Changes in German radioHaving just returned from an "eye opening"trip to West Germany, Art Graham, CBSManager of PopProduct, informsthat while vinyl pro-duct sales remaindominant, music in-dustry executives incontinental Europe'slargest market areextremely apprehen-sive about radio sta-tion's "commer-cializing" theirsound and rotatingrecords every several hours; not to mention,of course, their very serious problem of hometaping.
"They're just now getting commercialradio," Graham explains, "which they feel isa great threat to their record business
Elektra gearing to breaknewcomer ChapmanIn the same manner with which the industry'sattention was pointed in the direction of TheGeorgia Satellites, Elektra Product ManagerKim Cooke suggests that among the manynew releases expected to create a critical stirthis spring is the debut album from newcomerTracy Chapman, and hopefully this reactionwill be favourable, subsequently generatingexcitement at college and "left -leaning AORstations.
"But we see it coming from a criticalfoundation," Cooke says, "and I think ourrole in it is to handle it with a little bit ofclass, and not go screaming that this is thegreatest thing since sliced bread, yet at thesame time getting across the fact that it issomething special."
In view of the fact the label views therecord as product that will be able to speakfor itself, advance cassettes were recently ser-viced, to response described as "overwhelm-ing" across the board.
"It's her first record, she's hardly everplayed. She's actually only got a handful ofperformances under her belt," Cooke con-cludes. "She's completely anti -fashion, shehas absolutely nothing to do with theWhitney Houston syndrome . . . she's just ayoung woman who writes incredible songs,it's as simple as that.'

detrimental to disc sales?because, being that most radio over there isregional and block programmed, when itdoes go commercial and songs start to getrotated every four hours, they feel it'll im-mediately erode their singles business.
"Right now," he continues, "a kid canhear a song on the radio, if he listens a lot, maybe once a night, which will give them ataste to want to purchase the single. Butthey're inclined to buy because they're nothearing it in the repetition that we do here. They're afraid that when commercial radiohits, people will get enough of a dose on theair and they won't purchase the single."
The home taping problem is actually sobad in Europe, with enforcement ofcopyright laws virtually impossible, album
Glass Tiger album jacketPutting the music aside for a moment, thenew Glass Tiger album jacket, whether look-ed at sideways, upside down, at an angle, from a distance or straight on, features aclassic example of optical illusion, designedspecifically by artist Heather Brown; as wellas Inuit writing, holding hands and a tieer'sskelton, according to Capitol domestic pro-duct manager Ron Scott.
"Is the Glass Tiger logo carved into therock or out of the rock?" he asks. "The otherthings are hidden, they're not obvious."
Anyway, the album, scheduled forrelease (Apr. 13) around the world, and titledDiamond Sun, was produced by JimValiance, in Vancouver, Toronto and MorinHeights, with additional recording of TheChieftains completed in Dublin, Ireland. Thefirst single, I'm Still Searching, is alreadymoving quickly up the charts, after its releaselast week (RPM - single pick this week).
"As far as the rest of the material on therecord- eoes," Scott explains, "it takes onmore of a tougher guitar -based edge but, atthe same time, the band has maintained acommercial appeal. The only change is that
Copyright creators angryCreators for Copyright, representing singers, songwriters, visual artists and authors, areangered over the stalling in the Senate of BillC-60 which deals with revisions to the out-dated Copyright Act. Paul Berry of theCanadian Musical Reproduction RightsAgency (CMRAA) called a hastily organizedpress conference (Mar. 22) in Toronto in alast ditch attempt to overcome the stallingtactics by the Senate with regard to this veryimportant issue.
"There's a good chance that sections ofthe revisions or all of it will be sent back tothe House of Commons," explains NancyGyokeres, Executive Director of PROCAN'sMusic Scene. Should this happen, it couldsound the death knell for a new CopyrightAct, and the lengthy process would have to bemounted once again.
Berry pointed out that Bill C-60 "would'introduce a system whereby all Canadiancreators would be able to negotiate licenceswith users, through their copyright collec-tives," continuing with "It would alsoestablish a Copyright Board to oversee tariffrates, to rule on disputes when two, parties
sales outnumber cassette sales by a very largemargin. However, currently enjoying thepeculiarities of their system are a number ofCanadian acts who have obtained com-mitments from their respective record com-panies, something Graham was able to do forAlta Moda, Platinum Blonde and for the newBilly Newton -Davis album.
In a country of 60 million people, suc-cessful singles can surpass the 300,000 unitssold mark, and one Canadian act still sellingrecords and living quite comfortably is Saga, currently touring with Loverboy as the open-ing act. Nevertheless, there are only two waysto break records in that territory: either"with high chart numbers in U.S. trades orby simply working the market," Grahamconcludes, which is what the various CBSacts are doing these days.

