LOCAL RULE (Decision 14-3/0.5) PERMITTING USE OF

DISTANCE-MEASURING DEVICE

A player or caddie may use a USGA approved legal Distance-Measuring Device in Team Matches and Tournaments unless a local rule at a Member

Club prohibits the use of such a device.

Penalty for using an illegal device: Disqualification

Penalty for using such a device where or when prohibited:Disqualification (Rule 14-3)

According to the USGA any device that has any other features,EVEN IF TURNED OFF, is not allowed. IT MUST MEASURE

USGA RULES OF GOLF GOVERN PLAY

• Players may not waive the Rules of Golf by mutual consent - Disqualification for both players.

DEFINITIONS

• Player eligibility: A player must have FULL GOLFING PRIVILEGES (all weekdays - Monday through Friday - without paying green fees). Using an ineligible player could jeopardize a whole team or teams.

• Default: Not playing by choice or intent

• Forfeit: Inability to play with intent to do so

• If dispute arises - a verbal protest must be made on the day of the match and a written protest must be mailed, faxed or e-mailed to the Golf Office within 24 hours.

• Golf Professional may advise on USGA Rules only - NOT on Team Match Rules and Regulations.

A team must have 7 players on the tee in two matchesand not less than 5 on the tee in the other three matches

A team must have a minimum of 5 players on the teefor any playoff match (Tie, Challenge or Super-Jump).

If this requirement is not met,the Team Default Rule on page 7 of Handbook applies.

New: In the case of a default of an entire team, the team “defaulted to” must submit a lineup to the Golf Office.

MISSED YOUR TEE TIME !Player notified the Host Club•Play should begin and, by mutual consent, that match may be played out of position.

•If the player does not arrive within the agreed grace period, that match must be forfeited.

•Captains should agree on a reasonable grace period after which all players move up and the 7th position will be forfeited.

Construction & Temporary Greens

Example:

•If the 9th hole is closed, play 1 through 8, 10 through 18 and repeat the 1st hole as the 18th hole. For sudden death, go to the 2nd hole, 3rd hole, etc.

Knowing the Rules in Match Play

• Not knowing a Rule is OK• Overlooking a breach by an opponent is OK• Agreeing to waive a Rule is DQ• Very different than stroke play

Order of Play

• Order of play is a major part of match play• Order of play does not care whether you are

on or off the putting green• Penalty for playing out of turn: opponent MAY

recall the shot.• Don’t putt out if it isn’t your turn• For team matches, visiting team has honor on

the first tee (local rule)

Penalties

• All stroke play 1 stroke play penalties are the same in match play

• Moving your opponent’s ball in play is a 1 stroke penalty. Ask before marking opponent’s ball or it is a penalty.

• The general penalty is loss of hole; there are no 2 stroke penalties in match play

• Loss of hole is immediate

Doubt as to Procedure

• Don’t play second ball (stroke play option only)

• Try to agree with opponent on correct play• If you don’t agree, do what YOU (the player)

think is right; PLAY ON. Don’t stop play to get a ruling

• If opponent disagrees she may make a claim if it affects the outcome of the hole

Making a Claim

• Make the claim before teeing off on next hole or leaving last putting green

• Example: I am making a CLAIM and want a RULING because THIS wasn’t right

• Late claims allowed only – If facts unknown to player AND– Given wrong information by opponent (opponent may not have

known it was wrong)– After results posted (sheet signed by both captains), opponent must

have known it was wrong

• Most bad rulings result from bad or incomplete facts

• Understand what your opponent believes her score for the hole is

• If you disagree on outcome of hole, first focus on the facts, not the penalty:– What do you agree on– What do your disagree about

Protests

• You have made a claim and think you have been given an incorrect ruling that affects outcome of the match

• You believe a team match procedure has been violated

• You believe a player or the team has been treated in a way inconsistent with the spirit of the game

Concessions

• Can concede the next stroke; this is not concession of hole (anyone can pick up the ball)

• Can concede the hole or match before conclusion of hole or match (don’t have to complete hole or match)

• Cannot concede after conclusion of hole or match• Good Good is OK anytime after start play of hole• Shaking hands is concession of next stroke of both players• Cannot refuse or take back a concession (even if based on

incorrect information)

Status of the Match

• Your opponent is entitled to know where things stand:– If asked, you must provide CORRECT information on

number of strokes taken BEFORE opponent plays her next shot

– If you have had a penalty stroke and your opponent did not see it, you must inform her as soon as practicable

• Difference between incorrect and wrong information

Adjustment Penalties

• Adjustment to the state of the match penalties include club and caddie penalties

• These are NOT loss of hole penalties or stroke penalties

• Play out and determine the result of the hole by skill; then adjust state of match

Playing Outside the Teeing Ground

Match Play Reminders

• If YOU move your ball, replace, 1 stroke penalty– Includes balls moving after address since you are deemed

to have moved it; new exception “known or virtually certain” something other than gravity moved it

• If your ball moves on its own, play it from new location, no penalty

• Play a provisional BEFORE you go forward to search• Provisional is not for a ball that might be in a water

hazard

DMD’s and other devices• Range finders—make sure you choose model with range only. No slope

correction. Some ads are quite subtle• From Appendix IV: “A multifunctional device such as a smartphone or PDA

may be used as a distance measuring device provided it contains a distance measuring application that meets all of the above limitations (measure distance only). In addition, when the distance measuring application is being used, there must be no other feature or applications installed on the device that, if used, would be in breach of the Rules, whether or not they are actually used”

• Most smartphones have apps that render them illegal as DMD’s—compass, weather, elevation, etc.

• If using a medical device (fingers taped together, arthritis gloves), report it ahead of time.

• Caddie responsibility– Player is responsible for any infractions by caddie– Equipment carried by caddie is equipment of the
