ForewordCentral Vietnam possesses enormous potential and great

advantages of natural resources, human resources. This is a wonderful place covered with a coastline of over 1,000 km with many deep- water seaports, beautiful beaches and gulfs beneficial to marine economy. Its scenic coastline and historical vestiges have been recognized worldwide as attractive tourist destinations. For above reasons, the region has more than 50 industrial zones and economic zones which are driving forces for development of the whole region. Central Vietnam promises to have more and more investment projects in the future.

In order to assist and introduce investment opportunities in the potential central region to investors, enterprises as well as provide newest and essential information about investment sites to investors, The Investment Promotion Center for Central Vietnam (IPCC), Foreign Investment Agency (FIA) - Ministry of Planning and Investment (MPI) has edited and published the booklet “The Central Vietnam investment location directory 2012”.

This booklet introduces an overall comprehensive picture of the investment sites of the provinces; an updated information collection of the economic zones (EZ), hi-tech parks (HTP), industrial parks (IPs) and industrial clusters (ICs) in the Central region from Quang Tri to Khanh Hoa and 5 Highlands provinces. Therefore, we hope you are able to be easy and save time in looking for suitable sites.

We are willing to accompany investors and welcome your constructive ideas to improve the quality of this booklet in next editions.

Quang Tri province has 75km coastline with 02 seaports, favorable for trade expansion and exchange, home and abroad development of sea economic. In order to ef fec t ive ly exploi t that specially important advantage, the province has elaborate master plan of My Thuy deep seaport together with Northeastern sea economic Zone, and the

Prime Minister approved to add it to the Master plan of development of Vietnam seashore Economic Zone to the year 2020.

A. COMPETITIVE ADVANTAGES: V

Quang Tri province is located in the middle of Vietnam, with the passage of such greatly important lifelines as National Road No.1A, Ho Chi Minh Road, and is the gateway to Vietnam on East - West Economic Corridor linking Laos, Thailand, Myanmar through Lao Bao international Border Gate to Central Vietnam’s seaports of Cua Viet, Chan May, Tien Sa... These are greatly favorable conditions to expand and cooperate economy with countries in the region, to exchange trade, internationally transport, and to develop commerce, service and tourism.

Quang Tri Province

At present, Quang Tri province has 02 industrial parks: Southern Dong Ha and Quan Ngang, and Lao Bao Special Economic – Commercial Zone, they are under process of construction and completion of infrastructure. Other industrial park and economic zone are being made master plan will be opportunities for infrastructure investors include: Ho Xa Northwestern Industrial Park and Southeastern sea economic Zone...

Lao Bao Special Economic – Commercial Zone, Industrial Park and Southeastern sea economic Zone of Quang Tri province are attractive and promising destinations, and welcome investors.

B. GENERAL INFORMATION ON INDUSTRIAL V

PARKS (IP), ECONOMIC ZONESI. LAO BAO SPECIAL ECONOMIC-COMMERCIAL ZONE (LAO BAO SECZ)

1. Geographical location: Lao Bao SECZ administratively belongs to Huong Hoa district. Stretching 25km along Highway No.9, having trade connection with Laos, Thailand and Myanmar through Lao Bao international border gate 40 km far from Cua Viet seaport.

2. Master plan: At present, Lao Bao SECZ has 7 sectors, including:

2.1. Lao Bao Industrial - Commercial and Service sector: Area of 100ha, it is divided into 3 sub-sectors: Trade – Service sub-sector, Industrial sub-sector and Lao Bao border gate sub-sector.

2.2. Lao Bao central cultural park: Area of 25 ha (07 ha lake surface), being planned for main types of activities: amusement and entertainment services, recreation, hotels, restaurants...

2.3. Lao Bao International border gate sector: Area of 60 ha, being planned for construction of station, duty-free shops, bonded warehouse, logistics service, shallow port...

2.4. Lao Bao northwestern industrial sector: Being divided into 02 sub-sectors: Sub-sector A: 11 ha; Sub-sector B: 16 ha. Major types of activities are attracted as: industrial production, processing foodstuff, drinks, assembling electronics, refrigerators, automobiles...

2.5. Tan Thanh Industrial Sector: Area of 50 ha. Major types of activities are attracted as: industrial production, processing wood works, industrial household commodities.

2.6. Lang Vay Tourism – Services Sector: Area of 65 ha, is a general service sector serving activities on East – West Economic Corridor. Being planned for investment projects in fields of services, tourism,…

2.7. O O waterfall Eco-tourism Sector: Area of 20 ha, being planned for development of ecotourism, recreation, entertainment (steam bath, suspended cable,...).

3. Technical infrastructure: After process of investment, construction and development, at present, systems of infrastructure, electricity and water supply in central zones have been basically completed, meeting demand of production and trade of investors.

4. Fields of encouraged investment: Field of production; Field of processing, assembling; Fields of trade, service, tourism; Other fields.

5. Main investment incentives and supports:

5.1. Incentives in land, houses:

- Shall be exempted from land rent for first 11 years, and enjoy a rate of 30% land rent applicable to Quang Tri’s mountainous regions from the 12th year forwards;

- Vietnamese including those residing overseas, foreigners permanently residing in Vietnam and foreign investors shall be allowed to invest in constructing houses for sale or for lease; invest in constructing infrastructure for lease or transfer right to use land which have already constructed infrastructure and shall be allowed to purchase house in Lao Bao SECZ according to provisions of law.

5.2. Corporate income tax:

- Applying preferential tax rate of 10% for the period of 15 years.- Being exempted for 04 years, being reduced 50% payable tax for

09 subsequent years.

5.3. Value added tax (VAT), special consumption tax:

- Goods, services produced, consumed within Lao Bao SECZ and goods, services imported from abroad into Lao Bao SECZ shall not be subject to VAT;

- Goods, services imported from domestic markets into Lao Bao SECZ shall enjoy the rate of 0% of VAT;

- Goods, services subject to special consumption tax which are produced, consumed within Lao Bao SECZ, and goods, services which are imported from abroad into Lao Bao ZECZ shall not be subject to special consumption tax (except for automobile with under 24 seats).

