Foreword from the MinisterIt is my great pleasure to present the inaugural Annual Review of the Public Reserves Management Fund Program, which highlights the program’s achievements in 2013-2014.

The program supports regional economic growth in NSW, strengthens local communities and helps to protect our natural environment.

Over the last four years, more than $80 million has been allocated through the annual funding program, which provides financial

support for the development, maintenance and improvement of Crown reserves.

Managers of NSW Crown reserves, as well as freehold showgrounds and schools of arts, are eligible to apply for grants and low interest loans to support their work on behalf of the NSW community in managing some of our most important public reserves through a competitive application process.

In 2013-2014, $22.7 million in funding was allocated to 482 recipients across the State to support important initiatives such as the maintenance of showgrounds and community halls, the improvement

of local parks and reserves, the protection against bushfires, weeds and pests, and the development of caravan parks.

This program  plays a vital role through its ability to make tangible and long lasting improvements to Crown reserves, which in turn underpins the social, economic and environmental well-being of large and small communities across the State.

The many achievements which are showcased throughout this Annual Review could not be made possible without the enduring involvement and commitment of thousands of people across the State, who

commit their valuable time and effort to maintain and improve these important Crown assets for the benefit of the people of NSW.

About Department of Industry - LandsDepartment of Industry - Lands and subsequent, is a diverse, regionally based Government agency responsible for Crown land within NSW. Under the Crown Lands Act 1989, the Department is responsible for managing some of the most iconic and diverse public land through approximately 35,000 Crown reserves and approximately 60,000 leases, licences and permits. The department is also responsible for managing and assessing Aboriginal land claims under the

NSW Aboriginal Land Rights Act 1983.

The NSW Crown Estate is large and diverse – representing approximately 42% of the State of NSW. Valued at $11 billion, it is used for a range of social, economic, recreation and heritage and environment conservation purposes. 

Crown land includes:

• most beaches, estuaries and waterways;

• Crown roads;

• land used for grazing, agriculture and travelling stock;

• commercial ventures such as marinas, kiosks, restaurants and aged care facilities;

• recreational areas such as ovals, tennis courts, golf courses, bowling greens and walking tracks;

• community and cultural facilities including community halls, showgrounds, racecourses, cemeteries and lighthouses; and

• tourism facilities such as caravan and holiday parks.

About the Public Reserves Management Fund ProgramThe Public Reserves Management Fund Program (PRMFP) provides financial support for the development, maintenance and improvement of public reserves. PRMFP funds are allocated each financial year to reserve managers through a robust assessment process.

The PRMFP was established by the Public Reserves Management Fund Act 1987. It has been self-sustaining since 1998-1999, generating income from levies, licenses and loan repayments. More than $80m has been allocated by the NSW Government from the PRMFP over the last 4 years.

In 2013-2014, $22.7m was disbursed across six funding programs to support important initiatives such as the maintenance of showgrounds and community halls, the improvement of local parks and reserves, pest and weed management and the development of Crown holiday parks.

During 2013-2014, the PRMFP continued to provide financial support for the development, maintenance and improvement of public reserves across New South Wales through the following programs:

• Local Parks and Reserves

• Caravan Parks

• State Parks

• Showgrounds

• Pest and Weeds

• Tracks and Trails

Each year the funding priorities are reviewed and set. In 2013/14, priority was given to applications that assisted reserve managers to achieve:

• Compliance with legislative and/or regulatory obligations

• Substantial repairs, maintenance or upgrades that preserved or broadened the reserve user base, especially where this promoted greater financial sustainability

• Environmental management, such as conservation, contaminated site management or remediation, bushfire management, and pest and weed control

• Activities of regional or State-wide significance

• Business planning, including concept development and

asset management.

