1 Getting Started 1.1 Overview

CaseWare® International Inc. licenses the content for C-PEM 2011 under agreement with the Canadian Institute of Chartered Accountants (CICA). The content provides non-authoritative guidance on applying auditing standards developed by the International Federation of Accountants (IFAC) and adopted in Canada as the Canadian Auditing Standards (CASs) by the Auditing and Assurance Standards Board in Canada (AASB).

The content in CaseWare®/CICA Audit, Review, and Compilation is based on the Canadian Professional Engagement Manual (C-PEM), which is described by the CICA as follows:

“The C-PEM is designed to:

• Assist practitioners performing assurance and compilation engagements for small and medium-sized entities (SMEs); and

• Promote consistent application of the Canadian Auditing Standards (CASs) and the review and compilation standards (other Canadian standards — "OCSs") included in the CICA Handbook - Assurance.

The C-PEM provides non-authoritative guidance on applying the CASs and OCSs that were issued by the AASB as at December 31, 2010.

The goals for C-PEM are to help practitioners:

• Educate and train professional accountants and students; • Conduct high quality, cost-effective SME engagements; and • Better serve the public interest.

The purpose of the Canadian Professional Engagement Manual (C-PEM) is to provide practical guidance to practitioners in conducting audit, review and other assurance and compilation engagements for small- and medium-sized entities (SMEs). Problems unique to particular kinds of organizations such as listed entities (public companies) or specialized industries (such as municipalities and financial institutions) are not specifically covered.

The sample forms, checklists, questionnaires and so forth provided on the accompanying file are useful practice aids that can save time and money while ensuring completeness and consistency. However, these practice aids do not address the wide range of circumstances, risk factors or specific industry issues that may exist for a particular client or groups of clients (such as those operating in a specialized industry). Consequently, the C-PEM forms should always be tailored to address the known facts and circumstances of each engagement.

It is recommended that staff receive some basic training on the use of these forms. The forms have been designed to document audit evidence obtained in a structured and systematic way. This facilitates ease of file review and time saving when updating the forms in subsequent years.

The C-PEM is not a substitute for professional standards and the related pronouncements nor is it a substitute for the practitioner's professional judgment. It is an aid for understanding and consistently implementing these standards on SME audits and other engagements.

It is anticipated users will:

• Read the original pronouncements It is assumed that practitioners have read and have a basic knowledge of the Canadian Auditing Standards (CASs) and Other Canadian Standards (OCSs).

• Exercise professional judgment in each engagement The practitioner's application of relevant knowledge and experience to the known facts and circumstances of each engagement is a key requirement to ensure informed decisions are made about matters such as materiality, nature and extent of procedures required, evaluation of evidence obtained and the drawing of appropriate conclusions.”

The content is updated on a regular basis by the CICA and practitioners should ensure that they are using the most up to date version of all forms.

Condensed audit forms ("c" forms) are abbreviated versions of the standard C-PEM audit forms. They are designed primarily for use on smaller engagements by auditors who understand the CAS requirements. Compliance with CAS requirements is required regardless of what forms (standard, condense or memos to file) are used. Additional information is provided on the use of "c" forms on Form 001c.

Disclaimer

These forms are designed to assist practitioners in the implementation of “Canadian Auditing Standards" (CASs) for audit engagements and "Other Canadian Standards" (OCSs) applicable for review and compilation engagements. The forms are not intended to be a substitute for the CASs or OCSs.

Practitioners should utilize these forms in light of their professional judgment and the facts and circumstances involved in each particular engagement.

The CICA and CaseWare® International Inc. disclaim any responsibility or liability that may occur, directly or indirectly, as a consequence of the use and application of these forms.

1.2 Enhanced vs. Standard Templates

When you insert the CaseWare®/ CICA Templates CD into your drive, you will be asked which template you wish to install. You may choose the enhanced template format, the standard template format, or both.

Note: The enhanced templates must be installed on individual local workstations and should not be installed on a network.

1.2.1 CaseWare®/CICA Enhanced Templates

The CaseWare®/CICA Enhanced templates provide a standardized framework within which firms can customize and create content or use out of the box. Firms can take advantage of the built-in automation which promotes efficiency in the audit process.

