INTRODUCTIONA Public Health Nurse does not function in a

vacuum. He/she is a member of a team, working within a system. In order for the nurse to function effectively she has to understand the Health Care Delivery system where she is working because it influences her status and functions. She needs to properly relate with the dynamics of the political, organizational structure surrounding her position in the health care delivery system.

Health Care Delivery System consists of two sectors. The first one is Public Sector, which is largely financed through a tax-based budgeting system at both national and local levels and where health care is generally given free at the point of service. The second one is Private Sector for profit and non-profit providers, which is largely market-oriented and where health care is paid through user fees at the point of service.

Aklan Provincial Disaster Risk Reduction and Management Council (PDRRMC) is a local government sector that’s not prevent but to prepare the community from incoming disaster, whether natural or human-made that affect everyone, especially the poor, children, women and the elderly who have the least capabilities to deal with disaster. Partnership to multi-sectors (Government and Private Sector) to give information and awareness to the individual and community by conducting seminars, training and programs, preparing the individual to ready for disaster and calamity.

Last July 26, 2012, we the Bachelor of Science in Nursing –IIA conducted an interview to the executive officer named Mr. Galo I. Ibardolaza of Aklan Provincial Disaster Risk Reduction and Management Council (APDRRMC) with the supervision of our Clinical Instructor, Mrs. Ruby Villanueva.

OBJECTIVES General

ObjectiveAt the end of the presentation, we the BSN – II A

assigned in Makato RHU will be able to acquired knowledge, enhance skills, and develop right attitude in conducting an interview about the Aklan Provincial Disaster Risk Reduction and Management Council.Skills

To be able to:

• Improve communication skills.• Conduct interview about the Provincial Disaster Risk

Reduction and Management Council.• Develop our listening and understanding ability,

pertaining to the gathered information from PDRRMC.

HISTORICAL BACKGROUND

 Aklan Provincial Disaster Risk Reduction and

Management Council was formed basing on Section II of RA 10121 otherwise known as Philippine Disaster Risk Reduction Council and Management Act of 2010 headed by CARLITO S. MARQUEZ, the provincial governor. Formerly it was named as Provincial Disaster Coordinating Council (PDCC) and by virtue of the powers vested to Governor Carlito S. Marquez it was reorganized and named into Provincial Disaster Risk Reduction Management Council (PDRRMC).

MISSIONThe province, in the realization of its vision, shall

ensure and support, among other things:

(1) Preservation and enhancement of culture

(2) Promotion of health and safety

(3) Encouragement of the right of the people to a balanced ecology

The first priority of PDRRMC is the safety of the people within its area of responsibility. Before Disaster or emergency occur, PDRRMC implement compulsory evacuation to the places and people affected. If the disaster is in high alert, force evacuation is established to ensure no one is hurt and people are in safe condition.

(4) Encouragement and support to the development of appropriate and self-reliant, scientific and technological capabilities(5) Improvement of public morals.

(6) Promotion of full employments among the residentsPDRRMC give aid to the victim of calamities like fertilizer,

rice seeds to the farmer, boats and fishing nets for the fishermen who are affected with calamities to start a new life again .

(7) Enhancement of economic prosperity and social justice PDRRMC has the goal to enhance our economic prosperity by preventing if not minimizing the effect of natural and man-made disaster which may result to damage of infrastructures and agricultures thus it will make a progress in our economic. PDRRMC can conduct search and rescue or retrieval operation to those people who are missing due to disaster to provide justice to the family.

(8) Maintenance of peace and order

PDRRMC must maintain peace and order before, during and after disaster occur by giving them enough information, alarms, drill, warnings, seminars, trainings and programs to increase their awareness to avoid panic which may result to carelessness to herself/himself because she/he don’t know what to do.

(9) Preservation of the comfort and convenience of the Aklanons Before or after the disaster occur, PDRRMC have the

responsibility to provide evacuation area to those people affected especially people who were homeless. They are also responsible for giving them shelter and clothes to wear, food to eat and clean and safe drinking water.

FUNCTIONS OF THE PDRRMCThe Aklan Provincial Disaster Risk Reduction and

Management Council (PDRRMC) shall have the following functions:•Approve, monitor and evaluate the implementation of the Provincial Disaster Risk Reduction Management Plan (PDRRMP) and regularly renew and test the plan consistent with other national and local planning programs.•Ensure the integration of disaster Risk Reduction (DRR) and Climate Change Adaptation into Provincial Development Plans, programs and budget as a strategy in sustainable developments and poverty reduction•Recommend the implementation of forced or preemptive evacuation of local residents if necessary and,•Convene the Provincial Disasters Risk Reduction and Management Council every three (3) months or as necessary.

The PDRRMC consists of the following teams:

DISASTER CONTROL/ ENGINEERING TEAM

•Conducts monitoring and damage assessment of properties and reports the same to the Chairman/ coordinator•Validates reports and determines cost of damages for budget allocation;•Repairs and rehabilitate damaged structures;

•Provides technical assistance, maintenance procedure and precautionary measures to schools relative to the repair and rehabilitation of school buildings damaged by typhoons and calamities;

•Undertakes rapid assessment of damages caused by typhoons, floods and all other causes, in coordination which local DRRMCs, reports results to concerned offices;

•Assess structural integrity and stability of structures before occupying the same;

•Recommends appropriate interventions for damaged structures.

