In t roduc t ion

An important aspec t i n t h e opera t ion of ARAC a s a computerized

technologylinformation disseminat ion c e n t e r t o p r i v a t e bus iness has been

the eva lua t ion of and the inco rpora t ion of (when ind ica t ed ) new t e c h n i c a l

in format ion f i l e s . A prel iminary i n v e s t i g a t i o n showed t h a t t h e CITE f i l e

of Engineering Index, Inc. (EI) would c e r t a i n l y prove t o be a va luable

add i t i on t o t he information resources a v a i l a b l e from ARAC, a s w e l l as the

o the r Regional Dissemination Centers (RDC) i n t he NASA system. With the

a s s i s t a n c e of a NASA c o n t r a c t , ARAC began using the Engineering Index

CITE f i l e s , both t h e e l e c t r i c a l / e l e c t r o n i c s s e c t i o n and the p l a s t i c s

s e c t i o n on a rou t ine b a s i s i n Apr i l , 1969. The back CITE f i l e was

obta ined through January, 1969, when it f i r s t o r ig ina t ed . ARAC developed

both cu r r en t awareness and r e t r o s p e c t i v e search c a p a b i l i t i e s f o r i t s own

c l i e n t s , as w e l l as making these c a p a b i l i t i e s a v a i l a b l e t o t h e o t h e r RZ)@s

i n t h e network. Addi t iona l ly , ARAC developed Standard I n t e r e s t P r o f i l e s

based on t h i s resource .

I n o r d e r t o achieve the economies needed f o r ARAC's p a r t i c u l a r

ope ra t ions , the inpu t tapes from EI have been reformatted, r e t a i n i n g only

the E l access ion number and deep indexing terms, A l l o t h e r information i n

the inpu t records i s ~ m i t t e d from ARA.Cvs master f i l e , Searching, both

cu r r en t and r e t r o s p e c t i v e , i s done us ing the weighted-tern approach, and

i s done w i t h a CDC 360013400 computer, In t he case of the p l a s t i c s s e c t i o n ,

t h i s has been supplemented f r equen t ly by manual searching of t h e P l a s t i c s

Moa t h ly . I n January of 1970, Engineering Index, Inz . discont inued the CITE

f i l e and replaced i t wi th COMPENDEX. Bas i ca l ly , COMPENDEX contains a l l

t he information which w a s previously i n t h e CITE f i l e except t h a t i s

covers a l l t h e d i s c i p l i n e s of engineering i n s t e a d of j u s t p l a s t i c s and

e l e c t r o n i c s . Appendix A of t h i s r epo r t shows a l ist of journa ls covered

by t h e COMPENDEX f i l e and may se rve t o g ive t h e r eade r a b e t t e r i d e a of

t he ex tens ive coverage o f t h e wor ld ' s engineer ing l i t e r a t u r e .

In working w i t h t h e EI f i l e s , ARAC continued i t s method of opera t ion

similar t o t h a t used on government f i l e s i n previous yea r s . V i t a l t o AIbAC8s

method s f ope ra t ion , s i n c e f u l l a b s t r a c t s a r e n o t on t h e master E I f i l e ,

i s t h e a v a i l a b i l i t y of p r i n t e d a b s t r a c t s bear ing t h e EI accession number,

While t hese were r e a d i l y a v a i l a b l e , some d i f f i c u l t y was experienced i n

a c t u a l l y r ece iv ing the s e t of e l e c t r i c a l l e l e c t ron ics a b s t r a c t cards which

was loaned t o ARAC f o r each i s s u e . While t h i s in t roduced delays of a

few days i n t h e product ion of s e v e r a l i s s u e s of the c u r r e n t awareness

mai l ings , t he change i n the way a b s t r a c t s a r e provided which has been

adopted i n connection wi th t h e changeover t o COMPENDEX a l l e v i a t e d t h i s

problem,

As s t a t e d above, t h e p r i n t o u t c o n s i s t s on ly of access ion numbers and

weights . These access ion numbers a r e used t o r e t r i e v e a b s t r a c t cards

from a f i l e which i s arranged i n numerical sequence, The package of

"Standard I n t e r e s t P r o f i l e s " a r e subsc r ip t ion s e r v i c e s us ing s u b j e c t

desc r ip t ions and s t r a t e g i e s def ined by ARAC. They a r e designed t o o f f e r

t h e u s e r SDP s e r v i c e a t a c o s t much lower than i s p o s s i b l e us ing t h e

i n d i v i d u a l i z e d approach taken f o r Custom I n t e r e s t P r o f i l e s .

