CBA Spring Regional Luncheon Meetings Off to a Fantastic Start!

With over 70 attendees at Chateau Elan in Braselton last week and over 60 attendees in Marietta yesterday, the 5th Annual Spring Regional Luncheon Meetings are off to a great start!

The meetings began with the popular and well-attended Bankers Only Peer Group which included a Legislative Update from Dan Brannan, James-Bates-Brannan-Groover, LLP and a briefing on accounting issues from Tim Veal with Nichols, Cauley & Associates, LLC.

Bankers and CBA associate members enjoyed networking before the luncheon and heard two impressive presentations on “Managing Interest Rate Risk for Optimal Balance Sheet Performance,” and “Ways to Grow Your Business in a Challenging Environment.” The Chateau Elan Golf Club offered a great day of golfing for the PAC/PR Tournament. The next PAC/PR tournament will be held April 16th in Albany.

“We're addressing two hot topics at the Spring Meetings,” stated Rob Braswell, President & CEO of CBA. “Regulators are focused on interest rate risk, and bankers are interested in generating growth. Bankers and Associate Members love the fact that they do not have to travel far to hear these impressive speakers as well as develop relationships. Banks Urged to Beef Up Defenses Against DDoS Attacks, ATM FraudAmerican Banker reports banks have a fresh reason to raise their defenses against denial-of-service attacks and ATM fraud: regulators are watching. In two statements issued recently, the Federal Financial Institutions Examination Council pushed banks to set up better security controls on both fronts.

One statement warned banks to be on the lookout for a type of ATM fraud in which criminals can withdraw large amounts of cash, outside any account or other limits the bank has set up. The U.S. Secret Service calls "Unlimited Operations," and in its alert, the FFIEC noted that a single attack netted scammers over $40 million. Click here for full article.

House Banking Panel to Examine Regulators' Cost-Benefit AnalysesThe House Financial Services Committee will hold a hearing with senior regulatory officials to explore the costs of recent rulemakings and other agency actions. The banking panel will hear from the chief lawyers of the Consumer Financial Protection Bureau, Federal Deposit Insurance Corporation, Federal Reserve Board, Office of the Comptroller of the Currency and the National Credit Union Administration.

"This hearing will examine the economic consequences of recent rulemaking, supervisory, and enforcement actions" at the agencies "on consumers, community financial institutions, the U.S. economy, and our domestic job-creating businesses," according to a memo circulated recently by the committee.

Lawmakers will focus on how regulators evaluate costs and benefits of their rules and actions, including "the steps federal regulators take to measure the impact on consumers if they no longer have access to specific products or services as a result of regulatory action," the memo said. The banking panel will also investigate how the agencies determine whether to undergo formal rulemaking under the Administrative Procedure Act.

Regulators Extend Compliance Period on Volcker Rule for CLOsAmerican Banker reports regulators will extend by two years the conformance period under the Volcker Rule for banks with legacy collateralized loan obligations. A fight has been brewing over a provision in the Volcker Rule that could force banks to sell off billions of dollars in CLO holdings before it goes into effect in July 2015.

The rule, which is designed to restrict banks' investment in hedge and equity funds, determines that institutions have an "ownership interest" if they have a vote in removing management. Click here to read the full article.

terminals and ATMs, some of which already accept EMV chip cards, the EMV Migration Forum announced at its March meeting. The Forum also provided in-depth briefings on the significant progress in working through technical challenges relating to EMV debit implementation, resulting in an industry stakeholder-supported debit technical solution framework.

“In the last few months we have seen a dramatic shift in the interest and understanding of the benefits that EMV chip cards provide, particularly in helping to lessen the impacts of payment data breaches and to prevent counterfeit card fraud. As a result, the U.S. migration is accelerating and there is a refreshed urgency in resolving issues and moving forward as quickly as possible,” said Randy Vanderhoof, Director, EMV Migration Forum. “Given the commitment and work of our membership and the recent progress in resolving debit challenges, I think in the next year we could see a hundred million or more chip cards issued and more than double the number of installed terminals.”

Since its inception in 2012, the EMV Migration Forum has brought all industry stakeholders, including global payments brands, financial institutions, merchants, processors, acquirers, regional debit networks, industry associations and industry suppliers together to work collaboratively towards a successful migration.

FASB to Issue Final Guidance on CECL Model in 2014 During a recent Financial Accounting Standards Board (FASB) meeting, two key decisions were announced related to the Current Expected Credit Loss (CECL) model. The FASB is currently discussing the proposed Accounting Standards Update, Financial Instruments-Credit Losses (Subtopic 825-15), with the goal of developing final guidance for the impairment of financial assets.