5.4. Export tax, import tax:

- Goods of Vietnamese origin and goods imported from abroad into Lao Bao SECZ shall be exempted from export tax and import tax;

- Goods produced, processed, reprocessed, assembled within Lao Bao SECZ, as exporting to foreign countries shall be exempted from export tax;

- Tourists are allowed to purchase duty-free imported goods with value of under VND 500,000 for one person with one turn in one day to bring into domestic market.

5.5. Support in vocational training: As in other industrial parks in the province.

II. QUAN NGANG INDUSTRIAL PARK

1. Geographical location: Quan Ngang IP administratively belongs to Gio Linh district, lies on National Road No.1A.

2. Master plan: Total area: 205.4 ha. In which, land for constructing factories: 143.34 ha.

3. Infrastructure and facilities:Essential infrastructural items

have been invested and completed, including: main transport lines, water supply and drainage system, electricity supply system for the whole IP.

4. Fields of encouraged investment:- Industry of processing agricultural, forestry and aquatic products...;

Producing construction materials...

5. Main investment incentives and supports:5.1. Incentives of land rent: Being exempted from land rent for the

period from 7 to 11 years, as from the date of finishing and putting into operation;

5.2. Corporate income tax: - Applying preferential tax rate of 20% for the period of 10 years.

- Being exempted for 02 years, being reduced 50% payable tax for 04 subsequent years.

5.3. Import tax:1. Goods imported to create fixed assets of investment projects are

exempted from import tax.

2. Being exempted from import tax for equipment and devices listed in Appendix II of Decree 87/2010/ND-CP which are imported for the first time to create fixed assets of projects.

3. Being exempted from import tax for raw materials and supplies imported to directly serve the production of software products, which cannot be domestically produced yet.

4. Raw materials, supplies and accessories which cannot be domestically produced yet and are imported for production activities of investment projects in fields in which investment is specially encouraged in Appendix I of Decree 87/2010/ND-CP are exempted from import tax for 5 years as from the date of beginning of production.

5.4. Support in vocational training:

- The amount of 500,000 VND/per labourer as for the type of elementary training;

- The amount of 1,000,000 VND/per labourer as for the type of intermediate training.

III. DONG HA SOUTHERN INDUSTRIAL PARK

1. Geographical location: Dong Ha Southern IP administratively belongs to Dong Ha city, lies on Trans-Asia route.

2. Master plan: Total area: 99.03 ha. In which, land for constructing factories: 62.61 ha.

3. Technical infrastructure: Technical infrastructure has been invested, basically completed and rather synchronically, including: transport lines system, electricity a n d w a t e r s u p p l y s y s t e m serving production and trading business…

4. Fields of encouraged investment: Industry of mechanics, assembling electricity, electronics…

5. Main investment incentives and supports:

5.1. Incentives of land rent: Being entitted to land preferential policy as in other industrial parks of the province.

5.2. Support in vocational training: Being entitted to support in vocational training as in other industrial parks of the province.

IV. HO XA NORTHWESTERN INDUSTRIAL PARK

1. Geographical location: Ho Xa northwestern IP administratively belongs to Vinh Linh district, besides National Road No.1A.

2. Master plan: Total area: 294 ha, being divided into 2 sectors:

Sector A: 160 ha Sector B: 134 ha

3. Infrastructure: The detailed master plan is on progress of setting for investing IP technical infrastructure.

4. Fields of encouraged investment: All fields of investment except for banned investment fields promulgated by the Government.

5. Main investment incentives and supports: As in other industrial parks of the province.

C. OTHER IMPORTANT INFORMATION V

I. SOME BASIC EXPENSES:

- Unit price of land rent:+ Lao Bao SECZ: 180,000 VND x 0.75% = 1.350 VND/m2/year;

+ Dong Ha IP: 360,000 VND x 0.85% = 3,060 VND/m2/year;

+ Quan Ngang IP, Ho Xa Northwestern IP: 180,000 VND x 0.85% = 1,530 VND/m2/year;

- Electricity usage cost: Being applied unit price provided in Circular No.42/2011/TT-BCT dated 19th December 2011 by the Ministry of Industry and Trade.

- Water usage cost: + In terms of production – business activities: 10,200 VND/m3;

+ In terms of daily life activities: 5,000 VND/m3;

+ In terms of construction activities: 8,200 VND/m3;

- Working salary: + Popular labourer: 125-175 USD/month;

+ Labourer with intermediate or college degree: 150-200 USD/month;

+ Labourer with university or equivalent degree: 175-300 USD/month.

II. HUMAN RESOURCES:

Quang Tri province is near human resources training centers of Central Vietnam, and Quang Tri province has a Faculty of Hue University, Mai Linh High School, Vocational Training School and has close training connections with big vocational training centers nationwide. Those are establishments that trains abundant and qualitative human resources to provide to industrial parks, economic zones.

Quang Tri province has young population structure, with 319,211 people of labour age in the year 2011, occupying 53.08% provincial population. People from elementary degree upwards, with vocational certificates occupies 38%.

The recruitment of labourer in Quang Tri province shall be freely supported by Quang Tri provincial Jobs Presenting Center.

PHU BAI INDUSTRIAL ZONE1. Establishment: December 1998 Area: 818,76 ha, divided into 4 phases:- Phases 1 & 2: 185 ha with synchronous

infrastructure; occupancy rate reached 96,6%

- Phases 3 & 4: under construction of infrastructure

Location: 15km from the centre of Hue city; next Phu Bai international airport; along the National Highway 1A and the North-South Railway; 40km away from Chan May seaport in the South, 15km from Thuan An seaport in the North.

Infrastructure system: synchronous, which was already constructed the wastewater treatment plant with capacity of 4.000 m3/day-night, the place of getting through customs procedures to serve export and import demands on the spot.

Potentials, advantages: located in the area with the potentiality of cement, rubber (area: 13.000 ha), having favourable conditions to develop agro-forest products and mineral processing industry.

