PURPOSE This memorandum requests approval for a Removal Action pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Superfund Amendments and Reauthorization Act (SARA) at the American Creosote Site. The proposed action involves: 1) treatment and discharge of contaminated rainwater from creosote storage tanks and a lagoon, 2) incineration of creosote oils, 3) removal and onsite encapsulation of contaminated soils and sludges from storage tanks and pressure treating vessels and 4) filling and diversion of site drainage ditches. This action meets the Criteria for initiating a removal action under Section 300.65 of the national Contingency Plan (NCP) and is anticipated to require less than twelve months and $2 million for completion. II. BACKGROUND The American Creosote facility used pressure treatment with creosote and pentachlorophenol in the manufacture of telephone poles, railroad crossties, and treated lumber. The site operated from the early 1900's to 1985 under several different owners. The facility was purchased by Dickerson Treating Company in December 1977, and was shut down and sold to Stallworth Timber 139815

The A m e r i c a n Creosote s i t e is l o ca t ed on 34.21 acres, at 1006 FrontS t r e e t , W i n n f i e l d , L A ( f i g u r e 1 ) . T h e s i t e i s bordered b y Creo s o t eBranch on the nor th , F r o n t S t r e e t on the w e s t , and a r e s i d e n t i a l accessroad on the south and east ( f i g u r e 2). W h e n the f a c i l i i t y was abandonedin J u n e , 1985, S t a l l w o r t h T i m b e r C o m p a n y removed th e manway covers f r o mtwo of the s torage tanks and a l l o w e d them to d r a i n . Some of th e s e s t ru c tur e s arel e a k i n g , which has created s t a n d i n g p o o l s of o i l y material at variousl o c a t i o n s around th e p r o c e s s area. The l a r g e s t p o o l , wh i ch covers about500 sq. f t . , i s near the nor th end of the f a c i l i t y . The cookers ares e t w i t h i n s h a l l o w concrete c o n t a i n m e n t s that are f u l l o f water andcreosote a n d p e n t a c h l o r o p h e n o l waste. P l a n t o p e r a t i n grecords and h i s t o r i c a l aerial p h o t o s i n d i c a t e that a d d i t i o n a l l a g o o n swere pre sent d u r i n g the 1950s in an area east of the p l a n t , near a naturald r a i n a g e course. Ex t en s iv e soil d i s t u r b a n c e in that area s u g g e s t s thattho s e l a g o o n s were b a c k f i l l e d . A swampy area c o v e r i n g a p p r o x i m a t e l y 5acres e x t e n d s eastward f r o m th e s u s p e c t e d b a c k f i l l e d l a g o o n area a l o n g as m a l l d r a i n a g e course that f l o w s i n t o C r e o s o t e Branch. R u n o f f f r o m the s i t e f l o w s t h r o u g h Creo s o t e Branch about two m i l e s t othe c o n f l u e n c e w i t h Port de Luce C r e e k , and t r a v e l s another m i l e down-s tream to the Dugdemona River. Two d r a i n a g e d i t c h e s o r i g i n a t e on thes i t e near the p l a n t area, and a t h i r d traverse s the s i t e f r o m s ou th tonorth. Creo so t e , p e n t a c h l o r o p h e n o l , and other organic compounds enterthe s e d i t c h e s t h r o u g h s u r f a c e d r a i n a g e f r o m the p l a n t area and subter-ranean m i g r a t i o n whi ch f o l l o w s t h e s h a l l o w water t a b l e . S e e p s o f b l a c k ,tar l i k e mat er ia l can be observed in the banks of the d r a i n a g e d i t c h e sand in C r e o s o t e Branch. The q u a n t i t y o f t h i s mat er ia l e n t e r i n g Creo so t eBranch t h r o u g h s e epage a l o n e i s s u f f i c i e n t to m a i n t a i n a cont inuoussheen on the water s u r f a c e .The s i t e i s no t on the N a t i o n a l P r i o r i t i e s L i s t (NPL) but i t has beenused as a test s i te for the revised M i t r e model - hazard ranking system -and may score h i g h enough f or p r o p o s a l t o th e NPL.

