MESSAGE FROM THE PRESIDENT
Keith Roberts, TACNIGP President Everything rises and falls on leadership. It is a topic very much discussed in our workplaces, businesses, civic organizations, governments, and even our places of worship. Everybody has opinions about and experiences with leadership. What is leadership? I=ve many times lead seminars and had the participants brainstorm and list what they think makes a leader. What are your thoughts? There are often many core items that appear on each list yet some wide ranging thoughts make it on the lists too. One of the best examples of leadership in all of literature that I can encourage you to look at is Moses as a leader as shown in Exodus 18:13-27, a passage of which most of us are familiar. In this passage we see that Moses was sitting as the only judge of how many people? What did Moses do? Sitting as a judge He made them know the statutes and decided between the two. How long was he doing this - all day from sun up to sunset. What happened while he was absorbed in this activity? Who was leading the people? According to Jethro, his father-in-law, the effect would be that Moses and the people would wear away. Instead of doing this all day every day, Jethro said Moses was to: a) be Godward; b) teach; c) lead them in the way; d) direct their work; e) provide and develop leaders of thousands, hundreds, fifties and tens; and f) hear the situations outside of the law that required God=s Word.

President’s message continued:
1. Moses was leading followers. The people of Israel were looking to Moses for direction and counsel. 2. Leaders can always learn something new. Moses was willing to listen to Jethro. 3. Leaders are to develop new leaders. No one is going to be around forever! 4. The effectiveness of the group cannot exceed its leader. Until Moses developed some other leaders, the load was all his and he
did not have time to learn and grow. 5. Leaders must provide vision. Moses had to look beyond the problem before him and see what the whole of his people needed
and provide vision and direction to accomplish the vision. 6. Leaders must know timing. Moses was sensitive to Jethro and heeded his advice - he knew the timing was correct. 7. Leaders must see the whole picture. Rather than looking at the cases one by one before him, Moses had to see the needs and
issues of the people and address them on a larger scale through organization and training. 8. Leaders must chart the course. No one was directing the day to day work and business while Moses was hearing case after case
all day. 9. Leaders must set priorities. Jethro pointed out that Moses=s priorities as they were would lead to wearing out himself and the
people. There are other conclusions that also can be drawn, but over the next few articles I=ll continue talking about leadership. As professionals we need to commit to what we must do to improve our personal leadership skills individually and do those things that will improve our chapter and workplaces. Let me close this month=s article by sharing a quote on leadership with you. He who thinks he leads, but has no followers, is only taking a walk.

I am really looking forward to serving as your Vice-President once again! New Year brings a bundle of joy, hope and wisdom. As years go by, we develop a keener understanding of life. Life continues to be a learning process and we gain valuable tidbits of wisdom along the way. Let us learn to live life without regrets and embrace each New Year with renewed energy and aspiration. The New Year is full of promise, though you may also get a fair share of tough times. With each progressing year, you find yourself growing confident, experienced, and wise. That’s the gift of the New Year! Raise a toast to the year that holds many promises. I am looking for members to be on the Education and Professional Development Committee so if you have some free time and would like to join up please let me know.
This month we will not have a speaker from the “outside”. We will have our “own” speakers. We will be discussing TACNIGP and what it means to be a chapter member and what the benefits are for being a member. We will also be discussing National NIGP and what the benefits are for being a member.

