CARR-1574 Forrest Sisters House 153 East Green Street, Westminster Private 1907
Summary:
The Forrest Sisters House, at 153 East Green Street in Westminster, sits on part oflot 13 of John Fisher's Addition. The 1877 Atlas already shows a house on this site, though it is not one of the buildings that survives today. The original house was probably built about 1867 by Ephraim B. Fowler, and was sold to Charles H. Fowler (his son?) in 1883. Charles was a cigar maker who got into financial trouble and his property was sold by court order in 1897. The house and lot were acquired by Dianna Forrest for $1, 000. The house stood where 151 East Green Street is, and was either demolished or substantially altered by 1901. Dianna Forrest died by November 1900 and her three single daughters, Martha Alice, Ella May, and Annie Florence, inherited the property. In 1907 the three sisters built a new brick house on the other half oflot 13, at 153 East Green Street. The local papers noted in July of that year that "tlie new brick house being built by the Misses Forrest on Green street, is progressing nicely." At a time when the Colonial Revival was very popular, bungalows were gaining in popularity, and Queen Anne houses were still being
.,,,.,..._ built around the county, the Forrest Sisters chose to build a mansard-roofed house. Like Queen Anne houses, this dwelling was a little behind its time, but much of Carroll County was slow to adopt the popular new national styles. The first mansard-roofed dwelling built in Westminster was probably William Dallas' mansion (CARR-517), in 1869, but few followed this lead, so that a mansard roof probably would not have seemed that out of date in Westminster in 1907. The Dallas house is just across the street from the Forrest sisters house, and it may have influenced them in their choice.

Description Section 7 Page 1
The Forrest Sisters House is located at 153 East Green Street in Westminster, in central Carroll County Maryland. The house faces west towards Green Street and is a three story brick structure of four bays by five bays with an "L" plan. It has a rubble stone foundation and a mansard roof with pressed metal shingles. The west elevation has running bond brick. The foundation has one segmentally arched window between the two south bays. On the first story of the west elevation, the two south bays project forward and have one-over-one double hung sash with wood sills, bull-nose frames and segmental arches. The north center bay is recessed one bay and has the front door. This door has one light over one panel and has a one-light transom. The door opening is segmentally arched and the frame has a bull-nose molding. The north bay is recessed two bays and has a door with one light over two lying panels. It also has a bull-nose frame and a segmentally arched opening with a one-light transom. There is an ell porch in the north and north-center bays, with a wood deck and ceiling and Doric columns. The porch has a pediment on the west elevation. On the second story, the two south bays are identical to the first story and the north-center and north bays have a typical one-over-one sash. The third story has a dormer with paired two-light casements and a pediment above it in the center of the two south bays. The north-center bay has a one-over-one sash in a pedimented dormer and the north bay has no opening.
On the north elevation, the first story west and west center bays have typical one-over-one sash, the center bay has no opening and the east-center and east bays have typical one-over-one sash. On the second story, the west center and center bays have typical one-over-one sash, the east center and east bays have a typical one-over-one sash centered between the two bays. On the third story, the west bay has a typical dormer, the west center and center bays have the same dormer as the two south bays of the third story west elevation. The east bays have a blank brick wall that slopes down to the east, as the eastern half of the dwelling has a shed roof.
On the east elevation, the first story has a brick addition which contains a modern kitchen. The second story has a three-bay enclosed porch that is brick. The north center bay on the second story is original and has a two over two double hung sash with a flat brick jack-arch. The north bay is recessed and has a cellar door in the foundation with three lying lights over two lying panels. The first story has a typical one-over-one sash, and the second story has a one-over-one sash with a splayed brickjack-arch.
The south elevation is built adjacent to the building to the south. There are two segmentally arched window openings near the rear of the building that are closed off, one of them on the first story and one on the second. The windows to the east of these closed off openings have straight brick jack-arches.
The cellar has a concrete floor. At the west end there was a full bath that had a claw foot tub, an oak and brass toilet and a sink dated "1941." All of these have been removed. The northeast

corner of the cellar has an enclosed brick fireplace with no mantel. Near it is a porcelain sink with a door below it with three lying panels. The base of the sink is constructed of circular sawn lumber. There are remains of cabinets that were to the west of the fireplace and the doors were similar to the door at the front of the sink. In the southwest section was formerly a crate or potato bin. The joists run north-south and are circular sawn. They are 7 3/4 to 8 inches by 2 inches and are spaced 15 3/4 to 16 inches on centers. They rest on the stone foundation wall with brick set between the joists. The :flooring above runs east-west, is circular sawn, and is 3 1h inches wide. There are cut nails coming through the floor. Brick piers in the center of the cellar support the summer beam that runs east-west. This summer beam appears to be sash sawn and has thin wood strips nailed to the bottom sides of the beam to support the floor joists. These strips are attached with wire nails.
The first story has a side passage plan with a cross passage stair hall. There is a single room to the front or west of the stair hall and two rooms to the back or east ofit. 2 1/4 inch wide oak :flooring runs north-south throughout the first story. The passage architrave is symmetrical with a sunk center field and ogee moulds at the break. The cornice molding at the top has a plain frieze, and the baseboard has a quirked Greek ogee on top. There are wide segmentally arched openings to the southwest room, the stairs, and the northeast room. The southwest room has the same baseboard and architrave. The stairway has two runs with a landing at the south end. It has an oak newel post that has sunk flat panels with bead moldings and foliate carving on the top of the newel. The balusters are turned. The stairway has closed stringers that are paneled with sunk fields. There is a short door under the stair with five lying panels that have sunk fields. There is also a large trap door in the floor.
In the northeast room the typical baseboard and architrave are used. There is a door on the west wall, to the north, that leads to the exterior. It has a foliate knob and scutcheon and a plain doorbell. The panels on this door have sunk fields with ovolo and cavetto panel moulds. The southeast corner of this room is angled, but it is not possible to determine the reason for this treatment. There is a four-panel door to the southeast room that has sunk fields with ogee panel molds and is hung on stamped plate hinges.
The southeast room north wall has a chimney flue with a closet to the west of it that has typical architrave inside and out. The baseboard and architrave used throughout the room are typical. The northeast comer of the room is also angled. The east elevation of the room has a door. The south elevation has paired windows set to the east. The center divider between these window sash is new and there is no original architrave. One or both of these window sash appear to have been removed from another location on this elevation and moved to the east probably
!~ when the house next door was extended on the rear. On the west elevation is an enclosed stairway to the cellar. A typical door is set on the north side of the stairway and the stairway goes down to the south. There is also a typical door on the west elevation, set to the south, that leads

