Definitions There is no actual definition, for example x metres above ground = working from height. In the past a rule of thumb of 2m was used. However, it now the case that movement above ground level is working at height, with the exception of walking up stairs. Ways Forward It would not be viable to produce a risk assessment of every possible permutation of every task that may, or may not, be carried out while working at heights. However, the purpose of this document is to identify the tasks which may give rise to more than an acceptable risk. It will also give guidance, with reference to other documents, about reducing the risk associated with these tasks as well as information on low level risks. Work Systems: When working at heights the most important thing to remember is does the task need to be done at height or can it be done from the ground. A classic example of this is window cleaners. Traditionally they used to use ladders, now it is mainly done by long reach water fed brushes on poles. If there is no alternative to working at height what measures can be put in place to prevent falls when working at height. Should it not be possible to put such measures in place then systems should be put in place to minimize the distance and consequences of such a fall. The jobs that are done at height within this company can be categorized into the following areas; 1. Access to items stored on shelves 2. Maintenance work Assessment of Control 1. While the roof at Troy House is not fragile movement should be via the guttering. At Unit 3 the roof is fragile and access should only be done via crawling boards. The roof at Troy House does have edge protection as part of the design of the building, this is not the case at Unit 3 and work at the latter would need to involve fall arrest/lanyards as necessary. Work which is either not covered by this assessment or special work being carried out should be referred to the HS Manager for a more detailed assessment before starts.

Definitions There is no actual definition, for example x metres above ground = working from height. In the past a rule of thumb of 2m was used. However, it now the case that movement above ground level is working at height, with the exception of walking up stairs.

Ways Forward It would not be viable to produce a risk assessment of every possible permutation of every task that may, or may not, be carried out while working at heights. However, the purpose of this document is to identify the tasks which may give rise to more than an acceptable risk. It will also give guidance, with reference to other documents, about reducing the risk associated with these tasks as well as information on low level risks.

1. The entire roof covering is constructed of Metal sheets and GRP roof lights which are classed as fragile.

2. All roof lights will be covered at the bottom at gutter level with met- bar and a demarcation area set up to

prevent access to fragile su rfaces.

3. In each case an assessment of risk will be made to provide a safe system of work tak ing into account the work to be done, accessl egress requirements and protection of the area below the work area.

4. Suitable means of access w ill be provided , such as roof ladders, crawling boards, scaffolding and staging 5. Where access is possible alongside fragile materials such as roof lights, covers will be provided or the fragile

materials will be cordoned off

6. Suitable and sufficient barriers and signs will be provided so as to isolate the area below the fragile roof surface whilst the washing process is in operation were possible

7. No person will be permitted to walk on fragile materials for any purpose, including access and surveying the work

8. The Contract Manager and site Supervisor will define a safe method of work prior to commencement of work and will arrange for proVision of suitable access equipment and trained personnel as required by safe system devised.

9. All persons involved in carrying out the works must have read this assessment before commencing working at height. All operatives must be aware of welfare and first aid facilities on site and all emergency arrangements that are in place i.e. first aider and security procedures.

10. Suitable and sufficient personal protective eqUipment must be wom as and when required by all persons on site including visitors.

11. All works to be carried out in accordance with this Risk Assessment and any associated Method Statement

1. All hired in plant must have proof of 'thorough Examination' test. 2. Only trained and competent persons must be allowed to operate the access equipment. 3. Working platform capacity must be checked to ensure sufficient height, reach and safe working load for the

work being undertaken, including the carrying of men & materials. 4. Equipment must not be operated outside limits & tolerances set by manufacturers. 5 . Before work commences the area of work w ill be cordoned off, 6. Before work commences any overhead obstructions will be made safe during the work. 7. Third parties will not be allowed into the work area & su itable warning signs will be used . 8. Operating areas for equipment must be firm and level. 9. Stabilisers, where appropriate, must be extended before the platform is raised. 10. Platforms must not be left unattended in raised position.

11. Harnesses will be worn whilst on the lift platform and securely clipped to the equipment. 12. Platforms must not be moved until they are cleared of any loose material. 13. If the period is greater than I day, equipment is to be visually check to ensure it is in working order before

commencement of each new working period . 14. Suitable and sufficient personal protective equipment must be worn as and when required by all persons on

site, including visitors. 15. All works to be carried out in accordance with this Risk Assessment & any associated Method Statements.