In 2013-2014, $22.7m was disbursed across six funding programs to

support Crown reserves across NSW

Objectives of the PRMF Program

• Maintain and develop recreational and tourism facilities on public reserves for community use and enjoyment

• Facilitate improved management of community facilities on public reserves, including community halls, showgrounds and parks

• Manage and renovate infrastructure and other assets on public reserves to optimise value to the community and comply with regulatory obligations

• Enhance environmental assets by supporting conservation initiatives, bushfire management and weed and pest control on public reserves

• Support business opportunities that realise the potential of the Crown land Estate and supportregional economies

• Support the important role that volunteers play in theongoing management of the Crown reserve system

• Ensure the PRMF program is self-sustaining and managed in a contemporary and efficient manner, with appropriate planning and administrative processes.

2013-2014 Overview The 2013-2014 PRMFP was delivered via two rounds:

• Round 1 - Crown Parks and Reserves, Crown Caravan and State Parks, Showgrounds (including freehold) and School of Arts Halls, Pests and Weeds

• Round 2 - Showgrounds (including freehold).

Crown Lands received 536 applications for round 1 of the 2013-2014 PRMFP:

• 362 were general applications

• 174 were for pests and weeds

The total value of these applications was $30m, made up of $19.7m in grant requests and $10.3m in loan requests.

The department received 71 applications in

response to round 2 of the 2013-2014 PRMFP. The total value of these applications was $2.4m, made up of $2.3m in grant requests and $0.1m in loan requests.

By way of comparison, 316 applications were received through the 2012-2013 PRMFP process. This substantial increase is due to greater awareness of the PRMFP among stakeholders.

In 2013–2014, following a robust assessment process 482 grant and loan applications were accepted and funded during the 2013-2014 program, totalling over $22.7 million.

Each year the PRMFP funds both large and small projects to benefit reserves and communities across the State. In 2013-2014 the diversity of funded projects spanned from less than $20,000 to more than $4 million.

2013-2014 Program HighlightsWith more than 480 individual projects funded by the Public Reserves Management Fund program (PRMFP), there were literally hundreds of highlights in 2013-2014. Great outcomes are being achieved from these grants and loans across the State, with beneficiaries ranging from small community groups to whole regions. Following are examples of just some of these highlights, organised by program area.

State Parks provide public access to some of the most scenic locations across NSW. These unique reserves provide a range of recreation facilities perfect for day trips and longer stays - accommodation options include caravan and camping sites, bungalows and cabins. In addition to their recreational offerings, the Parks also support local economies, assist environmental management and provide valuable employment opportunities.

In 2013-2014, 11 State parks received a total of $4.6m to undertake a range of projects including utility infrastructure renewal, removal of illegal dumping, installation of fitness equipment and construction of public amenities and camping facilities.

Copeton Waters, Lake Keepit, Lake Glenbawn, Lake Burrendong, Wyangala Waters, Grabine Lakeside and Burrinjuck Waters State ParksUtility infrastructure upgrades and renewal program $4.25m (2013-2014)The NSW Crown Holiday Parks Trust received a $4.25m grant in 2013-2014 to upgrade and renew the utility infrastructure at seven inland State parks. This was the second instalment of a three year funding commitment totalling more than $11m. The substantial works program includes construction of new water treatment plants, sewerage treatment plant upgrades and improvements to power supply safety and reliability. The completion of the works program at these much loved and

visited parks will see visitors no longer having to bring bottled water with them to the parks, that effluent is better managed to protect the surrounding waterways and electricity will reliably and safely meet current and future visitation demands.

In 2013-2014, the program of improvements included:

• Installation of a 150kL/day water treatment plant with 200kL treated water storage at Grabine.

• Installation of new electrical transformers at Grabine to power the new water treatment plant

• Tendering for the supply and installation of water treatment plants at Mookerawa, Burrendong and Glenbawn.

• Services plans and surveys for all parks were completed.

• Electrical compliance was completed at all parks which included upgrades to safety switches (RCD protection), switchboard testing and upgrades.