to a closet. The trim around the interior side of the door is new and the flooring here is not continuous. From below the joists are 2 by 4's that have been added in. It appears there was a stair here and that the cellar stair probably went down here with a servant stair to the second story at the north end where the cellar stair is now. There was a small mud room on the east end, to the south, that has now been opened up with an addition housing a kitchen and bathroom. The toilet in this bathroom is dated "August 6, 1948."
The second story has a landing at the top of the stair with two rooms to the west and two rooms to the east, with a narrow passage between the two eastern rooms that runs east to a small room at the east end of the passage. In the passage the newel post are pine with saw kerf-cuts and domed tops. The typical baseboard is used throughout the second story and the architrave throughout has a beaded interior edge. There is 2 Yi wide oak tongue-and-groove flooring that runs north-south. The landing on the second story is bisected by a partial wall with a large segmentally arched opening. The doors throughout have four panels with sunk fields and ogee panel molds. They have mortise locks with cast foliate escutcheons and wood knobs. Just east of the stairway, off of the passage, is a closet with typical architrave and door. It is set above the cellar stairway in the southeast room below.
The northwest chamber is a small room with typical details. The southwest chamber has a closet on the east elevation, set to the south. The northeast chamber has a closet on the east elevation, set to the south. There is a doorway on the south wall that is later. It has plain mitered trim and later oak flooring stuck in the threshold. The doorway leads out to the passage, but the door is now gone. The narrow eastern passage has two closets on the south wall, set at the east end. They have typical architrave, but the western closet door is taller than the eastern one. At the east end of the passage is a typical door that leads to a small room above the former mud room. This eastern most-chamber is now a bathroom. The toilet in it is dated "August 31, 1948". In the northwest corner is a closet with a typical architrave and a two-panel door.
The southeast chamber has chair rail added to it. The south elevation has an original large window opening set to the west that is now closed off. The window is gone and the opening has been converted to shelves. There is a small later six-over-one sash set to the east, with typical architrave that was probably re-used from somewhere else in the house. The west elevation has a typical door with typical architrave, set to the south, that leads to a closet. The east elevation has a typical window to the south and a door to the north with four lights over two panels. It has a typical architrave and a one-light transom. The eastern porch is now enclosed with pine flooring that runs east-west, knotty pine paneling, and a painted board ceiling that runs north-south. There is six-over-one sash that is identical to that added in the southeast chamber and a six-light over two-panel natural pine door.
The main stairway goes up seven steps to a wall with typical door and architrave. This

doorway leads to a landing and the stairway turns to the north and continues up to a second landing in the attic. The trim in the attic passage matches the first story, but without the cornice over the doorway. The attic is divided in half by a wall that runs east-west. The ceiling slopes from west down to east. The south attic is finished with plain baseboard and with pine flooring that runs east-west. The windows here are two light casements that have typical architrave on the top and bottom. A beam runs across the center of the ceiling to support the rafters. The doorway has been opened up into the north attic. The north attic was originally unfinished but now has a bathroom.

Fowler retained his cigar manufacturing stock, and his wife purchased their household furnishings at the sale, but the house and lot were acquired by Dianna Forrest for $1,000. The house stood where 151 East Green Street is, and was either demolished or substantially altered by 1901, when the tax assessments note changes to the improvements on the property. These changes are reflected on the Sanborn Fire Insurance Maps for 1897 and 1904.
Dianna Forrest died by November 1900 and her three single daughters, Martha Alice, Ella May, and Annie Florence, inherited the property. In 1907 the three sisters built a new brick house on the other half oflot 13, at 153 East Green Street. The local papers noted in July of that year that "the new brick house being built by the Misses Forrest on Green street, is progressing nicely." No other mention is made of the house, so it is not known who designed and constructed it, but the tax assessments note it in 1908 (valued at $1620) and the Sanborn Maps show it in
.~. 1910. Presumably, the Forrest Sisters moved here, but it is not known what they did with the house at 151 East Green Street. At a time when the Colonial Revival was very popular, bungalows were gaining in popularity, and Queen Anne houses were still being built around the county, the Forrest Sisters chose to build a mansard-roofed house. Like Queen Anne houses, this dwelling was a little behind its time, but much of Carroll County was slow to adopt the popular new national styles. The first mansard-roofed dwelling was probably built in Westminster in 1869, but few followed this lead, so that a mansard roof probably would not have seemed that out of date in Westminster in 1907. The 1869 house was William Dallas' Mansion, just across the street from the Forrest sisters house, and it may have influenced them in their choice.
Martha Alice died in 1927, willing her property to her two sisters, and Annie Florence died intestate in 1938. Ella May died in 1947, none of the three having married, and the property was subdivided into two separate parcels. The house at 153 East Green Street passed through numerous hands, at least part of the time being used as a rental property. During this time an addition was put on the back. It was purchased and renovated by the current owner in 1983.