Fields calling for investment: IZ infrastructure, agro-forest products processing, construction materials production, minerals processing; mechanical manufacturing industry; packaging printing, mechanical production, electronics, garment...

Total invested projects: 2 projects:- Plant of titanium slag processing with an area of 8ha and a total

invested capital of 102 billion VND - Mineral sifting plant of Dai Son mine industrial group with an area:

2,8ha; total invested capital: 275 billions VND.

TU HA INDUSTRIAL ZONE4. Area: 250ha

Location: belonging to Tu Ha town, Huong Tra township, about 12km from the centre of Hue city in the North, 25km from Phu Bai international airport, 60km from Chan May seaport, 10km from Thuan An seaport and about 5km from Van Xa railway station.

The detailed planning of Tu Ha IZ was approved by the Provincial People’s Committee.

Potentials, advantages: located in the area of rich natural resources: Va Xa limestone-pit, Granite mine, Van Xa kaolin mine... with great volume, good quality, having the advantage of developing building materials industry. According to recent survey in Thua Thien Hue province, there are 120 mines and mineral points with 25 types of mineral.

PHU DA INDUSTRIAL ZONE5. Area: 250ha Location: belonging to Phu Da commune,

Phu Vang district; about 6km from the National Highway 1A, around 8km from Phu Bai international airport and Phu Bai Industrial Zone, 6km from Thuan An seaport, 35km from Chan May seaport and 10km from Huong Thuy railway station.

Potentials, advantages: located in Phu Vang district, where has lagoon systems with an area of 6.800ha water surface, is considered as the potentiality to develop aquaculture.

QUANG VINH INDUSTRIAL ZONE6. Area: 150ha

Location: belonging to Quang Vinh Commune and a part of Quang Loi commune, Quang Dien district with two faces adjoining traffic roads: adjoining flood- bypass connecting to provincial road No.9 – about 9 km from Phong Dien IZ; adjoining WB projected road connecting provincial road No.11. About 20km from Dien Loc specialized seaport and 20 km from Van Xa railway station in the West, about 20km from Thuan An seaport, 30km from Phu Bai international airport and 75km from Chan May seaport.

Potentials, advantages: located in Quang Dien district - of which the potentiality is lagoon system with an area of 3.535,73 ha water system of Tam Giang Lagoon and 439,9 ha lake water system, having favourable conditions to develop aquaculture industry.

I. OVERVIEW OF QUANG NGAI:

Quang Ngai is a coastal province in Southern Central V i e t n a m , 1 2 0 k m f r o m Danang to the North; Binh Dinh province to the South, Quang Nam province to the North, Kontum province to the West and the East Sea to the East. Quang Ngai has strategic position in the major economic zones in

Central Vietnam and the East-West Economic Corridor with many transport advantages such as National Highway 1A and the Trans-Viet railway, National Highway 24 linking to the Central Highland provinces, the Dung Quat deep seaport and the convenient airway, Chu Lai airport is 35km to the North.

The Quang Ngai natural area is 5,135.2 km2 with the population of nearly 1.3 million people. II INTRODUCTION TO THE INDUSTRIAL ZONES OF THE PROVINCE1. TINH PHONG INDUSTRIAL ZONE:Tinh Phong Industrial Zone is located along the National Highway 1A,

near Dung Quat Economic Zone with the natural area of 142 hectares. This is the industrial zone concentrating on building materials, garment, footwear, electronics, woodprocessing. Up to now, Tinh Phong Industrial Zone has had 38 projects with the total investment capital of 1,504 billion VND.

In the upcoming time, the projects encouraged to invest in the Industrial Zone are industrial zone logistics services, production of construction materials, exterior / interior decoration materials; manufacture, repair and assembly of construction equipment; civil, electronic and other consumer goods. Dungquat has considerable advantages: a brand new city with comprehensive and high-quality facilities and amenities; application of the highest investment incentives in Vietnam and management mechanism, regime which are open and compatible to the economic globalization.

A NUMBER OF PRO-INVESTMENT INCENTIVES:

- Import duties on materials, raw materials, semi-finished products which have not been domestically made at standard quality shall be exempted for the first 05 production years.

- Corporate Income Tax (CIT ) rate of 10% shall be applied for the first 15 years since business commencement; CIT exemption for the first 4 profit-making years and a half reduction for the 9 years thereafter. High-tech projects and those promising visible importance are eligible for the Prime Minister’s consideration of offering full-duration CIT rate of 10% incentive.

- A half reduction of personal high-income tax.- Land lease term is up to 70 years.- Exemption and/or reduction of land, water surface rental are as

follows:+ Full-duration exemption for projects of specially-encouraged category;+ 15-year exemption for projects of encouraged category;+ 11-year exemption for others.

- Assistance in skilled workers training and recruitment. - Foreigners residing in Vietnam and foreign investors are eligible for

buying houses and leasing residential land in Dungquat EZ.

NEZ and Binh Dinh provincial IPs have been invested with the purpose of investment and development gradually to turn Binh Dinh into a growing nucleus center of great urban, industry and service in the Key Economic Region of Central Vietnam; to become an important link of international exchange, contributing to market extension in Southern Central Vietnam, Central Highland of Vietnam; to become the bridge to the markets of Laos, Cambodia and Thailand; and to become

a national tourism area playing the role of one among the key tourism centers in Southern Central Vietnam as the gate to the East Sea of Central South and Highlands of Viet Nam and the countries in Mekong River Delta, with Dieu Tri Railway Station, Phu Cat Airport. Like Quy Nhon Seaport, Nhon Hoi Seaport is about 5 nautical miles far from the float No.0 on the international maritime route; therefore, it is very convenient for international

shipments to get in and out. Located in the center of the countries in Southeast Asia and East Asia, there has been over 10 sea routes linking with the international seaports such as Hong Kong, Manila, Singapore, Bangkok, Kaohsiung, Tokyo, Vladivostok, etc.