The CaseWare®/CICA Enhanced templates provide powerful functionality over the standard templates, including:

Content Authoring – standardized programs and checklists make it easy for firm authors to create and manage content. Right click menu options provide simple to use functionality to add or customize existing content. Permissions exist to define work program/checklist presentation format and terminology. Customization options are available to define:

• Work program responses

• Procedure sign-off behavior • Work product/sign-off retention policies on year-end close process • Define Assertions • Define Financial Statement Areas options (Audit only) • Define Risk options (Audit only) • Define Control options (Audit only)

Content Management – version tracking functionality exists within the enhanced templates to allow content to be tracked at the document and procedure level ensuring client files are always up to date with the latest firm and CICA content. As the firm author you define globally how future content updates are to be addressed in client files. The version tracking document provides a concise report of documents/procedures in a client file that differ from the master firm templates.

Tracking Risk – a centralized risk tracking system allows you to create, manage and report identified risks. Record risks as they are identified throughout the audit by clicking in any document. Risks are stored centrally then conveniently presented in the Risk Report and at the top of each work program. Risk properties and attributes are easily customizable by the firm author.

Tracking Controls – combined with the centralized risk tracking system, the enhanced template enables you to create, manage and associate controls to the relevant risks. Record controls by clicking the in any document. Controls are stored in the central database and then reported in control matrices, displaying the relationship with risks and grouped by business cycle.

Efficient Partner/Manager Review – preset the Partner Manager Summary document in the customized template to present the information deemed important by the firm author for engagement executives. Multiple versions of the document can be created by copying and pasting and setting the filters to define the desired content.

Audit is friendly and easy to use and helps engagement teams gain efficiencies through its automation.

Financial Statement Areas (FSA) worksheet – this worksheet provides a central source for reviewing material accounts, setting up business cycles, defining relevant assertions and referencing to the appropriate work programs. Used in the planning process, the FSA helps teams quickly and easily identify material accounts.

Risk Report – a comprehensive report providing detail information of all risks identified in the engagement. Apply filters and views to present high level information that is important to engagement executives or present detail information for engagement team members.

Control Matrix – a comprehensive report displaying detail information about the controls and the association to relevant risks. Create multiple matrices to display the controls by business cycle or manage within a single matrix by applying business cycle filters.

Work programs and checklists – fully automated documents that are easily customizable by the firm and the engagement teams. Right click menu options provide simple to use functionality to customize content, add existing content from the firm library, link procedures to identified risks, efficient sign-off, automatically create an issue based on pre-defined responses and much more.

Note: Not all components are included in the enhanced Review and Compilation products, including: Risk Tracking, Risk Report, Control Tracking, Control Matrix, Financial Statement Areas Worksheet, and the Partner Manager Summary document.

2 Enhanced Templates – New C-PEM Installations

2.1 Installation

The CaseWare®/CICA C-PEM Enhanced templates (Enhanced) currently do not support a network installation. The templates must be installed on each workstation where they are to be used. However, you can install to a network ONLY if you are operating in a thin client environment, such as Terminal Server or Citrix. Each template must be installed on each workstation where it is to be used.

Please make sure no other programs are running before you install the templates. In addition, disable any virus-checking software until you have finished the installation. Most virus-checking software interferes with the copying process done by the installation program.

Installing the Enhanced templates is a simple process. The installation program sets up all the necessary files, program groups, and icons to run the Enhanced templates.

There are two methods of installing the Enhanced templates. Select the method that is appropriate for your firm.

• Installing the Enhanced Templates “as is” - If your firm does not intend to customize the template, you should install from the CD.

• Installing the Enhanced Templates – “Firm customization” o Firm Authors – A firm can customize with firm specific content and repackage the

customized installation for distribution to users o End Users – A user installs the firm-customized templates created by the firm.

Notes for all installation methods:

• The installation process may take several minutes. • If you are using firm-customized templates, please refer to the section Installing the Enhanced

Firm-Customized Templates – End Users for installation instructions. • In situations where a reinstallation is necessary, ensure that any customized files that you wish to

retain are backed up prior to reinstalling. Reinstalling replaces all items in the current installed template including any customization made to the libraries.

2.1.1 Installing the CaseWare®/CICA Enhanced Templates ‘as is’

If your firm does not intend to customize the Enhanced templates, you should install them from the CD to all workstations. If you are using a firm-customized Audit, Review, or Compilation template, you should not install from the CD. Please refer to the section Installing the Enhanced Firm-Customized Templates – End Users for installation instructions.

