Recently I had the opportunity to attend a meeting in Washington,

DC with other PBS Managers and leaders on the national level,

such as PBS President, Paula Kerger and CPB President, Patricia

Harrison.

As you may have heard, it has been suggested that future funding for public broadcasting be zeroed out…

that includes PBS and NPR. It also includes technical support funding such as the PTFP (Public Television

Facilities Program) and RUS (Rural Utilities Service).

All of that would have dire consequences on your PBS station, WCTE. In fact, WCTE has been the recipient

of a number of competitive grants in the last four years, which improved our signal and service to this region

we call home. Much of this funding was derived from those sources targeted for elimination.

We can all recognize the need for fi scal review and change within our country, but I encourage you to

consider the loss for local communities if the de-funding of public broadcasting were to come to pass. All

across this great country of ours, PBS stations refl ect the voice of our citizens and the communities we serve.

This is a design that is scarce in today’s media landscape and yet so very necessary to keep our heritage and

uniqueness as a country alive.

Public Television Stations are located in every part of the United States and the most alarming thing to me

is that if we lose or even damage this design of free, over the air, non-commercial, educational, inspirational

television and radio, it will be a design that could not be replicated again. By removing a local community

voice and service, the loss would be so profound that future generations would forever pay the price.

The mere $1.54 per person per year of federal funding received by public broadcasting produces exponential

returns for taxpayers, including high-quality programming and services on a local and national level;

unmatched children’s programming; formal and informal educational instruction for all ages; in-depth news

and public affairs programming; and a clear and uncompromising voice of local communities all across

America.

The future is bright in public media service on a local and national level, which is why we must protect

what is ours… protect the investment… protect WCTE. 2011 will bring about great things and you are

instrumental in that greatness and in creating an environment that recognizes the value of education and

inspiration for all Americans. We are grateful for you and for your support.

The State of Tennessee pays tribute to the First Lady of WCTE.

On December 8th, in the WCTE studio, Tennessee State Senator Charlotte Burks presented Richard Castle with a

State of Tennessee Proclamation posthumously honoring his wife Donna Castle, our fi rst lady of WCTE, who passed away in 2008. Both Dick and Donna had a vision for this little PBS station and both dedicated their lives to it. The second to last line of the proclamation in honor of Donna said it all. It read, “BE IT RESOLVED BY THE SENATE OF THE ONE HUNDREDTH SIXTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF REPRESENTATIVES CONCURRING… That we honor the memory of Donna Castle, refl ecting fondly upon her impeccable character and stalwart commitment to the living the examined life with courage and conviction.” Impeccable character. Living the examined life with courage and conviction. The people who worked with her agreed…

I had the good fortune to begin working with Donna when I was a student intern and we remained close until her death.

She is missed everyday on so many levels, but especially in her insistence on producing at the very highest level...whether we were talking about local programs or the auction or the guide...she wanted it done well. It’s why she called us from her hospital bed just days before she passed away, while we were doing the auction, to give us suggestions on improving the broadcast. She was right every time! I loved that and loved her. In those early days, Donna and I would go out together to shoot and interview folks all across the Upper Cumberland. She referred to us as the Amazon Team, because we had to be just as strong and tough as the guys in shooting and pulling our weight on a production crew. She was an exceptional interviewer and taught

me that skill. She taught me the art of listening to the guest, not jumping ahead and thinking of the next question, but to really listen and follow up. Donna was tough inside and out, but she was also equally compassionate. She had the most infectious laugh and sense of joy even when times were tough. She treated us like her own family and because of that there is a void at WCTE that will forever be without her here. I miss her, but am thankful for knowing her.

On a work related basis, I appreciated Donna’s intelligence and memory. I told her many times that she had

a memory like an elephant. She was always willing to drop whatever she was doing to answer any question I might have and always willingly assisted callers or anyone who might stop by the station, with any type of information they might request. On a personal basis, Donna was one of the most unselfi sh people I ever knew. It was never about “HER.” If you asked her how she was doing, somehow she always managed to change the subject and/or turn the question around and made it about you. She was intelligent, strong, caring, creative, helpful, STUBBORN (Ha!), a dear friend & co-worker, and I loved and miss her dearly.

