The ODPEM has always advocated and pursued such an approach.– 1993 legislation
• “Objective of the office shall be to advance disaster preparedness and emergency management measures in Jamaica by facilitating and co-coordinating the development and implementation of integrated disaster management systems”
• “Encouraging and supporting disaster preparedness and mitigation measures in all the parishes in collaboration with the local government authorities, community based organizations and the private and voluntary agencies respectively.”

Has led to a general inclusive approach which was clearly in sync with the broad objective of CDM
Reflected in our National Disaster Management Framework.

Programme Activities– Develop a comprehensive national hazard
database by parish– Review EIA’s and ensure hazard vulnerability
and appropriate mitigation measures are included.
– Teach Planners at local authorities how to use hazard maps etc. to make decisions
– Increase capacity at community level to identify and appreciate hazards – thus making better decisions in plan submission.
– Use GIS to enhance development planning decisions

Continue to align strategic plan along CDM lines
Continue to pursue projects and programmes which support CDM
Reviews of the National Planning Framework to include Risk Management Issues
Presentation Made at Jamaica Cabinet Retreat– Follow up on presentation and resultant
activities made at 2005/2006 Cabinet retreat.
