The Okeechobee County Commissioners and Sheriff Paul May agreed to a budget com-promise of $14.3 million in funding for law

enforcement, the county jail and courthouse security on Wednesday, avoiding the expense — at least for this year — of a lawsuit and/or an appeal to the Governor’s Cabinet.

Although both sides entered the meeting expecting to reach an agreement, for the fi rst two hours that goal appeared out of reach.

In June, the sheriff had requested a budget of $14.8 million for law enforcement, court-

house security and the jail for the 2014-2015 budget year. After the commission rejected this budget, Sheriff May said he would re-turn the responsibility of courthouse security and the jail operation to the commission and asked for a budget of $8.8 million for the law enforcement portion. Family of victim does not want to go through third trial

After fi ve years and countless tears, it’s fi nally over for Richard and Karen Gehle and their grand-daughter Catelyn.

Wednesday, Sept. 3, Mr. and Mrs. Gehle were in a nearly empty Okeechobee courtroom to watch their son’s killer receive his prison sentence. It was not their fi rst time, or their second time they had been in Courtroom A of the Okeechobee Judicial Complex. But fi nally, and merci-fully, the third time was indeed the charm.

Although James P. Mullin’s sentence of 12 years was far from what the Gehle family wanted, Mrs. Gehle said “it’s time” to put an end to this ordeal so the fam-ily can start “to move forward” with their lives.

Mullin had twice been con-victed at trial for the March 2009

killing of the Gehle’s son, Anthony ‘Tony’ Gehle.

After his fi rst conviction in 2010, Mullin won an appeal and was grant-ed a new trial. In June of 2012 he was once again found guilty of manslaughter and two counts of culpable negligence. Because of his 10 prior felony convictions, Mullin received the maximum sentence of 30 years in prison.

He then appealed that second conviction and was granted a third trial. But, this time, the fam-ily didn’t want another trial.

“In the best interest of the family and Catelyn, we compro-mised,” explained Mrs. Gehle.

So, Assistant State Attorney Don Richardson offered Mullin a deal of 12 years in prison as part of a plea deal. Wednesday, Mullin entered a plea of no contest and was found guilty of those same charges by Circuit Court Judge

Allocations Teams Review Community Needs


United Way Community Leaders in Okeechobee recently completed the allo-cation process that determines the needs of local health and human service agen-cies. Volunteers set a goal of $110,800 to be raised during the 2014-2015 United Way Campaign.

The allocations process ensures fi scal and performance accountability for all programs and initiatives, and at the same time helps assure the real human service needs of the community are met. Teams of volunteers analyze each United Way partner agency’s effectiveness, the need for the service the agency provides and the impact of United Way funding on meeting the community’s needs.

Three teams with a total of 29 Okeecho-bee Community Leaders reviewed 13 agen-cies and recommended funding 21 pro-grams. Team Leaders were Jennifer Lafferty of CenterState Bank, Nick Blunt, FPL-Retired, and Wayne Cunningham of Glades Media.

Last year the United Way of Okeecho-bee’s goal was $70,000 and the campaign raised $85,482. The 2014-2015 Campaign will begin raising funds toward the $110,800 goal in mid-September.

The funds raised for the United Way go to the 13 local United Way Partner Agencies including Big Brothers Big Sisters, Martha’s House, Real Life Children’s Ranch, Hibiscus Children’s Center, and Children’s Home So-ciety. All funds raised in Okeechobee County support programs in Okeechobee.

The Lady Brahman bowling squad won their home opener 5-2 while the boy’s team fell to Fort Pierce Central, 6-1 on Tuesday.

In the girls match, the OHS girls won the fi rst two full squad games 685-661 and 734-715. Okeechobee then lost two of the three Baker games 142-132, 94-127, and 122-130.

Coach Carole Olney said the girls seemed to enjoy being a team and enjoyed the match.

Jessica Olney rolled a 167 high game and a 320 series. Raylon Eagle had a career best game at 151. Lynn Romer also had her career best at 118.

Fort Pierce was led by Kristi Carpenter who had a high game of 182 and a 312 se-ries. O.C. Ritcher bowled a 167 for the Lady Cobras.

The boys had a rough time winning just one Baker game against the Cobras. Fort Pierce outscored OHS 728-620 and 813-741 in the fi rst two games. Fort Pierce won the fi rst two Baker games 158-130, and 166-136 before Okeechobee won the fi nal game 150-147.

Coach Olney said the boys began to be more supportive of each other and in each game their score improved.

Brian Chapman led the Brahmans with a high game of 191 and a 356 series. Adam Simmons had a high game of 189.

Kevin Markouritz led the Cobras with a 192 high game and a series of 374.

“The boys bowled better together than they have and it was a good match and fun to watch,” Olney added. “These teams was pretty close as the teams swapped leads throughout.”

