Purpose of the Conference

The purpose of the conference is to review the progress of operational safety improvements being introduced in the light of the Fukushima Daiiche NPP accident and to foster the exchange of information on the operational safety performance and operating experience at NPPs.
Objectives of the Conference
The conference seeks to achieve and consolidate international consensus on:
1. The role of operational safety peer reviews as a powerful tool for confirming the commitment of NPP operators to safety improvements
2. The responsibility of corporate management for safety improvements throughout the lifetime of a NPP
3. How to implement, in a harmonized manner, the lessons learned from the Fukushima-Daiiche NPP related to operational safety

4. The importance of OE feedback and PSRs for enhancement of plant safety5. The importance of safety culture and leadership as drivers for continuous
safety improvements6. The adequate management of long term operation for NPPs, including ageing
management, and additional R&D needed to define the limiting factors for plant life extensions.
Plus the need for further development of the IAEA safety standards in order to continuously reflect the state of the art in operational safety.

Corporate Management of Safety: the tone is set at the top
Post Fukushima-Daiichi Improvements: the threshold for dismissing very low probability / high consequence external hazards has changed, as has the need for mitigation of accident progression and consequences taking into consideration technological and human aspects

Operating Experience: Use OE or be OE
Leadership & Safety Culture: Nuclear safety is paramount, there is no higher calling. It is leadership’s accountability to model the right behaviours and ensure it is engrained throughout the organisation
Long Term Operation: ageing is a fact, obsolescence is a choice, both must be managed. PSRs provide an effective framework for assuring that the plant can operate safely for the defined period.

Next Steps
• Presentations and posters are already being posted on the IAEA website and this will be complete in the next few days
• Conference President and Scientific Secretary will agree and publish the Conference report and proceedings including all the submitted papers.
• IAEA will consider the conclusions and recommendations of this Conference when consulting with Member States regarding their requests for future work.
• The outcomes will be also be considered at the Board of Governor’s Meeting and the General Conference (Sept 2015)
