CMDR.HALEY: Comments >PNC Mancino questions the status of the National Office. CMDR HALEY replies the Board and Department Commanders recommends this update be given before the complete convention. >PNC Tanguma, Convention Chairman, gives update on the convention progress. Announces that Archbishop Shenhan will be concelebrant for tomorrows 7:30 mass. Commander Fred Hudson, NM #1055, invites everyone to the Hospitality Room, every night of convention (#207)

>Dept Cmdr. Shelly, Ohio, reviews his letter regarding charges against the Commander. CMDR HALEY: replies that the issue will be dealt with at convention as a separate line item. >3rd V. C. Jones, Florida comments regarding the position of Executive Director, suggest that position be moved to an Aide to the Commander. >PNC Garcia, Discusses the duties of the Service Officer. See an issue with the term the Officer serves. There should be an overlap in the period the Service Officer serves so there are no voids in service to the veterans. >Historian Cavazos requests that all additional Photo Albums be delivered to the meeting room not his hotel room. Or deliver them to the hospitality room.

“Our dead are not Unknown Soldiers, We know who they are and whither they seek to go. We know that some may languish in Purgatory and until the last earthly stain is wiped away and until the last earthly injustice is repaired.

We also know that we can speed their passage from a Purgatory of shadow and pain to a Paradise of Happiness and Light. We can hasten the dawn of eternal rest and the rays of perpetual light Our prayers and masses and works of Charity can assist our dead in gaining entrance into the blessedness of heaven. We love our Dead We can help our dead. Let us pray for them always,

Flowers may wither upon their graves. A daily garland of prayers is better than an armful of roses. As we approach the Golden Memorial Hour of the Catholic War Veterans, Stand for a moment in silence, and let there rise from your heart a prayer beseeching Almighty God, the Father of us all, to grant to the souls of our departed comrades, a peace and a glory that is theirs because of the sacrifice they made that other men might live.”

[1:34:00] Commander Haley recognizes National 3rd Vice Commander, Jones who request to address the convention with an alternative to a roll call on each item. 3rd Vice Commander Jones suggest that we vote in reverse on the amendments. Meaning that with 971 registered delegates it would require 324 “NO” votes to defeat each amendments, therefore we will count the ‘no” votes in lieu of the “Yes” votes and if they are not near 324 in number the motions will carry. Shelly from Ohio, who promised to “no” vote every item has agreed to this procedure. Jones makes this a motion. Question: Garcia. Jones clarifies. Motion to recognize the negative vote and if not close to overturning the “for” the motion will advance. Motion carries. With this procedure in place Commander Haley calls By-laws committee chairman Finkel to continue his report. Summarizes the issue (Trinity Partners) again and recommends that procedures be put in place to stop this from happening again. Commander Haley Responds: The PA Judge Advocates report was directed to Department Board as a recommendation on how to handle issues like this in the future and implied reconciliation. Commander Leo F. Haley 777 Water Street # 707 Pottsville, PA 17901 Dear Commander Haley: I have reviewed the Bylaws, Constitution and letters of Complaint in reference to the hiring of the employment consultant firm. Technically, the expenditure of $20,000.00 to $25,000.00 should be subject to the authorization and approval of the National Board of Officers. However, the National Commander is the Chief Executive Officer of the Catholic War Veterans and there are no explicit limits on the authority of the National Commander. What Is the job of the Chief Executive Officer? It is not defined by the Constitution & Bylaws of the Catholic War Veterans. It certainly can be argued that an emergency meeting should have been called. However, what is the likelihood of obtaining a quorum of fifteen (15) Board members before the National Convention? The Constitution could not reasonably foresee that the National offices would be on the verge of closure because of the resignation of the entire staff. In regards to the call for disciplinary action, Article XIII – Disciplinary Action states: Section 2. A member may be suspended or expelled from the Catholic war Veterans of the United States of America, Inc., only upon proper showing of cause, which shall be based upon disloyalty, neglect of duty, dishonesty, or conduct unbecoming a member of the Catholic War Veterans of the United States of America, Inc. In my opinion, in no way can the actions of the National Commander be considered disloyal, negligent, dishonest or conduct unbecoming a member of the Catholic War Veterans. A questionable, technical violation under emergency circumstances should not be subject to a disciplinary action. We elect a National Commander to make executive decisions.

26. CONVENTION COPORATION [5:08:44] Corporation Chairman Tanguma call the meeting to order. Calls for nomination to replace Director Tanguma, Garcia motions Schwally to replace Tanguma on the Committee. 2nd By Hahn. Voice vote. Motion carries. Chairman Tanguma calls to revisit the decision on the location of the 2015 convention. There is no support to change the location. Motion made and 2nd to leave the convention in Las Vegas. Motion carries. Youngren: Discussion on the date of the convention. Garcia, Constitution requires the convention be in August or September. The convention committee will consider having the convention the 1st week of August to accommodate the children going back to school. Garcia calls for a round of applause for Chairman Tanguma.