RELIEF AND EVACUATION TEAM• Systematically evacuates personnel, students and properties

during emergency situations;

• Upon receipt of information from the Communication and Warning Team on the need to evacuate, the team shall immediately establish an evacuation area and take charge of evacuation in the following order of priority;Occupants of the building, especially the

injured;Valuable documents and records of the office;Personal belongings of personnel;Office equipment and other movable facilities.

• Receives evacuees/victims from the evacuation service leader;

• Provides housing for displaced persons/evacuees during emergency;

• Organizes evacuees into work brigades/communities;• Ensure proper camp management of resources guided by the

Minimum • Standards on Education in Emergencies; and • Conducts inventory and stock file of available resources.

SEARCH AND RESCUE/MEDICAL SERVICE TEAM•Locates/Removes injured or trapped persons in the area

in coordination with SAR skilled agencies/groups;

•Organizes and trains the search and rescue teams provided for in the emergency plan, in cooperation with LDRRMC member agencies;

•Obtains appropriate equipment for search and rescue operations;

•Coordinated with PRC and other response agencies on matters relative to search and rescue operation and;

•Coordinates with agencies/organizations/with specialized skills on search and rescue for possible deployment to affected areas during emergency situation.

•Arrange with government health agencies like Department of Health, PRC or other sources for first aid and medical self-help training;

•Supervise the selection of first or medical treatment areas in evacuation centers;

•Directs first aid medical self-help operations and control the access to medical supplies;

•Establishes policies and rules governing the emergency treatment of badly injured persons;

•Maintains an adequate sanitation and hygienic standards and deals with matters related to emergency services;

•Monitors the storage and handling of medicines, goods, food and drinking water in evacuation in coordination with concerned agencies;

•Does related work as the need arises.

POLICE/SECURITY AND TRAFFIC TEAM

•Calls the local police of any bomb threat received through telephone or any other means of communication and reports the matter to the DRRMO Chairman/Coordinator •Assists the police in conducting bomb search operations;•Secure the area and the entire premises;•Provides for personnel and vehicle movement control and open all exit routes;•In case of fire assigns a sub-group to the fire scene and coordinate with the fire suppression team to prevent looting and apprehend looters;•Assigns a sub-group to the evacuation area the properties and individuals evacuated.•Systematically stores properties brought to the evacuation area and safeguard their release to their respective owners after the fire. Sees to it that all evacuated equipment and documents are returned to their respective sections/ owners.•Maintains a guarding system for personnel, materials and other installations;•Makes an inventory of the returned documents/equipment and submits a report of losses/damages to the Disaster Brigade Chief who shall in turn submit the same to the coordinator.

COMMUNICATIONS AND WARNING TEAM

•Provide warning in close coordination with the ;DRRMC and through all available means, to areas threatened by slow onset disasters like storms, typhoon and consequent flooding, providing school officials, teaching and non-teaching personnel, and school – children/Students a clear understanding of what to expect and advises on appropriate precautionary measures to be undertaken;

•Alert available response agencies/units at the local level and closely monitor the conduct of disaster response operations, mobilizing additional resources available as may be needed in the field; and •Monitor the transition from emergency response and relief to recovery phase.

 FIRE SUPPRESSION

TEAM•Organizes fire-fighting teams/brigades for initial fire fighting deployment;

•Provides fire – fighting instruction through locally available sources (local Fire Department; •Ensures that fire fighters know their stations and locations of fire- fighting equipment in the area;

•Deploys fire fighters personnel to fire affected areas;•Coordinates with the Bureau of Fire Department on matters related to fire suppression;

•Maintains network with fire suppression agencies and organizations for joint trainings and fire suppression skills;

•Sets on the fire alarm skills;

•Assess the nature of fire and suppress it by using the appropriate fire extinguishers available or by practical means of putting it off such as wet jute sacks.

•Prevents the spread of fire by shutting off all ventilators and switching off all electrical breakers in the building.•Alerts all office personnel in case evacuation is necessary;

•Maintains order and take control of FIRE EXITS to avoid crowding and confusion of occupants. Fast and orderly movement towards the fire exit must be achieved; •Assists firemen in clearing safe routes/roads for fire trucks and fire hoses;

•After the fire, perform the following:• Repair/replace all damaged fire-fighting

equipment• Return and make an inventory of all fire-

fighting equipment• Refill all fire exhausted fire extinguishers• Assess the extent of damages, and• Prepare a report of fire damages.

TRANSPORTATION TEAM

•Takes charge of all mobilization procedures, provision of vehicles and transport facilities as deemed necessary.

•Determines the transportation needs and requirements

•Assigns all available vehicles and transport units to the monitoring and damage assessment teams,

•Coordinate with counterpart transport team leaders and local transport groups for resources sharing; and

•Does related work.