At prensent, there have been 5 Industrial Parks established in Binh Dinh Province, including Phu Tai IP (348 hectares), Long My IP (210 hectares) Nhon Hoa IP (320 hectares) and Hoa Hoi IP (340 hectares) and Cat Trinh IP (368 hectares). Of which 2 IPs, Phu Tai IP and Long My IP, are full with

Besides, there are 3 others that will open based on the Plan of developing IPs in Vietnam to 2020 by the Prime Minister include Binh Nghi IP (210 hectares), Bong Son IP (120 hectares) and Binh Long IP (120 hectares). All the Industrial Parks will be linked to become the satellites of Nhon Hoi Economic Zone, in which Nhon Hoi Industrial Park is the key development of industrial production.

According to The Master Plan, NEZ covers 12,000 hectares, including free-trade area and tariff area. The free-trade area covers 530 hectares and has different functional zones like free-trade port, management, transaction and production areas for exporters and ware-houses. Business activities

in the free-trade area are isolated from other areas with favorable procedures, a separate port and different investment sectors. The tariff area includes a 2,630 hectare industrial zone, a 1,511 hectare wind power zone, a 680 hectare new city zone, a 170 hectare port zone for 30,000 dead weight tonnage vessels, a 2,570 hectare tourism zone and other services zones Besides the outstanding geo-economical advantages, investment projects in NEZ enjoy favorable policies applied for the most underprivileged socio-economic localities,

which are the most favorable policies in Vietnam now. Both domestic and foreign investors in NEZ will enjoy a 10 per cent corporate income tax rate for the first 15 years a project is active, corporate income tax exemption for 04 years from when enterprises start to pay corporate income tax and 50 per cent corporate income tax deduction for the next 09 years and import tax exemption for imported goods for fixed assets. Employees at the projects will also enjoy 50 per cent individual income tax exemption if these employees are subject to be taxed. Besides, the provincial leaders have expressed the high attempts and determination in Binh Dinh investment promotion activities. In the near future, the provincial investment policies

will be developed and adjusted to provide more favorable conditions for investors. Particularly, Binh Dinh authorities will aggressively reform administration procedures, as well as decentralization implementing the “one-stop mechanism” policy to save investors’ time.

Besides the pol ic ies of investment incentives issued by the central government, Binh Dinh also provides additional supports like providing, at least 50%, costs for training technical workers and raising working levels for local workers with permanent contracts at investment project in NEZ. peninsula), official inaugurated in December 2006, shortening the 60 kilometer road from Quy Nhon – Tuy Phuoc – Cat Tien – Nhon Hoi itinerary. For the inner road, the main 15 kilometer run along NEZ with 80 meters wide has allowed investors to speed up the development of investment projects in the zone. The across road from Hoi Thanh to Nhon Ly with 05 kilometers long and 60 meters wide is currently serving the local people and supporting the development Nhon Ly – Cat Tien Sea Tourism Line. Other important infrastructure projects have been fulfilled. A 12,000 cubic meter water pump station, water drainage and supply system from Quy Nhon City to NEZ, 22 KV electric power grid system and telecommunication stations have been built also. A waste water treatment plants are also been under operation. Generally, NEZ’s infrastructure system is ready to welcome different investment projects of various purposes.

At the present, NEZ has been selected to be a driving force for Binh Dinh’s socio-economic development. Up till now, NEZ is home to 35 projects with the capital investment of US$ 1.6 billion, including 08 foreign direct invested (FDI) projects with US$ 440 million, mainly focused on technical infrastructure development, energy, light industries and tourism. Six projects have finished construction and 29 other projects are undergoing construction preparation, disbursing US$ 106 million.

MINERAL RESOURCES

There are many kinds of minerals with different deposit capacities in Dak Laks in which some kinds have been identified: kaolin clay with estimated deposit of 60 million tons stretching from M'Drak, Buon Ma Thuot; brick clay is concentrated in Krong Ana, M'Drak and many places in the province.

AGRICULTURE - FORESTRy – FISHERy

Dak Lak province has over 480,000 ha of agricultural land which is categorized into 8 groups of lands. The two largest and most significant land usage groups are gray soil (54,57%) and red soil (36,52%). Livestock in Daklak consists of 33,000 buffaloes, 191,000 cows, 658,000 pigs, 6,000,000 poultries in the province. The province encourages investments in industrially cattle breeding in association with the construction of cattle-feed farms, animal products processing facilities, and tanning factories....

Dak Lak has the largest forest area and timber deposit in Vietnam, there are more than 600.000 ha of forest land, of which about 572,000 ha of natural forests, over 28.000 ha of plantations, coverage rate reached about 49 percent of the area. Timber deposit volume has reached more than 50 million m3, with many varieties of precious hardwoods is very convenient for the processing and export of a wooden products.

With a vast and diversified systems of rivers, streams, lakes and ponds in Lak Lake and Ea Sup, Dak Mil, Ea Kao ... which total the wetland area of 50,000 ha, Daklak is very favorable for the development of aquiculture.

TRADE, PRODUCT EXPORT

Situated in the heart of the Central Highlands, Dak Lak is convenient for goods exchanging. Past recent years, it has been considered as the greatest purchasing power in the Central Highlands. The system of supermarkets, trade centers and markets in the province meet not only the basic needs for tourism shoppers but also for business investors here.

The main export products of the province is coffee, rubber, cashew nuts, pepper, cocoa, cassava, honey, v.v. Annual average output of 400,000 tons of coffee, 30,000 tons of rubber, 25,000 tons of cashew, 12,000 tons of pepper, 700 tons of cocoa, 450,000 tons of cassava, over 5,000 tons of honey.

Besides, Dak Lak is also strong in the crafting trades which product line can consist of furniture, handicrafts, souvenirs, brocade...

During the past few years, the export of Dak Lak province has achieved many significant accomplishments. Goods in the province are exported to 59 countries and territories around the world, getting the annual export turnover of USD 650 million.