Labor Day• The rodeo was a blast. If you have

never been to a rodeo at the old Cattlemen’s Arena on U.S. 441 N., you haven’t been to an Okeechobee rodeo. When it comes to rodeo, the open air arena makes a world of difference. You can see all of the action so much better in the sunlight, while enjoying a breeze and the shade of the covered bleach-ers. The bulls and horses buck higher, the cowboys ride better and the rodeo is just more fun at the old arena.

• The Labor Day Parade was great. I love seeing all of the cowboys and cowgirls on their horses. You know when the parade is nearing the end when you see the horses coming and it’s always a big herd of them.

Who will fi ll the seat?• I think it is safe to say that everyone who

has fi led to run for this position in the past 12 years or at least the past 10 will be putting in applications to the Governor, whether they won, lost, or withdrew.

• From what I understand anyone can be appointed no matter where they live, they just need to be living in the district to run for re-election. I am not 100 percent on that, but I think that is the way it is. Also, the Governor appoints to the seat. I am not sure what qualifi cations he looks at and I am sure it changes with each governor. And, unfortu-nately, we do not get a say in what happens. So all we can do is sit back and wait for an answer which may or may not take a while considering it is an election year.

• The governor has his hands full with his own election. I don’t expect him to be in any hurry to bother with a vacant seat in Okeechobee County. The last time there was a vacancy it took seven or eight months for the governor to make an appointment. Small rural counties are just not a priority.

Dirt trucks• The only issue I have with the trucks

hauling sand or fi ll dirt is when they fail to properly cover their loads. It is very danger-ous to other drivers if there is a cloud of dirt or sand fl ying out of the back of the truck. A responsible truck driver will make sure the load is covered. A responsible shell pit op-erator will make sure the drivers cover the loads. It’s just good business.

• By law every load must be covered. If the issue is with the trucks then law en-forcement should ticket said drivers who are breaking the law.

Sheriff’s budget• I was pleased to learn the county com-

mission and the sheriff came to a budget compromise and they won’t be arguing in Tallahassee or in court. But, this issue is not going to go away. The county tax base does not generate enough money to fund the ser-vices that folks want. The answer may be to set up special taxing districts and let individ-ual neighborhoods pay for the extra services they want, such as mosquito spraying, extra law enforcement patrols, new sidewalks or whatever it is. With the decline in tax rev-enue, overall county services are being cut to the bone. If you want more, you will have to pay for it somehow.

• I have a very bad feeling that next June the county and the sheriff will once again be doing the annual battle of the budget. I have to wonder what this means for the 2016 election if Sheriff May retires. Any candidates for sheriff better have a good plan for keep-ing that budget in line or fi nding a new way to raise revenue to fund it.

• When they talk about raising property taxes, most folks think how this will affect them personally as in the taxes on their homes. But business owners are the ones in a real bind. There is no homestead exemp-tion on businesses and they don’t get the agriculture tax break. When the taxes go up, the business owners have to fi nd a way to cut their own costs to pay for that extra ex-pense. And for some, it means they go out of business because customers don’t want to pay more. It’s too easy for the customers to just shop online or drive to the coast.

Water and sewer monopolyBorn and raised in Okeechobee, I recent-

ly moved back to settle down and start a life near my family.

Several weeks ago I purchased a fore-closed home that had been sitting dormant for over four years. I was excited to move in and begin the new renovations, but all prog-ress STOPPED when I realized there was a $2,300 outstanding utility bill. The OUA (Okeechobee Utility Authority) refused to activate my utilities until this “GRC” (Guar-anteed Revenue Charge) was paid in full.

I have only owned my home for two weeks and they are charging me over four years of water and sewer charges, even though NONE of the utilities were in use during this time and the meters had been removed from the property.

In addition, the previous owners had paid ALL outstanding utility bills (in full) at the time of their departure.

I would like to bring some attention to the unfair and unjust dealings of the OUA! This is called a “MONOPOLY” and it is WRONG! Their “Guaranteed Revenue Charge” policy is OUTLANDISH and something needs to be done to STOP the unfair business practices of the OUA. These guys are holding it over the heads of the citizens here in Okeecho-bee County and it is only hurting and hinder-ing the growth of our community.

I have addressed the OUA several differ-ent times about my issue, and I continued to get the “run-around.” They offered zero re-duction of their “GRC” bills and still charged me a $200 deposit (even thought I have per-fect credit score). They only offered to waive a minor re-install fee.

that although the Okeechobee County sher-iff historically was in charge of the jail, he is not required to accept this responsibility as a Constitutional Offi cer. He pointed to other Florida counties where the sheriff does not run the county jail.

The county commission questioned whether or not a sheriff could return the jail responsibility to the county, and decided to take the matter to court. They sought a hearing before a judge to require the sher-iff to continue operation of the jail until the matter was settled. That hearing was set for Friday, Sept. 5.

At the Thursday, Aug. 28, meeting, the sheriff and the commissioners appeared to be close to a budget compromise. At that meeting, Commissioner Margaret Helton made a motion to fund the sheriff ’s bud-get at $14.3 million. Commission Chairman Frank Irby appeared to be in favor of the compromise at that time, Commissioner Joey Hoover was opposed. Commissioner Bryant Culpepper also voted against the mo-tion, but later stated this was only because the sheriff had not said he would agree to $14.3 million proposal yet.