It's not just an OMD pop band. That'sthe one thing that has to be stressed, and peo-ple will understand that from I'm Still Sear-ching."
With a Canadian tour expected this sum-mer, Glass Tiger have embarked on a promo-tion swing through the U.S. and Europe."This is not only a priority for us," Scottconcludes, "but for the Americans and theEuropeans as well, and that is based on theband having impact."

Five Electrifying Band members ... !It was a real pleasure to relive the era of theFive Man Electrical Band as they performedto a jampacked house at the giant Lulu'sRoadhouse in Kitchener. The house was wall-to-wall fans, who came from all over Ontarioto recoenize the success and the hits of thisereat group. Their popularity was very evi-dent when the crowd sang along with theirhits, in particular, Signs, which brought themback for an encore. The group re-formedrecently and will be touring with all theoriginal members.
What about those 4 -letter -words ??Ed Preston, always good for a joke or two, asks the question, "Whatever happened toCBS, RCA, WEA, EMI, MCA and 4 -letter -words?" He points out that "Last week's ac-tion, as reported in RPM, highlighted a newCanadian language (I think), i.e. The guys atEMG drove up to BMG in their MG's only tofind that the troops at the new GBM labelwere custom pressing CDs for MBS and driv-ing BMW's, which run on a non -jarring mixof BEER from LBC's Super Corp. Big bash for Lulu's 4th!!I can't begin to tell you who's going to hethere, but it's eoing to be quite a night. I hearrumours that one record company is planningto rent a bus. Put my name on the list. Important record sales becausethey're the catalogue sales the industrydepends on. Plan to be there to wish Karl andKenny a happy birthday.

Greater use of Hologramsin fight against piratingA worldwide study, conducted by the U.S.International Trade Commission has foundthat piracy of copyrights, patents andtrademarks cost Canadian corporations up-wards of $367 million in revenue in 1986. Thestudy focused specifically on the illegalpirating of music and movies as well as com-puter products and television tapes.
Holograms, three dimensional imagescreated by sophisticated techniques usinglasers and precise optical equipment, havereportedly been "most successful as a provendeterrent to counterfeiting and fraud."Holograms are now being used by Disney andWarner Home Video on video tapes in whathas been termed as a "successful project" tothwart piracy.
American Bank Note Holographics(ABNH) of Elmsford, New York is con-sidered the "pre-eminent producer" of em-bossed holography worldwide. In Canada, the Markham, Ont.-based HolographicMarketing Corporation is the representativefor the marketing and sale of ABNHholography.
The most common application of ABNHholograms as a security device are the dovesimprinted on Visa cards and the globe symbolon Mastercards.
Julian Aston, president of HolographicMarketing, points out that "Holography, asa security solution, is on the verge of ex-plosive growth," continuing with, "Govern-ment and industries worldwide, are recogniz-ing that holograms can effectively save themmillions of dollars in their battle againstcounterfeiters," concluding with, "No mat-ter what the product or industry, as long asthere is a need to maintain the edge over thecounterfeiter and the criminal, holographywill be there making a distinctive securitymark."
Holographic Marketing's LorneMousley, reports that he has received en-quiries from several major labels, with regardto holograms, and that he expects to an-nounce shortly, a hologram project under-taken by a major. The hologram could be us-ed as the seal on an LP jacket, or part of anidentification for the label's logo.

