PROGRAM DESCRIPTION

Overall

The population of veterans’ facilities will shift with the demography of the armed forces. However, upon opening, the following population criteria shall be accommodated in the new AFRH Gulfport facility:

§ Visitors

Objectives

§ Objectives: The overall objective of this residence is to optimize the mobility, agility, endurance, sensory and cognitive capacities of the residents. This includes designing the building to optimize self-care, communications regarding needs for assistance, effective participation in wellness, dining and social programs, and safety.

§ Operational Objectives: The overall complex offers “affordably priced” housing, personal care, and memory support for qualified veterans who typically live on limited budgets. Operations and design features are to be incorporated that maximize staff efficiency and operational effectiveness through effective location and distribution of staff, including on-floor work bases, supply storage and wireless communications. Personal safety, such as minimal lifting requirements, is critical to design for the safety of seniors and staff.

§ Walking: Walking capacities range from excellent to limited; many residents will have difficulties maintaining their balance, even those who are ambulatory. Level walking surfaces, 8 foot wide corridors, and handrails on both sides of the corridors shall be provided. Additionally, a level path of travel to a bus is required.

§ Sensory Optimization: With aging, individuals need more light, are statistically likely to be sensitive to reflectance glare, and have visual difficulties with shifts from shadow

(dark) to light areas. Even, non-glare lighting and lighting free from “hot spots” or view of exposed bulbs is required. Comply with IESNA requirements. Appropriate use of contrast to increase visibility focal areas should be incorporated into the interior design.

§ Personal Care: Personal care assistance is provided in the Assisted Living, Memory Support and Long-Term Care facilities, and to those living and socializing throughout the facility through a distributive health program, based in the Wellness Center.

Level of Quality

The proposed facility shall be equal in level of quality as an Accredited Continuing Care Retirement Community; including apartments designed for “aging in place” or assisted living; purpose-designed assisted living, with particular layout features for additional accessibility, and memory support/assisted living and senior wellness/exercise.

The Long-Term Care unit shall be consistent with the performance criteria found in the Guidelines for Design and Construction of Health Care Facilities, published by the AIA, 2006 version.

The life safety requirements, lighting and communication systems for example, will meet higher standards than those of a hotel. Corridors shall be at least 8 feet wide to respond to mobility devices, soiled linen needs and increased emergency access.

PROGRAMMING CONCEPTS

Based on the Space Requirements and interactive worksessions with AFRH and GSA, some general Programming Concepts have been established to guide the development of AFRH Gulfport:

§ Resident Parking will be located on the first floor (“Wash-Out” Level). In addition, the main trash rooms, thrift shop, and bicycle storage room may are located on the first floor.

§ The main entrance and all public services will be located on the second floor (Community or Main Level). Consider access challenges (pedestrians, cars, ambulances, trucks), and walking distances when laying out the components on this level. All essential spaces and equipment (medical, kitchen / dining, HVAC, electrical, elevators, etc.) will be located at this level or above.

§ Memory Support, Assisted Living, and Long-Term Care Units and Facilities will be located on the third floor.

§ Independent Living Units will be located on the upper levels.

§ Independent Living Units will be spatially equivalent in layout and amenity accommodation (egalitarian approach).

§ Assisted Living Units will be the same size and shape as Independent Living Units for future flexibility.

§ Memory Support and Long-Term Care Facilities will have smaller living units but additional support space. Provide windows in the common support areas for natural light and orientation purposes.

o Option 1 Add shall include the provision of additional Living Units as indicated in the Program of Space Requirements.

Programmed spaces have been increased by two grossing factors in order to account for circulation space and overall building components that will support AFRH and its residents:

1) Departmental Grossing Factor (circulation space within program units):

§ Office Use: 1.3 (typical 5-feet-wide corridor) § Residential Units: 1.2 (includes premium for 8-foot-wide corridor) § Large Common Areas / Back-of-House Areas: 1.2 (6-feet-wide corridor) § Large Common Areas / Ceremonial: 1.5 (20-feet-wide corridor) § Mechanical Service Areas: 1.0 (One large room, no corridor)

2) Building Grossing Factor (overall building support and equipment areas)

§ Usable to Rentable: 1.2 (includes floor common areas including mech/elec rooms and minimum-length 5-foot-wide corridor)

§ Rentable to Gross: 1.08 (includes elevators, stairs, vertical shafts and exterior wall thickness)

Net square footage (NSF) is the square footage enclosed by an assigned space, such as an office, workstation, storage space, or conference room. The sum of all net square footage in the building is the total assigned space, also called area.

Usable square footage (USF) contains all net areas assigned to buildings occupants, plus the circulation around those areas. The usable area of a single organization is the "footprint" of that organization on the floor plan of the building. Usable area excludes unassigned building infrastructure spaces such as mechanical rooms, telephone closets, and toilets.

Gross Square footage (GSF) is the total enclosed area of a building, including exterior walls. The gross area of an existing building can be calculated by measuring the outside surface of the building perimeter of a scaled drawing and computing the interior area.