Dak Lak has many famous tourist sites such as Lake Lak, Buon Don, Krong Kmar waterfall, Thuy Tien waterfall, Dray Nur waterfall, Yok Don National Park, Chu Yang Sin National Park which all have their unique characteristics. Buon Don has a wild elephant hunting and taming tradition which is at the leading position of Southeast Asia. Đắk Nông is located at the Southern gateway of Central Highlands, being a traded clue connecting Highlands provinces to the Southern key economic region and Central Coastal. Besides, 03 main rive systems are Sêrêpôk, Krông Nô, Đồng Nai and lots of small rivers flowing the province with significant flow capacity have brougt to Đắk Nông many potentials for hydroelectric development. At the moment, in the province has about 100 places which can be built hydroelectric power plants with total capacity up to 1.800MW.

Potentials above bring to Đắk Nông many comparative advantages to develop mine ores industry, agricultural, forest product processing industry and electric production industry, however, the province’s industrial sector is still weakness, developing is not proportional to the potentials. Most of the province’s enterprises are small businesses, manufactering separately; lacking of well-trained work force, low technological level. These are disadvantages and difficulties of Đắk Nông’s industrial sector, but they are also occasions for investors when investing in Đắk Nông.

2. POTENTIALS FOR DEVELOPING AGRICULTURE:

Đắk Nông has over 650 thousand hectares of natural area, in there, agricultural land makes up 91%, mainly fertile basalt. Taking advantage of fertile soil on the terrain alternating between plateau and valley, moutain and plain facilitates Đăk Nông cultivating various short-day and long-day cash crops, breeding cattle and poultry, specially, types of agricultural products, flowers, vegetables, bulb, fruit…

3. POTENTIALS FOR DEVELOPING TRADE-SERVICE

Being a gateway connecting Highlands region to the Southern key economic region and central southern coastal, with 02 national border gates are Đắk Per (Đắk Mil) và Bu Prăng (Tuy Đức), Đắk Nông has many commercial chances, developing trade and service. However, infrastructure system is still limitation. At the present, the province has not got wholesales markets, supermarket systems and first level distributors. Although road systems has upgraded, at now, the province has not had railways and air-line, main traffic system is over land. Consequently, lots of projects about upgrading road systems, building supermarkets, wholesales markets and developing other services are the priority fields Đắk Nông calling and cooperating investment

4. POTENTIAL TOURISM

Đắk Nông is the province owning many potentials in tourism, specially ecotourism, resort and cultural tourism. With natural and impressive beauty of waterfalls in the middle of old forests such as Đắk Buk So, Đắk G’lun, Đray Sáp, Gia Long waterfalls... Besides, thousands of hectares of lakes and hydro-electricity dams’s water surface, helping Đắk Nông maintain a temperate climate with an average temperature of 22o C. Some natural reservation areas such as Tà Đùng (22.100 ha), Nam Nung (12.300 ha), Trảng Ba Cây grassland (over 3 km2) are also other potentials for relaxing and sport tourism. Furthermore, Đắk Nông also has valuable

human cultural resources, they are historic vestiges, diversified culture, manners and customs, handicraft trade villages of 40 ethic groups living in the province. These features have created Đắk Nông with a special stamp, difficult to fade in tourists’s mind when visiting.

Tourism potentials of Dak Nong are rich, but the exploitation is not still proportional. Up to now, the province’s tourism services have not developed yet. Infrastructure serving for tourism acitivities is weakness, simple tourism products. In the province, there have been some investment projects in this field, however, the implementation progress is slow; the type of tour and route services hasnot formed yet.

5. EDUCATION AND TRAINING

Đắk Nông has over 510.000 people, in which 67% is Kinh ethic group, remaining are ethic minorities living in distant areas in the province. Diffcult transport and life conditions are barriers for training workforce meeting social requirements. At the moment, the proportion of trained laborers is under 18%, the province has not got any college or university. Therefore, the need of training is neccessary. To invest in building high quality vocational schools, high schools and universities meeting workforce requirement of the province and building kindergartens are orientation calling for investment in the education and training field of the province.

6. INDUSTRIAL CLUSTERS AND ZONES

The province has made planning some industrial clusters and zones such as Tâm Thắng, Nhân Cơ, Thuận An, Đắk Ha, Đắk Song, Quảng Tâm...

Tâm Thắng industrial zone is the first one of Đắk Nông Province, located along National Road No 14, belonging to Tâm Thắng commune, Cư Jut district, 105 km from Gia Nghĩa town and 14 km from Buôn Ma Thuột City. Its area is 181 ha and investment capital is 191 billion dongs.

Nhân Cơ industrial zone, belonging to Đắk R’lấp district, is about 400 m from National Road No 14, about 7 km from Gia Nghĩa town, 235 km from Hồ Chí Minh City. Its planned area is 95 ha, investment capital is 262 billion dongs.

Thuận An industrial cluster, located along National Road No 14, belongs to Đắk Mil town. Its planned area is 50 ha, investment capital is 80 billion dongs.

Đắk Ha industrial cluster, belonging to Đắk G’long district, is located along provincial road No 4, about 9 km from Gia Nghĩa town. Its area is 29 ha, investment capital is 63 billion dongs.

At the present, Tâm Thắng industrial zone is in operation with factories producing biofuel, cattle’s food, microorganism fertilizer, refined wood… Other zones and clusters are calling for investment.

7. INVESTMENT INCENTIVE POLICy SySTEM: To attain social-economic development target, enhance provincal

competitiveness, in recent years, Đắk Nông has focused all its efforts on building development strategies, administrative reform, strengthening institutional framework, issueing a lot of policies that are suitable with reality. The province has made overal planning of social-economic development and branch, product; promulgating policies of support, incentives on investment, building infrastructure for investors. According to these policies, when enterprises, investors implement their projects in Đắk Nông, they will be offered the highest preferential level by the Viet Nam Government. Besides, businesses, investors are also offered support and particular incentives by the local government regarding to land, compensation, land clearance, essential infrastructure investment, credit support, labourer training and trade promotion etc.