Adams donates song forVictoria Cross videoBryan Adams has donated his song, Remem-brance Day, to the Department of Defencefor use as the soundtrack for a video montagecelebrating Canada's Victoria Cross.
The video will be an important part of annon-profit exhibition which will travel acrossCanada this year, drawing attention to thememory of the Canadians who fought fortheir country in two world wars.
The exhibition will be mounted at theWinchester Centennial in Winchester, Ont.from July 30 through Aug. 7, followed by Ot-tawa's Veteran's Day (Aug. 20), theManitoba Air Show at Portage La Prairie(Sept. 17 & 18), and the 70th Anniversary ofthe Armistice in Vancouver (Nov. 11).
Remembrance Day is included inAdams' LP, Into The Fire.
Doors open for Williamsafter Duke Street stintKaren Williams knows, and only too well, thefrustrations and pressures of garneringpublicity across the globe for a small indepen-dent label in Canada. However, since leavingher post at Duke Street Records last month, her own company's phone hasn't stoppedringing, she reports, happily from her homeoffice in Toronto.
While attempting to branch out intofields such as theatre, film and music, it hasbeen the latter which has virtually filled herplate; retaining, for instance, the associationwith Duke Street recording artists, Manteca, who are about to embark on a national tourlater this month. Thus, not finding muchtime to compete for the more lucrative con-tracts elsewhere.
"Money isn't really the bottom line,"says Williams. "It's the degree of satisfactionI get from the various projects. But one of mygoals eventually, is to do everything from set-ting up the tours to arranging sponsorshipprograms. Right now though, I don't want togo too fast. I want to be able to deliver what Ipromise.
"It's a service that goes beyond publicity. . . from getting photographers together, ordoing it myself, it's actually a mixture ofpublicity, promotion and marketing. Each in-dividual project takes on its own set of rulesand develops its own personality. So, eachpackage is really custom made. I've not takenon sponsorship, but that's the next phase,"she concludes.
Body Electric singlebuilding in QuebecThe Vancouver -based Parallel label reportsan obvious "momentum" building in theprovince of Quebec for Body Electric's latestsingle, Out Of The Blue.
The single, released 22 weeks ago, hasbeen simmering in English Canada, andbuilding nicely at retail. Product is also mov-ing at retail in Quebec, and it's the hope ofParallel One, to expand in this area throughSaturn Distribution.

COVER STORY - by Graeme Boyce
Black's jaundiced view of life beginning to appeal
Wonderful Life, which is on the LP, is just aremixed version of the independent single. So, it is possible, but it's not the general rule, this is the exception to the rule."
rKe ALRising slowly up through the ranks, fromtotal obscurity on the Ugly Man label to aninternational recording deal with A&M,Black (actually Cohn Vearncombe) can at-tribute much of his success along the way tothe fact that many in the business simply fear"missing out" and for this reason his single,Wonderful Life, which cost as much as agood microwave oven to produce, has actual-ly sold over a million copies worldwide.
Now, the Liverpudlian is able to put aband on the road and tour through Europeand Japan; if his record is as successful inCanada, he'll do the same here in the for-thcoming months, perhaps on his way backto England. But Vearncombe realises hislabel has a veritable dogfight on their handswith the U.S. washing their hands clean ofthe artist's debut album last month.
Though he is probably least aware thatA&M managed to break quite a few of theirbiggest acts in North America, by sowing theseeds in Canada first: Styx, Supertramp andThe Police, the obvious examples; Vearn-combe is grateful of their efforts, gratefulthat more people are listening to his music to-day, than yesterday.
"So the next thing you know," he says, relating the earlier days, "the phone's red hotand the same people who had rejected thedemo a year before were raving about it. Itjust goes to show people don't listen in thefirst place, that everybody's just looking overeach other's shoulder, through fear of miss-ing out on something."
Apparently, and even though WonderfulLife has already shot through all Europeancharts, the Americans aren't displaying thisfear at all, hence for each level of Canadiangold the Black album attains, the U.S. labelsubsequently stands to lose a half millionunits sold. This possibility doesn't bother theamiable, yet opinionated singer; he writes thesongs for himself anyway, and not foranyone else.
"Jaundiced, yes," he says of his lyrics