In 2013 management of the Inland Waters State Parks was consolidated to provide a more professional and financially sustainable management structure through the establishment of the NSW Crown Holiday Parks Trust. Investment by the PRMFP is providing the foundations for the NSW Crown Holiday Parks Trust to improve the overall visitor experience and future financial sustainability of these iconic State Parks.

Living Desert State ParkImproving tourist visitor facilities$160,000 (2013-2014)

Broken Hill City Council received a grant to install new gas BBQs at the Living Desert State Park picnic ground and amenities building and camping facilities.

The new facilities extend the stay time for visitors and builds on their outback experience.

Located within the Crown reserve and settled in the tranquility of the gullies and rocky outcrops near Broken Hill is the 180ha Living Desert Flora and Fauna Sanctuary. Bordered by a predator-

proof fence, the sanctuary allows visitors to gain close access to outback plants and animals, while understanding the region’s Aboriginal heritage and the importance of preserving this environment for future generations.

Another major attraction within the Living Desert is the Sculpture Site.  A successful sculpture symposium was held on this majestic hilltop (within the centre of the reserve) in 1993 by artists from around the world, under the direction of organiser and artist Lawrence Beck. Twelve sandstone sculptures highlight the skyline, all with a story to tell. The Sculpture Site can be accessed via a 1 km walking trail starting from the Flora and Fauna Sanctuary car park.

Throughout NSW, a network of more than 170 showgrounds located on Crown reserves provide multi-purpose community, recreation and event facilities. Agricultural shows, equestrian and sporting events are some of the many activities that people enjoy at showgrounds. Volunteers are the backbone to the management of showgrounds across the State and the PRMFP supports these communities through financial support to maintain, upgrade and develop these valuable community assets.

In 2013-2014, 87 showgrounds received $2.61m to undertake a range of projects including upgrades to amenities, electrical and lighting upgrades, preservation of heritage structures, construction of new show pavilions and camping facilities.

Cudal Showground Sewerage connection to amenities block$21,000 (2013-2014)

The Cudal Showground holds a number of hired events for weddings and community functions throughout the year in addition to its annual show, camp drafts, pony club and a Lions Swap.

The PRMF program gave a $21,000 grant to provide a new sewerage connection at the Showground so the new amenities block could be completed.

The community value generated from the new amenities block is tremendous and it is used regularly throughout the year by the locals and visitors.

Pests and Weeds

In 2013-2014, 154 projects were funded with $1.36m to undertake pest and weed control on Crown reserves across the State.

Bevan’s IslandBitou bush control$4,000 (2013-2014)

Bevan’s Island is Crown land under the care and control of Shellharbour City Council. The Island occupies an area of approximately 28ha on the south eastern edge of Lake Illawarra. It is about 100m offshore and is topographically flat and exclusively formed from sand. The vegetation is dominated by Casuarina forest and includes extensive development of salt-marsh and other salt tolerant plant species.

Bitou Bush is a serious weed of conservation areas in coastal south east Australia restricting

access to beaches and destroying native bushland.

In 2013-2014, Shellharbour City Council received a grant of $4,000 through the PRMF program to carry out a ground spraying program (accessible only by boat) to infestations of Bitou Bush on Bevan’s Island to prevent the weed;s further establishment, spread and continued degradation of the Island’s natural environment.

Belmont Wetlands State ParkControlling weeds of national significance$15,000 (2013-2014) In 2007, the former BHP site at Belmont Wetlands was declared as NSW’s 10th State Park. Crown Lands PRMFP supplied initial seed funding for the community based Trust, as caretakers of the park, to undertake revegetation.

Belmont Wetlands State Park comprises seven coastal wetlands, some of which drain into Lake Macquarie. It features the largest single open water wetland in Lake Macquarie and is fed by an extensive wetland system from the north and north east.