1. Insert the CD into your CD-ROM drive. If the CD does not launch automatically, go to My Computer and double-click the icon for your CD-ROM drive to launch the CD manually.

2. From the screen select Install C-PEM 2011. 3. Select the Enhanced CaseWare®/CICA C-PEM options. 4. Click Install. The update process will commence. Follow the instructions on screen. There will

be separate installation screens for each option selected.

Note: Unless otherwise directed by your firm’s IT team the files are installed to the following directory: C:\Program Files\CaseWare\Document Library\ and C:\Program Files\CaseWare\Library. If necessary, you can change the default paths.

5. A dialog will appear to indicate the successful completion of the template installation. Click the Close button to continue.

Note: The installation process may take several minutes.

After you install the templates, refer to the “What’s New in Audit 2011.00” section in the help for detail on functionality changes to the product. A detailed list of changes made by the CICA to their content is provided in the Appendix to this guide or can be found online in the CaseKnowledge article located on CaseWare International’s website.

2.1.2 Installing the CaseWare®/CICA Enhanced Templates – Firm Customization

A designated firm author can customize the Enhanced Templates with firm-specific content. The customized template can then be repackaged and deployed to staff to serve as the base template that they will use. If your firm has chosen to customize the Enhanced Templates and you are the firm author, you should install from the CD to your local workstation.

1. Insert the CD into your CD-ROM drive. If the CD does not launch automatically, go to My Computer and double-click the icon for your CD-ROM drive to launch the CD manually.

2. From the splash screen select Install C-PEM 2011. 3. Select the Enhanced CaseWare®/CICA C-PEM options. 4. Click Install. The update process will commence. Following instructions on screen. There will

be a separate installation screens for each option selected.

Note: Unless otherwise directed by your firm’s IT team, the files are installed to the following directory: C:\Program Files\CaseWare\Document Library\ and C:\Program Files\CaseWare\Library. If necessary, you can change the default paths.

5. A dialog will appear to indicate the successful completion of the template installation. Click the Close button to continue.

Note: The installation process may take several minutes.

After you install the template, refer to the “What’s New in Audit 2011.00” section in the help for detail on functionality changes to the product. A detailed list of changes made by the CICA to their content is provided in the Appendix to this guide or can be found online in the CaseKnowledge article located on CaseWare International’s website.

In situations where a reinstallation is necessary, ensure that any customized files that you wish to retain are backed up prior to reinstalling. Reinstalling replaces all items in the current installed template including any customization made to the libraries.

Information on repackaging firm-customized templates as a .cwp file for distribution to end users can be found in the C-PEM help system.

Follow this process when creating a firm-customized template:

1. Review the content included in the master file. You may prefer to maintain the default content provided and not make any of your own changes. In that case, just distribute the original Audit, Review, and/or Compilation installation provided by CaseWare; there is no need to repackage.

Page 11: CASEWARE®/CICA AUDIT, REVIEW, AND COMPILATION

C-PEM Getting Started Guide

Copyright ©2011 CaseWare International Inc. Quoted passages Copyright ©2011 CICA

8

2. Customize any of the content in the Master file for your firm standards. Add all other firm documents (i.e. Planning, controls, wrap-up etc.) to the Document Manager in the appropriate folders.

3. Repackage the customized template. You can lock the customized procedures prior to distributing to the users. Upon repackaging the file you create is a .cwp file.

4. Distribute the repackaged installation (.cwp file) to your users. The user then installs and applies the firm-customized version of the template to the client files.

Important: The entire suite of C-PEM forms for audit resides within the document library. Therefore, we recommend you process your customization through this file.

In the Enhanced Audit C-PEM, an enhanced version of the risk and control forms are included. They are denoted by the letter "E" after the document number, for example, 403E Worksheet – Scoping – Identifying FSAs and underlying business processes (Enhanced). The regular forms without the automation can be found as 403. Only one of the two forms should be filled out, as they are the same forms in different degree of automation. We recommend using the enhanced versions of the risk forms to report risk from any document in Enhanced CaseWare®/CICA Audit.

Customizations to Review and Compilation are independent of those made to Audit and can be distributed independently.

2.1.3 Installing the Enhanced Firm-Customized Templates – End Users

If your firm has customized the template(s), you need to install the customized templates on your workstation.