but not cynical. "I don't really approve ofcynicism. I try to be an optimist, but itdoesn't always work and that comes out inthe lyrics. I don't think that record com-panies listen to the lyrics anyway. They listento the music, a catchy tune, but not the lyrics.I think it's the same with radio . . . I don'tthink anyone listens to lyrics the first time. Ithink there has to be something else to drawyou in," he continues. "A good lyric is nevergoing to rescue a dreadful song."
Naturally, he's not about to admit hewould write anything, he has to be able tosleep at night too. "It's arrogant to expectthat your music matters to anybody exceptyou," he explains. "It matters a lot to me,but I don't see how I could possibly expect itto matter to anyone else. But if it does, that'sgreat because that's what you aim for, neverexpect."
However, hit singles and top sellers domatter, and to a lot of people who depend ontheir success; this though is what has turnedthe industry inward and paranoid aboutitself, almost neurotic, he adds. "But thesethings shift," he states, while noting the cur-rent sampling backlash. "Every now andagain we hit a good patch, where there'ssomething good going on somewhere, whichis worth looking at."
As it was in his case, the advent of lowerpriced technology allows an independentscene to flourish and respond quickly thesedays to changing directions, causingfragmentation and a scene that "thrashesaround blindly" in his own country, never-theless with the "cream" surfacing the majorlabels respond. But before they do, radio isgiven a chance first, he says.
"Maybe," he concludes, "some of theDJ's are even getting pissed off with the sameold trash that's getting fed to them from themajors, who are constantly following, ratherthan leading. They never stick their necksout. Sure, if something sounds like a hit, thenthey'll pick it up. I mean . . . the actual

suegests it should be an "instant add at most stations in Canada," including 'WX where it
went into the play slot last week.
Terry Cousineau making chart inroads Terry Cousineau's latest RCA single, Danc-
ing In The Devil's Dancehall, a Cousineau original which is the title track of his LP, is
showing a steady pattern of chart and playlistings that should bring this talented
Albertan into prominence. He already has three singles behind him: Slugger And Me,
Rodeo Rounder and Will So Long Do It. J.K. Gulley was the producer of the LP at Sound Path, and the fiddle player is Graham Town- send with Bob Lucier and Steve Smith on steel. Ray Parker is on keyboards.
Barry Feener Band off on Reba The latest from the Toronto -based Reba label
(Jerry Knight) is the Barry Feener Band with
a Barry Feener original, Diamonds And Gold. The single was written to commerate
Feener's mom and dad's fiftieth wedding an- niversary. The flip, The Miners Song, was
written by Dennis Conn, a native of Sydney, Nova Scotia. Feener is featured on lead
vocals and rhythm guitar, and is given an assist by Conn on vocals and electric euitar, Mike Holder on vocals, electric and pedal steel guitars, Tony Laviola on vocals and
bass, and drummer Bob McKinnon.
Joan Kennedy added at CHSJ Mothers And Daughters, the latest single by
Joan Kennedy, gets the nod from Bob Henry (CHSJ) this week.
Bev Marie to Nashville Academy recording artist Bev Marie is off to Nashville to cut three original sides. Produc-
tion will be handled by Larry Coad with Gene Rice (Alabama, The Kendalls) looking after
board chores, at Reflections Studios. Bev
Marie is "simmering under" with her latest single, Could This Be Love, the follow-up to
Jessie's Tragedy. Watch for chart action on this one shortly.