The area is important for maintaining both local and regional biodiversity, offering a range of habitat types which support a rich mix of plant and animal species dependent on the area for their survival. Over 113 bird species make the area

home, as well as threatened wildlife species, and a number of rare and endangered plant species. Belmont Wetlands also has sites of value to our cultural heritage, with evidence of Aboriginal occupation and early European settlement.

In 2013-2014, Belmont Wetlands State Park received $15,000 from the PRMFP grants program. These funds were used to target weeds of national significance such as Bitou Bush, Lantana, Pampas Grass and Morning Glory.

Hunter Land Management and Kleinfelder were contracted to do the chemical control spraying and with the help of local residents, the Conservation Volunteer Association and the Friends of Belmont Wetlands Landcare Group the weed problem was managed.

Since its creation as a State Park, other benefits have included:

• environmental rehabilitation of the degradation caused by sand mining overthe years

• rehabilitation following 4WD and trail bike use

• protection of the park from illegal dumping,arson and other antisocial activities

• an extensive weed and feral animal control

• program to help protect biodiversity andsensitive habitats

• protection and rehabilitation from soil erosion

• continual bush fire mitigation works to protectwildlife and surrounding communities

• extensive revegetation and dune stabilisation

• works utilising Green Corps volunteers

• protection of important cultural heritage sitesfor future generations

• engagement of community members in thelong-term care of the park

• achievement of better outcomes for native vegetation, biodiversity, land, rivers and coastalwaterways in line with the NSW State Plan.

Crown reserves across NSW provide many of the State’s town squares and local parks, State heritage sites, community halls, museums, nature reserves, coastal lands, waterway corridors, sporting grounds, racetracks, camping areas, travelling stock routes, walking tracks, commons, pre-schools, aged care facilities and emergency services.

These much-loved lands and facilities are managed by local councils, volunteer trust boards, charitable and not for profit corporations and the department to support the economic, environmental, social and cultural well-being of communities across NSW.

In 2013-2014, more than 200 reserves across the State received $6.72m in funding to undertake a range of activities including installation and upgrade of playground equipment, picnic, BBQ, sporting fixtures and public amenities, fencing, public fire safety improvements, construction of public paths, building repairs and maintenance, improvements in disability access, commercial kitchen upgrades and installations, and heritage preservations works.

Cabarita ParkWagga Beach upgrade$400,000 (2013-2014)Two projects which form part of the $4 million Wagga Wagga Riverside Masterplan were given a $400,000 injection of funds from the PRMFP in 2013-2014.

Over $350,000 was used on stage one of the Wagga Beach Landscape Plan, with the remaining $50,000 used for the amenities block including the construction of new disabled toilet facilities.

The first stage included significant landscape works, the construction of a shared pathway along the levee and the provision of additional barbecue facilities. 

Wagga Wagga Council’s Commercial and

Economic Development Manager, James Bolton said the enhancement to the amenity of the Wagga Beach precinct for casual users as well as organised recreational clubs such as the Wagga Bidgee Canoe Club and Wagga Swim Club would benefit the whole community.

“The grant from PRMFP was a much-needed addition to council’s existing commitment of $900,000 towards the upgrade of the beach precinct. 

“It’s one of the key recreation areas of Wagga and it is part of a bigger picture to reconnect the city with the river.

“The rejuvenation of the Riverside Precinct will allow locals and visitors of all ages and abilities to enjoy this recreational asset all year round, in all types of weather conditions,” he said.

Local contractors have installed new furniture

and picnic tables, renovated existing facilities, constructed two additional barbecue areas, installed a new irrigation system and re-shaped the beach access.

More than 20,000 native plants have been planted and 400 square metres of turf laid.

In early 2015, works will start in the area around the rocks and St Michael’s oval, which could potentially function as an amphitheatre or play host to festivals and markets.

A new pathway will link the Civic Centre to the levee bank and the Riverside precinct.