1. Using Windows Explorer, locate the .cwp file distributed by your firm. Your firm should provide the location of this file.

2. Copy the file to your desktop and then double-click the file to open the Setup program. The on-screen instructions will guide you through the installation process.

3. Unless otherwise directed by your firm’s IT team, the files are installed to the following directory: C:\Program Files\CaseWare\Document Library\ and C:\Program Files\CaseWare\Library. If necessary, you can change the default paths.

4. Click Finish. The template installation will begin.

2.2 Creating a Client File

The Enhanced templates can be integrated with your client data in the following way:

• Create a new file based on existing client data • Create a new file based on Enhanced templates (i.e., no existing client data at the time of

creation)

Note:

• If security is enabled for Audit or Review/Compilation, a message opens indicating that security is enabled. A Log In dialog will appear where you can enter your user name and password. You will be required to log in a second time once the creation of the new file is completed.

4. Once all relevant documents have been included in the engagement file, the Engagement Properties dialog is displayed. Select the beginning and ending dates for your client’s fiscal year and click OK.

2.3 Getting supplemental documents for your file

According to the CICA, “The C-PEM audit risk forms are designed to document the results of work performed in a systematic and consistent manner. These sample forms are designed to facilitate the detailed/general review and enable the information collected to be updated and reused (where possible) in subsequent years. The use of any C-PEM form is matter of professional judgment.”

The CICA has provided a list of standard forms which would be completed on most audit engagements. When creating a client file based on the Enhanced Audit template, a dialog prompts you to select the engagement type (Audit, Small Audit or Not For Profit) as defined by the CICA’s “List of core audit forms for the risk-based audit”.

The remainder of the forms and worksheets listed in the “Audit engagement file index” have been compiled into the C-PEM - Document Library which installs when you choose the Enhanced template. To include these additional documents in a client file you must:

1. In the client file select Insert | New Document | From Document Library. 2. Click on the Source drop down and select the appropriate C-PEM - Document Library. 3. Select the document(s) you wish to include in your client file and click Add.

4 Updating Existing C-PEM – Enhanced, no Firm Customization

4.1 Determine Your Existing C-PEM Installation Type

The C-PEM – 2011 Edition CD provides existing C-PEM users with 2 options for installation:

If you do not have the Enhanced templates installed then you are using the Standard templates and should follow the instructions for the Standard Templates. If you are using the Enhanced templates then you should determine within your firm whether customizations are present. If customizations are present then you must install using the instructions found in Update Process for Firm-Customized Enhanced C-PEM installations. Otherwise, users who have the Enhanced templates without firm customization can proceed with the instructions below.

13

The C-PEM 2011 release has simplified the installation of the templates. You will only see one template installation for Audit, labeled Audit C-PEM. Previously the C-PEM 01 installed three separate templates for Audit:

• Audit C-PEM 01 • Audit C-PEM 01 NFP • Audit C-PEM 01 Small

The new Audit C-PEM incorporates the content for all three templates. Upon the creation of a new client file, users will be asked which engagement type they wish to create at which time the documents in their engagement file will be tailored for the engagement type selected.

Note: Going forward, the current version of the Enhanced template will always be labeled C-PEM.

The templates for C-PEM 01 will still appear as valid template selections. We recommend that once you have completed any files in progress, you delete these old templates from your template selections. This will ensure you are using the most up-to date templates.

To remove the C-PEM 01 templates:

1. From Working Papers 2011, select Tools | Templates. 2. Highlight the icons for Audit C-PEM01, Audit C-PEM NFP 01, Audit C-PEM 01 Small,

5 Updating Existing C-PEM – Enhanced with Firm Customization

This section provides update instructions for existing C-PEM Enhanced template installations that have been customized by a firm. If you are unsure if this applies to your installation, follow the instructions provided in Determining Your Existing C-PEM Installation Type.

5.1 Update Process for Firm-Customized Enhanced C-PEM installations

Once you have determined you are an Enhanced template with firm customizations user, it is important that you following the update process below. The C-PEM 2011 update for the enhanced templates includes changes for both:

• functionality; and • content.

A detailed list of changes made by the CICA to their content is provided in the Appendix to this guide or can be found online in the CaseKnowledge article located on CaseWare International’s website.