B. I n c i d e n t C h a r a c t e r i s t i c s ;The S t a t e o f L o u i s i a n a S t r e a m Contro l C o m m i s s i o n began i n v e s t i g a t i o n s a tt h e A m e r i c a n C r e o s o t e f a c i l i t y i n 1966, c i t i n g h i g h l e v e l s o f p h e n o l sand BOD in p l a n t d i s c h a r g e s . The L o u i s i a n a D e p a r t m e n t o f E n v i r o n m e n t a lQ u a l i t y (LDEQ) i n s p e c t e d t h e f a c i l i t y several t ime s f r om 1982 t o 1986.The i n s p e c t i o n s revealed s p i l l a g e o f creosote, abandoned p i t s and con-t a i n e r s , a n d obv iou s o f f s i t e c o n t a m i n a n t m i g r a t i o n . T h e L D E Q n o t i f i e dthe f a c i l i t y o f the v i o l a t i o n s , and i s sued a l e t t e r o f w a r n i n g on J a n u a r y6, 1983, f o l l o w e d by a C o m p l i a n c e Order on 22 Jan 85. S t a l l w o r t h f a i l e d toc o m p l y w i t h t h e terms o f t h e Order and abandoned th e f a c i l i t y . The LDEQr e f e r r e d th e case t o EPA R e g i o n VI f or c o n s i d e r a t i o n f o r s u p e r f u n d removalor r emedia l a c t i o n on March 17, 1987.A s i t e i n v e s t i g a t i o n was i n i t i a t e d by the Emergency R e s p o n s e Branch onMarch 1 9 , 1987. T h e i n v e s t i g a t i o n i d e n t i f i e d t h r e a t s t o p u b l i c h e a l t hand the environment caused by s o i l , water, and groundwat e r c o n t a m i n a t i o nw i t h v a r i o u s c a r c i n o g e n i c a n d m u t a g e n i c p o l y n u c l e a r aromat i c h y d r o c a r b o n s ,p o l y c h l o r i n a t e d d i b e n z o d i o x i n s a n d p o l y c h l o r i n a t e d d i b e n z o f u r a n s . T h i sp r o m p t e d EPA R e g i o n VI to i s sue an a d m i s t r a t i v e order to S t a l l w o r t hT i m b e r C o m p a n y r e q u i r i n g f e n c i n g a n d w a r n i n g s i g n i n s t a l l a t i o n o n A p r i l21, 1988. The f e n c e was c o m p l e t e d by S t a l l w o r t h in J u l y , 1P88.EPA Region VI p e r f o r m e d a Removal A c t i o n in March and J u l y , 1988 toprevent o i l s and s l u d g e s s e e p i n g ou t o f t h e s t o rage t ank s f r o m f l o w i n gt h r o u g h t h e s i t e d r a i n a g e d i t c h e s in t o C r e o s o t e Branch. T h e A c t i o nc o n s i s t e d o f d r a i n i n g a b a d l y l e a k i n g tank and c o n s t r u c t i o n o f a r i n gd i k e around the proces s area. A f i l t r a t i o n system was a l s o c on s t ruc t edt o remove o i l y waste f r o m a n t i c i p a t e d s t ormwater o v e r f l o w s f r o m t h ed i k e d area. T h e p r e v i o u s removal a c t i on s have decreased t h e p o t e n t i a l f o rc a t a s t r o p h i c r e l e a s e s but have not reduced the q u a n t i t y of c o n t a m i n a n t se n t e r i n g t h e s i t e d r a i n a g e d i t c h e s a n d C r e o s o t e Branch. Q u a n t i t y and T y p e s o f S u b s t a n c e s P r e s e n t :A m u l t i - m e d i a e n v i r o n m e n t a l s a m p l i n g p r o g r a m that u t i l i z e d E P A , T A T , a n d .ERT resources was conduc t ed d u r i n g A u g u s t 24-28, 1987. A d d i t i o n a l sub-s u r f a c e i n v e s t i g a t i o n s have been p e r f o r m e d by ERT on N o v e m b e r 3 - 5 ,1987, and by TAT on July 25 - 27, 1988. P L A N T A R E AThe so i l around most o f the cookers and s t o r a g e t a n k s i s s a t u r a t e d w i t hcreosote and p e n t a c h l o r o p h e n o l waste. The areas c o n t i g u o u s wi th thef a c i l i t y s t r u c t u r e s c o n t a i n about 1 5 , 5 5 0 cub i c y a r d s o f g r o s s l y contami-nated s o i l . An a d d i t i o n a l 34,250 cubic y a r d s o f c o n t a m i n a t e d s o i l aree s t i m a t e d to be p r e s en t in o th e r areas. The cooker c o n t a i n m e n t areasand th e p o o l s tha t have f o r m e d around th e l e a k i n g t a n k s c o n t a i n about10,000 g a l l o n s o f l i q u i d waste. A b o u t 126,000 g a l l o n s o f l i q u i d s a n ds l u d g e s remain i n t h e t a n k s . The p r o p o s e d removal action w i l ls i g n i f i c a n t l y contr ibu t e to any f u t u r e l o n g term remedial act ions thatmay be under taken at the s i te.