Sulphide Street Railway and Historical MuseumRemoval of cement rendering$116,930 (2013-2014)

The Sulphide Street Railway and Historical Museum in Broken Hill received $116,930 for the removal of cement rendering on all external walls of the historic station building. The render was damaging this important heritage site which was built in 1905.

The Museum is run by volunteers who are passionate about preserving the history of this famous mining town which is also famous as a terminus for the Silverton Tramway.

The Museum hosts more than four museums: the Broken Hill Migrant Museum, the Hospital Museum, the Ron Carter Transport Pavilion and the Triple Chance Mineral Collection. It is also home to a range of railway attractions, including the Silver City Comet and a selection of restored

rolling stock from the Silverton Tramway Company.

Christine Adams, from the Museum Trust said “we were very grateful to receive the PRMFP grant as it has guaranteed the longevity of the building. “

South Heads, Moruya Construction of new playground$25,000 (2013-2014)

In June 2014 local children and their families at Moruya had a new playground next to the Surf Club at South Heads.

Eurobodalla Shire Council began removing the old equipment in May and installed the new Moduplay playground.

Binya Public Hall Construction of a pergola/awning $12,223 (2013-2014)

In the past financial year, Binya Public Hall Trust was named the winner of the 2013 Crown Lands Crown Reserve Trust – Community Manager’s Award. The award is part of the NSW/ACT Regional Achievement and Community Awards.

This annual awards program recognises groups, business, individuals and communities who play a vital role in enhancing the social, environmental and economic prosperity of regional and rural NSW and the ACT.

The Crown Lands Crown Reserve Trust - Community Managers Award was developed to recognise community volunteers or committees who devote many hours of unpaid service to their communities managing and caring for Crown reserves which include recreation areas

and parks, halls, museums and other community assets.

The Binya Public Hall trustees look after and maintain Binya Hall in South West NSW and in the 2013-2014 financial year received a PRMFP grant of $12,223 to help construct an awning/pergola on the western side of the Hall to help moderate heat in summer. They also received a matching contribution from Graincorp to enable the awning/pergola to be constructed and Narranderra Shire helped with gravel to fix

drainage issues.

The hall is used for local events and as a central meeting place for the small community.

President of the Binya Public Hall Trust, Helen Dalton said without the funding to keep the Hall in working condition it would be in ruins.

“Binya Hall provides the social glue for us,” she said.

The volunteers of the Trust have been busy in the past few years constructing a disability entrance, installing gas heating and applying for a liquor license which they hope will increase the number of events hosted at the Hall.

The Trust actively promotes the Hall and encourages community members to be involved in their activities including participating in the Binya Cleanup and local community initiatives.

The Trust volunteers are always thinking of ways to complement PRMFP funding. Recently they designed and printed their own cookbook and tea towel which they sell at the local Post Office to raise funds for future developments at the Hall. Overcoming a variety of challenges, the Binya Hall volunteers continue to be innovative in creating a great meeting place for their community.

With some of the most iconic and scenic public land in NSW it’s no surprise that people want to stay longer and enjoy our stunning Crown reserve system. Our network of 270 caravan parks and camping grounds on Crown land spans from the coast to the bush and the furthest reaches of outback NSW.

Since the inception of the PRMFP, the fund has invested millions of dollars through loans and grants to improve caravan park facilities to better meet the needs of the holidaying public. Local communities have benefited from this investment through increased economic activity from visitors and improvements to adjoining recreation reserves.

The last financial year in particular has shown the rewards from greater investment to improve

the amenity and appeal of Crown caravan parks. Of the nine categories for awards at the 2014 Caravan and Camping Industry Association Awards, holiday parks on Crown land took out six.

In addition to local economic benefits, a proportion of the money spent by travellers in Crown caravan parks is levied back into the PRMF which allows funding to be allocated to improve other Crown reserves that do not have the capacity to be self-sustaining.

In 2013-2014, 22 caravan parks received almost $6.8m in grants and loans to improve their visitor facilities.