At that meeting, the sheriff asked to have time to go back and look at the budget and see if they could make further cuts to get it down to $14.3 million.

At that time, the commission set the spe-cial meeting for Sept. 3, hoping to resolve the issue before the Sept. 5 court hearing.

For the Sept. 3 meeting, the sheriff sub-mitted an amended budget, asking for $8,654,999 million for law enforcement, $5,183,975 for the jail operation and $461,026 courthouse security.

County Commission Chairman Frank Irby questioned the reduction in the proposed cost of running the jail.

“The last budget we had was $8.8 million for law enforcement, $5.6 million for jail and $440,000 for courthouse security,” he said.

“My concern is current year, we have law enforcement budget at $7.5 million, court-house at $235,000 and corrections at $5.4 million. I certainly understand the thinking on increasing courthouse security, but I don’t understand the $400,000 drop in corrections when for the last couple years we’ve had a lot of discussions about funding levels in corrections that would be safe,” he said.

OCSO Major Noel Stephen explained that the number of corrections offi cers was not changed. He said the reason for the reduc-tion in the jail budget is that some offi cers who handle inmate transportation and serv-ing warrants have been shifted to the law enforcement portion of the budget.

Commissioner Joey Hoover said that in order to fund this budget request, the county would have to raise the tax rate.

”At that 8.8 mills roll back rate, when you plugged in these new numbers, that still is almost a $600,000 hit to your reserve fund,” he said. “Still a $600,000 defi cit, defi -cit spending.”

One mill equals $1 in taxes for every $1,000 of property value. The rollback rate is the millage rate that would raise the same amount of money as last year, based on the current year’s property values.

County administrator Robbie Chartier ad-vised them to either increase revenue or fi nd additional savings, rather than take money

out of the reserves.The only way to increase revenue would

be to raise millage to over 9 mills, said Com-missioner Hoover.

“All that does is make your operating numbers whole for this year,” said Commis-sioner Hoover. “The problem you’ve created is farther down the road because you didn’t do anything for your reserve fund. You just punted the ball down the fi eld again. I can’t support that in any way, shape or form.

“Next year’s taxpayers are going to be paying this the year after that, and the year after that and the year after that.”

Chairman Irby said at this level, the sher-iff ’s offi ce budget is not sustainable.

“Even at the 8.8 millage rate and with slight increases in property values over the next several years, it would appear that by 2016 budget year we will have used up most of our reserves or all of our reserves,” he said.

“Even with dramatic changes in property values — and I don’t believe anybody actu-ally believes that will happen in the next few years — the numbers do not look good,” he said.

“The last 20 years, we were fortunate,” he said. “We spent a lot of money from the landfi ll fund to balance the budget.”

He added the annual amount generated from the landfi ll in tipping fees has drasti-cally dropped off in recent years. Since the real estate ‘boom’ collapsed in 2008, the county’s property dropped from a high of $2.4 billion to the current $1.4 billion.

“The budget I am asking for is $14.3 which is between the 2004-05 and 2005-06 budget years,” said the sheriff.

“If we put that in today’s dollars, that would be over $16 million.

“I realize the situation, but there are cer-tain things we have to do and certain bills we have to pay,” he said.

“If we look at the projections, how do we keep funding this?” asked Chairman Irby.

“I would not be supportive of this contin-ually. It has been diffi cult the past four years, whittling down the budget. It’s not just the sheriff ’s offi ce. The county is now down to the 2003-04 budget. Most of the constitution-al offi cers are at the 2004-05 budget,” Chair-man Irby said.

“I can’t sit here and promise you it will be lower,” said Sheriff May.

“As taxpayers and business owners you will be sitting here trying to pick up this can that we kicked this year, last year, the year before that ... sooner or later you have to put your foot down and draw a line in the sand and say we just can’t do this,” said Commis-sioner Hoover.

“The current budget for sheriff, cor-rections and courthouse security is $13.7 million,” said Chairman Irby. Mr. Cassels pointed out that because the $500,000 in additional funding compromise in the 2013-2014 budget over covered six months, the current annual cost of that budget would be $14.2 million. At $14.3 million, it would be a slight increase over the current budget, said Mrs. Chartier. She said about $500,000 of budget comes from other sources such as grants, funds contributed by school board toward cost of school resource offi cers and about $100,000 for the senior meals program which operates from the jail kitchen.

“At fi ve years old, I didn’t subscribe to the sky is falling theory and I don’t subscribe to that now,” said Commissioner Bryant Cul-pepper. “There has to be a reason the coun-ties around us are recovering and we are

not. You can only keep cutting so much until you deteriorate the level of service.

“If service continues to deteriorate, take a drive down to Belle Glade and take a look around because that is what we are going to become,” he said.

“At the last meeting, three of us asked him to come back with a proposed $14.3 million and he has come back and brought his budget down to that,” said Commission-er Margaret Helton.