My favorite Donna memories relate to her interactions with my daughter Katie. When Katie was little, I would

bring her to the station with me. The business purpose of my visits were irrelevant to Katie; she just wanted to know if “we are going to see Mrs. Donna.” It didn’t matter what Donna was doing, she would scoot her chair back from

her desk and Katie would crawl up in her lap and talk for a while. Miraculously, Katie always seemed to come away with some really cool PBS themed gift. To Katie, Mrs. Donna WAS WCTE. After Katie started school, she came to the station less and less, but Donna always kept up with what was going on with her and what her interests were. When they did see each other, they always seemed to pick up right where they had left off. Donna was a greatly accomplished and very intelligent woman, but she made my little girl feel like the most special person in the world. I will always cherish her memory for that!

I will always remember Donna driving her little red truck with her window down and her arm hanging out. She always had

it down in any weather but rain. She had a rough “bark” about her with a tender heart.

Donna was full of wisdom. She had so many gifts... writing, interviewing, loving her boys, fi nding the perfect

auction and the best box of goodies, listening to us, guiding us and knowing everything about WCTE! I often think I will walk into the offi ce and she will be at her desk waiting to share a laugh. Her passing is a void that will never be fi lled. This quote by Mary Karr reminds me of her… “She could no more be gone than gravity or the moon.” That’s exactly how I feel about her. As long as WCTE is alive Donna’s spirit will be there. I was glad she loved me and blessed that I got the chance to love her.

Recently I recommended that John’s Place in Cookeville be added to the National Register of Historic Places.

For those of you who aren’t familiar with John’s, it is located along Highway 70, just past the triangle where Broad and Spring Streets merge. Don’t let the modest appearance of the building deceive you. John’s Place played a signifi cant role in the history of post-World War II Cookeville, Putnam County, and Tennessee Technological University. Ed McClellan founded the business in 1949. Then known as “Ed’s Place,” the business originally served as the second grocery store for the African American community on the outskirts of Cookeville’s West Side. In 1950, Ed partitioned the building with a grocery store on one side and a restaurant

on the other. While Putnam County was segregated, Ed’s Place welcomed and served down-home Southern cooking to black and

white people alike. The restaurant fl ourished. “From the beginning, this was a place where black and white folk were welcome,” said Robert Farley, a friend of the McClellans.

“Ed did that… lots of traffi c came through here on Highway 70. We didn’t have an Interstate. Lots of people stopped in here on their way from one place to another. Word got around about this place, you know? This place had a steady clientele for years. I’ve seen it packed wall-to-wall with people.” In 1957, after the acquisition of a beer license to sell packaged beer, Ed and his brother John Lee McClellan agreed to rename their business “John’s Place.” Ed’s name continued to be associated with the hamburger joint across the street, Ed’s Dairy Mart. In the early 1960s, John’s Place received permission to open a bar on the premises. The partition between the restaurant and the store was removed and a horseshoe bar, designed by John Lee, was installed in 1963. The bar, still

there today, made it easier for customers to interact and for staff to serve them. “John’s Place sure did allow blacks and whites to mingle and there was never a bit of trouble,” said Farley. “ Everybody was welcome here… People could mix here and just be themselves. I can’t recall a single episode of racial tension here, not one.” Though John’s Place continued to serve Southern cooking, John Lee wanted to create a signature food item. He sat down with his family, came up with a special recipe and took it to a local meat packing company. In 1964, the John Dog was born. A favorite of the Tech Rugby Club, whenever they travel, the John Dog goes with them. Consequently, John Dogs have

been enjoyed from the British Isles to New Zealand. Until 1967, the black community derogatorily referred to as “Bushtown,” was just west of Cookeville’s corporate limits. When West Cookeville annexed the community, John’s Place became the fi rst business that could legally sell beer within the city limits since World War II. John Lee McClellan played a signifi cant role in the integration of Putnam County and the surrounding region, even outside of his business, earning the respect of the white community while advancing the cause of civil rights. He held a place of prominence among Putnam County’s small African American community, making him the liaison along the region’s racial divide. John Lee was also the fi rst African American elected to public offi ce in Putnam County as Justice of the Peace. During the 60s and 70s, John Lee and Ed’s son, John “Shakey” McClellan, took a personal interest in Tennessee Tech. Shakey was the fi rst African American to enroll at TTU who did not attend on an athletic scholarship. He was an ardent supporter of the Golden Eagles and was posthumously

inducted into Tennessee Tech’s Sports Hall of Fame. He was noted as the fi rst African American to play tennis in Cookeville and often volunteered his time assisting the coaches of the tennis team. Shakey also earned a reputation as an excellent racquetball player and won several local championships. When John Lee died of cancer in 1973, Shakey took over John’s Place. Shakey often boasted, “John’s Place did more for integration and the Civil Rights movement here than politicians. Lots of people around here, you know, Crossville or Jamestown, never saw a black man or woman ‘til they came to John’s. This place integrated the Upper Cumberland!”