DECEMBER MINUTES CHAPTER MEETING
TALLAHASSEE AREA CHAPTER OF NIGP, INC. Date: December 13, 2011 Location: Tallahassee/Leon County Civic Center Number in Attendance: 85 Call to Order: President Donna Smith called the meeting to order at 12:30 P.M. Pledge: Gloria Dixon, Department of Transportation. Invocation: David Callaway, Department of Transportation. Minutes: Motion was made to approve the November General Membership Meeting minutes. New Members and Guest: None were introduced. Job Opportunities: None were introduced. President: Welcomed all members to the annual holiday party. Today is the last collection day for Adopt-A-Platoon. To date, the Tallahassee Chapter has shipped 53 pounds of items to the troops. Treasurer: Report is in the December Newsletter. Awards and Appreciation: President Smith thanked the 2011 Board and Officers with commemorative plaques and certificates. President Smith than proceeded to swear in the 2012 Board and Officers. The 2012 Board will be Gloria Dixon, Karen Freytag, Nancy Jewett, Ed Valla (absent), Jason Ouzts, and Wendi Sellers. The 2012 Officers are Keith Roberts, President, Jessie Moseley, Vice-President, Don Tobin, Treasurer and Sonya Avant, Secretary. Incoming President Keith Roberts spoke on topics regarding administration and management’s view and perceptions of the Chapter members’ profession; the type of training required or needed for professional development and asked the question “what do members want”? TALLAHASSEE AREA CHAPTER OF NIGP, INC. Date: December 13, 2011 Location: Leon County Civic Center, Tallahassee, Fl. Members Present: Keith Roberts, President, Jessie Moseley, Vice-President; Don Tobin, Treasurer; Sonya Avant, Secretary; Board Members, Karen Freytag, Wendi Sellers, Gloria Dixon, Nancy Jewett, Jason Ouzts, and Donna Smith, Past President Members Absent: Board Member Ed Valla President Roberts called the meeting to order at approximately 1:00 p.m. Officers Reports:

ii. Reminder – Board meetings will be conducted the first Tuesday of the month at the Leon County Purchasing office, 1800-3 N. Blair Stone Road beginning at 3:30 p.m.
iii. Rates for the Reverse Trade Show: $200 for a booth and one participant; if the vendor wants to add a participant the cost will be $50 each. This also includes lunch. Vendor must register by March 15, to receive this discounted price. After April 15, the rate will go up to $250/booth. The reverse trade show will be held April 17. The trade show will be held at a later date. Motioned by President Roberts Board Member (BM) Ouzts seconded, motion passed.

Old Business: 2012 BUDGET
1. A proposal was made by BM Jewett that members may want to register one time (instead of twelve) and make one payment for eight meals $64, including the January meeting, $56 until January 31, 2011 (no meetings in June and July; two free meals (October & December)). However, if member misses any meal, there can be no refunds, but substitutions will be allowed.

It shall be the policy of the Tallahassee Area Chapter of NIGP, Inc. that Chapter checks in an amount less than two-thousand dollars ($2,000.00) shall require only one signature.
Chapter checks in an amount over two-thousand dollars ($2,000.00) shall require two signatures of any of the currently authorized account signatories (usually the four officers). Motion was made by President Roberts and passed by the board.

THE NATIONAL INSTITUTE OF GO REVISION 1 ARTICLE III - MEMBERSHIP Section 1. Regular Membership
C. A “Member in good standing” shall be defined as a membscheduled Chapter meetings for the prior administrative year, aperiod.
REVISION 2 ARTICLE IV - OFFICERS AND ADMINISTRATION Section 1. Board of Directors The governing body of this Chapter will be known as the Board of DPresident-Elect, Vice-President, Secretary, Treasurer, Immediate Paact as approving authority in all matters of general administration ofmembership for vote. Section 2. President The President shall exercise a general supervision over the affairs oall duties incident to the office of President. Section 3. Vice-President The Vice-President shall preside in the absence of the President an Section 4. Secretary The Secretary shall maintain a written record of the proceedings of a Section 5. Treasurer The Treasurer shall be responsible for the funds of the Chapter, sharender a true and complete report relative to the affairs of his office Section 6. The term of office for the six Board members shall be for two years with three members elected every other year. Three members shall be elected for a one year term and three for a two year term in November 2012 in order to begin the rotating elections.
Board members may not serve more than four years consecutively, whether elected and/or appointed to fill a vacancy. Following a period of at least one year off the Board, a member may again serve as a Board member.
Section 3.
Installation of officers and the Board members is to occur during the December Chapter meeting.

ARTICLE V - FUNDS
A b Bank accounts for the Chapter shall be maintained with four signatures registered, to include the President, Vice-President, Treasurer, and Secretary, any two of which will be required on all checks. The Board shall establish by policy any requirements for check signatures, fund transfers, and other financial transactions. REVISION 5
ARTICLE VIII - MEETINGS
Section 1.
The Chapter shall meet once monthly, normally the second Tuesday of the month. on the dates and at the locations which are to be determined annually by the membership upon recommendation of the House Committee.