The only r e a l l y s i g n i f i c a n t c r i t i c i s m s ARAC s t a f f members have of t h e

EP f i l e s a f t e r working with them f o r more than a y e a r i s the inadequate

thesaurus con t ro l and the u n a v a i l a b i l i t y of keyword pos t ing s t a t i s t i c s f o r

t h e 1968-1969 pe r iod which a r e both complete and exc lus ive , As examples

of t h e f i r s t of t h e s e , thesaurus control-, we f i n d t h e t e m s "epoxy

eompounds" and "epoxy r e s ins" both used f o r indexing v i r t u a l l y i d e n t i c a l

concepts . Likewise, both "heat t r a n s f e r " and "heat t ransmission" a r e used.

FOP a l l f o u r of t hese t e m s , pos t ing s t a t i s t i c s i nc lude pos t ings f o r a s

f a r back as 1964, and r e f e r t o t o t a l s f o r t h e combined e l e c t r i c a l / e l e e t r o n i c s

and p l a s t i c s s e c t i o n s . This makes w r i t i n g of s t r a t e g i e s f o r r e t r o s p e c t i v e

sea rch ing unnecessar i ly "b l ind ," and i l l u s t r a t e s t h e second c r i t i c i s m

mentioned above.

Since ARAC d id n o t use t h e Engineering Index r e t r i e v a l sof tware , very

l i t t l e can be s a i d about t h a t s u b j e c t . It can be s a i d t h a t no major

d i f f i c u l t i e s were encountered i n - r e a d i n g t h e EI tapes .

I n summary, t he CITE f i l e proved t o be an a d d i t i o n t o ARAC's machine-

s ea rch ing c a p a b i l i t y which is va luable and needed by i n d u s t r i a l u se r s . It

i s assumed t h a t t h e COMPENDEX f i l e achieves the same degree of usefu lness .

Reporting on t h e work i n t h i s p r o j e c t of con t r ac t NASW 1942 b a s i c a l l y

involves f i v e d i f f e r e n t a spec t s . These a r e : ( I ) development of Standard

I n t e r e s t P r o f i l e s , custom c u r r e n t awareness s e r v i c e , and r e t r o s p e c t i v e

sea rch c a p a b i l i t i e s ; (2) e x t e n t of use by ARAC c l i e n t s of t h i s new resource ;

(3) e x t e n t of use by o the r RDCs of t h i s resource; (4 ) eva lua t ion of Standard

I n t e r e s t P r o f i l e s based on t h i s resource by NASA f i e l d c e n t e r personnel ; and

(5) computer opera t ions i n working w i t h the f i l e . Each of t h e s e i s t r e a t e d

s e p a r a t e l y i n t he next f i v e s e c t i o n s of t h i s r e p o r t ,

Since ARAC decided to use computer search programs previous ly developed

f o r searching government f i l e s , cu r r en t awareness se-rvices based on the

Engineering Index f i l e s were a v a i l a b l e immediately. Na tu ra l ly , t he EL

f i l e s had t o be re format ted s o t h a t they were c o n s i s t e n t wi th t h e A U C

Even though t h e f i l e w a s r e l a t i v e l y sma l l , r e t r o s p e c t i v e searching was

i n i t i a t e d a l s o i n A p r i l of 1969, wi th j u s t fou r back i s s u e s a v a i l a b l e f o r

The dec i s ion was made t h a t f o r r e t r o s p e c t i v e searching and custom

cu r ren t awareness s e r v i c e s based on t h i s resource i t would be combined

a s an embellishment t o o t h e r t e c h n i c a l i n f o m a t i o n f i l e s a l ready on hand

and used r o u t i n e l y a t ARAC. Thus, as a s ea rch ques t ion came i n a t ABAC,

i t i s p o s s i b l e t h a t t h e NASA, Department of Defense, and Engineering