Over the years, John’s Place has been a favorite of thousands of TTU students and faculty, whether they were in search of a serious discussion or just a cold beer and a John Dog. Homer Kemp, the Chair of the Tech English Department, observed, “John’s provided a relaxed atmosphere where people could bounce ideas off each other and really hash them out.” When Shakey passed away in 2008, John Lee’s wife Mary Alice, who had been working with Shakey, took over. Each year at the Tennessee Tech Homecoming, Mary Alice extends the size of the building by erecting a large tent for the overfl ow crowd and serves barbecued ribs, pulled pork and baked beans in addition to the usual John Dog and fried catfi sh. John’s Place has brought people of all types together, providing a venue for them to interact freely. Town and gown, black and white, rich and poor, all found common ground at John’s. Stereotypes were confronted head on, and John’s Place helped folks see people for who they were, not the color of their skin. It is an Upper Cumberland landmark that deserves to be acknowledged and preserved.

Glennis & Don Bassi were married in Cocoa Beach, Florida in 1965. When they left

the sunshine state, they settled in the Smartt community of Warren County, Tennessee. Glennis received her Master’s degree at TTU in 1972 and then worked as a teacher and with several political campaigns including the senate race of Albert Gore, Sr. as well as the congressional race of future vice-president Al Gore in 1976. Don spent some time working in the concrete industry, moving to Tennessee with General Shale, but ultimately retired from AEDC, where he was contracted as an engineer with Arnold Airforce Base. Since settling in the Upper Cumberland area, the Bassis have been loyal fans of WCTE. A member since the early 1980s, Glennis was introduced to the station through the infamous “Bologna Days” that were held at the TN State Legislature and broadcast by WCTE’s Donna Castle in the 1980s. Glennis also helped to get WCTE’s resources into the hands of other teachers by working at the Warren County Teachers Center and ensuring that the facility had materials such as educational videos to supply. Now that both members of this vibrant couple are retired, they have a bit more time to watch their favorite programs. Don is a fan of all the great science programming on WCTE and Glennis loves EVERYDAY FOODS. Both enjoy “Charlie Rose” and THIS OLD HOUSE and they look forward to the PBS NEWSHOUR with Jim Lehrer each evening. Glennis believes that “PBS has a civility that you don’t fi nd on the national networks,” stating that she enjoys the news especially because it allows her to “see discussions from all points of view where folks are cordial to one another.” The Bassis believe in WCTE and are proud to support it because they see the station as an invaluable resource for the Upper Cumberland community. Through the help of viewers like the Bassis, WCTE-TV can continue to bring quality programming to the viewers of the Upper Cumberland as well as build community partnerships and provide outreach services to those who need them most.

Beginning in January, our main channel, 22.1, will change to HD. “Now that most PBS broadcasting is in HD and we can produce our local programs in HD, the timing is right to make the transition,” said our consulting engineer, Wayne Rosberg. “It’s a complex process. There’s a lot of reconfi guration of the equipment.” Along with the HD conversion, the WCTE engineering staff, comprised of Ralph Welch, Jim Winters and Randall Jackson, is hard at work installing a new transmitter. The transmitter is doubling the power in the antenna that broadcasts the signal throughout the WCTE viewing area. “It’s been a long time coming,” said Jim Winters, Broadcast Engineer. “It’s going to help fi ll in the gaps.” The aim of installing the new transmitter is not to increase viewing area but to increase the power to those areas already covered. Because the new antenna still needs some work, the installation will not be complete until March 2011. The two processes have been labor intensive according to Chief Broadcast Engineer, Ralph Welch.“I wish you could fl ip a switch and it just happens,” said Welch, jokingly.