Commissioner Culpepper combined three ideas into one motion: to set the mill-age at the rollback rate of 8.8 mills, fund the sheriff ’s budget at 14.3 million and pull the necessary funding from landfi ll trust fund to balance the budget.

The county attorney cautioned the board that they should determine the funding level for the sheriff ’s department before setting the millage.

The three-part motion was tied 2-2 with Chairman Irby and Commissioner Hoover voting against it.

“I understand where Bryant and Marga-ret want to be at $14.3 million,” he said. “I am going to quote Ray (Domer). If you want to spend $14.3 million, you have to step up to the plate and raise the taxes to fund it.”

Mrs. Chartier said a tax rate of 9.4221 mills would generate the necessary funds. She said this would be about a 6 percent in-crease in the county’s ad valorem tax rate.

“There were three of us at the last meet-ing who asked the sheriff if he could work the 14.3 million budget,” she pointed out. “What are we doing today? Are we now tell-ing him that we can’t work with this $14.3 million.”

Commissioner Hoover responded that apparently that was the case.

After a break, the discussion continued.“The same budget last year annual-

ized budget would be $14.2 million,” said Commissioner Helton. “We have to set his budget, right? What’s it going to take for us reach this?”

“Going forward at what point do we ex-pect a different number?” asked Chairman Irby. “If you look at the numbers, we’ll have this discussion again next year.”

“Last year, the sheriff came in with a $15.6 million budget and we cut it down $2 million in one fell swoop,” said Commis-sioner Culpepper.

“For one year, fund the sheriff. Give him an opportunity. Give us an opportunity to look at this thing like reasonable intelligent people,” he said.

“Since ’08-09, I have dropped the budget of the sheriff ’s offi ce $4 million,” said the sheriff.

“In ’08-09 everything was rosy. We all had the budgets we wanted,” he said.

“I was asked to come here today on $14.3 million.

“I am prepared today to run all three de-partments on $14.3 million,” he said.

“We can estimate, talk about, agree or disagree with projections,” said Chairman Irby, “but it is important to look at projec-tions to look at where you expect to be in the future.”

The administrator said that if they fund the sheriff at $14.3 million, the county will be spending more than they are collecting in taxes.

Commissioner Culpepper tried again with a simplifi ed version of his original mo-tion. He made a motion to approve the sher-

iff ’s budget at $14.3 million.After a long silence, it appeared the mo-

tion would die for lack of a second. Chair-man Irby handed his gavel to Commissioner Hoover and seconded the motion.

“If it passes at this point, if the board in the budget hearing process gives you a total allocation of $14.3 million, are you saying you will fund all three categories and you will not appeal?” the county attorney asked Sheriff May.

“Yes sir,” responded the sheriff.The motion carried 3-1 with Commis-

sioner Hoover voting against it.Commissioner Culpepper then tried the

second part of his original motion, moving that the county property tax rate be set at the rollback rate of 8.8 mills. Commissioner Hel-ton seconded this motion and it carried 3-1, again with Commissioner Hoover the lone dissenter.

The county administrator fi gured the balance and said at 8.8 mills, it will take $588,100 from somewhere to balance the general fund. She said they will need to de-termine where that money will come from.

Commission Culpepper again made the motion to take the necessary funds from landfi ll trust fund. The county attorney re-minded the board that since the trust fund is already below the $8 million minimum set by the board, taking more money out of the fund would require four commissioners to agree. The motion died for lack of a second.

Commissioner Culpepper then made a motion to make up the difference from general fund reserves. This motion carried 3-1, with Commissioner Hoover again vot-ing no.

Lawsuit dismissedThe commission then considered the

pending litigation to ask the court to deter-mine if a county sheriff can refuse to con-tinue to run the county jail.

“You are going to cross this bridge,” said Commissioner Hoover. “Just because you took a detour before you crossed the bridge does not solve the problem.

“I feel we are at the point where we are going to have to have a third party come in and look at both sides of the argument,” he said.

After a short break so the county attorney could meet with the sheriff ’s attorney, Mr. Cassels asked for the board’s concurrence that the sheriff and county agreed to a stipu-lated dismissal without prejudice.

“It puts a little more money in our pocket, as we will not have spent the money on liti-gation,” said Mr. Cassels. He said the matter has drawn statewide attention and it is likely that one or more other counties may ask a court to settle the issue.

“It would be nice to settle the matter one way or another,” he said. “But on the other hand it’s a statewide issue and should be joined in by other counties that have a lot more money.”

The county commission will meet Sept. 11 at 9 a.m. for their regular meeting and at 6 p.m. for a budget hearing.

Before the meeting, County Attorney John Cassels advised the board he has been researching a question that came up at the last meeting. Traditionally, the chairman has voted only to break a 2-2 tie. But with the death of Commissioner Ray Domer, the commission only has four members.

“All of you should vote in all cases, unless you have a legal confl ict,” the attorney told the commissioners.