Moonee Beach, Urunga Heads and Seal Rocks Holiday ParksCaravan Parks upgrades$1,920,000 (2013-2014)

The NSW Crown Holiday Parks Trust (CHPT) was formed to consolidate the operations of twenty six coastal and nine inland holiday parks and reserves located on Crown Land throughout NSW in some of the State’s most iconic locations. With funding from the Public Reserves Management Fund Program (PRMFP) the NSW CHPT has undertaken extensive improvements to all of the parks under its umbrella of management across the State. In 2013-2014, $1,920,000 was funded from the PRMFP to improve the facilities and

infrastructure at Moonee Beach, Urunga Heads and Seal Rocks Holiday Parks. Funding is being used to install and upgrade amenities, facilities and important infrastructure such as a camp kitchen, playground and landscaping as part of the delivery of the Trust’s adopted Plans of Management.

NSW CHPT CEO, Steve Edmonds said the upgrades to facilities and infrastructure were important building blocks to improve the Holiday Parks for visitors all year round.

“The upgrade of the amenities building at Urunga Heads will further improve our visitors’ experience at this award winning park,” Mr Edmonds said.

“The funding received for Seal Rocks Holiday Park will also provide a much needed upgrade of park facilities.

“We know from extensive experience in redeveloping parks, that park improvements bring substantial increases in visitor numbers which deliver direct economic benefit to local economies.”

Holiday Haven Tourist ParksInstallation of shade sails$135,000 (2013-2014)

The Holiday Haven Tourist Parks group on the NSW South Coast received $135,000 in PRMFP funds to install shade sails over four jumping pillows in some of its Crown reserve properties at Lake Tabourie, Lake Conjola and Currarong Beachside holiday parks.

Group Manager, Kevin Sullivan, said the shade sails were very important not only for protection from the sun for children but also protection for the jumping pillows.

“The shade sails will prolong the life of the jumping pillows from the harsh effects of fading and they provide great shade cover for both children and adults.

“The jumping pillows are one of our biggest attractions in our parks as well as being situated in magnificent locations within the  Shoalhaven Region with direct access to lakes and beaches and some of the best surf on the South Coast all year round,” he said.

The department manages some of the best known and diverse recreational and tourist tracks and trails in NSW. They are:

• the State’s three most iconic walking tracks – the Six Foot Track, Great North Walk and the Hume and Hovell Walking Track

• Bicentennial National Trail – the longest trail in the southern hemisphere

• Bundian Way – State Heritage listed and thought to be the oldest marked route in the world.

• Abrahams Bosom walking track on the Beecroft Peninsula on the South Coast

• Wiradjuri Walking track around the city of Wagga Wagga

• Nail Can Hill Mountain Biking Complex – Albury Ranges

• Silverton Cycleway near Broken Hill

• Canoe and Kayak Trails situated on the Macquarie, Murrumbidgee, Tumut, Hawkesbury, Nepean, Colo, Clarence rivers

These multi-tenured tracks and trails are enjoyed by thousands of people annually as individuals or as part of a variety of organised events.

In 2013-2014 $985,000 was approved to support the continuing maintenance and development of tracks and trails.

As well as general maintenance on all tracks, funding has enabled a number of important projects to occur in the 2013-2014 period including:

• undertaking condition audits for the Great North Walk, Abrahams Bosom, Wiradjuri and the Hume & Hovell tracks to better prioritise and manage future maintenance and upgrades.

• production and installation of updated bushfire safety signage to improve walker safety.

• purchase and installation of track counters to monitor track usage.

• installation of water tanks on the Great North Walk to improve access to water in the more remote areas of the track.

• development of the Silverton Cycleway including installation of bridges, track grading, establishment of a car park, weed spraying, bollards, handrails and signage.

The PRMF Program is coordinated by a specialised team within the department and supported by regional staff across the State.