Index f i l e s would be searched i n seeking r e l evan t information on the

search ques t ion . The same was a l s o t r u e f o r custom c u r r e n t awareness

s e r v i c e s . I n t h e case of Standard I n t e r e s t P r o f i l e s (SIPs) , however, i t

was decided t h a t any SIPs developed based on t h i s resource would c o n s i s t

only of in format ion contained i n t h e EI f i l e s . The reason f o r t h i s was

t h a t ARAC f e l t i t w a s necessary t o g e t a b e t t e r f e e l i n g f o r t h e cos t of

provid ing SIPs based on t h i s resource , and t h e r e f o r e , divorce them from

o t h e r prev ious ly e x i s t i n g SIPs. I n view of ARAC's previous opera t ing

experience wi th fee-paying c l i e n t s and t h e n a t u r e of t h e E I resource , t h e

The impact of t h i s a d d i t i o n a l resource on ARAC's mode of ope ra t ion is

awareness s e r v i c e s i n c e i t i s used a s an embellishment t o o t h e r resources .

Since t h i s resource was added as a r e s u l t of repeated reques ts by use r s ,

t he acceptance and r eac t ion t o i t has been q u i t e favorable f o r both

r e t r o s p e c t i v e searching and custom cu r ren t awareness. Its a v a i l a b i l i t y

has played a s i g n i f i c a n t r o l e i n t he process of a t t r a c t i n g many new c l i e n t

f i rms t o ARAC and has been s o l e l y r e spons ib l e f o r at l e a s t e i g h t new

memberships when the impact of t h e a v a i l a b l e SIPS i s included.

A s of A p r i l 30, 1970, t h e E I resources were being used f o r some

n ine t een Custom I n t e r e s t P r o f i l e s by i t s e l f and f o r some twenty-one o t h e r

Custom I n t e r e s t P r o f i l e s i n connection with o t h e r resources . I n terms o f

r e t r o s p e c t i v e searching , t h e E I f i l e had been used by i t s e l f a t o t a l of

s ix ty - th ree times as of Apr i l 30, and i n connection wi th o the r resources ,

an a d d i t i o n a l 184 times.

The EI resource i s a l s o used t o produce some seventy-one Standard

SIPS are being d i s t r i b u t e d t o some 102 mail ing p o i n t s a s of Apr i l 30, 1970.

It must be borne i n mind t h a t a good many of t hese SIPs have only been

a v a i l a b l e f o r s e v e r a l months and, t he re fo re , s i g n i f i c a n t i nc rease i n

subsc r ip t ions t o them i s a n t i c i p a t e d .

Since i t i s impossible t o d e l i n e a t e whether o r n o t s e r v i c e s s o l d

which a r e based only i n p a r t on t h e EI resources would have ma te r i a l i zed

without i t , i t is probably s a f e r t o omit those from any cons idera t ion

of revenues generated by t h e EI resource . Excluding t h e s e , i t appears

t h a t t h e EI resource accounted f o r approximately $17,500 income t o ARAC

during t h e per iod of t h i s c o n t r a c t .

Sec t ion 111: Extent o f Use by Other RDCs of This Resource

A s i g n i f i c a n t a spec t of t h i s p r o j e c t involved ARAC making a v a i l a b l e

t h i s resource t o t h e o t h e r RDCs . This was done v i a t h r e e d i f f e r e n t

methods based on each of t h e t h r e e s e r v i c e s developed. S p e c i f i c a l l y ,

r e t r o s p e c t i v e searching w a s made a v a i l a b l e , custom c u r r e n t awareness

searching was made a v a i l a b l e , and a11 SIPs based on t h i s resource were

s e n t f r e e t o each of the RDCs during t h e per iod of t he con t r ac t . Throughout

the per iod of performance some 171 r e t r o s p e c t i v e searches were performed

f o r the o t h e r RDCs based on t h i s resource. A s o f Apr i l 30 the re were

seven Custom I n t e r e s t P r o f i l e s on l i n e f o r t he o t h e r RDCs. On Apr i l 1,

1970, each RDC was n o t i f i e d t h a t t h e per iod f o r r e c e i p t of f r e e SIPs had

ended and they were requi red a s of t h a t da t e t o pay ARAC ( a t a wholesale

r a t e ) f o r any SIPs they wanted t o cont inue rece iv ing based on t h i s resource .

A t o t a l of some seventy-three copies of SIPs were r e t a i n e d by the var ious

RDCs a s of Apr i l 3 0 , 1970, and the l i s t i s growing each month due t o t h e

f r u i t s of t h e i r marketing e f f o r t s .