5.1.1 Ensure C-PEM 01 templates have been converted to Working Papers 2011

To upgrade your Enhanced templates to Working Papers 2011 perform the following:

1. From Working Papers 2011, select Tools | Templates. 2. Double click on the icon for the C-PEM-01 templates. 3. A message prompts you to convert data from the previous version of Working Papers. Click

Yes. The file opens once it has been converted. 4. Repeat this process until all master files have been converted.

Note: If your firm has performed firm customization in the C-PEM 01 enhanced templates, refer to Firm Customization – Additional Procedures for additional steps. The additional steps must be performed before you proceed any further.

5.1.2 Firm Customization - Additional procedures

If you have added firm customizations to the enhanced templates, there are additional steps that you need to perform to ensure your firm customization is maintained after the update process.

There are a number of steps you should complete prior to installing the update:

1. Ensure that firm-customized templates from C-PEM 01 have been converted to Working Papers 2011 prior to applying the C-PEM 2011 update as outlined above.

2. If the firm did not make their customizations in the document library, copy the customized documents into the document library prior to applying the C-PEM 2011 update. Open the Audit C-PEM 01 Document Library file in Working Papers and copy the customized documents into the file using the Copy Components option under the File menu. For more information about the Copy Components function, open the Copy Components dialog in Working Papers and click the Help button or press the F1 key.

3. If the firm has customized letters and other forms as listed in the content appendix they should ensure that they have a backup copy of these forms prior to applying the update. Any

customizations to letters and other forms are not retained after the update. Ensure that you have retained a copy of these customizations.

4. The firm should review the newly created templates to determine if any firm customization is required:

a. Firm customizations made in the work programs and checklists in the C-PEM 01 Document Library are retained after the C-PEM 2011 update

b. Any customizations to letters and other forms listed in the Appendix are not retained after the update

If any firm modifications are required then you will need to create a repackage of your master file and provide your staff with the repackaged C-PEM update, rather than the C-PEM 2011 update included on the CD. Information on repackaging a template for distribution is available in the template help system.

5.1.3 Update to C-PEM 2011 (updates the master templates)

The C-PEM 2011 update must be installed on all workstations where the C-PEM 01 templates currently reside. If your firm has made firm modifications to your master file the staff should install the firm’s repackaged update (.cwp), rather than the update included on the CD. Information on repackaging a template is available in the template help system.

1. Insert the CD into your CD ROM. 2. From the screen select the Update to C-PEM 2011. 3. Select the products you want to update. 4. The update process will commence. Follow the instructions on screen. There will be separate

installation screens for each option selected.

Note: Updating the templates may take up 25 minutes for Audit, 10 minutes for Review and 5 minutes for Compilation.

5. Upon completion of the update, depending on your selection, you will see up to 3 new templates:

o Audit C-PEM o Review C-PEM o Compilation C-PEM

The C-PEM 2011 update process has simplified the installation of the templates. You will only see one template installation for Audit, labeled Audit C-PEM. Previously the C-PEM 01 installed three separate templates for Audit:

• Audit C-PEM 01 • Audit C-PEM 01 NFP • Audit C-PEM 01 Small

The new Audit C-PEM incorporates the content for all 3 templates. On creation of a new client file, users will be asked which engagement type they wish to create at which time the documents in their engagement file will be tailored for the engagement type selected.

To remove C-PEM 01 templates:

Best Practice: If you are using the Smart Sync version of Working Papers the update should be performed on the Parent file after all sync copies have synced their changes to the Parent to optimize performance.

The update can be performed on a sync copy as long as it has received all changes from other sync copies.

Part A: Functionality Update

The following steps are to be performed in each client file:

1. Open an active client file in Working Papers 2011. 2. On the Document Manager, open the Update folder and double click the CWUpdate

4. To close, click Close Update.

Note: The CICA has changed the date on all documents regardless of whether there has been any content change. The CaseWare update process will automatically update the date to C-PEM 2011 for all documents other than work programs and checklists where there has been no change other than the date. The date will not appear at the bottom of Work Programs and Checklists and users should use the Document Version report as outlined below.

Important: Users should not copy CICA forms over from C-PEM-01 to C-PEM 2011 files.

Part B: Other Documents/Letter Content/Work Programs and Checklist Updates

Documents are not automatically updated in existing client files. The changes made to the documents are outlined in the appendix to this guide Content Update.
