Basic Function and Scope:Keep production safe within required standard and efficiency as required by KRC. To ensure normal operation status and/or ensures correction of abnormal conditions.

To identify long-term improvement opportunities, including process safety, margin improvement, reliability, and energy efficiency.

1) Responsibilitiesa. Directly follows the unit supervisors instructions.

b. Responsible for the management and operation of the assigned unit(s).

c. Responsible for the preparation of units short and long terms plans in coordination with unit supervisor.

d. Responsible for issuing daily operation orders and instructions to shift supervisors.

e. Ensures that all assigned work is completed.

f. Responsible for organizing/coordinating/conducting training sessions for shift supervisors/operators and follow their career development.

g. Responsible for unit operators discipline and attendance.

h. Responsible for the appraisal and evaluation of the shift supervisors.

i. Responsible for reviewing operators evaluation submitted by shift supervisors.

j. Responsible for resolving operation difficulties and ensuring proper running status of key equipments.

k. Coordinates any maintenance work.

l. Responsible for answering technical inquiries.

m. Retains P&ID's and process & equipment data sheets.

n. Responsible of compiling daily and monthly material balance.

(3) Common Routine Duties / Tasks a. Attends the daily hand over meeting.

b. Checks all plant operation conditions, key equipment and chemical injection systems for proper operation and takes necessary corrective actions if equipment or systems are not operating properly.c. Review all records and logbooks of the assigned unit(s).

d. Issues maintenance work requests for equipment/facilities repair & follow their quick implementation.

e. Issue material requests & follow their quick implementation.

f. Issues and closes work permits as per company regulations.

g. Leads the proper implementation of unit(s) start-up, shut down, major changes and test run plans.

h. Prepares daily/weekly/monthly material & energy balances and chemical consumption reports.

i. Review and update operation manuals, start-up & shutdown schemes.

j. Performs the primary incidents and accidents investigation & reporting.

k. Co-operates with TE department to set standards and procedures for routine monitoring of various operating parameters in the assigned unit(s).

l. Submits patrol inspection device to TE for weekly appraisal.

m. To optimize unit(s) energy consumption and find out operation improvement opportunities.

n. To enter, transcribe, record, store and maintain analysis results, operation records and other valuable information in written or electronic forms.

(4) Duties during Maintenance:

a. Confirm with shift supervisors safe and proper handover of the equipment to MC/CP.

b. Organizes and divides the maintenance follow-up work between the shifts staff and ask them to submit daily progress report to unit engineer(s).

c. Carefully and after inspecting the work area, issue/extend/close work permits.

d. Ensure that all maintenance work is performed safely without personnel injury or equipment damages.

e. Inspect all completed maintenance jobs.

f. Ensure proper housekeeping of the maintenance area.

g. Arrange for test-running of the overhauled equipment.

(5) Duties during Emergency:a. Ensures personnel safety; avoids equipment breakdowns and valuable catalysts damage.

b. In case of fire situation immediately report whatever fire erupted according to HSE procedure and act to put out the fire to prevent it from spreading.

c. Response to act by analyzing the parameters showed and prevents enlarging the situation.

d. Even to activate emergency interlocks if necessary.

e. Leads the implementation of the predefined procedure for handling the emergency.

f. Supervises area evacuation in disastrous situations.

g. Brings up the process to normal situation as soon as possible.

h. Properly communicates & coordinates with the related parties.

i. Keeps the immediate supervisor up to date about the situation.

(6) HSE Responsibilities:a. Provide and explain KRC working regulations to subordinates, make sure every one understands them in details and implement them accordingly.

b. Provide HSE safety education documents and notices, train all shift staff to implement the HSE safety regulations related to safe production operations and personnel safety as issued by HSE and guarantee safety before executing any work.

c. Strengthens the management of patrol inspection in assigned unit(s) to ensure smooth running and arranges immediate solution to those equipment having troubles.

d. While compiling the schemes related to startup, shutdown, equipment inspection, technical innovation, the reliable safety and hygiene technical measures should be taken into account.

e. Effectively contribute in the weekly safety inspection of the whole unit(s); rectify the problems and potential troubles found.

f. Provide safety suggestions to HSE department through the production manager for correcting any unsafe working situation in the assigned unit(s) that may affect production and operation or the survival of working personnel. Encourage subordinates to do the same.

g. Conduct theoretical and practical safety & first aid training for shift staff and new comers; regularly organize safety appraisal test.

h. Follow HSE team during quarterly units inspection, answer their enquiries and provide justifications for any unsafe situations found through monthly feedback report.

i. Keep HSE records of the assigned unit(s) safe from damage; implement the recommendations resulting from quarterly HSE inspections.

j. Make sure that various safety facilities (e.g. PPEs and F/F equipment) are in good condition, and instruct shift staff to enhance the correct use, checking and maintenance.k. Issue and close work permits as per HSE regulations.

(7) Required Qualification /Training / Skills:a. Advanced technical training and planning

b. Supervision skills, Organization and Plant Management

c. Work flow and reporting

d. Operation and maintenance budgeting

e. Fluent in written and spoken English.

f. Familiar with company regulations & able to work in compliance with.

g. Training on refinery economics & benchmarking.

h. Training on plant optimization and troubleshooting.

i. Training on the principles of the refinery operation and processes.

j. Instrumentation and DCS control systems knowledge.

k. Excellent knowledge of emergency regulations, disaster control and communications responses.

l. Training in computer software and process simulators.

m. Training in Process safety management.

n. Multi-component distillation wide knowledge.

o. Knowledge on solid agents adsorption & filtration processes.

p. Training on jet fuel production and properties.
