Definition of Project Life Cycle
The period between the START and END of a project.
A project is in a continual state of change as it progresses from its start, as a need by the owner, through design development and finally construction.
Refers to a logical sequence of activities to accomplish the project’s goals or objectives.

Review each phase and identify the party that most likely would be involved in performing the work of the phase and the party whose work will be most influenced by the results of the phase.
Identify parties as one of the following: owner, consultant to the owner, designer, construction manager, construction contractor, project manager.
Phase 1 – Concept (Conceive) Phase 2 - Planning (Develop) Phase 3 – Execution (Execute) Phase 4 – Transfer (Finish)

Phase 1 (Conceptual Phase) Begins with an idea, a perceived need, a
desire to improve or add to productive capacity of the wish for more efficient provision of some public service.
Decision: What sort of project delivery system to be used? How will the various parties be related? Will the owner engaged the design professional to
prepare plans and specifications and then contract separately with a construction contractor?
Will single entity be responsible for the entire project?
Phase 1 (Conceptual Phase) Decision:
Type of contract to be used with the contractor Will the contractor be paid a specified fixed price,
regardless of the actual quantities used in the project and regardless of the contractor’s actual costs?
Will the quantities of materials be measured and the contractor paid on the basis of those quantities and pre-agreed upon unit prices for each material?
Will the contractor be reimbursed for its actual costs, plus a fee, perhaps with an agreed-upon upper limit?
The basis upon which the design professional will be paid
Phase 2 (Planning & Design Phase)
The project is fully defined and made ready for contractor selection and deployment.
3 stages: 1st stage: Goal: to define the project’s objectives, consider
alternative ways to attain those objectives and ascertain whether the project is financially feasible. Develop project brief Investigate various sites Sought public input Prepare a preliminary cost estimate Identify funding sources
Phase 2 (Planning & Design Phase)
2nd stage: Use the results of planning efforts to develop
schematic diagrams showing the relationships among the various project components
Detailed design of the structural, electrical, other systems
3rd stage: Prepare contract documents for use in contractor
selection and installation work at the construction site
Prepare written contract conditions, technical specifications, and a set of other documents related to the process of selecting the contractor and finalizing the contract with the successful tenderer.
Phase 3 (Execution)
Contractor selection phase Owner decide: use open invitation or
certain contractors will be invited to submit offers
Contractors have to consider a number of factors in deciding whether they will make the effort to assemble a proposal for a particular project.
Submittal, opening and evaluation of tenders, the selection of the successful contractor and the finalization of the construction contract.
Phase 3 (Execution) Project mobilization phase
After the contractor is selected, a number of activities must be completed before installation work can begin at the project site.
Secure various bonds, licenses and insurances Prepare detailed program for the construction activities. Convert the cost estimate to a project budget Establish the system for tracking actual project costs Organize the worksite with provisions for temporary
buildings and services, access and delivery, storage areas and site security.
Initiate the process of obtaining materials and equipment to be incorporated into the project
Organize the arrangements for labour, the other essential resource
Phase 3 (Execution) Project operation phase
Involves 3 basic areas: Monitoring and control Resource management Documentation and communication
Monitoring and controlling Compare the actual schedule against project
programme Check the cost status Quality management Manage the work safely Minimize adverse environmental impacts

Phase 4 (Transfer / Finish)
As the project nears completion, a number of special activities must take place before the contractor’s responsibilities can be considered complete.
Testing and startup tasks Final cleanup Inspections Remedial work Process of closing the construction office Terminate the staff’s employment
Phase 4 (Transfer / Finish)
A set of as-built drawings that include all changes made to the original design, operating manuals, warranties and a final report.