OKEECHOBEE — John “DAD” Papa John Bi-anchini passed away on August 30th at Lawn-wood Medical Center. John has lived in Okeechobee for over 15 years, he was well known for his loving smile and greetings at Wal-Mart.

John served in the U.S. Navy during the Korean War on the USS Point Cruz & the USS WASP and earned fi ve medals of distinction for his service to our nation.

John was also an avid Cubs Fan and loved to watch and read the news.

died September 2, 2014. He was born May 7, 1953 in Fort Camp-bell, Kentucky. He was a member of In-diantown Family Worship. He was also a member of the PRCA where he was a team roper for 43 years and AQHA. HE was a horse trainer, hunter dive instructor and gun instructor. He en-joyed spending time at River Ranch, swimming in the pool and playing poker and darts.

If he violates his probation, explained Mr. Richardson, Mullin could be returned to prison.

“He was sentenced as a habitual felony offender, which means he is exposed to the full 30 years if he violates his probation for any reason,” said the prosecutor.

Mr. Richardson went on to explain the main reason for the plea deal was to keep the family from enduring a third trial.

“You can never remove the human issue. The little girl (Catelyn) is now 10 and the overriding concern is we would have to put her through a third trial. That was really our primary concern,” he said. “This way, we get a certain outcome and we don’t have to put the family through this a third time.”

Mullin, 41, was found guilty of killing Tony in a fi t of rage in March of 2009 after Tony had taken his daughter to see her mother and his estranged wife, Angela. At this time, Mullin was living with Angela Gehle in her Oak Park home.

Trial testimony indicated Mullin became

enraged at Tony because the younger man would not fi ght him. When he could not goad Tony into a fi ght, Mullin punched him.

With his daughter in his car, along with his estranged wife’s sister Amber Anthony, Tony started to drive away. But, Mullin chased after him on foot and then jumped onto the hood of Tony’s car and tried to hit him in the face through the open driver’s-side window.

Because his vision was blocked by Mul-lin, Tony did not stop at the stop sign at the intersection of S.W. 32nd Avenue and S.W. 21st Street.

His red Toyota Corolla was then hit in the driver’s door by an oncoming F-350 Ford pickup truck.

Tony died shortly after the crash.

Catelyn, who was in the back seat of the

car, survived the crash but has gone through

a number surgical procedures to her face.

Ms. Anthony, who was in the front passen-

ger seat, suffered an injury to her back.

Catelyn was not in the courtroom

Wednesday.

“She told us, in no uncertain terms, she

didn’t want to see him (Mullin) again,” said

Richard.

Mr. and Mrs. Gehle said their grand-

daughter and her mother are now living out

of state.

Lonnie Pryor saw one door close but another door open in his bid to become an NFL player this weekend.

Pryor was cut by the Tampa Bay Bucca-neers on Thursday, went through waives, and was signed Monday to the Buffalo Bills practice squad.

The Okeechobee High and Florida State standout said it has been a crazy couple of days but that despite disappointment in Tampa, he’s excited about the opportunity in western New York.

“It’s a crazy process, once I found out I didn’t make the roster, it’s like a waiting game and I’m just happy to be somewhere now,” he noted

Each team is allowed 10 players on their practice squad. The goal is to have players learning the system and hopefully ready to go should a player on the roster get injured or not perform to expectations.

Pryor will be listed behind Frank Sum-mers who spent 2013 with the Bills. He weighs 248 pounds and has two career touchdowns.

Pryor will also be reunited with former FSU teammate E.J. Manuel who is the Bills starting quarterback.

“It feels good to be near E.J. and the oth-er FSU guys. I’m just happy to have another opportunity to do what I love and I’m very excited that they felt I could help this team out anyway I can.”

Pryor was just in Buffalo playing an ex-

hibition game with the Bucs and caught the eye of the Bills coaching staff with his play on special teams and as a blocking fullback.

The Bills are coached by Doug Marrone, a former assistant coach with the New Or-leans Saints and a former head coach with Syracuse University. As the Bills look to im-prove, Pryor said he hopes to be along for the ride and learn from the veterans.

“They have some great backs here and it’s another opportunity to learn from the veterans and get better. I feel the backfi eld here is great and I’m anxious to see what we can do,” he added.

Pryor said he was not worried after being cut by the Bucs because his agent told him he would get picked up by another team. He admitted it can be nerve racking as you wonder, “where will I end up,” and “where will I have to move to.”

His fi ancé, Caitlyn Winter, has been a big help as she has handled the logistics of his move and found the couple a place to stay. He has been able to concentrate on football and learning the Bills’ system.

“It is like trying to learn to walk again. You learn a system and get really good at it, and then you have to learn another system. I will get a lot of help from the veterans but it takes a lot of work and it can get pretty crazy,” he added.

Pryor said he has no bad feelings towards the Bucs or their new coach Lovie Smith. He said he learned a lot from the Buc players like FB Jorvorskie Lane and he wished the team the best of luck.