The PRMF team is responsible for management of the fund which includes preparing the annual budget, coordinating the application and assessment process, submitting the recommended allocations for grants and loans to the Minister for approval, payment of approved funds, managing the loan portfolio and over-sighting project reporting by grant and loan recipients.

Since 2012-2013, a number of improvements have been put in place to enhance the operation, governance and transparency of the PRMFP.

Key improvements include:

• establishment of documented funding

objectives and annual priorities

• eligibility and assessment criteria linked to the objectives and annual priorities

• creation of a single committee to make funding decisions based on an evaluation of the project against the objectives of the PRMF and the annual priorities

• appointment of an independent probity advisor to oversight the assessment process

Program improvements have seen the number of applications received significantly increase providing a greater variety of projects and reserves benefiting from the fund.

In addition to the grants and loans funded by the PRMFP, $400,000 was approved to administer the fund for 2013-2014 the financial year.

Self sufficient fundingThe PRMFP relies on annual income generated from certain lease and licence income from Crown reserves ($4m), coastal Crown reserve caravan park levy ($6m) and PRMFP loan repayments ($13m). Income generated into the fund for 2013-2014 was approximately $23 million.

LoansPRMFP loans are established with relatively low interest rates as this provides trusts with a financial incentive to undertake works that benefit the Crown Estate. These loans also generate future income to the PRMF account from interest payments.

In 2013-2014 the PRMF loan portfolio was valued at more than $37 million.

Interest rates for loans remained unchanged for the financial year at:

• 3.5% for non-income generating purposes (e.g. kitchens, water and sewerage), or

• 5.0% for facilities which directly generate an income from clients, such as cabins.

Assessment ProcessA robust assessment process is in place supported by a single committee known as the PRMF Assessment Committee (PAC) to make funding decisions based on an evaluation of the projects against the objectives and annual priorities of the PRMF program.

To assist the PAC in their assessment all applications are received centrally and reviewed for completeness and eligibility for consideration.

• General applications (local parks and reserves, State Parks, caravan parks and showgrounds) are assessed by the department’s local office and ranked in order of priority. Local assessments are then aggregated and ranked at the regional level.

• Pest and weed applications are assessed and ranked by specialist regional advisory committees.

For all applications a final review is undertaken by the PAC and the recommendations submitted to the Minister for approval.

Good GovernanceThe funding process is over sighted by an independent probity advisor to ensure accountability, transparency and good governance. The role of the advisor is to review the documentation provided to applicants, assessors and the PAC agenda papers. The advisor also attends the funding assessment meeting of the PAC and reviews the minutes of those meetings and provides any recommendations to further enhance the program.

In 2013-2014 the probity advisor concluded in their report that the assessment process

“has been accountable, defensible, transparent and capable of withstanding external scrutiny”

PRMFP Improvement ProjectDuring 2013-2014 a program of improvement continued with the following being delivered:

• Awareness – increased promotion of the Program to reserve managers saw the number of funding applications rise from around 300 in 2012-2013 to 650 in 2013-2014

• Guidance – information on the applications process and requirements for reserve managers was enhanced

• Online Applications – the applications process was moved online improving

the user experience and streamlining the processing of applications.

• Assessment – detailed guidance for the department’s assessors was published and greater integration of the process was incorporated in the department’s corporate data systems

• Approval – enhancements to the eligibility criteria and budget approach enabled the Government to fund a record number of successful applicants

• Loans – improved assessment of loan applications ensured that only those reserves demonstrably able to service their repayments throughout the life of the loan were recommended for funding

• Compliance – the number of PRMF project completion reports overdue by more than 3

months was reduced by two thirds.

These changes align with the guidance and advice of the Independent Commission Against Corruption’s guidelines for better administration of grants and the NSW Government’s Internal Audit Bureau.

Following a review of the completed funding rounds in 2013-2014 further enhancements to the PRMF Program’s policy, processes, documentation, information technology and stakeholder communication were identified. These improvements are planned for progressive implementation from 2014-2015.