INFRASTRUCTURE

The National Routes 20, 27, 28, 55 connect Lam Dong with the Southeast, Ho Chi Minh city, the Central Highland and Central Coastal provinces. The new provincial route 723 with the total length of 140 km connecting Da Lat to Nha Trang has been put into operation. In the future, when the highway Da Lat – Dau Giay comes into operation, it will also shorten the travelling time between Da Lat and Ho Chi Minh city. The province has 277,000 ha of agricultural soil, which is suitable for cultivating trees with high economic value such as: vegetables, flowers, coffee, tea, mulberry, etc. Lam Dong forest offers many typical features of Vietnam vegetation, which is very diverse with over 400 different types of wood, including some precious woods as Fokienia Hodginsii, Dalbergia, Pinus Merkusii and other forest products. GEOGRAPHICAL LOCATION

Kon Tum is a mountainous northernmost border province in the Central Highlands of Vietnam, situated on the Indochina junction, bordering Laos and Cambodia to the west with a border line of 280.7 km, Quang Nam province to the north, Quang Ngai province to the east, and Gia Lai province to the south. Its location gives Kon Tum the potential to become an integrating zone, and a transshipment point in the international trade corridor linking Myanmar, northeast Thailand, and south Laos with the Central Highlands and the Central Coastal, and southeastern regions of Vietnam. Kon Tum province lies in an area that has headwaters of various rivers running to the Central Coastal region, forests that preserve the vital sources of rivers that feed Yaly Hydroelectricity Plant in the Mekong River basin, and is of significance to ecology and environment preservation. Kon Tum province has a total area of 968,960km2, a population of 458,753 as of 2011, and 9 administrative units of eight districts and one city.

LAND RESOURCES

Kon Tum province has a total area of 968,960 hectares of natural land, of which 856,292 hectares is agricultural land, accounting for 88.3% (205.901 ha of farming land, accounting for 24%, and 649,603 hectares of forested forestry land, accounting for 67%), 43.548 hectares is non-agricultural land, accounting for 4.4%, and 69,119 hectares is uncultivated land, accounting for 7.1%. The soil is suitable for farming, forestation and aquaculture, specialized industrial forestation, especially plantation of trees for material processing industries such as rubber, coffee, and pulp... and husbandry.

AGRICULTURE

Kon Tum has an area of agricultural land of 856,292 hectares, accounting for 88.3% of the natural land area. The soil is suitable for many different crops such as rice, rubber trees, coffee, pepper, sugarcanes, cold climate vegetables ... Today agriculture remains the key economic sector of the province. The Land has potentials for development, area expansion, intensive farming, and crop alternation.

FOREST RESOURCES

Kon Tum province has 649,603 hectares of forests with a coverage rate of 67%. 387.051 hectares of his acreage is forests for production, 171,775 hectares for Conservation and 90,775 hectares for reservation.

In the forests, there are many rare trees for various (for construction, production of household implements, sculpture, fine arts, wood pulp and herbal medicine...) Refering to forestry resources in Kon Tum, Mount Ngoc Linh must be the first to mention with its rare endemic herbs such as Ngoc Linh ginseng and Hong Dang ginseng. Kon Tum province has allotted land for forestry development for timber, researches and conservation, and at the same time to improve the awareness of of the people in ecological and environment conservation: Chư Mom Ray National Park, Đăk Uy Reservation and Ngoc Linh Natural Conservation.

MINERAL RESOURCES

Mineral resources are one of the great potentials of Kon Tum province. According to findings in some survey documents, about 31 mines, and 49 ore locations and 30 prospects will potentially lead to mineral resources exploration, exploitation, processing and utilization. Gold is the most notable mineral including gold deposit and gold sand found in the communes of Dak Blo, Dak Kroong , Dak Pet of Dakglei District. Besides, there are Wolfram, Iron, Manganese, Diatomite, Dolomite, Feldspar and Kaolinite. . .

TOURIST POTENTIALS :

Kon Tum has a variety of tourism potentials endowed by the characteristics of the area, the combination of its distinguished natural landscapes and its age-old cultures and customs nationally recognized as a historical monument. There are well-known places and natural reserves such as Chu Mom Ray National park, Ngoc Linh Reserve and Lung Leng archaeology site. There are ancient, historical architectures and cultural customs such as Highland Gong Beating...

In the coming time, Kon Tum province will diversify the products to serve tourism and enhance tourist business linking with conservation such as sightseeing, and doing research on ethnic minority’s cultural values and traditional arts; visiting historical relics, traditional handicraft villages, typical ecological sites, and health rehabilitation; serving business trips, conferences and workshops; and organizing Caravan and community tours. The province will form and put into operation of Mang Den National Resort, Ya Ly Reservoir, Bo Y border economic zone, Ho Chi Minh Road, national natural reserves, and domestic and overseas tours.

Some prioritized tourist sites for development include the central city and neighbouring areas, Bo Y International Border Gate and nearby sites, and Mang Den Ecotourism Tour Complex.

DyNAMIC ECONOMIC ZONES

Ngoc Hoi dynamic economic zones linked with with Bo y Border Gate Economic Zone :

Bo Y International Border Gate Economic Zone has an area of 70,438ha, geographically favorable location and transportation for exchange and trade development between the key economies of the central region and Central Highlands and plays a significant role in the socioeconomic development strategy for the economic triangle of the 3 countries of Vietnam, Laos and Cambodia. There are 40 projects with a total investment of VND 1,984 billion registered to operate in the area. Among these, 13 are operating in business and production with a total registered investment of VND 224.3 billion, and working capital of VND 118.3 billion on an area of 670 ha, and 10 projects in capital construction with a total registered investment capital of VND 1,739 billion.

Kon Plong dynamic economic zones linked with Mang Den National Ecotourist Resorts :

Kon Plong district capital town and Mang Den National Ecotourist Resort lie on Highway 24, 50 km from Kon Tum City. The Ecotourist Resort is 1,000 meters above sea level and has many landscapes, a year-round cool climate with average temperatures below 20 degrees centigrade, surrounded by primitive forests with 80% coverage, and ancient pine trees lining up along Highway 24. There are many lakes, waterfalls, rocky streams and beautiful sights. It is a potential to develop center for ecological tourism and tourist resorts in the east of the province.