“Things just didn’t work out there and I

hope things work out here,” he added.The Bills have not made the playoffs in

14 seasons, the only NFL team not to reach postseason in the 21st century. They have fi nished 6-10 in each of the last three sea-sons. Pryor said perhaps he can help turn

things around. “Everyone wants to win in the NFL, that’s

the goal. I’m excited and I can’t wait to see what the future holds for me and the Bills. I’m just happy to be here and hope every-thing works out,” he said.

A local woman is facing additional charges after she reportedly tried to run from a deputy to ostensibly avoid arrest on an Okeechobee County warrant.

Crystal Ann Rose, 21, N.E. 65th Terrace, Okeechobee, was arrested Wednesday, Sept. 3, on a felony charge of possession of a con-trolled substance (fentanyl) without a prescrip-tion and a misdemeanor charge of resisting a law enforcement offi cer.

Her bond on those charg-es was set at $5,500.

Rose was arrested after a brief foot chase that came about as Deputy Adam Bak-er, of the Okeechobee Coun-ty Sheriff ’s Offi ce (OCSO), was trying to arrest her on a warrant. That warrant charged her with failure to appear for a felony offense - possession of a controlled substance (hydromorphone) and failure to ap-pear for a misdemeanor offense - possession of drug paraphernalia.

Rose is being held in the Okeechobee County Jail without bond on those charges.

Deputy Baker stated in his arrest report he saw a woman running from a duplex on N.W.

11th Street as he approached. The woman, he continued, was wearing a grey dress and san-dals.

According to the deputy’s report he was looking for the fl eeing woman when he was fl agged down by someone, who then told him the woman was in the parking lot of a busi-ness on N.W. 13th Street. Rose was then taken into custody by Offi cer Michael Jordan of the Okeechobee City Police Department (OCPD).

While in the back of the offi cer’s patrol car, Deputy Baker stated both he and Offi cer Jor-dan saw Rose trying to pull something off her arm. When they checked on her, Rose was al-legedly trying to remove a fentanyl patch from her right arm.

She apparently did not have a prescription for that pain killer.


A local man is being held on bond in the Okeechobee County Jail after he alleg-edly went onto a woman’s property, snatched a bicycle from her hands and rode away.

It was, stated a deputy’s report, the second time the man had stolen the same bicycle from the same home.

Jonathan Torres, 22, N.W. Fourth St., Okeechobee, was arrested Tuesday, Aug. 26, on a felony charge of robbery by sudden snatching and a misdemeanor charge of tres-passing on property.

He is being held in the county jail on $5,000 bond.

An arrest report by Deputy Fred Bradley, of the Okeechobee County Sheriff ’s Offi ce (OCSO), stated a woman was moving some bicycles around in the yard of her N.W. Fifth St. home around 2:40 p.m. Tuesday. Torres apparently walked into her yard and grabbed a pink and white bicycle.

The victim reportedly grabbed the bike and told Torres it belonged to her daughter and that he couldn’t have it.

They began to struggle over the 20-inch bi-cycle and Torrres was able to jerk it from the woman’s clutches then ride away.

According to Deputy Bradley, Torres had stolen the same bicycle from the same yard just two weeks prior to Tuesday’s theft. The bicycle was recovered a short time later by the woman’s husband in the 300 block of N.W. 32nd Avenue, added the deputy.

On his way to handle the Aug. 26 com-plaint, Deputy Bradley said both he and Deputy Adam Baker saw Torres walking in the 2900 to 3000 block of S.R. 70 W. When Deputy Baker later went back to that area, he found no sign of Torres.

Torres was later located and taken into custody at 105 U.S. 98 N.

Deputy Bradley stated he later found the missing bicycle on N.W. 32nd Avenue. The deputy went on to state he returned the bike to the victim’s home.

The victim also identifi ed Torres as the man who ripped the bicycle from her grasp, added the deputy.

Man ripped bike from woman’s grasp


A man allegedly used a spare key to gain entry to a woman’s car and then stole a number of items, includ-ing a lap top computer.

Joseph Ray Collins, 18, N.E. 31st Terrace, Okeecho-bee, was arrested Thursday, Sept. 4, on felony charges of grand theft and burglary of a conveyance. He is being held in the Okeecho-bee County Jail on $35,000 bond.

An arrest report by Detective Marty D. Faulkner, of the Okeechobee County Sheriff ’s Offi ce (OCSO), stated Collins used the spare key to open the woman’s 2010 automobile. He then took the computer, the woman’s purse, a charger for an Android cell phone and a bag containing toiletries for a baby.

The victims’ purse contained her driver’s license and credit cards.

According to the detective’s report the items had a combined value of over $700.

The initial theft complaint was taken by OCSO Deputy Jose Garduno, who also told the woman to contact the credit card compa-nies and tell them of the alleged theft.

Deputy Garduno stated in his report the victim fi rst noticed her car had been burglar-ized when she tried to charge her phone but the charger was gone.

Detective Faulkner indicated Collins was apparently trying to sell the lap top for $20.

Report: Man used key to burglarize vehicle


Like a scene from the 1972 horror movie, an army of frogs around a woman’s door were the apparent cause of her concern.

