methods (including method of
administration, time of year, and adequate response rate).

Provide specific evidence of parent satisfaction and participation over the past three years.
Describe how parents and members of the community have been involved in the school over
the past three years.
Describe how the school anticipates that parents and members of the community will be
involved in the school in the coming charter renewal period.
Strengths:
The charter school’s data show that there are a significant number of students enrolling and remaining
at the charter school over the past five years. Please see Exhibit 3.
The charter school submitted a comprehensive professional development plan.
The charter school encourages parents and families to volunteer at their school in order to participate in
their child’s education further.
In 2015-16 and 2016-17, 100% of parents/guardians completed 15 volunteer hours or more with total
volunteer hours reaching 9,463 (2015-16) and 10,310 (2016-17).
The Elementary Parent Survey Comparison for 2015-16 and 2016-17 shows that 22 out of 22 questions
asked achieved an 80% or higher rating in the category of “Agree” and “Strongly Agree” and all
questions showed an increase in percentage of “Agree” and “Strongly Agree” from 2015-16 to 2016-17.

The Secondary Parent Survey Comparison for 2015-16 and 2016-17 shows that 25 out of 25 questions
asked achieved an 80% or higher rating in the category of “Agree” and “Strongly Agree” and all
questions (except three) showed an increase in percentage of “Agree” and “Strongly Agree” from 2015-
16 to 2016-17. Please see Exhibit 5B.