THE INTERNATIONAL ECONOMIC BORDER GATE OF BO Y 1. GEOGRAPHICAL LOCATION:

The Economic Zone International Border Gate of Bo Y with total natural area of 70.438 hectares having political and geo-economic convenient location is in the system of the border-gate economic zones of Vietnam. It has an international border with Laos and a national border with Cambodia and is also in the Development Triangle Area of Cambodia - Laos - Vietnam linking to the Economic East-West Corridor which was approved by the Prime Ministers of the three countries: Cambodia, Laos and Vietnam in Vientiane Declaration dated 24.11.2004 on setting up the Development Triangle of the three countries, Vietnam, Laos and Cambodia. It is the driving force economic zone, the center of the development triangle of Vietnam - Laos - Cambodia, whose role is the important point to boost socio-economic development of the Central Highlands and in region.

The Economic Zone International Border Gate of Bo Y is the point in linking strategy to create opportunities for cooperation, even development between ASEAN and the Mekong sub-region, is an important intersection connecting the provinces of the Central Highlands, Central Coast, South East Vietnam to the provinces of Laos, Northeast Thailand, Cambodia and Myanmar. It is the favorable position to develop exchanges with key economic regions of the country, as follows:

- The shortest path, the most convenient connections in the Central Highlands, Central

Coast, South East with the North Eastern provinces of Thailand, Northeast Cambodia, Laos via Bo Y international border gate.

- At present, Vietnam, Laos and Thailand have constructed many roads linking the key economic regions of Vietnam, Laos, Cambodia, Thailand via Bo Y international border gate as: Ho Chi Minh route in Vietnam; Highway 16A from Pakse to Attpeu town (Laos); Pakse bridge over the Mekong River (Laos, Thailand); 18B road from the town of Attapeu, Laos to the Fukua Border Gate connected to Highway 40 in Vietnam; routes linking the provinces of Laos with the Cambodian northeastern provinces and the provinces of the Central Highlands in Vietnam, through the economic zone of Bo Y international border gate and some of the roads connecting the provinces in the triangle development are also countries in the construction sector.

There are three areas being encouraged to invest in various forms with 100% foreign investment, BOT, BTO, BO, BT:

- Investment in the construction of urban infrastructure center, cultural villages, art craft villages, industrial zones and international trade.

- Investment in construction of production facilities, processing agricultural products for export, apparel, manufacturing, processing, assembling, packaging exports of electronic technology, mechanical, electrical machines in the industrial zone.

- Border Trade Services and border control, including the works of the border gate control and commercial buildings services, warehousing, services for the border gate activities.

Area: 200 ha, population size in 2025 is 3500.

3.2. Administrative Center zoneThere are the administrative offices of the

economic zone of Bo Y international border gate and the central agencies in the locality; offices of investors; administrative center, the wards of the Bo Y which will associate with the functions of public service, commercial and entertainment facilities, meet the needs of modern living for the people and officers and employees in the region.

Area: 450 hectares. Population size: 12,000.

3.3. Western Urban area of Bo yIt is one of the

three economic centers of Bo Y international b o r d e r g a t e planned to 2025, wi l l of f ic ia l ly b e c o m e t h e urban center of culture, health, sports, and entertainment of the Bo Y border gate; it is the administrative center of Bo Y urban wards in the future associated with the function of public service, commercial and entertainment facilities, meet the needs of modern living for the people, officers and employees in the region.

3.4. Southern Urban area of Bo yIt is being planned to become a modern

border Urban Economic Zone standardized as type II. From now to 2025, this is one of three centers of Bo Y border gate economic zones. After 2025, will officially become the administrative, political, economic center of Bo Y border gate.

Area: 970 hectares. Population size estimated: 32,200 people.

3.5. Northern Urban area of Bo yAs an urban

ecological new m o u n t a i n , i t includes many functional areas with a variety of public works and urban utility attracting leisure travel, resort and development of education and training, culture of the ethnic minorities of the Central Highland.

Area of 1,440 ha. Population of around 40,000 people.

agencies, urban areas, small scale industrial parks. It is the hyphen between the borders of the three countries of Indochina.

From this, there will be an integrated urban with the following functions: streets of commercial services including entertainment and commercial trade; tax-free areas. This is a special area for the field of import, export, preferential tax policies. In the non-tariff, there are customs offices doing supervision, inspection, customs clearance of goods into and out. Export processing zone consists of mostly assembly factories and equipment, non-production: the warehouses.

3.8. Industrial Zone of Bo yBo Y Industrial Zone is to attract

industr ia l produc t ion fac i l i t ies . Industrial development by focusing on each region, specific industries to take advantage of and exploit local raw materials, make use of the infrastructure, as well as the promotion of supporting industries, service industry for each area to be developed. Investment and development in the direction of more modern technology, focusing on the development of industries with the processing advantages of the province such as producing building

materials, agriculture-forestry-fishery sector and the prospects fields as: supporting industries, industrial engineering, cleaning industry , industrial materials, high-tech industry, industrial catering services, energy industry, food processing industry, production of consumer goods, fine art ... The total area is 1566 ha to be invested in two phases: Phase I: 794,1 hectares, Phase II area: 771,9 ha

4. DAKTO INDUSTRIAL ZONE:Located near the National

Highway 14 (Ho Chi Minh Road), the town of Dak To, Dak To district, 38 kilometers away from Kon Tum city to the northwest. Area of 150 hectares. Currently Tan Mai Group Joint Stock Company is carrying paper pulp factory project with a total registered capital of 1.890 billion VND.

OVERVIEW

Gia Lai is a frontier province in the north of Western Highlands, with 15,536.9 square kilometres of natural area, sharing 90km of border with Cambodia and has the Le Thanh International Border Gate, the province has an internationally important location in the development triangle region of Vietnam, Laos and Cambodia, and is the 2nd largest province of the country.