In his Tuesday, Sept. 3, report Deputy Na-thaniel Mitchell, of the Okeechobee County Sheriff ’s Offi ce (OCSO), stated he was called to a residence on S.E. 88th Boulevard shortly after 7 p.m. A woman, who was in the home alone, was concerned because she had just found blood on the front door of her home.

The woman, continued the report, appar-ently went outside to investigate what the deputy described as a “suspicious incident.”

She walked out to her driveway but found nothing out of place.

When she walked back toward her front door she then noticed blood on the door. She then called her husband, who was not home at the time, and he told her to call the sheriff ’s offi ce.

After checking out the home, Deputy Mitchell stated he did fi nd blood on the door frame that appeared “... to be from one of the numerous frogs found at, or around, the door.” He then took photos of the scene for evidence.

The deputy did not mention fi nding Sam Elliott or Ray Milland — only the frogs.

The OHS girls bowling team improved to 1-1 on the season with a 4-3 victory Wednes-day over Jensen Beach.

Jessica Olney rolled a two-game series of 389 and Ashley Byrd added a total of 374.

Okeechobee responded from a slow start to win the match. Jensen Beach won the fi rst game, 582-566. Heather Chandler led

the Lady Falcons with a score of 180. Olney rolled a score of 162.

OHS responded on the second game with a 728-465 victory. Ashley Byrd had a high game of 225 for OHS. Melanie Watson had fi ve consecutive strikes in the game.

OHS won the two of three Baker games, 182-115, 157-137, and 120-123.

OHS coach Jessica Olney said the key to victory was a better percentage of spares,

“The girls have seen what they are capa-ble of and are headed in the right direction,” she said.

Newcomer Lynn Romer had only one open frame in six frames in the Baker games. Olney said the newcomer was a huge boost to the team.

The Brahman boys lost a tight match, 4-3. Brian Chapman rolled a two-game series of 483. Austin Walker rolled a 302 series.

Jensen Beach was led by Nick Iannotti at 454, and Mike Harmon, 444. Jensen won the fi rst game 741-673 and the second game, 728-639. OHS swept the Baker games, 157-139, 150-142, and 134-112.

Olney said the boys held their own in the

Baker games and focused on making spares. She said the regular games have been the problem.

“In regular games they get lazy but they concentrate more and get the job done in the Baker games,” Olney added.

Olney said the team has the talent but needs the focus and the right mind set to win matches. “I am happy with the match and glad to see the girls come together as a team and stay strong to the end. The boys are slowly beginning to understand team dynamics.”

The Brahmans will host Ft. Pierce on Tuesday, Sept. 4 at 3:30 p.m.

Vero Beach showcased a strong running game and an effi cient short passing game in a 48-0 blowout victory over Okeechobee in junior varsity football action Thursday night at Brahman Stadium.

Vero Beach led 14-0 after the fi rst quar-ter, 21-0 at halftime and 34-0 after the third quarter and never let Okeechobee get going in the game.

Okeechobee had their share of mistakes in the game as they dropped a touchdown pass in the end zone in the fi rst quarter, fum-bled in the Indians red zone in the second quarter, and coughed up the football in the fourth quarter.

OHS coach Joe Smith admonished his team to work harder and to always give their best on the football fi eld.

He admitted the Indians were tough competition and his team couldn’t make mistakes to compete with quality teams.

“It’s about execution and getting better. We’ll work on that, break it back down to the fundamentals and be ready next Thurs-day,” he said.

Smith had to be surprised with the score as the freshman class at OHS had come in heralded as one of the better ones in recent memory.

Of course, three of the freshmen are al-ready playing varsity ball.

“We have a long way to go with this squad. It was a very good opponent and probably the best one we’ll play all year. It is tough to play a team that good in your fi rst game with a young squad,” he added.

Smith also emphasized high school foot-ball is much different than youth football. All of the players have talent and all have the potential to be varsity players eventually.

He said the kids must work harder every day to be successful high school players.

“It was an eye opener and a revealing game for them. It let them understand that they can’t do the same things that they did in little league as a high school player,” he noted.

Smith said he still believes in the team’s potential and he accepted responsibility for the fi rst loss.

He said good things can still come from this group,

“We have a decent schedule left and I can take one loss on it. There is nothing wrong with a 7-1 record. We will meet these guys again and maybe get back at them,” he said.

Demetrius Snell made a nice reception of a 28-yard pass and Dartarious Moore had a 57-yard run in the fi rst half for the Brah-mans.

Okeechobee overcame Sebring in a well-played match 25-13, 18-25, 25-14 and 25-17 to improve to 2-0 on the season Thursday night.

Okeechobee featured a strong net game, played solid defense and had an excellent service game in the victory over the Lady Blue Streaks.

Okeechobee controlled play in the fi rst game with leads of 13-7 and 20-12. Sebring fell behind 8-1 in the second game but game storming back to tie at 13-13 and built their lead to 20-16 and 22-18 before winning the fi nal three points of the game. Okeechobee dominated the third game and broke away from an 18-17 lead in the fourth game by winning the last seven points of the match.

