CCCAB PURPOSE: To serve in an advisory capacity to the Broward County Board of County
Commissioners relative to unincorporated Central County Community issues. The
CCCAB shall act as liaison between the Commission and the Central County
Community; hold meetings to receive residents’ comments; prepare and submit
recommendations to the Commission; and perform other related activities as
requested by the Commission.

Call to Order
The meeting was called to order at approximately 6:13 pm. Roll call taken. A quorum was present.
1. *Approval of Minutes of August 29, 2016 Meeting
Mr. Lewis requested that his comments be reflected verbatim. Mr. Curry, Chair, referred Mr. Lewis to the
audio files available upon request. Mr. Lewis inquired about corrections to minutes that he handed to Ms.
Wimberly at a previous meeting. Ms. Wimberly suggested that the notes Mr. Lewis was referencing be provided
again for CCCAB review. Mr. Curry, Chair, made a motion to approve the minutes. Motion seconded by Mrs.
Porter, Vice Chair. Motion Passed.
2. Sunset Review Recommendations
Orlando Garcia presented on behalf of Daphnee Sainvil with OIAPS and provided copy of 2016 Sunset Review
Recommendations. He explained that recommendations resulted from discussions among Board members and
County staff. Ms. Wimberly mentioned that the intent is to make the language consistent with other boards
administered by the County.
Reverend Scipio requested a copy of the entire section with original language and inquired if the language was
final. Ms. Wimberly explained that the proposed amendment to the language is a recommendation. She will
email Board members a copy of the entire section for comparison.
3. BMSD Community Emergency Response Team (CERT)
Calvin Williams and Penni Saginario with Emergency Management presented overview of Community Emergency
Response Team and announced the BMSD CERT Workshop planned for December 10th at Roosevelt Gardens.
Mr. Curry, Chair, stated that BMSD should have a CERT team.
Reverend Scipio requested hardcopy of the application. Ms. Wimberly will provide hardcopy of application and
link to FEMA CERT website.
5. Project Updates
Mr. Jefferson deferred time to Grace Kewl, Cultural Division to present Destination Sistrunk and announce
Cultural Marketplace planned for December 3th.
Minor Home Repair and Exterior Paint Programs
Mr. Jefferson provided an update on the number of applicants being processed at various stages. Some before
and after pictures will be provided to Board.
Employment Self-Sufficiency Program RFP released. Pre-bid conference held last week. Program geared towards NPOs hiring BMSD residents.
Mrs. Porter inquired about timeline for completion of Lafayette Hart Park Community Center.
Mr. Jefferson spoke with FPL representative and will continue to follow up with FPL. Mr. Jefferson will also make
calls to help line up inspections.
Mrs. Brihm inquired about occupancy of Franklin Park Estates. Mr. Jefferson confirmed that some applicants are
preparing to occupy homes while others were dropped from the list due to ineligibility before closings.
Reverend Scipio expressed concern about project advancement for Boulevard Gardens Community Center. Mr.
Jefferson confirmed that funding is in place and explained that the process for RFPs can be lengthy.
Mrs. Brihm stated that the divide between City of Fort Lauderdale and BMSD needs to be bridged.

Mr. Curry, Chair, recognized Aneatra King with Broward County Public Schools who presented overview of
the new Office of Family and Community Engagement targeting at-risk students in the 33311 area. Dillard zone
is a priority. Reverend Scipio and Mr. Curry volunteered to canvas communities and provide Ms. King with
referrals.
Mr. Lewis asked if there was a pilot program. Ms. King replied that this area is a priority. Ms. Wimberly advised
that a pilot program in collaboration with BCPS supporting the Literacy program, Little Libraries, and free book
exchange a work-in-progress. Several Board members recommended parenting classes be a primary focus.
6. Informational Items
Ms. Wimberly announced BMSD 2017 MLK Day of Service planned for January 14, 2017.

The meeting called to order at approximately 6:15 pm. Roll call was taken. A quorum was not present. Meeting
proceeded and the board members present at the time reviewed the briefings but did not conduct business or
cast any votes.

1. Special Presentation: Keep Broward Beautiful Certificate of Appreciation
Certificates of Appreciation and plaques presented by Alphonso Jefferson, Jr., Assistant County Administrator,
to BMSD student, T’darius Gibson, and his family in recognition of their Outstanding Dedication to the BMSD
Community Cleanups, and Keep Broward Beautiful for multiple calendar years.
2. Approval of Minutes of November 16, 2016 Meeting
Approval of minutes tabled due to lack of quorum.
3. Safe Streets Phase I & Phase II
Mr. Jefferson provided presentation and map of Safe Streets Improvements, Phase I - Sistrunk Boulevard and
Phase II - NW 27 Avenue. The presentation also included County’s response to requests for traffic calming
studies, Traffic Engineering procedures for installation of speed humps, and process to request a traffic calming
study.
4. Wildfire Surveillance Cameras
Mr. Jefferson explained that the County is still collaborating with Broward Sheriff’s Office and other agencies to
install surveillance cameras along the public streets in BMSD Central County. The cameras would be an
additional tool to assist BSO and enhance public safety. It was his hope to request a recommendation addressed
to the Board of County Commissioners from the CCCAB but was unable to do so due to a lack of quorum.
5. New In-fill Housing
Patrick Graham, Construction Project Manager, gave a presentation of two programs available under Housing
Finance and Community Redevelopment. The first, Minor Home Repair, up to $40,000 for minor repairs for
homeowners. The second, New In-fill Housing Project in partnership with ten local non-profits to build 40 new
affordable homes in BMSD Central County. Representatives from some of the local non-profits were in the audience. A spokesperson explained that their application process adhered to HUD guidelines and thanked the
CCCAB for supporting the County’s partnership with local non-profits.
6. Projects Update
No additional updates due to lack of quorum.
7. Informational Items
Notice of February 22, Public Hearing on Marijuana Dispensary in BMSD distributed. The BMSD must comply
with State mandates the same as municipalities in response to voting results from the November 2016 ballot.
CCCAB members and attendees were advised to call 954-357-6634 for more details on public hearing and/or
to schedule an appointment with Jo Sesodia, Director of Planning and Development Management. Mrs. Sesodia
is available to discuss proposed draft ordinance in more detail via phone call or in-person meeting.