When Dawn Kupferer, the Community Development Planner for the Upper

Cumberland Development District, asked me to come up with an idea for a project that would benefi t and involve the community, I suggested that we establish a garden in Cookeville open to anyone interested in gardening. Community gardens are found in urban centers across the country. They are a great way for neighbors and families – even organizations - to work together outside, develop friendships and grow healthy food. The gardens can also be used for educational purposes. Both adults and children can learn how to plant and prepare the produce after it is grown. From the beginning, there was interest from the Master Gardeners, the Highlands of Tennessee, Cummins Filtration, the City of Cookeville, the Cookeville Children’s Museum, WCTE and the Putnam County Commissioners. That interest continues to gain momentum. Thanks to the persistence of Kim Blaylock

and the generosity of Putnam County Commissioners who championed our cause at multiple county meetings, a location for the Cookeville Community Garden (CCG) has been established. The CCG will be located in the heart of Cookeville, just blocks from the Interstate. Accessible by public transit, it will be near the Putnam County Fairgrounds on the corner of Veterans Drive and Walnut Ave. The garden has already been designed, based on the expertise of Master Gardeners Jan Tollett, Teresa Bostic and Linda Minnick. With nonprofi t status, the CCG is applying for grants and is seeking local support. By February, we want to be able to build fencing. By April, we want to start renting plots to organizations, groups, families and individuals. Our award-winning documentary-making friend, Todd Jarrell, always has a few irons in the fi re. In

November, WCTE, Todd and renowned local wood artist Brad Sells hosted the premieres of Todd’s latest work, “Tree Safari: The Koa Connection,” at the Palace Theater in Crossville and at the STEM Center in Cookeville. “Koa” follows Brad Sells to the volcanic slopes of Hawaii in search of exotic Koa wood for his unique sculptures. Another event hosted by WCTE, Habitat for Humanity, Todd and artist T.J. Edwards at the DelMonaco Winery on Oct. 26 in Baxter gave the public a chance to take a behind-the-scenes peek at what goes into making a documentary from inside the documentary. Todd was shooting the last scene of his latest fi lm, “The Heartbeat of Jingdezhen.” The fi lm follows T.J. as he travels to China to explore the ancient secrets of creating ceramics by true masters of the craft. The evening included an amazing display of the T.J. Edward’s beautiful bowls, all of which, at the end of the evening, he generously donated to Habitat of Humanity to sell at their “Cooking on the Square” fundraising event. Lark Mason, Asian art expert and an appraiser for the Antique Road Show was also on hand. Todd is working on a documentary called “The Last of the Cape Horners”

about the tall sailing ships and the rugged sailors that challenge the hazardous waters and fi erce winds of Cape Horn. He is also stirring up interest about televising “Bluegrass Underground,” a music show taped in the magnifi cent Cumberland Caverns near McMinnville, TN (and shot by WCTE).

She was so generous and genuine. From the moment I started working here, she was my resource. She answered every little or big question

that I had and never made me feel dumb or like I was bothering her. The joke in the offi ce was that Donna was MY assistant, because I spent so much time at her desk – learning from the master. I miss her every day. I really do feel that she knew how much I appreciated her and cared about her.

Donna was always involved in everything. Even in Engineering, if something needed fi xing and you were there all night, she would be there too,

reading you the manual or holding the fl ashlight. She used to take care of all of us. She was like a second mom.

When I used to work in the old Master Control room at night, I’d be sitting there by myself in the dark, about to fall asleep,

and the phone would ring. It would be Donna. As Program Director, Donna scheduled all the recordings for the station, and the Master Control operators were responsible for getting those shows as they were fed from the PBS satellite. Normally, the operators would receive a list of scheduled recordings a day or two before the shows actually came down, but occasionally,

minute.

She’d say, “Hi, Craig! I need you to record something for me,” and I’d get out

the record list to write it down, thinking it was going to be some PBS show she’d

accidentally left off the list. And then she’d say, “I need you to record ‘Dancing

With The Stars’ at 7 p.m. off channel 4. Just record it to a DVD and put it on

my desk. Thank you very much!” She did this every week until it just became

habit for me to set up the DVD player to record it for her. She was always very

appreciative.

Donna was a great example for me, as a young journalism student

starting my internship here. I had the opportunity to tape many of

her interviews and was always struck by her ability to get to the heart

of any story. She had a graceful way of putting people at ease while maintaining

a strong sense of professionalism.

She had her cubicle open so she could see everyone as they walked in to

greet guests and staff and would sometimes sing my name when I came through

the door. No matter what, Donna would ALWAYS take the time to talk (she’s

the only person I never minded calling me Mandy). I miss her voice and the

sincerity of her friendship.