•Conduct of earthquakes Drills

It is important to orient people on earthquake preparedness in order to be informed of what to do before, during and after an earthquake. During an earthquake, school children are one of the most vulnerable. As such, it is important for school administrators and teachers to be informed on how to properly conduct an earthquake drill. Teachers are the ones who will guide the students. They are the ones who will teach students how to protect themselves. The conduct of an earthquake drill requires planning and designing of evacuation procedure, as well as orienting teachers and ultimately students on how to do the earthquake drill. Earthquake drills are simple and easy to do. It only requires planning ahead and constant practice. 

Earthquake is done to:

•To ensure the safety of parents, students, teachers and staff during and after a damaging earthquake;•To help school administrators and their disaster action groups to design a specific response plan of the school for earthquakes;•To train teachers, school staff and students on how to practice proper action and response•during earthquakes.

• Conduct of flood and typhoon evacuation drills.Activate an evacuation systemAll evacuees are sheltered in adequately equipped facilities for

 •First aid trainings  They conducted training also in school and public agency on how to perform first aid and basic survival.

•Giving early warningsOne of the tasks of Provincial Disaster Risk Reduction

Management Council is to inform the public what is the current situation in our area. When there is heavy rain or incoming typhoon, they inform the public through radio so that they are aware about the weather condition in our place. If there is a danger or need for evacuation, they go to the household at risks and tell them to move out to a higher ground or to the evacuation site.Installation of warning systems – Automated Weather Station.They put up Automated Weather Stations in Manica, Libacao, Goding Ramos Park Capitol Site, Kalibo, Aklan.

•Water search and rescue trainingsWhen there is a reported drawn person missing, they

conducted water search from where the missing person last seen. (This is only applied if the missing person was drawn within 24 hours.)

•Conducting search and rescue/retrieval of missing/drowned victimsManagement of the dead and missing may be one of the most

difficult aspects under disaster response. There must be integrated and coordinated services for the dead and missing to insure that the dead maintain its dignity and the missing found. • They conducted search and rescue operation for the missing persons

• They conducted retrieval operation for the dead person.

Information education communicationOn information dissemination, they coordinate with radio

stations to announce the states of weather or flood is our area. They go to low lying areas like Laserna to inform the residence to evacuate. They coordinate also to other municipal officials like Mayor of Libacao, Madalag and Banga to know the level of water in their area because Kalibo in the catch basin of water coming from their towns.

They put up Automatic Weather Stations in Manica, Libacao, Goding Ramos Park Capitol Site, Kalibo, Aklan.

•Recovery and Rehabilitation projects

After the calamity, the Provincial Disaster Risk Reduction Management Council will help the victim to recover from what had lost to them. Like after typhoon Frank, they give the victim a seeds of palay and fertilizer for their rice field devastated. They give fishing net and boats for the fishermen to aid them recover what was lost to them. They give aid to the household who lost their houses, like nails, lumber, nipa or GI sheet and anything that could help build a house again.

Restore and improve facilities, livelihood and living conditions and organization capacities of affected communities, and reduced disaster risks in accordance with the “building back better principle.”To restore people’s means of livelihood and continuity of economic activities.To assist in the physical and psychological rehabilitation of persons who suffered from the effects of disaster.Restore shelter and other building / installation.Population of people from hazard- prone areas relocated to safe areasSafe sites for housing.

BENEFITS OF PDRRMCThe benefits that the PDRRMC can give us are the following:•Inform us when there is incoming typhoon.•Give us early warnings when there is at risk of flood in our area.•Conduct rescue and retrieval operation when there is missing person.•Assist distribution of relief goods to the victims of calamities.•Conducts monitoring and damage assessment and properties after the calamities.•Repairs and rehabilitate the affected community after the disaster.•Conduct seminars and trainings to the public agencies and schools.•Increase the level of awareness of the community to the threats and impacts of all hazards, risk and vulnerabilities.•Equip the community with the necessary skills to cope with the negative impacts of disaster.•Develop and implement comprehensive national and local disaster preparedness policies, plans and system.•Strengthen partnership among all key players and stakeholders.

If the community is prepared and the disaster is prevented and mitigated, t hat’s a big benefit of the community.

CONCLUSIONTherefore, we conclude that our Aklan Provincial Disaster Risk

Management council has a role in the public sector as facilitator of disaster risk management. The activity in every municipality is supported by the provincial disaster Risk Management Councils. When it comes to the funding, it is supported by the province and of every municipality. However, Aklan Provincial Disaster Risk Management Council, organized disaster management to prepare people for disaster or calamities situation and to develop skills professionally and capability situation and to response people who needs help.

Although in our province, they serve a quality response in our society and also collaborated with the municipality’s activity for easier response to the needs of the people in the community. We are able to know the different kinds of disaster and prevention that can help us to protect ourselves. In our interview in Provincial risk disaster management council, we are able to know the different kinds of services and preparedness in case of calamities like typhoons, earthquakes, flashfloods and other. To be prepared with calamities or disaster into the vulnerable area, the best for it is to evacuate early. Early warnings signs to the community will serve as precautions to the people.

Each member of the group, are able to cooperate in this group activity, thus our objectives were accomplished.