Gia Lai is spreading from 12o58’28” to 14o36’30” Northern latitude and from

107o27’23” to 108o54’40” Eastern longitude, bordering the provinces of Quang Ngai, Binh Dinh and Phu Yen in the East, Daklak province in the South, Cambodia in the West and Kon Tum province in the North.

AGRICULTURAL POTENTIAL

Agricultural production is a strong point with land resources suitable for short tem and long term industrial plants. Mineral resources of the province are abundant and diversified, which is favorable for the development of some industries, especially the building material production.

SOIL RESOURCES

As per classification by FAO-UNESCO, the province soil includes the following types:

- Alluvial soil group: 64,218 hectares, occupying 4.13% of the province natural area.

- Grey soil group: 364,638 hectares, occupying 23.47% of the province natural area.

- Yellow-red soil group: 756,433 hectares, occupying 48.69% of the province natural area.

- Black dystric gleysols soil group: 16,774 hectares occupying 1.08% of the province natural area.

- Leptosols soil group:164,751 hectares occupying 10.06% of the province natural area.

WATER RESOURCE

The total reserve of surface water in Gia Lai is about 23 billion m3 distributing in the main river systems that is Ba river system, Se San river sytem and the branches of Serepok river system.

Due to having numerous rivers and springs, hydroelectricity is definitely a potential industry in Gia Lai province.

FOREST RESOURCES

Among 871,645 hectares of forestry land in Gia Lai province, 719,314 hectares is forest area with 75.6 million m3 of wood reserve. Compared to total Western Highlands area, Gia Lai occupies 28% of forestry area, 30% of forest area and 38% of wood reserve. The annual volume of timber exploited in both natural and plantation forests is from 160,000-180,0000 m3 will meet the needs of raw materials for the processing of wood and wood pulp at large scale and with high quality. Gia Lai also has large land reserves for forest cultivation and growing the plants for paper pulp material.

TOURISM RESOURCES

The most outstanding is natural tourist resources with diversified ecological system, primeval forests, system of water falls, natural and man-

made lakes. In addition, Gia Lai also has the human resources, historical relics and cultural works such as:

- Pleiku Prison, Tay Son Highland Zone, The relic of the hero Tay Son Nguyen Hue revolutionary base, Stor resistance village, other historical places like Pleime, Cheo Reo and Ia Rang, and the folk festivals, cultural spaces of Gong and other human tourist resources.

POLICIES TO ENCOURAGE INVESTMENT OF GIA LAI PROVINCE:

With the efforts to increasingly improve the investment environment, The People’s Committee of Gia Lai had issued the mechanisms and policies to attract investment on the basis of complying with general regulations of the government in order to attract domestic and foreign investors to invest in the top important sectors of the province.

Apart from the preferential policy and general investment support of the Government under the Law of Investment, the Provincial People’s Committee has implemented many preferential policies and support to investors when investing into Gia Lai in accordance with the Decision No 05/2012/QD-UBND dated March 19th , 2012 of Gia Lai Province People’s Committee about issuing the regulations of investment incentive and support, processes and procedures to implement the investment incentives and support applied in Gia Lai province.

1. Incentives: List of professions, areas, locations entitled to special investment

preferences

Besides the professions, areas, locations entitled to special investment preferences and support by the Government, the Provincial People’s Committee has regulated the list of professions, areas, locations entitled to additional investment preferences as below: the tourist and service projects invested in the planned tourist Areas, investment projects in the industrial areas or complexes of the province that were approved for implementation by the Prime Minister the industrial areas, handicraft

villages within the districts, towns or city of the province.

Professions and areas entitled to special investment preferences:

- Production of refined industrial products, foodstuff for cattle and livestock from local raw material , production of garment, leather products and leather shoes for export, , alcohol fuel, soft drinks, production of unbaked building material, concrete brick made by pressurized gas, foam concrete brick,

Centralized cattle husbandry by industrial scale. Food safety product chain in agricultural production. Investment of concentrated industrial scale slaughtering for cattle, livestock and poultry. New construction of county and town levels, renovation and upgrading of socio-economic infrastructure, construction investment of high-tech application facilities in agricultural production, supporting industry in agricultural production, production and assembly of electronic components, project for manufacturing equipment to produce lightweight unbaked building material, production of cored concrete brick with capacity of more than

7 million pieces per year, investment in wind power, solar power; construction investment of ecological tourist area, cultural and historical tourist; Investment projects of collecting, transport and treatment of dangerous waste material (oil, grease, medical garbage).

2. Support:

- Support on infrastructure construction : The Provincial People’s Committee will invest in important infrastructure such as power supply, water and drainage, and roads up to the fences of Industrial Zone / Complex (IZC), Tourist Areas, and Border Gate Economic Zone (BGEZ) which have been planned.

- Support on infrastructure usage fee in the IZC, BGEZ : The investment projects in the IZC, BGEZ will enjoy a discount of the technical infrastructure usage fee by 50% in the first 5 years since the implementation of the project. The Provincial People’s Committee already has specific regulations on infrastructure usage fee for each Industrial Zone.

- The Provincial People’s Committee has a budget to assist of one

time per year funding for the companies with investment project in the province to participate in domestic and foreign Exhibition, Technology Fair with written approval by the Provincial People’s Committee. The company needs to ensure that they have the proof of participation and had introduced their products in accordance with the regulations of the related Exhibition or Technology Fair. The funding rates are as follow:

- 20 million VND, 40 million VND, 75 million VND depends on the exhibition is domestic or overseas;

- And some support for investment services.

3. Implementation of one-door mechanism:- The Management of the Provincial Economic Zone is the coordinating

agency to handle the investment dossiers for the investment projects inside the IZC, BGEZ.

- The Department of Planning and Investment is the coordinating agency to handle the investment dossiers for the investment projects outside the IZC, BGEZ.

- The People’s Committees of districts, towns and Pleiku City are the coordinating agencies to handle the investment dossiers for the projects invested into the industrial zones in the districts, towns or city presented to the Provincial People’s Committee via The Department of Planning and Investment.