Cheyenne Nunez played a strong overall game and said she was very excited about this season.

“This win against Sebring was amazing. I think we are really learning to work togeth-er,” she said.

Nunez said Sebring had won the last match between these schools last year and might have taken Okeechobee lightly. Nunez said the team is improved this year because they have more height at the net.

“Sebring was tough and they have some good hitters and are very smart placing the ball. We reacted when we saw what they were doing to us and we jell very well to-gether,” she added.

Nunez said the team is well conditioned and know they must fi ght for every point.

OHS coach Taylor Pritchard said the team practiced well Wednesday and solved some problems they had against Lincoln Park Tuesday, OHS won 25-11, 25-9, and 25-10. She noted the team communicated well and she made a few lineup changes to solve some defensive problems.

Pritchard said Sebring made the girls work and that was a good test for them early in the season.

“It shows them what they have to work on, lets them know they have the talent they need to go further and gives them a taste of what they need to do to keep this momen-tum up,” said Pritchard.

Pritchard said the team has a much more explosive offense this year and predicted the team will continue to grow in their offensive skill throughout the season.

“We have much more height at the net. We are working on sets and making our passes and sets quicker, we will continue to work on that,” said the OHS coach.

Sebring won the junior varsity match.The next home match is Tuesday, Sept. 9,

against Port St. Lucie.

• The Okeechobee Youth Football League got back toward winning ways as they swept fi ve games against the Lee Coun-ty Steelers in Fort Myers Saturday.

The fl ag team prevailed 12-0, the Mighty Mites 6-0, the Pee Wee 29-12, the Juniors 19-12 and the Senior squad 32-12. Okeechobee teams play at Sebring this Saturday.

• The Lady Brahman golf team opened their season with a 44-stroke victory over John Carroll last Thursday. Hannah Rauler-son scored 47, Cameron White 50, Fernanda Grisales a 54, and Merdith Hilliard 56. Gina Carvelli led John Carroll with a 55.

Coach Bruce Conrad said the KOA course in Okeechobee is a little shorter than some of the courses on the coast but the water hazards and narrow fairways make it a challenge for high school girls. “I felt that the team score of 207 was exceptional. I was very impressed with the play of our younger girls.”

Conrad said he wants to get consistent play from his third through sixth spots like he received last year. He said Grisales posted a 54 despite a few penalty strokes for sending balls into the water hazard. He also noted the improved ball striking of Hilliard since the girls attended a golf clinic at Keiser Col-lege. Yasmine Vega scored a 61 in her fi rst career match. Okeechobee has two home matches this week at the KOA golf course.

• CSC All Star Competitive Cheer pro-gram will host a fi nal signup/registration on Sept. 8 from 6 to 7 p.m. for ages 4-18 years old, no experience required. Registration is $100. Okeechobee will hope for better luck against a familiar rival tonight when they travel to Firemen’s Field in Sebring to take on the Blue Streaks.

Okeechobee made too many mistakes with penalties last week in their loss to Glades Day, 6-0. Coach Chris Branham said the game plan last week was a good one but the team simply made too many mo-tion penalties to win. He noted the team only gets about six hours of practice per week and it wasn’t enough to get ready last week.

“We were much more locked in this week mentally. We had a business like practice Tuesday and the kids were very alert and paid at-tention in fi lm study Monday. They learned a lot about preparation from that loss last week.”

Coach Branham said Sebring has a lot of athletes with good speed and an active defense. He expects almost every game on

Okeechobee’s schedule to be competitive this year.

“This has always been a physical battle. It is good old school football when Sebring and

Okeechobee get together. We won’t change the play book we just have to make sure to execute,” he added.

Sebring won their open-er after waiting out a two-hour rain and lighting delay, 23-13 over Jupiter Christian. Key players for the Streaks include quarterbacks Jair Watson and Silas Berry, tail-back Duran Randolph, run-ning back Giovanni Jenkins and fullback Akem Pierre. Place kicker Hunter Livings-ton connected on a 25-yard fi eld goal last week. Ran-dolph scored a touchdown pass last week.

Sebring likes to run a lot of jet sweeps and screen passes and the Brahman defense will have to be ready for those formations to-

night.Coach Branham said his defense has

played well and noted they held their oppo-nents scoreless for seven quarters and 11 min-utes in the fi rst two games.

OHS will play Antawyn Fludd more at quarterback but with some injuries in the backfi eld he will still be featured at wing back. Juanyae Ford could see more touches at run-ning back as well.

Branham said both teams will compete very hard and neither team wants to lose because the coaching staff often sees one another at camps and in the 7-on-7 summer leagues. He said the team has to play a clean game and leave nothing to chance.

“I’m excited to be back at the rodeo. I don’t question my team’s ability. We just need to learn and pick things up week to week and adjust,” he added.

On the injured list Okeechobee will be without wing back and corner back Jajuan Cherry. Andrew Wine, and Chris Epps are questionable.
